Проаналізовано сутність та особливості категорії міжнародна технічна допомога (МТД), методи оцінювання ефективності допомоги, досліджено її значення для соціального та фінансово-економічного розвитку країни. Наголошено на неоднозначності та суперечливості допомоги, дуалізмі МТД в контексті забезпечення національної безпеки країни.Виконано галузевий статистичний аналіз профінансованих у 2017 році в Україні проектів, аналіз інституціонального базису в Україні, в результаті яких визначено ключові проблеми (низька ефективність, незначний, а інколи невизначений вплив на соціально-гуманітарний, фінансово-економічний розвиток країни, окремих регіонів та галузей) та комплекс внутрішніх і зовнішніх причин, які створюють перешкоди для залучення та ефективної реалізації проектів МТД.Доведено, що істотною проблемою реалізації і фінансування міжнародної технічної допомоги в Україні є складність оцінювання реального впливу програм і проектів міжнародних донорів на соціально-економічні перетворення.Досліджено вплив МТД на національну та економічну безпеку країни, переваги (доступ до ноу-хау, технологій, знань, навичок, сучасної матеріально-технічної бази), загрози (втрата самостійності країни у прийнятті стратегічних рішень, зменшення власного інноваційного потенціалу) та шляхи зниження загроз (узгодження програм і проектів МТД зі стратегічними пріоритетами соціального та фінансово-економічного розвитку країни, удосконалення інституціонального базису, посилення інформованості суспільства, вдосконалення механізмів планування та моніторингу проектів).Акцентовано на необхідності реалізації проектів і програм, спрямованих на вирішення завдань національної безпеки та безпеки споживання зокрема., Проанализированы сущность и особенности категории международная техническая помощь (МТП), методы оценки эффективности помощи, исследовано её значение для социального и финансово-экономического развития страны. Акцентировано на неоднозначности и противоречивости помощи, дуализме МТП в контексте обеспечения национальной безопасности страны.Выполнены отраслевой статистический анализ профинансированных в 2017 году в Украине проектов, анализ институционального базиса в Украине, в результате которых определены ключевые проблемы (низкая эффективность, незначительное, а иногда неопределенное влияние на социально-гуманитарное, финансово-экономическое развитие страны, отдельных регионов и отраслей) и комплекс внутренних и внешних причин, которые создают препятствия для привлечения и эффективной реализации проектов МТП.Доказано, что существенной проблемой реализации и финансирования международной технической помощи в Украине является сложность оценки реального влияния программ и проектов международных доноров на социально-экономические преобразования.Исследовано влияние МТП на национальную и экономическую безопасность страны, преимущества (доступ к ноу-хау, технологиям, знаниям, навыкам, современной материально-технической базе), угрозы (потеря самостоятельности страны в принятии стратегических решений, уменьшение собственного инновационного потенциала) и пути снижения угроз (согласование программ и проектов МТП со стратегическими приоритетами социального и финансово-экономического развития страны, совершенствование институционального базиса, усиление информированности общества, совершенствование механизмов планирования и мониторинга проектов).Акцентировано на необходимости реализации проектов и программ, направленных на решение задач национальной безопасности и безопасности потребления в частности., The article analyzes the essence of the category of international technical assistance (ITA), its features, methods of assessing performance of assistance, researches its importance for the social and financial-economic development of the country. The controversy and dualism of the ITA in the context of ensuring the national security of the country are emphasized.A sectoral statistical analysis of projects funded in Ukraine in 2017, an analysis of the institutional basis in Ukraine have been made. They identified key issues (low efficiency, insignificant, and sometimes uncertain, influence on the socio-humanitarian, financial-economic development of the country, individual regions and sectors) and a set of internal and external causes that created obstacles to the attraction and effective implementation of the ITA projects.It is proved that the significant problem of the implementation and financing of ITA in Ukraine is the complexity of assessing the real impact of international donors' programs and projects on socio-economic transformation.The impact of the ITA on the national security, the advantages (access to know-how, technologies, knowledge, skills, modern material and technical base), threats (loss of country's independence in making strategic decisions, reducing its own innovative potential) and ways to reduce threats (coordination of programs and projects of the ITA with strategic priorities of the social and financial-economic development of the country, improvement of the institutional basis, strengthening of awareness of the society, improvement of the mechanisms of planning and monitoring of projects) have been investigated.The necessity of implementation of projects and programs aimed at national security and consumption safety problems solving has been accented.

