Distributed replicated databases play a crucial role in modern computer systems enabling scalable, fault-tolerant, and high-performance data management. However, achieving these qualities requires resolving a number of trade-offs between various properties during system design and operation. This paper reviews trade-offs in distributed replicated databases and provides a survey of recent research papers studying distributed data storage. The paper first discusses a compromise between consistency and latency that appears in distributed replicated data storages and directly follows from CAP and PACELC theorems. Consistency refers to the guarantee that all clients in a distributed system observe the same data at the same time. To ensure strong consistency, distributed systems typically employ coordination mechanisms and synchronization protocols that involve communication and agreement among distributed replicas. These mechanisms introduce additional overhead and latency and can dramatically increase the time taken to complete operations when replicas are globally distributed across the Internet. In addition, we study trade-offs between other system properties including availability, durability, cost, energy consumption, read and write latency, etc. In this paper we also provide a comprehensive review and classification of recent research works in distributed replicated databases. Reviewed papers showcase several major areas of research, ranging from performance evaluation and comparison of various NoSQL databases to suggest new strategies for data replication and putting forward new consistency models. In particular, we observed a shift towards exploring hybrid consistency models of causal consistency and eventual consistency with causal ordering due to their ability to strike a balance between operations ordering guarantees and high performance. Researchers have also proposed various consistency control algorithms and consensus quorum protocols to coordinate distributed replicas. Insights from this review can empower practitioners to make informed decisions in designing and managing distributed data storage systems as well as help identify existing gaps in the body of knowledge and suggest further research directions.

The article is devoted to the study of the process of state development of territories through the system of clusters. The state program which defines priority branches for development and formation of clusters has been analyzed, the regions needing cluster development for the purpose of achievement of economic growth have been determined. The paper investigated the impact of clusters on the economic growth of the European Union, their role in job creation, and prospects of their introduction into the Ukrainian economy. Particular attention is paid to the policy of regional economic growth while ensuring conditions for competition and anti-monopoly legislation. The paper demonstrates the success of cooperation between the EU and clusters to ensure their international competitiveness and remove trade barriers in the European market. In addition, the study pays attention to the need to create conditions for economic development of the territory, the introduction of support mechanisms for cross-border industrial and technological parks, economic and industrial areas, the creation of cross-border clusters. Statistical data are shown, according to which clusters in the EU provide 54 million jobs and wages are higher by 3%. In the study it was found that the innovative nature of cluster alliances would help develop competitive industries in Ukraine: helicopter and aircraft construction and production of advanced titanium alloys. The development of clusters in strategic industries will help the Ukrainian economy substitute imported components and create new jobs. Therefore, the prospect of cluster implementation and the creation of a targeted administrative policy will create a favourable effect on the economic development of the regions and could revive economically depressed regions. Having analysed the EU example of cluster management, development and support the main administrative documents that regulate this process were identified. Their legislative study and implementation into Ukrainian administrative management will help to create new innovative clusters, implement effective management strategies and ensure transnational cooperation.

A concept of distributed replicated NoSQL data storages Cassandra-like, HBase, MongoDB has been proposed to effectively manage Big Data set whose volume, velocity and variability are difficult to deal with by using the traditional Relational Database Management Systems. Tradeoffs between consistency, availability, partition tolerance and latency is intrinsic to such systems. Although relations between these properties have been previously identified by the well-known CAP and PACELC theorems in qualitative terms, it is still necessary to quantify how different consistency settings, deployment patterns and other properties affect system performance. This experience report analysis performance of the Cassandra NoSQL database cluster and studies the tradeoff between data consistency guaranties and performance in distributed data storages. The primary focus is on investigating the quantitative interplay between Cassandra response time, throughput and its consistency settings considering different single- and multi-region deployment scenarios. The study uses the YCSB benchmarking framework and reports the results of the read and write performance tests of the three-replicated Cassandra cluster deployed in the Amazon AWS. In this paper, we also put forward a notation which can be used to formally describe distributed deployment of Cassandra cluster and its nodes relative to each other and to a client application. We present quantitative results showing how different consistency settings and deployment patterns affect Cassandra performance under different workloads. In particular, our experiments show that strong consistency costs up to 22 % of performance in case of the centralized Cassandra cluster deployment and can cause a 600 % increase in the read/write requests if Cassandra replicas and its clients are globally distributed across different AWS Regions.

