The acquisition of private property by right-of-way projects causes economic changes to the remainder of the property. An issue is the deviations in remainder parcel values between appraisers. Therefore, it is vital to understand whether appraisers in different locations consider and value the same or different factors. The objective of this paper is to identify spatial heterogeneity in the factors contributing to damages (as percentages) to remainders of affected parcels. Data on 507 appraisal reports for affected remainder parcels in Tennessee were collected and coded, creating a unique database with 23 variables. Applying a geographically weighted Gaussian regression model uncovered whether relationships were stationary over space. Results show that the local model outperforms the global model with an improved adjusted R2 of 0.81 compared with 0.77 in the global model. The most significant factors contributing to damage percentages that varied spatially are ratio of acquisition, adverse change in utility, major acquisition of landscape, highest and best use changed to assemblage, and major damage to access (landlocked). A larger area, corner parcels, and all categories of existing land use compared with residential use tend to lower the percentage damage to the remainder. Nashville is less severely affected by major damage to access, presumably for its high price of land. This study can assist appraisers in getting an early estimate of damage during partial takings. Property owners will have clarity about the impact of the eminent domain procedure on their land’s price.

Models for describing the microscopic driving behavior rarely consider the “social effects” on drivers’ driving decisions. However, social effect can be generated due to interactions with surrounding vehicles and affect drivers’ driving behavior, e.g., the interactions result in imitating the behavior of peer drivers. Therefore, social environment and peer influence can impact the drivers’ instantaneous behavior and shift the individuals’ driving state. This study aims to explore empirical evidence for existence of a social effect, i.e., when a fast-moving vehicle passes a subject vehicle, does the driver mimic the behavior of passing vehicle? High-resolution Basic Safety Message data set (N = 151,380,578) from the Safety Pilot Model Deployment program in Ann Arbor, Michigan, is used to explore the issue. The data relates to positions, speeds, and accelerations of 63 host vehicles traveling in connected vehicles with detailed information on surrounding environment at a frequency of 10 Hz. Rigorous random parameter logit models are estimated to capture the heterogeneity among the observations and to explore if the correlates of social effect can vary both positively and negatively. Results show that subject drivers do mimic the behavior of passing vehicles –in 16 percent of passing events (N = 18,099 total passings occurred in freeways), subject vehicle drivers are observed to follow the passing vehicles accelerating. We found that only 1.2 percent of drivers normally sped up (10 km/hr in 10 s) during their trips, when they were not passed by other vehicles. However, if passed by a high speed vehicle the percentage of drivers who sped up is 16.0 percent. The speed change of at least 10 km/hr within 10 s duration is considered as accelerating threshold. Furthermore, the acceleration of subject vehicle is more likely if the speed of subject driver is higher and more surrounding vehicles are present. Interestingly, if the difference with passing vehicle speed is high, the likelihood of subject driver’s acceleration is lower, consistent with expectation that if such differences are too high, the subject driver may be minimally affected. The study provides new evidence that drivers’ social interactions can change traffic flow and implications of the study results are discussed.

A correct lane-changing plays a crucial role in traffic safety. Predicting the lane-changing behavior of a driver can improve the driving safety significantly. In this paper, a hybrid neural network prediction model based on recurrent neural network (RNN) and fully connected neural network (FC) is proposed to predict lane-changing behavior accurately and improve the prospective time of prediction. The dynamic time window is proposed to extract the lane-changing features which include driver physiological data, vehicle kinematics data, and driver kinematics data. The effectiveness of the proposed model is validated through the experiments in real traffic scenarios. Besides, the proposed model is compared with five prediction models, and the results show that the proposed prediction model can effectively predict the lane-changing behavior more accurate and earlier than the other models. The proposed model achieves the prediction accuracy of 93.5% and improves the prospective time of prediction by about 2.1 s on average.