The types of instability in the interacting binary stars are reviewed. The project "Inter-Longitude Astronomy" is a series of smaller projects on concrete stars or groups of stars. It has no special funds, and is supported from resources and grants of participating organizations, when informal working groups are created. Totally we studied 1900+ variable stars of different types. The characteristic timescale is from seconds to decades and (extrapolating) even more. The monitoring of the first star of our sample AM Her was initiated by Prof. V.P. Tsesevich (1907-1983). Since more than 358 ADS papers were published. Some highlights of our photometric and photo-polarimetric monitoring and mathematical modelling of interacting binary stars of different types are presented: classical, asynchronous, intermediate polars and magnetic dwarf novae (DO Dra) with 25 timescales corresponding to different physical mechanisms and their combinations (part "Polar"); negative and positive superhumpers in nova-like and many dwarf novae stars ("Superhumper"); eclipsing "non-magnetic" cataclysmic variables; symbiotic systems ("Symbiosis"); super-soft sources (SSS, QR And); spotted (and not spotted) eclipsing variables with (and without) evidence for a current mass transfer ("Eclipser") with a special emphasis on systems with a direct impact of the stream into the gainer star's atmosphere, or V361 Lyr-type stars. Other parts of the ILA project are "Stellar Bell" (interesting pulsating variables of different types and periods - M, SR, RV Tau, RR Lyr, Delta Sct) and "Novice"(="New Variable") discoveries and classification with a subsequent monitoring for searching and studying possible multiple components of variability. We present results of a multi-site photometric campaign on the high-amplitude $��$\,Scuti star KIC\,6382916 in the {\it Kepler} field. The star was observed over a 85-d interval at five different sites in North America and Europe during 2011. {\it Kepler} photometry and ground-based multicolour light curves of KIC\,6382916 are used to investigate the pulsational content and to identify the principal modes. High-dispersion spectroscopy was also obtained in order to derive the stellar parameters and projected rotational velocity. From an analysis of the {\it Kepler} time series, three independent frequencies and a few hundred combination frequencies are found. The light curve is dominated by two modes with frequencies $f_{1}$= 4.9107 and $f_{2}$= 6.4314\,d$^{-1}$. The third mode with $f_{3}$= 8.0350\,d$^{-1}$ has a much lower amplitude. We attempt mode identification by examining the amplitude ratios and phase differences in different wavebands from multicolour photometry and comparing them to calculations for different spherical harmonic degree, $l$. We find that the theoretical models for $f_1$ and $f_2$ are in a best agreement with the observations and lead to value of l = 1 modes, but the mode identification of $f_3$ is uncertain due to its low amplitude. Non-adiabatic pulsation models show that frequencies below 6\,d$^{-1}$ are stable, which means that the low frequency of $f_1$ cannot be reproduced. This is further confirmation that current models predict a narrower pulsation frequency range than actually observed., 8 pages, 6 figures, 5 tables. Accepted for publication in MNRAS

Results of the international observational campaign "TT Ari-98" are presented. Altogether 11 336 observations have been obtained in the "positive superhump" state during 18 runs in 6 observatories, partially in UBV, UBVR (switching filters). During one night, 1027 simultaneous UBVRI data have been obtained. No significant shifts between the times of extrema in different colors have been found. The asymmetry is 0.44±0.01 is present showing more abrupt brightness increase than a decrease. The smoothed U-B color varies from -0m.65 to - 0m. 86, whereas the B-V=0m. 03 is remarkably constant. Sometimes the maxima have larger amplitude and a sharp shape corresponding to areas with a duration of ∼ 5 minutes. One may note a significant decrease of the mean magnitude by 0m. 35 on JD 2251069. The moments of 21 maximum and 18 minima are listed. They correspond to the period for the 1997 data obtained by Skillman et al. (1998) showing no period change from one season to the next. The "test function - frequency" dependence in a double logarithmic scale has a linear trend in the range (90-370 c/d) and a very large slope 2.3-3.1 corresponding to QPOs rather than to the flickering.

We report the detection of a faint optical flash by the 2-m Faulkes Telescope North simultaneously with the second of two prompt gamma-ray pulses in INTEGRAL gamma-ray burst (GRB) 080603A, beginning at t_rest = 37 s after the onset of the GRB. This optical flash appears to be distinct from the subsequent emerging afterglow emission, for which we present comprehensive broadband radio to X-ray light curves to 13 days post-burst and rigorously test the standard fireball model. The intrinsic extinction toward GRB 080603A is high (A_V,z = 0.8 mag), and the well-sampled X-ray-to-near-infrared spectral energy distribution is interesting in requiring an LMC2 extinction profile, in contrast to the majority of GRBs. Comparison of the gamma-ray and extinction-corrected optical flux densities of the flash rules out an inverse-Compton origin for the prompt gamma-rays; instead, we suggest that the optical flash could originate from the inhomogeneity of the relativistic flow. In this scenario, a large velocity irregularity in the flow produces the prompt gamma-rays, followed by a milder internal shock at a larger radius that would cause the optical flash. Flat gamma-ray spectra, roughly F propto nu^-0.1, are observed in many GRBs. If the flat spectrum extends down to the optical band in GRB 080603A, the optical flare could be explained as the low-energy tail of the gamma-ray emission. If this is indeed the case, it provides an important clue to understanding the nature of the emission process in the prompt phase of GRBs and highlights the importance of deep (R> 20 mag), rapid follow-up observations capable of detecting faint, prompt optical emission., 22 pages, 11 figures, accepted to MNRAS
