У оквиру истраживања ове докторске дисертације креиран је нови оригинални метод за идентификацију опасних места на путевима заснован на континуалној анализи варијансе (АНОВЕ). Метод, на основу статистичких показатеља даје одређене карактеристике (сигнификантности) односно разлике или сличности између посматраних група. Под појмом „група“ подразумевају се краће путне деонице пута стандардне дужине (суб-деонице) на којима се у одређеном временском периоду десио одређени број саобраћајних незгода. Metod, na osnovu statističkih pokazatelja daje određene karakteristike (signifikantnosti) odnosno razlike ili sličnosti između posmatranih grupa. Pod pojmom „grupa“ podrazumevaju se kraće putne deonice puta standardne dužine (sub-deonice) na kojima se u određenom vremenskom periodu desio određeni broj saobraćajnih nezgoda. Međusobnim poređenjem tih grupa (sub-deonica), kao i poređenjem tih grupa (sub-deonica) sa celim skupom (celom posmatranom putnom deonicom koju čine sve sub-deonice), dobijaju se određene statističke vrednosti signifikantnosti odnosno značajnosti razlike ili sličnosti među njima. The method, based on statistical indicators, gives certain characteristics (significance), ie differences or similarities between the observed groups. The term "group" means shorter road sections of standard length (subsections) where a certain number of traffic accidents occurred during a certain period of time. By comparing these groups (subsections) with each other, as well as by comparing these groups (subsections) with the whole set (the entire observed road section consisting of all subsections), certain statistical values of significance or significance of the difference or similarity between them are obtained. These indicators provide appropriate assessments of the observed subsections in terms of the safety or not the safety of these subsections.

У савременом друштву умор представља индикатор безбедности саобраћаја од изузетног значаја за праћење стања безбедности саобраћаја, док алати за идентификацију умора представљају значајну меру за спречавања настанка саобраћајних незгода. Чињеница да се од 10-40% саобраћајних незгода са комерцијалним возилима догађа због умора возача активира аларм да се што пре морају предузети мере за превенцију саобраћајних незгода насталих због умора возача. До сада су развијени модели за идентификацију умора код возача који се заснивају на снимању возача или мерењима који физички ометају возаче, односно одвлаче им пажњу у току вожње што може имати негативне последице на безбедност саобраћаја. Имајући то у виду, циљ ове докторске дисертације је да се развије нови модел за процену ризика у саобраћају услед умора код возача комерцијалних возила који пре почетка смене детектује проблем и одмах даје могућност деловања у виду искључења возача из саобраћаја за које се утврди да имају повећан ризик у саобраћају због умора. У циљу развоја поменутог модела најпре су применом субјективних и објективних метода дефинисане шира и ужа листа индикатора безбедности саобраћаја. Затим су уз помоћ експертске оцене дефинисани и рангирани фактори који имају највећи утицај на настанак умора. Као најутицајнији фактори издвајају се квалитет и количина сна. Поред научног доприноса, овај модел има велики практични значај. Модел је просторно преносив, односно може се применити у свим транспортним компанијама како на националном тако и на међународном нивоу. На једноставан и поуздан начин се може управљати посадом у транспортним компанијама, односно може се лако, брзо, једноставно и на сваком месту утврдити да ли је возач са аспекта умора безбедан да отпочне вожњу., In the modern era fatigue represents a traffic safety indicator which is extremely relevant for monitoring the state of traffic safety, while fatigue identification tools serve as a significant measure for preventing the occurrence of traffic accidents. The fact that 10-40% of traffic accidents related to commercial vehicle drivers occur due to driver fatigue indicates that urgent measures should be undertaken in order to prevent driver fatigue-related traffic accidents. Driver fatigue identification models which have been developed so far are based on recording drivers or on the measurements that physically distract drivers i.e. divert their attention while driving, which can have negative effects on traffic safety. Having this in mind, the aim of this doctoral dissertation is to develop a new model for risk estimation in traffic due to commercial vehicle driver fatigue. This model detects the problem before the beginning of the shift and immediately offers the possibility of acting by excluding the vehicle from traffic if it is found to pose the increased risk in traffic due to fatigue. In order to develop the mentioned model, subjective and objective methods were first used to define a broad and a narrow of traffic safety indicators. Next, the expert estimation was applied to define and rank the factors with the highest impact on fatigue development. The most influential factors were found to be sleep quality and sleep quantity. In addition to the scientific contribution, this model has a major practical significance. The model is transferable in space, i.e. it can be applied in all transportation companies on the national and international level. It offers a simple and reliable manner of managing the crew in transportation companies and an easy, fast and manageable way of determining whether the driver is able to start driving safely in terms of fatigue.

