La tesi che si propone in questo Documento, frutto della riflessione del Laboratorio MEIC di Napoli nel corso del 2019/2020 è che il modello di economia circolare trova le sue origini nei principi della Scuola Economica Francescana e successivamente nella Scuola napoletana di Antonio Genovesi dell’Economia Civile. Cooperazione, reciprocità, fiducia sono le pre-condizioni dello sviluppo economico che già la Scuola francescana e quella napoletana avevano con estrema chiarezza identificato (“la fiducia lega, unisce, crea legame nella società: è ciò che è la forza di coesione e di reciproca attrazione nei corpi naturali... senza la quale non si può avere nessuna massa ferma e durevole, ma tutto diventa polvere e sabbia che si discioglie al primo urto” - (cap X, Lezioni di Economia Civile). Questa nuova/vecchia economia è dunque in grado di promuovere uno sviluppo “human-centred”, cioè uno sviluppo umano integrale e sostenibile (come recita la Laudato Si’), caratterizzato non solo dalla competizione ma anche dalla partecipazione, relazionalità, inclusione, reciprocità, simbiosi, comunità., {"references":["Angrisano, M., Bosone, M., Mosca, V., Fusco, Girard L. The aim of this paper is to study the “circular economy approach” to understand how to apply it for the regeneration of port areas. The circular economy has the potential to help us make better decision about resource use, design out waste, provide benefit for business, and proceed along a secure route to societywide prosperity and environmental sustainability for future regeneration (Ellen MacArthur Foundation, 2015). Through the analysis of the some best practices, in this paper, a design exercise has been proposed for the Torre Annunziata port area regeneration, with the aim to activate new symbioses between the urbanized city and the waterfront. The circular economy as strategy to implement the Historic Urban Landscape: which evaluation method

The UNESCO Recommendation on Historic Urban Landscape (HUL) calls for the identification of innovative models for cultural heritage conservation/regeneration. The aim of this paper is to demonstrate how new models of the circular economy can restore cities identity, increasing the tangible and intangible values of the built heritage and reducing the costs of urban renewal. This theory is reinforced on the one side through some case studies and on the other side by an applicative case study. It concerns the regeneration of Torre Annunziata port area, a historic city in Southern Italy, endowed with a suggestive cultural and landscape heritage. This position paper critically analyses the process to implement the UNESCO Recommendation on the Historic Urban Landscape (2011), exploring evaluation tools, innovative business / management models and financing tools for the conservation and regeneration of Historic Urban Landscape (HUL), to make it operational in the perspective of a circular economy model of sustainable development for city / territory system regeneration. Through evaluation tools, it is possible to pass from general principles to operational practices; to produce empirical evidence of the economic, social and environmental benefits of HUL integrated conservation and regeneration. The challenge of generating a symbiosis between conservation and transformation issues requires adequate evaluation methods, business, management and financing tools, engaging civil society and local stakeholders, capturing both HUL tangible and intangible values to turn the historic urban landscape into a driver of sustainable growth. The analysis carried out in this paper shows that through the suggested tools it is possible to make operational the UNESCO Recommendations, transforming conflicts into opportunities, producing economic attractiveness and strengthen social awareness and cohesion., Aestimum, Aestimum 69 (2016)