In the conditions of competition and difficult economic situation, domestic thermal power companies face problems of ensuring their own efficient activity. This is significantly due to the low motivation of the company staff and its productivity. Therefore, an important direction for improving the performance of such businesses will be to create an effective system of direct material incentives for employees, especially with regard to optional bonuses or targeted bonuses based on the use of the KPI. The study is aimed at the development of a strategic personnel management system according to goals based on key performance indicators. The article proposes an approach to developing a Management by Objects (MBO) system based on absolute and relative numerical indicators of the Key Performance Indicators (KPI) performance of the organization as a whole and the decomposition of goals at the level of individual business processes and functional responsibilities of the units. Methodology: In the course of the research general, scientific, theoretical and empirical methods were used, among which are the following: analysis and generalization of literature on the research topic, methods of observation and comparison, structural methods, methods of coordination and formalization, graphical and tabular representation of data. The theoretical and practical database of the strategic personnel management system according to goals is considered as an information base of the research. The scientific significance of the work is that the issue of developing such a system for a municipal enterprise is covered, whose activity depends on the regulatory policy of the state. The role of key performance indicators of KPI is determined as an effective tool in the system of direct material incentives, which assesses the efficiency and effectiveness of business processes, actions and functions of management, specific production, technological and other activities. The reasons that makes it impossible to use KPI without a comprehensive program for improving the personnel management system are analyzed and identified. The practical significance of the results of the study is that a detailed step-by-step scheme for improving the personnel management system is proposed, which will enable the development and implementation of the KPI system to be developed. The use of KPI in the strategic personnel management system will allow the manager to better control the processes of operating activities, create real indicators of the implementation of the enterprise strategy and improve productivity.

General Medicine - Abstract
In recent years, the cluster motion has become more active in Ukraine. The setting of research tasks, their relevance and pragmatism are due, first of all, to the perception of the cluster community as an environment for making optimal decisions in uncertainty conditions and producing innovations necessary for the vital activity of society and the economy. Secondly, the vision of cluster formations as specific organizational forms, the development of which is possible only if a coordinated and highly motivated team with common values is formed. The activity of the Ukrainian Cluster Alliance, which is currently the largest and most authoritative cluster community, was studied. It is substantiated that the formed management structure of the cluster community, the defined its mission and goals, the distribution of powers and the adopted ethical rules are able to ensure a trust between participants. At the same time, the formation of a project management system in cluster activities should be supported by appropriate team building measures. The reasons for the decrease of team building effectiveness and the factors that should be the basis of this process are summarized. The main stages of team building in project teams are structured, which will allow successful implementation of project management within the cluster community. The further direction of scientific and practical work is defined as the development of personnel and management potential of cluster formations, in particular through the development of a model for training cluster leaders which will be able to be an effective team leaders.

The attention to branding, from theorists as well as from practitioners, had remained at a very high level for the 2000s and 2010s. Many new branches of branding theory have emerged, and place branding was among them. Actually, place branding has become an umbrella term, a generic definition for three areas of study and practice: nation branding, region branding, and city branding. Every year, new scientific, journalistic, business articles, and books on place branding emerge, there are even several specialized periodicals devoted to this field of branding. This study aims to identify the most relevant and effective symbol of the Ukrainian capital city Kyiv as a tourism brand. Questionnaire surveys and the content analysis of literature and mass media are used. Key segments and sub-segments of the target audience of Kyiv tourism branding are determined, as well as the key factor of influence on the formation of the opinion regarding the tourism symbols of Kyiv. The most common popular symbol is compared with the real resources of the city. Thus, a set of relevances is found appropriate for the development of effective branding of Kyiv.

The purpose of the study is to shed light on introduction of the concept of reception history to the philosophical historiography, taken within the framework of the current Heidegger studies in Ukraine and worldwide. The methodology combines elements of discourse analysis with traditional methods of historical and philosophical criticism. Scientific novelty is expressed in the following statements: 1) the problem of the recent history of reception of Heidegger's philosophy worldwide is missing in the Ukrainian historico-philosophical discourse; 2) the concept of Rezeptiongeschichte should be included to the framework of philosophical historiography as essential method of bridging the gap between the Ukrainian philosophy and the global intellectual trends; 3) transition of the philosophical hermeneutics from interpretation to reception deconstructs Hegelian notion of history of philosophy as philosophy into a much more pragmatic notion of history of philosophy as a filiation of intellectual history. Conclusions. The Ukrainian discourse of philosophical historiography still resists the urgency of the postmodern situation, finding an escape in idealistic metaphysics of history, which conceives the Heideggerian idea of sublime philosophizing as opposed to the mundane practices of calculating mind of science. This naїve Heideggerianism interferes with adequate development of Heidegger studies in Ukraine. However, it can be surpassed by shifting research focus from purist hermeneutics of texts and ideas to reconstruction of various receptions of Heidegger's thought worldwide. Such a shift can be backed by re-interpretation of philosophical historiography in terms of sociology of knowledge or intellectual history rather than hermeneutics and phenomenology.