Дисертација истражује најприхватљивије методе мерења стабилности фреквенције у фреквенцијском домену, односно мерење вредности величине „фазни шум“, приликом процеса еталонирања мерне опреме. Када се говори о мерној опреми која је предмет еталонирања, дисертација је, пре свега, окренута ка еталонирању врхунских комерцијалних стандарда (еталона) фреквенције. Приказана истраживања су била основ за покретање и реализацију истраживачко-развојног пројекта у оквиру Министарства одбране, који је имао за циљ оспособљавање метролошке лабораторије Техничког опитног центра Војске Србије за потпуно еталонирање мерне опреме из области времена и фреквенције. Различите методе мерења подразумевају и различите мерне могућности, као и врло широк спектар еталонске и мерне опреме која се користи при њиховој реализацији. У дисертацији се приказују различити начини мерења фазног шума и описују методе реализоване на основу доступне мерне опреме. Како се ради о методама упоредне анализе референтног и мереног сигнала, посебно критична позиција је одабир референце, односно референтног еталона. Истраживање је довело до закључака којима је предложен метод мерења потребне и довољне мерне несигурности као и начин реализације изабране методе, односно одабир еталонске мерне опреме. У циљу увођења мерне методе у употребу, извршена су и приказана мерења на различитим типовима и врстама мерне опреме. Валидација методе је остварена билатералним поређењем са Дирекцијом за мере и драгоцене метале, Група за време, фреквенцију и дистрибуцију времена. Različite metode merenja podrazumevaju i različite merne mogućnosti, kao i vrlo širok spektar etalonske i merne opreme koja se koristi pri njihovoj realizaciji. U disertaciji se prikazuju različiti načini merenja faznog šuma i opisuju metode realizovane na osnovu dostupne merne opreme. Kako se radi o metodama uporedne analize referentnog i merenog signala, posebno kritična pozicija je odabir reference, odnosno referentnog etalona. Istraživanje je dovelo do zaključaka kojima je predložen metod merenja potrebne i dovoljne merne nesigurnosti kao i način realizacije izabrane metode, odnosno odabir etalonske merne opreme. U cilju uvođenja merne metode u upotrebu, izvršena su i prikazana merenja na različitim tipovima i vrstama merne opreme. As for methods of comparative analysis of the reference and measured signal, a particularly critical position is the selection of the reference, that is, the reference oscillator. The research led to conclusions suggesting the method of measuring the necessary and sufficient measurement uncertainty, as well as the method of realization of the chosen method, i.e. selection of the standard measuring equipment. U ovoj doktorskoj disertaciji prikazana je koncepcija, realizacija i potvrda nove metode jednovremenog etaloniranja strujnih mernih transformatora sa dve različite merne aparature. Pregledom stručne literature ne postoji podatak da je ova metoda ranije primenjivana. U disertaciji su prikazane različite merne metode za ispitivanje i etaloniranje mernih transformatora koje imaju primenu u savremenoj praksi i koje podrazumevaju i različite merne mogućnosti. Takođe je i ekperimentalno potvrđeno jednovremeno ispitivanje i etaloniranje strujnih mernih transformatora sa nekoliko mernih aparatura koje su zasnovane na različitim metodama. Sprovedna istraživanja i eksperimentalni rezultati pokazuju i potvrđuju niz prednosti ovakvog načina etaloniranja. Detaljna analiza komponenti merne nesigurnosti pokazala je da se primenom ove metode postiže poboljšanje merne nesigurnost etaloniranja za skoro red veličine u odnosu na klasično pojedinačno etaloniranje sa dve različite merne aparature. Analiza uticajnih veličina na mernu nesigurnost pokazuje da se po ovoj novoj metodi etaloniranja eliminiše niz komponenti od kojih su najznačajnije: uticaj nejednakosti referentnih struja i ispitnog opterećenja. Istraživanja su takođe pokazala da jednovremena metoda osim što doprinosi podizanju tačnosti etaloniranja strujnih transformatora, ima primenu i u etaloniranju mernih aparatura za ispitivanje tačnosti mernih transformatora i interkonparaciji strujnih etalon transformatora. Kroz konkretne primere realizovane u praksi, razmotreni su i prikazani načini etaloniranja mernih aparatura za ispitivanje tačnosti ovom novom metodom. Interkomparacijom dva merna sistema visoke klase tačnosti Nacionalnog merološkog instituta Kanade (National Research Council Canada), od kojih je jedna razvijena u Elektrotehničkom Institutu "Nikola Tesla", pokazana je i prednost primene jednovremene metode u oblasti primarne metrologije strujnih mernih transformatora., The dissertation presents the concept, its realisation and verification of the new method of simultaneous comparison of the current transformers by two different measuring apparatus. It is shown by searching the literature, that this method has not been used before. In this dissertation different