2. Systematized Professional Leader and Leadership Development: An Exploration of Practices That Influence Leadership Capacity and Cultivate School Principals' Organizational Commitment

Abstract

Title 1 principals face many day-to-day challenges due to the complexity and demands of their jobs. Research has found (Levin et al., 2019) that principals valued professional development (PD) more if it allowed them to address their school's specific needs and circumstances and increase their leadership capacity. This research aims to explore the systemic professional development opportunities offered by Washington, DC Public Schools (DCPS) for high-performing principals who stayed at their schools longer than the national average of four years. This study examines how professional development supports principals' achievement of mandated school goals and self-identified leader goals. Additionally, the study investigates how DCPS's PD offerings influenced school principals' commitment to remain with the district. Interviews were conducted with principals employed by DCPS, between three and twenty years, and engaged in the district's PD offerings to learn about their experiences with district-offered PD. The literature review focuses on leader development, leadership development, principal turnover and retention, PD, and organizational commitment. The findings reveal that school principal development could be an effective retention tool that engages and enhances employees' leadership ability and their ability to lead effectively. As a result, principals' loyalty to their school district is influenced by their perception of the level of commitment and support they receive from district agents toward their development and attaining district-mandated leadership goals and their self-identified leadership goals. According to the research, school principals demonstrate organizational commitment through normative, continuous, and affective behaviors. Their affective commitment to the district will be further influenced by the district leadership's continuous use of a human-centered leadership approach to assist school principals in achieving their mandated leadership goals. Suppose district leaders adopt concepts from adult learning theory and human resource management practices to create a supportive workplace for school leaders. In that case, this could have an even more significant impact on their affective commitment to the school district. Moreover, district leaders could offer differentiated PD opportunities aligned with principals' self-identified leadership goals as part of their PD plan. 3. TEAM: Trilateration for Exploration and Mapping with Robotic Networks

Abstract

Motivated by lunar exploration, we consider deploying a network of mobile robots to explore an unknown environment while acting as a cooperative positioning system. Robots measure and communicate position-related data in order to perform localization in the absence of infrastructure-based solutions (e.g. stationary beacons or GPS). We present Trilateration for Exploration and Mapping (TEAM), a novel algorithm for low-complexity localization and mapping with robotic networks. TEAM is designed to leverage the capability of commercially-available ultra-wideband (UWB) radios on board the robots to provide range estimates with centimeter accuracy and perform anchorless localization in a shared, stationary frame. It is well-suited for feature-deprived environments, where feature-based localization approaches suffer. We provide experimental results in varied Gazebo simulation environments as well as on a testbed of Turtlebot3 Burgers with Pozyx UWB radios. We compare TEAM to the popular Rao-Blackwellized Particle Filter for Simultaneous Localization and Mapping (SLAM). We demonstrate that TEAM requires an order of magnitude less computational complexity and reduces the necessary sample rate of LiDAR measurements by an order of magnitude. These advantages do not require sacrificing performance, as TEAM reduces the maximum localization error by 50% and achieves up to a 28% increase in map accuracy in feature-deprived environments and comparable map accuracy in other settings., Comment: 8 pages, 15 figures, 2021

6. Human Resource Information Systems as Strategic Tool for the Sustainability of the Public Health Sector

Abstract

Information and communication technologies (ICT) dominate almost all professional domains, including the field of human resources management. Human resources information system (HRIS) is one such technology that can transform the way services are offered within the health sector. The public health sector is recognized as one of the most valued sectors for competitive and economic growth in a country. Understanding the extent to which HRIS can effectively become a strategic tool in the public health sector of South Africa is crucial. On the basis of this, there have been calls for research that pinpoints the necessary elements for the improvement of public health service delivery mandates. The chapter examines how HRIS can effectively become a strategic tool in the public health sector service delivery mandates using a partially integrated mixed-method to collect data. The study found among others that the public health sector of South Africa makes use of an outdated, PERSAL system. Some recommendations for practice and future research are also provided.

19. Information retrieval: Solving mismatching vocabulary in closed document collections

Abstract

During a search, phrase-terms expressed in queries are presented to an information retrieval system (IRS) to find documents relevant to a topic. The IRS makes relevance judgements by attempting to match vocabulary in queries to documents. If there is a mismatch, the problem of vocabulary mismatch occurs. The aim is to examine ways of searching for documents more effectively, in order to minimise mismatches. A further aim is to understand the mechanisms of, and the differences between, human and machine-assisted, retrieval. The objective of this study was to determine whether IRS-H (an IRS using the hybrid indexing method) and human participants agree or disagree on relevancy judgments, and whether the problem of mismatching vocabulary can be solved. A collection of eighty research documents and sixty-five phrase-terms were presented to (i) IRS-H and four participants in Test 1, and (ii) IRS-H and one participant (aided by search software) in Test 2. Statistical analysis was performed using the Kappa coefficient. IRS-H and the four participants’ judgements disagreed. IRS-H and the participant aided by search software judgments did agree. IRS-H solves the problem of mismatching vocabulary between a query and a document.