This paper evaluates performance of distributed fault-tolerant computer systems and replicated NoSQL databases and studies the impact of data consistency on performance and throughput on the example of a three-replicated Cassandra cluster. The paper presents results of heavy-load testing (benchmarking) of Cassandra cluster’s read and write performance which replicas were deployed on Amazon EC2 cloud. The presented quantitative results show how different consistency settings affect the performance of a Cassandra cluster under different workloads considering two deployment scenarios: when all cluster replicas are located in the sane data center, and when they are geographically distributed across different data centers (i.e. Amazon availability zones). We propose a new method of minimizing Cassandra response time while ensuring strong data consistency which is based on optimization of consistency settings depending on the current workload and the proportion between read and write operations.

Research into the history of understanding Heidegger's ideas allows to reveal how different thinkers were likely to grasp the specific subjective positions that defined the meaning of philosophizing as a cultural practice posited by modern era of intellectual history. The figure of Heidegger is crucial because it shed light on the more general context of the evolution of philosophizing within the system of scientific knowledge. A clear contrast between scientific rationalism and philosophical thinking, inherent for Heidegger's philosophy, is now hardly perceived within general coordinates of scientific philosophy of the last century, combining directions of phenomenology, Neo-Kantian tradition and positivism. Understanding the nature of synthesis of phenomenological method with the principles of the philosophy of life that formed the core of Heidegger's thought was the point of reference of such thinkers like Edmund Husserl and Ernst Cassirer. The problem of how to reconstruct the contours of delineation between the aforementioned philosophical trends remains relevant today and, as the latter define the contours of contemporary philosophy so that the barriers between different traditions of philosophy only intensified. Heidegger's desire to find premises of philosophizing, deeper than principles for a positivist and phenomenological science, would find support from Neo-Kantian thinkers, who also stood for autonomy of philosophy. But radical ontologism of Heidegger refused any possibility of dialogue. Husserl and Cassirer made critical remarks on ontologization as the leading motive of Heidegger's thought, which gave starting intention to further reception of Heidegger's work. It is ontology of time that has a threat of all consuming relativism and opportunism, since it deprives ethics from opportunities that would not fit the immanent structure of Dasein. Ontology of language fell prey to similar criticism, as Heidegger suggested lingual turn of existential analytics of Dasein. Cassirer in his own philosophy of symbolic forms forsaw the opportunity of linguistic totalization of being and developed his theory of generic symbolic forms.

The aim of the article is to analyze global changes in the field of employment and job changes and to identify key skills that are in demand for the development of the Ukrainian economy. The study showed that Ukrainian companies do not have a clear vision of the needs of professionals and the necessary skills they must have. This is due to the fact that companies do not engage in strategic planning and do not develop scenarios for their business development. The heads of Ukrainian companies indicate the unwillingness of graduates to perform professional tasks in the workplace. There is a significant gap between the desired skills (on the part of employers) and the skills that young people have. Therefore, the paper substantiates the need to stimulate the integration of business and education, which will allow Ukraine to create new form of cooperation or to develop existing ones. These results can be used in universities, schools or other educational institutions and organizations to develop curricula as well as in business for the formation of training programs and adaptation of new employees.

This paper examines fundamental trade-offs in fault-tolerant distributed systems and replicated databases built over the Internet. We discuss interplays between consistency, availability, and latency which are in the very nature of globally distributed computer systems and also analyse their interconnection with durability and energy efficiency. In this paper we put forward an idea that consistency, availability, latency, durability and other properties need to be viewed as more continuous than binary in contrast to the well-known CAP/PACELC theorems. We compare different consistency models and highlight the role of the application timeout, replication factor and other settings that essentially determine the interplay between above properties. Our findings may be of interest to software engineers and system architects who develop Internet-scale distributed computer systems and cloud solutions.

In the article, the proposition is substantiated that the current development of the agricultural sector is possible on condition of harmonization of environmental, social and economic factors based on the principles of consistency, balance and social justice. The paper examines the impact of the intellectual component of labor potential on economic growth in the agricultural sector. The study of the main types of production functions for macroeconomic analysis is conducted. The advantages of using the Cobb-Douglas production function in determining the levers of agricultural production growth in the context of sustainable development are substantiated. The present-day priority of activities intellectualization in the agricultural sector is proved. It is proposed to particularly focus on the use of intellectual assets of human potential for agricultural production intensification. The accomplished modeling of the agricultural sector sustainable development gives grounds for an optimistic forecast as to increasing the resource potential of agricultural production due to a growth in the quantitative and qualitative indicators of labor potential.

