The variational multiparticle-multihole configuration mixing approach (MPMH) to nuclei has been proposed about a decade ago. While the first applications followed rapidly, the implementation of the full formalism of this method has only been recently completed and applied in [C. Robin, N. Pillet, D. Pe\~na Arteaga and J.-F. Berger, Phys. Rev. C 93, 024302 (2016)] to $^{12}$C as a test-case. The main objective of the present paper is to carry on the study that was initiated in that reference, in order to put the MPMH method to more stringent tests. To that aim we perform a systematic study of even-even sd-shell nuclei. The wave function of these nuclei is taken as a configuration mixing built on orbitals of the sd-shell, and both the mixing coefficients of the nuclear state and the single-particle wave functions are determined consistently from the same variational principle. The calculations are done using the D1S Gogny force. Various ground-state properties are analyzed. In particular, the correlation content and composition of the wave function as well as the single-particle orbitals and energies are examined. Binding energies and charge radii are also calculated and compared to experiment. The description of the first excited state is also examined and the corresponding transition densities are used as input for the calculation of inelastic electron and proton scattering. Special attention is paid to the effect of the optimization of the single-particle states consistently with the correlations of the system. Globally, the results are satisfying and encouraging. In particular, charge radii and excitation energies are nicely reproduced. However, the chosen valence-space truncation scheme precludes achieving maximum collectivity in the studied nuclei. Although self-consistent multi-configuration methods have been used for decades to address the description of atomic and molecular many-body systems, only a few trials have been made in the context of nuclear structure. This work aims at the development of such an approach to describe in a unified way various types of correlations in nuclei, in a self-consistent manner where the mean-field is improved as correlations are introduced. The goal is to reconcile the usually set apart Shell-Model and Self-Consistent Mean-Field methods. This approach is referred as "variational multiparticle-multihole configuration mixing method". It is based on a double variational principle which yields a set of two coupled equations that determine at the same time the expansion coefficients of the many-body wave function and the single particle states. The formalism is derived and discussed in a general context, starting from a three-body Hamiltonian. Links to existing many-body techniques such as the formalism of Green's functions are established. First applications are done using the two-body D1S Gogny effective force. The numerical procedure is tested on the $^{12}$C nucleus in order to study the convergence features of the algorithm in different contexts. Ground state properties as well as single-particle quantities are analyzed, and the description of the first $2^+$ state is examined. This study allows to validate our numerical algorithm and leads to encouraging results. In order to test the method further, we will realize in the second article of this series, a systematic description of more nuclei and observables obtained by applying the newly-developed numerical procedure with the same Gogny force. The outer crust structure and composition of a cold, non-accreting magnetar is studied. We model the outer crust to be made of fully equilibrated matter where ionized nuclei form a Coulomb crystal embedded in an electron gas. The main effects of the strong magnetic field are those of quantizing the electron motion in Landau levels and of modifying the nuclear single particle levels producing, on average, an increased binding of nucleons in nuclei present in the Coulomb lattice. The effect of an homogeneous and constant magnetic field on nuclear masses has been predicted by using a covariant density functional, in which induced currents and axial deformation due to the presence of a magnetic field that breaks time-reversal symmetry have been included self-consistently in the nucleon and meson equations of motion. Although not yet observed, for $B\gtrsim 10^{16}$G both effects contribute to produce different compositions and to enlarge the range of pressures typically present in common neutron stars. Specifically, in such a regime, the magnetic field effects on nuclei favor the appearance of heavier nuclei at low pressures. As $B$ increases, such heavier nuclei are also preferred up to larger pressures. The Relativistic Hartree-Fock-Bogoliubov model for axially deformed nuclei (RHFBz) is introduced. The model is based on an effective Lagrangian with density-dependent meson-nucleon couplings in the particle-hole channel, and the pairing part of the Gogny force is used in the pairing channel. The RHFBz quasiparticle equations are solved by expansion in the basis of a deformed harmonic oscillator. Illustrative RHFBz calculations are performed for Carbon, Neon and Magnesium isotopes. Covariant density functional theory is used to analyze the evolution of low-lying M1 strength in superfluid deformed nuclei in the framework of the self-consistent Relativistic Quasiparticle Random Phase Approximation (RQRPA). In nuclei with a pronounced neutron excess two scissor modes are found. Besides the conventional scissor mode, where the deformed proton and neutron distributions oscillate against each other, a new soft M1 mode is found, where the deformed neutron skin oscillates in a scissor like motion against a deformed proton-neutron core., Comment: 4 pages,4 figures

Covariant density functional theory, in the framework of self-consistent Relativistic Mean Field (RMF) and Relativistic Random Phase approximation (RPA), is for the first time applied to axially deformed nuclei. The fully self-consistent RMF+RRPA equations are posed for the case of axial symmetry and non-linear energy functionals, and solved with the help of a new parallel code. Formal properties of RPA theory are studied and special care is taken in order to validate the proper decoupling of spurious modes and their influence on the physical response. Covariant density functional theory based on the relativistic mean field (RMF) Lagrangian with the parameter set NL3 has been used in the last ten years with great success. Now we propose a modification of this parameter set, which improves the description of the ground state properties of many nuclei and simultaneously provides an excellent description of excited states with collective character in spherical as well as in deformed nuclei., Comment: 8 pages, 5 figures

Based on a relativistic mean-field theory with an effective point coupling between the nucleons, three-dimensional angular momentum projection is implemented for the first time to project out states with designed angular momentum from deformed intrinsic states generated by triaxial quadrupole constraints. The same effective parameter set PC-F1 of the effective interaction is used for deriving the mean field and the collective Hamiltonian. Pairing correlations are taken into account by the BCS method using both monopole forces and zero range d-forces with strength parameters adjusted to experimental even-odd mass differences. A full three-dimensional angular momentum projection on top of a triaxial relativistic mean-Geld calculation is implemented for the first time. The underlying Lagrangian is a point coupling model and pairing correlations are taken into account by a monopole force. This method is applied for the low-lying excited states in 24Mg. Good agreement with the experimental data is found for the ground state properties. A minimum in the potential energy surface for the 2+ state, with beta = 0.55, gamma = 10 deg, is used as the basis to investigate the rotational energy spectrum as well as the corresponding B(E2) transition probabilities as compared to the available data., Comment: 10 pages, 5 figures