Abstract

An information retrieval system (IRS) is used to retrieve documents based on an information need. The IRS makes relevance judgements by attempting to match a query to a document. As IRS capabilities are indexing design dependent, the hybrid indexing method (IRS-H) is introduced. The objectives of this article are to examine IRS-H (as an alternative indexing method that performs exact phrase matching) and IRS-I, regarding retrieval usefulness, identification of relevant documents, and the quality of rejecting irrelevant documents by conducting three experiments and by analysing the related data. Three experiments took place where a collection of 100 research documents and 75 queries were presented to: (1) five participants answering a questionnaire, (2) IRS-I to generate data and (3) IRS-H to generate data. The data generated during the experiments were statistically analysed using the performance measurements of Precision, Recall and Specificity, and one-tailed Student's t -tests. The results reveal that IRS-H (1) increased the retrieval of relevant documents, (2) reduced incorrect identification of relevant documents and (3) increased the quality of rejecting irrelevant documents. The research found that the hybrid indexing method, using a small closed document collection of a hundred documents, produced the required outputs and that it may be used as an alternative IRS indexing method. Abstract

The science guiding the EUREC4A campaign and its measurements is presented. EUREC4A comprised roughly 5 weeks of measurements in the downstream winter trades of the North Atlantic – eastward and southeastward of Barbados. Through its ability to characterize processes operating across a wide range of scales, EUREC4A marked a turning point in our ability to observationally study factors influencing clouds in the trades, how they will respond to warming, and their link to other components of the earth system, such as upper-ocean processes or the life cycle of particulate matter. This characterization was made possible by thousands (2500) of sondes distributed to measure circulations on meso- (200 km) and larger (500 km) scales, roughly 400 h of flight time by four heavily instrumented research aircraft; four global-class research vessels; an advanced ground-based cloud observatory; scores of autonomous observing platforms operating in the upper ocean (nearly 10 000 profiles), lower atmosphere (continuous profiling), and along the air–sea interface; a network of water stable isotopologue measurements; targeted tasking of satellite remote sensing; and modeling with a new generation of weather and climate models. In addition to providing an outline of the novel measurements and their composition into a unified and coordinated campaign, the six distinct scientific facets that EUREC4A explored – from North Brazil Current rings to turbulence-induced clustering of cloud droplets and its influence on warm-rain formation – are presented along with an overview of EUREC4A's outreach activities, environmental impact, and guidelines for scientific practice. It has been associated with autonomic dysfunction and increased stroke risk. OBJECTIVE To correlate findings in neurological examination, autonomic nervous system function, and brain magnetic resonance imaging (MRI), in patients with chronic Chagas disease. METHODS Neurological findings of 64 patients from a hospital cohort were correlated with disease stage (according to Los Andes classification) and with signs of autonomic nervous system function (respiratory sinus arrhythmia test). Also, 27 subjects with no cardiac dysfunction (phase IA) had MRI evaluation. Results were correlated with autonomic nervous system variables using Spearman correlation coefficient and Mann-Whitney test. RESULTS There was a significant correlation between the presence and number of white matter hyperintensities in MRI and the respiratory sinus arrhythmia test. There was no correlation between disease stage and autonomic nervous system dysfunction. CONCLUSION There is a significant correlation between parasympathetic nervous system dysfunction and the presence of white matter lesions in patients with chronic Chagas disease without cardiac dysfunction. The pathogenesis of such lesions is unknown, but cardiac arrhythmias could be involved. As hypertension was frequent in our sample and also correlated to MRI hyperintensities, studies excluding hypertensive patients are needed to confirm our results. Abstract

The complex nature of small business operations has led to adopting IT as a tool to enhance the productivity, efficiency and growth of Small, Medium and Micro Enterprise (SMMEs). Despite the increased spend on IT, many SMMEs do not understand the importance of IT investment evaluation, which adversely impacts their technology and decision-making ability to realise benefits. The study explores the role evaluation plays in SMMEs' decision-making to adopt the technology, and the ability to evaluate technology potentials thereof. Case studies were conducted, data collected analysed using the thematic analysis, with hermeneutics employed to derive deeper and richer meanings from the findings. SMMEs often base their decision to adopt the technology on speculative and empirical knowledge from personal judgement, communication preferences and individual experiences. Implications of TE potential may lead to the adoption of inappropriate or non-adoption of the technology, with adverse effects on business sustainability. [ABSTRACT FROM AUTHOR]

On y trouve les lignes suivantes : « L'univers, par son incommensurable grandeur et par la variété et la beauté infinies qui éclatent en lui de toutes parts, jette l'esprit dans un muet étonnement.