The article deals with cultural and mental peculiarities of innovation processes’ development in Ukraine in the context of Industry 4.0. There has been presented a comparative rating of some world countries according to NRI, ICT, GOI, IDI, GII indices and the position of Ukraine over the past decade has been stated. The main results of innovation activity in Ukraine that lie in low innovative activity have been characterized. The factors that hinder innovation activity are insufficient level of educational training, low activity in offering innovative ideas, no incentive to create something new etc. In addition, a significant negative impact on innovation activity is exerted by cultural and mental factors of the population, a considerable part of which does not have entrepreneurial skills. There have been substantiated some socio-cultural and mental characteristics of Ukrainians that determine their innovative activity, namely reduce the competitiveness of the country's human capital both at the personal and national levels. The solution of the problem has been proposed which implies cooperation between three main components of the innovative economy – "science – education – production" as a common system.

ROMANTICISM , *GERMAN philosophy ,UKRAINIAN social conditions, 1991- - Abstract
Discourse of Heidegger studies in contemporary Ukraine proves insufficient attention to the world legacy in understanding and interpreting complex thinking of the great German philosopher. In order not to yield the temptations of direct reading, we are advancing the imperative of precise mediation of historical research of Heidegger's philosophy by methods and instruments, which would conform with the actual context of philosophical process worldwide. This article aims to accomplish logical reconstruction of the interspace between discourses of Martin Heidegger and Theodore Adorno. This interspace of the potential dialogue between the two philosophers can be seen not as a gap but rather a joint of one and the same thought being developed in two opposite directions. Adornian approach to understanding Heidegger's thinking is viewed as amethodological model for the contemporary needs of the historiographical hermeneutics of Heidegger's philosophy. In the terms of ideological criticism Heideggerian conceptuality assume the form of a jargon, which stylistically derives from archaistic tendencies of the late Romanticism. Unlike P. Bourdieu, Adorno does not aim to reveal the social background of this proximity between existential philosophy and cultural conservatism of the Weimar epoch, but rather he persists in deconstructing the key concepts of Heidegger's philosophy, so that he would reveal its neutralizing andmetaphysical effects. In Adorno's transcription of the difference between onticity and ontology, the latter appears as a form of reification, and consequently as a philosophical form of ideology preoccupied with the conservative claims to preserve the existing order. The conservative move of Heidegger's logic consists in subjugation of Dasein to being, where being is conceptually charged as a secularized deity. Heidegger's possible response to Adorno's invectives should certainly avoid Heideggerian language. It is necessary to obtain an outer position to both discourses, if we want to elicit novel forms of thought. [ABSTRACT FROM AUTHOR]

IDEOLOGY , *HISTORIOGRAPHY , *HISTORY of philosophy , *ECLECTICISM , *HISTORY - Abstract
In the domain of the Ukrainian history of philosophy one can clearly observe symptoms of eclecticism, contamination, and corruption. Such situation is rooted in continuous insufficiency of the methodological framework of Ukrainian philosophy, split by the demise of Soviet ideological structures. Critical condition of humanitarian epistemology is aggravated by the urgent need to overtake foreign studies in the corresponding field, which constantly increase in number and evolve in character. All of the aforementioned symptoms are indicative for historical and philosophical reception of Martin Heidegger's legacy by the Ukrainian academy. Heidegger studies have already formed a separate trend in the world philosophical discourse. We focus on critical assessment of certain reflexes, i.e. definite interpretative strategies providing different transcriptions of the same referents, i.e. definite philosophical forms, texts, or problems. In the general contour of Heidegger studies I differentiate the following reflexes: reflex of immanent hermeneutics, reflex of reductive interpretation, reflex of genetic historiography, and reflex of ideological historiography. In this paper I continue to identify transcriptions of "Heidegger's controversy" (the referent of historico-philosophical thought), provided by the reflex of ideological historiography. As I have recently identified the transcription of political implications of Heidegger's philosophy in the terms of sociology of knowledge, so now it comes to biographical transcription of Heidegger's political engagement, elaborated by Hugo Ott and Victor Farias. Critical assessment of their methodological approach revealed imposition of biographical objectivity on philosophy discourse, simplification of the complexity of philosophical form, and the pathos of elementary humanism as the ideological criterion of their research.
