Обґрунтовано необхідність дослідження нових підходів до розвитку трудового потенціалу в умовах впливу чинників глобалізації. Проаналізовано основні підходи щодо визначення сутності трудового потенціалу підприємства та сформульовано його дефініцію на основі системного підходу, де запропоновано розглядати його як систему здібностей і можливостей, носієм яких є персонал підприємства, що при ефективному використанні дозволяє підприємству не тільки реалізувати оперативні цілі на певний момент часу, але й забезпечити його сталий майбутній розвиток.Виокремлено та деталізовано чинники впливу глобалізації на ринок праці і сферу зайнятості, а саме: соціально-демографічний, пов'язаний з природним відтворенням робочої сили; загальноекономічний, оснований на зовнішньоторговельній лібералізації; транснаціональний, що враховує вплив іноземного капіталу; інноваційно-технологічний, що включає секторальні зміни у структурі зайнятості; організаційний, що виражається в одночасному зростанні гнучкості та нестабільності зайнятості, розвитку таких форм організації праці, як аутсорсинг та офшоринг; соціально-комунікативний, оснований на схильності людей до мобільності, у тому числі, до трудової міграції.Визначено нові тенденції на ринку праці України, які впливають на трудовий потенціал її підприємств, а саме: активізація трудової міграції, розвиток дистанційної та інших форм нестандартної зайнятості, зменшення державного регулювання ринку праці, розвиток аутсорсингу як форми використання залучених працівників.Проаналізовано процеси міграції робітників металургійних підприємств, оцінено їх негативний вплив на трудовий потенціал та запропоновано заходи щодо збереження кадрового потенціалу підприємств металургійної галузі., The necessity of researching new approaches to development of labor potential in the conditions of globalization factors influence is substantiated.The main approaches regarding the entity definition of enterprise labor potential are analyzed and its definition based on systems approach is formulated, where it is proposed to consider it as a system of abilities and capabilities that are carried out by enterprise personnel, which, if used effectively, allow an enterprise not only to achieve operational goals but also to ensure its sustainable future development.Globalization factors that influence on labor market and employment are highlighted and detailed, namely: social-demographic, associated with the natural reproduction of labor; general economic, based on foreign trade liberalization; transnational, considering the foreign capital impact; innovative and technological, including sectoral changes in employment structure; organizational, which is expressed in simultaneous increasing of employment flexibility and instability, developing of such forms of work organization as outsourcing and offshoring; social and communicative, based on the people's propensity to mobility, including labor migration.New trends in the Ukrainian labor market that affect enterprises' labor potential are identified, namely: intensification of labor migration, development of distance and other forms of precarious work, decrease in state regulation of labor market, development of outsourcing as a form of using attracted workers.Migration processes of metallurgical enterprises' workers are analyzed, their negative impact on the labor potential is assessed, and measures to preserve the personnel potential of metallurgical enterprises are proposed.

The approaches to understanding the concept of a socially oriented cluster are analyzed in the article. It was determined basing on the system approach that a socially oriented cluster is a regional system of interacting organizations and institutions of various branches of economy and forms of ownership whose activities contributes to solving social problems, to ensure sustainable socio-economic development of territories and to improve the competitive position of cluster-participator enterprises based on using innovative technologies. A clusterization ensures the integration of communal services into a regional economy and promotes for increasing of enterprises’ competitiveness in this sphere. The polycomponent model of the socially oriented cluster in the city of Mariupol is proposed. As an area of cluster activity city improvement, tourism and ecology were chosen. Companies in the field of city improvement will provide comfortable living conditions for the population. Planting the territory will contribute to improvement of the ecology of industrial city. Mariupol is located on the seafront and it is attractive for tourists. City improvement and solving environmental problems will increase the flow of tourists to the city, and the development of tourism will initiate the increase of small and medium businesses. The socially oriented cluster will contribute to development of the infrastructure, improvement of the ecological state of environment, rational use of the resources, development of the communal economy and tourist potential, increase of the investment attractiveness, growth of the living standard and in general increase of competitiveness of the city of Mariupol.

4. PREDICTION OF THE GROSS DOMESTIC PRODUCT BASED ON THE STANDARD AND SPECIFIC DETERMINANTS OF THE ECONOMIC GROWTH.

The article is devoted to find the most important influences on the dynamics of the GDP in the global financial crisis and economic stagnation in Ukraine. It was determined that the greatest impacts on the amount of changes in Ukraine's GDP are the dynamics factors of the gross external debt of Ukraine and the volume of the industrial metallurgy products. The factor of the growth of foreign direct investments in the economy of Ukraine is situated on the third place. The following factors are the indicators of average wages and investments in fixed assets. Factors such as length of paved roads, the number of industrial enterprises and the total number of businesses don't have the big impact on the growth of GDP. The analysis of paces and quality of the economic growth in Ukraine demonstrates the inadequacy of policy realities of the present. This work has an idea of the opportunity of developing the national economy on the basis of continuous innovation progress and effective debt management. It is believed that an effective public debt management should be based only on two principles: the first one is that economic growth can be observed only when the growth of revenues will exceed the increase of the costs of servicing loans; the second principle is that the accumulation of public debt will remain in the resistant limits only if the real rate of economic growth becomes higher than the real rates of the interest on the debt payments of the government. The modernization of the national economy on the path of the innovation changes have to include a waiver of extensive type of the model and the transition to a new economic development strategy designed to match the interests of all subjects of society [ABSTRACT FROM AUTHOR]