measuring methods for testing and calibration of current transformers, with their different measuring capabilities are presented. Most of them have been used in recent practice. Furthermore, the experimental verification of new simultaneous calibration method is presented. For this reason some measuring apparatus based on different measuring methods were used. Conducted research and experimental results confirmed a number of advantages of this calibration method. Detailed analysis of the components of the uncertainty of measurements shown that using simultaneous method uncertainty of measurements have been improved comparing to method with two individual calibration by different apparatus. In that case some of the measuring uncertainty components can be neglected. The most significant is component caused by variation of referent current and component caused by variation of burden. The research has also showed that simultaneous method can be used for calibration of measuring apparatus for current transformer accuracy testing and their inter-comparisons. The ways of calibration of apparatus for current transformer accuracy testing are considered and presented, through concrete examples realized in practice. A high-accuracy comparison of two NRC (National Research Council Canada) calibration systems were carried out by new simultaneous method. One measuring system is developed at Electrical Engineering institute Nicola Tesla, Belgrade. Accordingly the advantage of simultaneous method applied at the primary metrology of current transformer is verified.

Дефинисање постојећег стања безбедности саобраћаја представља један од основних и полазних корака у процесу управљања безбедношћу саобраћаја на одређеном подручју. Како би се дефинисало ово стање неопходно је спровести поступак оцене нивоа безбедности саобраћаја, који се постиже одговарајућим мерењима одабраних показатеља. Показатељ који у себи садржи велики број информација значајних за ову оцену су понашања учесника у саобраћају. Проучавање понашања учесника у саобраћају и транспорту могуће је спровести методом самопроцене. Метод самопроцене, у складу са опште прихваћеном дефиницијом метода, представља смишљено и планско поступање ради достизања унапред постављеног циља. Циљ метода самопроцене представља добијање знања о понашањима учесника у саобраћају и транспорту на дефинисаном подручју. У свету је реализован велики број истраживања са циљем да се утврде одређена ризична понашања учесника у саобраћају, међутим та истраживања су међусобно веома удаљена, како унутар једне тако и између различитих категорија учесника у саобраћају. Имајући то у виду, задатак ове докторске дисертације је извршити додатни развој и унапређење метода за самопроцену понашања учесника у саобраћају и транспорту. Предложени метод је веома сложен јер се састоји из низа процедура које је неопходно спровести. Чине га шест основних корака неопходних за добијање поузданих и квалитетних података, а сваки корак је систематизован и има велики утицај на крајњи резултат. Предложени метод самопроцене понашања учесника у саобраћају и транспорту у циљу имплементације и испитавању његове фукционалности примењен је у три независна истраживања. У спроведеним истраживањима која су укључила пешаке, возаче приватних возила и професионалне возаче добијени су резултати који потврђују функционисање овако пројектованог метода. In order to define this state, it is requisite to conduct the evaluation of the traffic safety level, which is obtained through the appropriate measurement of the selected indicators. The indicator containing a large amount of information significant for this evaluation is the behaviour of traffic participants. The research on the behaviour of participants in traffic and transport can be conducted using the method of self-assessment. In accordance with the generally accepted definition of methods, the self-assessment method represents premeditated and planned acting with the aim of reaching the previously established goal. The objective of the self-assessment method is obtaining the knowledge about the behaviour of participants in traffic and transport in the defined area. Numerous studies have been carried out worldwide with the aim of determining specific risky behaviour of traffic participants. However, these studies differ considerably, both within one category and within different categories of traffic participants. Bearing this in mind, the task of this doctoral dissertation is performing the additional development and improvement of the method of self-assessment of the behaviour of participants in traffic and transport. The suggested method is extremely complex since it contains a series of procedures which must be conducted. It consists of six basic steps required for achieving reliable and quality data, and each step is exceptionally complex and has a major impact on the final result. Анализирајући научну литературу, уочава се