Reconciliation apologies such as Representative Tony Hall's proposed congressional apology for slavery and his own apology at a reconciliation conference in Benin, West Africa raise questions about the means and standards by which representative apologies for historic group offenses may prove satisfactory. This essay explores such questions in light of John Hatch's theory of reconciliation and an analysis of Hall's apology in the context of the Benin conference. In conversation with the work of Erik Doxtader, Mark McPhail, Aaron Gresson, and Nicholas Tavuchis, the essay clarifies ways in which a public reconciliation apology differs from traditional apologia and the unique challenges confronting public discourse for racial reconciliation in the US. Genocidalism is a widespread phenomenonregarding the discourse on international affairs in theadvanced, liberal societies of the West, embedding a ``normative divide'' between the ways of attending todomestic (national) concerns and ways of attending tointernational issues. I argue that genocidalism is morallywrong, explore its likely causes, and suggest possible waysof getting rid of this hateful practice. In his apologia following a day of grand jury testimony on August 17th, 1998 President Clinton faced a number of rhetorical dilemmas stemming from his illicit relationship with Monica Lewinsky and his subsequent, ill-fated attempts at covering it up. This essay offers a dilemma-centered analysis of Clinton's rhetorical situation and provides an assessment of the strategic appropriateness of the speech in light of a theory of the rhetorical event. In so doing it makes frequent reference to the extensive CRTNET commentary on the speech, this both for purposes of assisting in the assessment and for illuminating problems with rhetorical theory and method. A study was carried out to examine the moderating effect of attributions of intent on the apology and forgiveness process after an interpersonal offense is discussed. Results revealed that when offenders intentionally committed a transgression, forgiveness was less likely following an apology.