The Historic Urban Landscape (HUL) approach recognizes the landscape as a “living heritage” that reflects changes in society and contributes to local well-being. Investments in HUL conservation can improve overall urban productivity, generating multidimensional benefits and contributing to the achievement of Sustainable Development Goals. The aim of this paper is to demonstrate how investments in HUL conservation/regeneration can enhance the economic performance of cities and regions. A set of 17 case studies of HUL regeneration has been analyzed to select relevant indicators for the assessment of the multidimensional impacts of culture-led regeneration projects. Indicators have been grouped into six categories of impacts that could be used in a multicriteria assessment framework for the impact assessment of HUL conservation/regeneration projects. Le raccomandazioni sull' "Historic Urban Landscape", si configurano come le più recenti disposizione concernenti la conservazione, protezione e valorizzazione del patrimonio culturale (Fusco Girard, 2015), infatti ai sensi dell'articolo 8 è statuito che è necessario riconoscere la stratificazione storica dei valori culturali e naturali (UNESCO, 2011). Il documento UNESCO evidenzia la necessità di preservare e rigenerare i valori culturali del paesaggio, in un momento in cui la pressione dell'urbanizzazione rischia di produrre conflitto sociale e la perdita irreversibile dei caratteri dei valori del patrimonio culturale. Considerato che il principio chiave dello sviluppo sostenibile prevedere la preservazione e rigenerazione del capitale ecologico-ambientale, economico-finanziario e sociale, le raccomandazioni sul paesaggio storico urbano integrano la nozione di sostenibilità, evidenziando il ruolo del capitale culturale materiale ed immateriale per lo sviluppo umano equilibrato e sostenibile. Uno dei primi obiettivi di questa ricerca è quello di capire se il dialogo tra i valori paesaggistici costieri e il patrimonio culturale, fatto di valori materiali e immateriali è capace di promuovere sviluppo sostenibile. Oggi giorno attribuiamo un grande valore simbolico alla relazione tra patrimonio culturale e paesaggistico, la loro collaborazione rappresenta una strategia vincente della pianificazione sostenibile. La conservazione del "patrimonio storico urbano" gioca un ruolo chiave nei progetti di riqualificazione, è l'obiettivo più importante da perseguire, suggerendone la sua valorizzazione nel tempo, perché esso rappresenta la storia delle città. Questo lavoro di ricerca parte dallo studio dei problemi delle città portuali storiche, che oggi affrontano la sfida della riqualificazione dei waterfront urbani attraverso la conservazione del patrimonio culturale e paesaggistico. Le bellezze paesaggistiche e culturali delle città costiere rappresentano un valore aggiunto di notevole importanza. E' un paesaggio di qualità che diventa fattore attrattivo nella competizione locale e globale tra i territori (Fusco Girard, 2012). Per tale ragione il secondo obiettivo della ricerca diventa quello di analizzare la Guida ICOMOS "Guidance on Heritage Impact Assessments for Cultural World Heritage Properties" del 2011, per utilizzarla come strumento adatto per valutare gli impatti dei grandi progetti di riqualificazione dei waterfront urbani, secondo le raccomandazioni UNESCO del 2011. In tal senso sono state studiate sei buone pratiche (Liverpool, Stoccolma, Londra, Hedon Haven, Varsavia e casi cinesi) per capire come la Guida è stata applicata, con l'obiettivo di valutare gli impatti del Grande Progetto Pompei sul waterfront di Torre Annunziata, città costiera nel Golfo di Napoli, sito UNESCO. Una Guida che consente altresì di orientare le priorità di intervento e mitigare i possibili impatti negativi. Sono stati analizzati gli step fondamentali per l'applicazione della Guida, focalizzando l'attenzione su come identificare al meglio i reali valori e attributi dei beni oggetto di studio, dato che essi rappresentano l'identità dei luoghi. Sono state elaborate nuove tabelle che si diversificano dai casi studio analizzati, in quanto consentono con maggiore facilità di identificare i beni congiuntamente ai loro valori attributi, nonché di palesarne gli effetti degli impatti. La nostra disamina verte sulla città di Torre Annunziata, infatti applicando i criteri della Guida ICOMOS, a questo luogo ne abbiamo colto i punti di forza e di debolezza. Concentrandoci poi su questi aspetti ultimi , ne abbiamo tentato di porvi rimedio, ricorrendo all'ausilio di un metodo partecipativo. Attraverso questo metodo il nostro obiettivo è stato quello di capire: 1. quali sono i reali valori e attributi dei beni, letti anche attraverso "gli occhi dei cittadini"; 2. come sviluppare uno strumento adatto per la valutare l'attrattività delle aree portuali, e identificare le priorità degli investimenti pubblici, basati sul coinvolgimento dei diversi stakeolders; 3. se la metodologia partecipativa è in grado di valutare le trasformazioni urbane in aree degradate e abbandonate, basata sulla valutazione della qualità visiva percepita dei luoghi da parte di diverse categorie di stakeolders. Infine l'obiettivo ultimo della ricerca è stato quello di capire in che modo la riqualificazione dei waterfront urbani legati al patrimonio UNESCO, è in grado di portare concreti vantaggi economici alle città. Ai fini della valutazione, in termini di convenienza degli investimenti diretti alla conservazione del patrimonio culturale e paesaggistico, bisogna tener conto di due parametri di riferimento ovvero, l'analisi costi benefici e l'analisi multicriterio. Sulla base dei criteri dell'analisi economica vagliamo appunto i benefici in termini economici, che la conservazione e riqualificazione è in grado di produrre nella zona interessata. Invece4, con l'analisi multicriterio, si riesce a stabilire quelle che sono le ripercussioni sociali ed ambientali, prodotte dall'intervento di riqualificazione. In tal senso si parla di "economia del patrimonio culturale", da poco divenuta campo di indagine anche per gli economisti. Esiste una letteratura empirica in materia che sottolinea come le valutazione ex post devono essere sviluppate, per valutare gli impatti economici e culturali degli investimenti sul patrimonio (Throsby, 2012). La proposta ultima è quella di affiancare al processo di "Heritage Impact Assessment", un analisi economica costi-benefici integrata con la valutazione di contingenza, per dimostrare i reali benefici della conservazione del paesaggio storico urbano costiero, proponendo una "Social Economic Heritage Impact Assessment" (SEHIA).

