Abstract

President Bill Clinton signed the US ratification of the environmental protocol to the Antarctica Treaty, thus joining hands with other countries committed to protecting Antarctica. Greenpeace has proposed to establish Antarctica as a World Park and to provide permanent protection from exploitation, exploration and mining. Countries that have signed the Antarctica Treaty, focus on rigorous treatment of sewage, prevent open disposal and removal of wastes from the continent. Russia, Japan and Finland are to be pressurized to ratify the environmental agreement.

Abstract

Russia continues to be a strong power in Antarctica. A national Antarctic project till the year 2000 was accepted in a special meeting organized by the Russian Hydrometeorological Agency by the Ministry of Defense. The International Treaty on Antarctica has kept all territorial claims south of the 60th parallel in suspension. This treaty has proved to be advantageous to Russia because Russian territories fall above the 60th parallel and contribute to the exchequer. If the current situation changes, Russia can claim the continent, citing Bellingshausen and Lazarev's first discovery of Antarctica in 1820.
