Sustainable development focusing on environmental issues is the target of both central and local governments. Ideally, planning and funding this issue requires harmonizing and implementing top-down and bottom-up alignment. Neglect from a regional point of view often causes various obstacles in implementation, which of course, causes inefficiency. The allocation and distribution of budgeting through special transfer funds for environmental issues are interesting to elaborate with attention to the sustainability of the policy and the expected benefits. The analysis of the implementation of government funding support for the development of national priorities related to the environmental sector in the region is interesting to be elaborated more deeply to provide information on strategic control and integration of future development. This further elaboration is in line with the national economic recovery after the COVID-19 pandemic, which has attracted the attention of many parties. The method used in the analysis is a qualitative approach through literature review and limited discussion (FGD) with stakeholders at the central-regional level and through online survey methods. The literature review uses previous research, journals, books, and planning documents at the central and regional levels to capture the Physical SAF 2021 policy for the environment, analyze budget distribution, and analyze central-regional planning/funding alignment in terms of planning documents. Focus Group Discussion (FGD) method and online questionnaires are used to capture field problems. Expectations desired in this evaluation-based analysis can provide recommendations following the actual conditions in the area as the implementer of this fund.Pembangunan berkelanjutan yang berfokus pada isu lingkungan menjadi target pemerintah baik pusat maupun daerah. Idealnya, perencanaan dan pendanaan masalah ini membutuhkan harmonisasi dan implementasi top-down dan bottom-up. Pengabaian dari sudut pandang daerah seringkali menimbulkan berbagai kendala dalam pelaksanaannya, yang tentunya menimbulkan inefisiensi. Alokasi dan distribusi penganggaran melalui dana transfer khusus untuk masalah lingkungan hidup menarik untuk dijabarkan dengan memperhatikan kesinambungan kebijakan dan manfaat yang diharapkan. Analisis pelaksanaan dukungan pendanaan pemerintah untuk pembangunan prioritas nasional terkait bidang lingkungan hidup di daerah menarik untuk dielaborasi lebih dalam guna memberikan informasi pengendalian strategis dan keterpaduan pembangunan ke depan. Penjelasan lebih lanjut ini sejalan dengan pemulihan ekonomi nasional pasca pandemi COVID-19 yang menjadi perhatian banyak pihak. Metode yang digunakan dalam analisis adalah pendekatan kualitatif melalui kajian pustaka dan diskusi terbatas (FGD) dengan pemangku kepentingan di tingkat pusat dan daerah serta melalui metode survei online. Tinjauan literatur menggunakan penelitian sebelumnya, jurnal, buku, dan dokumen perencanaan di tingkat pusat dan daerah untuk menangkap kebijakan SAF Fisik 2021 untuk lingkungan, menganalisis distribusi anggaran, dan menganalisis keselarasan perencanaan/pembiayaan pusat-daerah dalam hal dokumen perencanaan. Metode Focus Group Discussion (FGD) dan kuesioner online digunakan untuk menjaring permasalahan lapangan. Harapan yang diinginkan dalam analisis berbasis evaluasi ini dapat memberikan rekomendasi sesuai dengan kondisi aktual di daerah selaku pelaksana dana ini.

Otonomi daerah memungkinkan kabupaten untuk mengurangi ketergantungan mereka pada pemerintah provinsi dan pemerintah pusat. Namun, dalam perkembangannya kesenjangan anggaran antar kabupaten masih terus menjadi perhatian pemerintah pusat. Pemerintah Kabupaten dapat memperoleh anggaran Dana Insentif Daerah (DID) melalui jalur Penghargaan Pembangunan Daerah (PPD). Penghargaan yang diselenggarakan oleh Kementerian PPN/Bappenas ini memberikan apresiasi kepada daerah-daerah terbaik dalam bidang perencanaan pembangunan, pencapaian dan inovasi yang salah satu reward-nya adalah DID yang dapat dimanfaatkan untuk tahun anggaran berikutnya. Evaluasi on-going DID pada level kabupaten bertujuan untuk memotret realisasi, menilai efektivitas penggunaan dan menganalisis permasalahan anggaran DID tahun 2021 dari pemenang PPD tahun 2020 sekaligus memberikan rekomendasi yang diperlukan dari sudut pandang pemanfaat (daerah) kepada pemerintah pusat selaku perencana formulasi anggaran DID. Metode pengumpulan data adalah literature review, diskusi terbatas dan pengisian kuesioner google form yang bertujuan menjaring masukan perkembangan realisasi dan permasalahan pemanfaatan Dana Insentif Daerah (DID) Tahun Anggaran 2021. Hasil analisis menggarisbawahi temuan bahwa pelaksanaan desentralisasi dalam beberapa hal justru semakin meningkatkan gap ketidakmerataan atau inequality ketika juara sebuah penghargaan sebagai landasan pemberian DID masih didominasi kabupaten yang sudah mapan secara ekonomi. Dalam kaitannya dengan pemanfaatan, secara umum pemerintah kabupaten menginginkan fleksibilitas penggunaan DID yang langsung menyentuh kebutuhan daerah, bukan kebutuhan pemerintah pusat. Penyempurnaan tata kelola dana transfer secara berkala diharapkan dapat mengurai persoalan desentralisasi fiskal ke depan.