L’articolo propone una metodologia partecipativa per la valutazione delle trasformazioni urbane in aree degradate e abbandonate, basata sulla valutazione della qualità visiva percepita dei luoghi da parte di diverse categorie di stakeholder. La metodologia proposta è applicata nell’ambito del Grande Progetto Pompei, programma che prevede la riqualificazione degli scavi archeologici all’interno del Sito UNESCO ed il miglioramento della fruibilità anche nei comuni limitrofi. In particolare l’articolo si focalizza sulla rigenerazione del waterfront di Torre Annunziata. L’obiettivo della ricerca è quello di fornire uno strumento partecipativo di supporto alle decisioni, adattabile ad altri contesti, per orientare al meglio le scelte progettuali ed identificare le priorità di intervento sulla base di una visione di città condivisa. The Life-Cycle Assessment (LCA) is an evaluation approach to assess CO2 and other greenhouse gases emissions during the whole life cycle of a building or product. The aim of this paper is to test the LCA methodology for the evaluation of environmental impacts of historic buildings, towards a circular economy approach in the adaptive reuse of cultural heritage. The case study is an abandoned monastery in Salerno, Italy. The challenges of sustainable development are mainly concentrated in the cities. Therefore, they represent a key place for implementing strategies and actions to achieve (or not achieve) sustainable development objectives. In this perspective, the circular city model represents a new way of organizing the city. As demonstrated by a variety of best practices, the entry points for triggering circular processes at the urban scale are various. In this paper, cultural heritage is presented as the entry point for the implementation of this new urban development model. The focus here is on the implementation tools, with a particular emphasis on the evaluation tools for assessing the effectiveness and efficiency of this model, that is, the multidimensional benefits that it can produce. The Level(s) tool, proposed by the European Commission in 2017, is the only officially recognised assessment tool related to the circular economy at the European level. It aims to evaluate the performance of new buildings from a circular economy perspective. This paper intends to expand the field of action of the aforementioned tool to projects related to cultural heritage. Nevertheless, the Level(s) tool has some weaknesses in relation to values and attributes that need to be considered when dealing with cultural heritage. This paper proposes an evaluation framework for assessing cultural heritage renovation and reuse projects, considering all its values and the multidimensional impacts that they are able to produce (economic, social, environmental impacts) in the city. The starting point for the development of the proposed evaluation framework is the Level(s) tool by the European Commission. On the basis of critical considerations, this tool is integrated with criteria and indicators deduced from other previous studies and other official tools on this issue (Green Building Council and Heritage Impact Assessment tools). The evaluation framework is here tested to evaluate the renovation/reuse project of Villa Vannucchi, a historic building located in the city of San Giorgio a Cremano in the metropolitan city of Naples (Italy).

The built environment sector contributes to climate change for different reasons. First of all, to realize a building and for its maintenance, several natural resources and materials are required. There is the necessity of great energy quantities for the realization of a building. The built environment sector is responsible of a good percentage of greenhouse gas emissions, in terms of “operational emissions” and “embodied emission”. The aim of this article is to analyse how the circular economy is able to support the buildings sustainable design and what are the evaluation tools to sustain this activity. In this scenario, an analysis of the reference literature about the Life Cycle Assessment was proposed, to understand what are the new research fields in which this tool is tested. The circular city is emerging as new concept and form of practice in sustainable urban development. This is a response to the complex and pressing challenges of urbanization, as highlighted in the New Urban Agenda (NUA). The concept of a &ldquo, circular city&rdquo, or &ldquo, circular city-region&rdquo, derives from the circular economy model applied in the spatial territorial dimension. It can be associated with the concept of a &ldquo, self-sustainable&rdquo, regenerative city, as stated in paragraph n.71 of the NUA. This paper aims to develop an extensive form of &ldquo, screening&rdquo, of circular economy actions in emerging circular cities, focusing on eight European historic port cities self-defined as &ldquo, circular&rdquo, The analysis is carried out as a review of circular economy actions in the selected cities, and specifically aims to identify the key areas of implementation in which the investments in the circular economy are more oriented, as well as to analyze the spatial implications of the reuse of buildings and sites, proposing a set of criteria and indicators for ex-ante and ex-post evaluations and monitoring of circular cities. Results show that the built environment (including cultural heritage), energy and mobility, waste management, water management, industrial production (including plastics, textiles, and industry 4.0 and circular design), agri-food, and citizens and communities can be adopted as strategic areas of implementation of the circular city model in historic cities, highlighting a lack of indicators in some sectors and identifying a possible framework for &ldquo, closed&rdquo, urban metabolism evaluation from a life-cycle perspective, focusing on evaluation criteria and indicators in the (historic) built environment.

The UNESCO Recommendations on Historic Urban Landscape (2011) recognises the fundamental role of cultural heritage and landscape for sustainable local development.