Incident duration models are often developed to assist incident management and traveler information dissemination. With recent advances in data collection and management, enormous achieved incident data are now available for incident model development. However, a large volume of data may present challenges to practitioners, such as data processing and computation. Besides, data that span multiple years may have inconsistency issues because of the data collection environments and procedures. A practical question may arise in the incident modeling community—Is that much data really necessary (“all-in”) to build models? If not, then how many data are necessary? To answer these questions, this study aims to investigate the relationship between the data sample sizes and the reliability of incident duration analysis models. This study proposed and demonstrated a sample size determination framework through a case study using data of over 47,000 incidents. This study estimated handfuls of hazard-based duration models with varying sample sizes. The relationships between sample size and model performance, along with estimate outcomes (i.e., coefficients and significance levels), were examined and visualized. The results showed that the variation of estimated coefficients decreases as the sample size increases, and becomes stabilized when the sample size reaches a critical threshold value. This critical threshold value may be the recommended sample size. The case study suggested a sample size of 6,500 to be enough for a reliable incident duration model. The critical value may vary significantly with different data and model specifications. More implications are discussed in the paper.

Vehicle automation, manifested in self-driving cars, promises to provide safe mobility by reducing human errors. While the testing of automated vehicles (AVs) has improved their performance in recent years, automation technologies face challenges such as uncertainty of safety impacts in mixed traffic with human-driven vehicles. This study aims to examine the gaps in AV safety performance and identify what will be required on a preferential basis for AVs to guarantee an acceptable level of safety performance, especially in mixed traffic, by conducting a thorough analysis of crashes involving levels 2-3 AVs. Based on 260 AV collision reports from California from 2019 to 2021, this study extracts crash-related variables from crash records in a standardized form, crash locations, and, notably, crash narratives reported by AV manufacturers. This study untangles the complex interrelationships among pre-crash conditions, AV driving modes, crash types, and crash outcomes by applying a path-analytic framework with the frequentist and Bayesian approaches. Results show that 51.9 percent of crashes were rear-ends. Particularly, AVs become more vulnerable to rear-end collisions in the automated driving mode than in the conventional mode, given a crash. Additionally, the automated driving mode would not significantly affect the chance of a sideswipe collision, injury, or AV damage levels. Another interesting finding is that manual disengagement is more likely to happen when an AV interacts with a transit vehicle right before a crash occurs while having a negative relationship with injury crashes. Moreover, to reduce injury crashes, AVs would need more thorough testing to adapt to the critical roadway and infrastructure features such as intersections, ramps, and slip lanes; and roadway infrastructure would require improvements to support transportation automation. The risk factors identified in this study can be considered in AV safety assessment scenarios and future operations of mixed traffic. This study demonstrates that AV crash narrative data can be leveraged to improve knowledge of AV safety in mixed traffic.

Introduction: Bicyclists are among vulnerable road users with their safety a key concern. This study generates new knowledge about their safety by applying a spatial modeling approach to uncover non-stationary correlates of bicyclist injury severity in traffic crashes. Method: The approach is Geographically Weighted Ordinal Logistic Regression (GWOLR), extended from the regular Ordered Logistic Regression (OLR) by incorporating the spatial perspective of traffic crashes. The GWOLR modeling approach allows the relationships between injury severity and its contributing factors to vary across the spatial domain, to account for the spatial heterogeneity. This approach makes use of geo-referenced data. This study explored more than 7,000 geo-referenced bicycle--motor-vehicle crashes in North Carolina. Results: This study performed a series of non-stationarity tests to identify local relationships that vary substantially across the spatial domain. These local relationships are related to the bicyclist (bicyclist age, bicyclist behavior, bicyclist intoxication, bicycle direction, bicycle position), motorist (driver age, driver intoxication, driver behavior, vehicle speed, vehicle type) and traffic (traffic volume). Conclusions: Results from the regular OLR are in general consistent with previous findings. For example, an increased bicyclist injury severity is associated with older bicyclists, bicyclist being intoxicated, and higher motor-vehicle speeds. Results from the GWOLR show local (rather than global) relationships between contributing factors and bicyclist injury severity. Practical Applications: Researchers and practitioners may use GWOLR to prioritize cycling safety countermeasures for specific regions. For example, GWOLR modeling estimates in the study highlighted the west part (from Charlotte to Asheville) of North Carolina for increased bicyclist injury severity due to the intoxication of road users including both bicyclists and drivers. Therefore, if a countermeasure is concerned with the road user intoxication, there may be a priority for the region from Charlotte to Asheville (relative to other areas in North Carolina).

