After many years of discussion and debate, Saint Lucia finally acceded to the appellate jurisdiction of the Caribbean Court of Justice (CCJ) on 20 July 2023, thereby jettisoning the Judicial Committee of the Privy Council (JCPC) and marking a landmark and historical milestone in its political and constitutional development. While, in the end, the legislative process appeared straightforward, the broader journey was fraught with complexity and interrupted periods of progress. This article provides a detailed analysis of the significant historical moments during 1997–2023 that contributed towards Saint Lucia's accession. This period included the initial motivations for the accession, Saint Lucia Constitutional Reform Commission, the Attorney General's Reference of 2013, the intervening years of minimal action (2013–2020), and the final process characterised by debates and opposition protests. The period collectively contributed to Saint Lucia's journey of accession to the CCJ as its final appellate court. [ABSTRACT FROM AUTHOR]