огроман напор аутора да дефинишу методологију за прорачун композитног индекса безбедности саобраћаја (КИБС) на некој територији. Питање које још није у потпуности решено, односи се на избор индикатора за прорачун композитног индекса. КИБС добијен на основу шире листе индикатора безбедности саобраћаја (ИБС) омогућава доносиоцима одлука прецизније дефинисање благовремених мера за унапређење. Међутим, тешко је обезбедити квалитетне базе података које обухватају упоредиве ИБС, јер је мали број истих индикатора доступан за већи број територија. Практично, јавља се потреба за прорачуном КИБС са ограниченим бројем индикатора (КИБСогрn) који обезбеђује довољно квалитетно поређење што више територија. Поузданост КИБСогрn је анализиран применом методе Анализа обавијања података (DEA) и корелационе анализе. Предложеном методологијом утврђена је јака линеарна зависност између вредности КИБСогрn и КИБС. На основу тога, дефинисани су најутицајнији индикатори и фазе праћења ИБС што доприноси стандардизацији индикатора и процедурама прикупљања података. Такође, овај приступ прорачуна КИБС је примењив у случајевима када се анализира шири сет индикатора што обезбеђује прецизнију идентификацију кључних проблема и поузданије поређење територија., The review of the literature has shown great efforts of the authors who tried to define the methodology for calculating the composite road safety index on a territory. The question that has not been fully resolved yet concerns the selection of indicators. Road safety performance index (RSPI) obtained on the basis of a larger number of safety performance indicators (SPIs) enable decision makers to more precisely define the earlier goal- oriented actions. Providing high quality national and international databases that would include comparable SPIs seems to be difficult since a larger number of territories dispose of a small number of identical indicators available for use. Therefore, there is a need for calculating a RSPI with a limited number of indicators (RSPIlnn) which will provide a comparison of a sufficient quality, of as many territories as possible. The application of the Data Envelopment Analysis method and correlative analysis has helped to check if the RSPIlnn is likely to be of sufficient quality. A strong correlation between the RSPIlnn and the RSPI has been identified using the proposed methodology. Based on this, the most contributing indicators and methodologies for gradual monitoring of SPIs, have been defined for each territory analyzed. This will help achieve the standardization of indicators that need to be monitored including data collection procedures. A smaller set of significant indicators defined in this manner can serve for a simple аnd fast understanding of a road safety situation. This universal index approach is applicable in cases when a broader comprehensive set of indicators is analyzed, which provides a rank the territories in a more meaningful way.

Раскрснице представљају велики безбедносни проблем у саобраћају с обзиром да је на њима због конфликата токова који се укрштају повећан ризик од настанка саобраћајних незгода. Различите спроведене студије у свету указују на чињеницу да се на кружним раскрсницама бележи мањи број саобраћајних незгода у односу на раскрснице са директним укрштањем токова. Међутим, у свим овим студијама примећено је да приликом истраживања у обзир нису узимани ефекти других мера или околности које би такође могле имати утицај на безбедност саобраћаја. У овој докторској дисертацији су најпре размотрене све безбедносне карактеристике кружних раскрсница, да би након тога био представљен нови модел за рачунање ефеката конверзије раскрсница са директним укрштањем токова у кружне, којим се могу израчунати ефекти саме конверзије, не рачунајући споредне ефекте. A great number of studies done in the world recorded that after the conversion to the roundabouts the number of crashes is decreasing. However, in all of these studies it was noticed that the effects of other measures or circumstances that could also have an impact on traffic safety were not taken into account during the research. In this doctoral dissertation, all the safety characteristics of the roundabouts were first considered, in order to present a new model for calculating the effects of converting conventional intersections into roundabouts, which can calculate the effects of the conversion itself without counting the side effects. In addition, by using the new model, the effects of different groups of roundabouts are calculated, based on which it is possible to determine an intersection which is the best for conversion in terms of reducing the number of traffic accidents and injured persons. In addition to the scientific, this doctoral dissertation has a practical significance because the results of its research can help decision makers in traffic to properly allocate the available resources for improving traffic safety.