Connected and automated vehicle technologies have the potential to significantly improve transportation system performance. In particular, advanced driver-assistance systems, such as adaptive cruise control (ACC) and cooperative adaptive cruise control (CACC), may lead to substantial improvements in performance by decreasing driver inputs and taking over control of the vehicle. However, the impacts of these technologies on the vehicle- and system-level energy consumption, emissions, and safety have not been quantified in field tests. The goal of this paper is to study the impacts of automated and cooperative systems in mixed traffic containing conventional, ACC, and CACC vehicles. To reach this goal, experimental data based on real-world conditions are collected (in tests conducted by the Federal Highway Administration and the U.S. Department of Transportation) with presence of ACC, CACC, and conventional vehicles in a vehicle platoon scenario and a cooperative merging scenario. Specifically, a platoon of five vehicles with different vehicle type combinations is analyzed to generate new knowledge about potential safety, energy efficiency, and emission improvement from vehicle automation and cooperation. Results show that adopting the CACC system in a five-vehicle platoon substantially reduces the driving volatility and reduces the risk of rear-end collision which consequently improves safety. Furthermore, it decreases fuel consumption and emissions compared with the ACC system and manually-driven vehicles. Results of the merging scenario show that while the cooperative merging system slightly reduces the driving volatility, the fuel consumption and emissions can increase because of sharper accelerations of CACC vehicles compared with manually-driven vehicles.

With the advent of seemingly unstructured big data, and through seamless integration of computation and physical components, cyber-physical systems (CPS) provide an innovative way to enhance safety and resiliency of transport infrastructure. This study focuses on real-world microscopic driving behavior and its relevance to school zone safety – expanding the capability, usability, and safety of dynamic physical systems through data analytics. Driving behavior and school zone safety is a public health concern. The sequence of instantaneous driving decisions and its variations prior to involvement in safety critical events, defined as driving volatility, can be a leading indicator of safety. By harnessing unique naturalistic data on more than 41,000 normal, crash, and near-crash events featuring over 9.4 million temporal samples of real-world driving, a characterization of volatility in microscopic driving decisions is sought at school and non-school zone locations. A big data analytic methodology is proposed for quantifying driving volatility in microscopic real-world driving decisions. Eight different volatility measures are then linked with detailed event-specific characteristics, health history, driving history/experience, and other factors to examine crash propensity at school zones. A comprehensive yet fully flexible state-of-the-art generalized mixed logit framework is employed to fully account for distinct yet related methodological issues of scale and random heterogeneity, containing multinomial logit, random parameter logit, scaled logit, hierarchical scaled logit, and hierarchical generalized mixed logit as special cases. The results reveal that both for school and non-school locations, drivers exhibited greater intentional volatility prior to safety-critical events. Volatility in positive and negative vehicular jerk in longitudinal and lateral directions associates with increases the probability of unsafe outcomes (crashes or near-crashes) at school zones. A one-unit increase in intentional volatility measured by positive vehicular jerk in longitudinal direction associates with a 0.0528 increase in the probability of crash outcome. Importantly, the effect of negative vehicular jerk (braking) in longitudinal direction on the likelihood of crash outcome is almost double. Methodologically, Hierarchical Generalized Mixed Logit model resulted in best-fit, simultaneously accounting for scale and random heterogeneity. When accounted for separately, more parsimonious models accounting for scale heterogeneity performed comparably to the less parsimonious counterparts accounting for random heterogeneity. Importantly, even after accounting for random heterogeneity, substantial heterogeneity due to a “pure scale-effect” is still observed, underscoring the importance of scale effects in influencing the overall contours of variations in the modeled relationships. The study demonstrates the value of observational study design and big data analytics for understanding extreme driving behaviors in safe vs. unsafe driving outcomes. Implications for designing personalized school zone behavioral countermeasures are discussed.