Dinamika penanaman modal di Indonesia secara umum berkaitan dengan permasalahan internal maupun eksternal yang seringkali direspons dengan perubahan regulasi dan kebijakan. Hal ini wajar mengingat saat ini Ease of Doing Business (EODB) Indonesia masih rendah dengan menduduki peringkat 73 dari 190 negara, dimana dalam konteks wilayah ASEAN masih berada di peringkat 6 dari 8 negara. Regulasi dan kebijakan yang disusun sejak era Presiden Joko Widodo membawa perubahan yang cukup signifikan yang ditunjukkan dengan realisasi penanaman modal, baik dalam negeri (PMDN) maupun asing (PMA), meskipun sedikit terkoreksi sebagai dampak mewabahnya COVID-19. Jika ditarik lebih kedalam, sejak Undang-Undang Nomor 25 Tahun 2007 (UUPM) berlaku, memang terlihat bahwa perekonomian Indonesia membaik secara bertahap. Sumber daya alam sebagai salah satu sektor dalam investasi memerlukan perencanaan yang mampu beradaptasi terhadap perubahan, baik secara substansi, regulasi dan kelembagaan. Potret penanaman modal dan permasalahannya menjadi hal yang menarik diulas ketika dikaitkan dengan kelembagaan yang ada. Dari sisi penyusun kebijakan, optimalisasi potensi kelembagaan terkait penanaman modal diperlukan sebagai langkah strategis perbaikan pelayanan kepada publik. Makalah ini bertujuan untuk menampilkan potret permasalahan penanaman modal, kelembagaan perencanaan sumber daya alam terkait penanaman modal saat ini dan mengidentifikasi potensi pengembangan menuju optimalisasi peran dalam menunjang pembangunan nasional. Metode yang digunakan dalam analisis adalah berbasis literature review, baik dari penelitian sebelumnya, maupun regulasi dan kebijakan yang ada di Indonesia. Hasil analisis menghasilkan rekomendasi kebijakan dan rekomendasi kelembagaan dalam penanaman modal yang sesuai kondisi terkini untuk dapat ditindaklanjuti oleh pemangku kepentingan dan pengambil kebijakan dalam rangka pembangunan investasi yang berdaya saing dan berkelanjutan.

Public service providers and their supervisory agencies (Ombudsman RI), both at the centre and the representatives, are required to be able to map and resolve public service issues. However, during the Covid-19 they are limited in scope for conducting investigations. Big data is considered one of the solutions to obtain information on the priority scale of handling public service supervision through strategic issues of public services that get lots of attention from the public and the media. This paper aims to present a portrait of public service issues and the recognition rate of the Ombudsman Representative in the big data perspective as input in development planning related to public service supervision. The analytical method used is big data which utilizes the Intelligence Media Analytics developed by Bappenas. Analysis of strategic issues of public service in the regions, types of problems, the reported agencies, and the level of popularity of the Ombudsman RI in representatives in the community and the media, are the main discussion in this analysis. The results show that based on the classification of the reported parties, the three agencies that received the highest complaints during the period March 2020 – March 2021 are the Social Affairs Agency, Education Agency, and Health Agency. Problems related to Social Assistance were the most widely reported complaints by the public to the Ombudsman RI during the Covid-19. In addition, the analysis shows that until the latest data in 2021, the level of popularity of the Ombudsman in the regions is still low.

Ketimpanganpembangunan daerah terkait disparitas fiskal menjadi permasalahan hingga saat ini. Pembangunan desentralisasi fiskal bukan hanya terkait transfer dana kepada pemerintah daerah, tetapi perhatian pada penciptaan dampak positif perbaikan kualitas pelayanan publik menjadi utama, selain juga pertumbuhan ekonomi regional. Pada level provinsi, Dana Insentif Daerah (DID) menjadi salah satu sumber pendanaan pembangunan daerah sekaligus menjadi ukuran kualitas daerah karena untuk mendapatkannya diperlukan kompetisi. Salah satu kompetisi yang menjadi dasar perhitungan alokasi Dana Insentif Daerah adalah Penghargaan Pembangunan Daerah (PPD) yang diselenggarakan oleh Kementerian PPN/Bappenas. Evaluasi terkait DID bertujuan untuk menilai kualitas realisasi dan efektivitas pemanfaatan anggaran DID tahun 2021 kepada daerah terbaik PPD tahun 2020 menjadi menarik diulas dalam rangka memperkuat kerjasama pemerintah pusat dan daerah serta meningkatkan pemanfaatan dana tersebut di daerah. Penelitian ini menggunakan pendekatan metode kualitatif dengan optimalisasi kuesioner google form dan memanfaatkan aplikasi Zoom sebagai verifikasi terbatas pada penerima DID tahun 2021 khususnya 3 terbaik Provinsi PPD 2020 untuk melihat implementasi lapangan terkait perubahan kebijakan yang mempengaruhi pelaksanaan DID dalam masa Pandemi COVID-19 dalam konteks evaluasi on going. Hasil analisis menunjukkan bahwa meskipun realisasi pada 3 provinsi lokasi studi kasus dinilai baik, namun secara umum pemanfaatan DID agak berbeda sehingga belum well planned jika dibandingkan dengan dana transfer lain seperti Dana Alokasi Khusus (DAK) yang proses dari perencanaan, pelaksanaan dan evaluasinya dilakukan secara lebih berjenjang dan menggunakan sistem yang lebih mapan. Pasar identik dengan aktivitas sehari-hari dalam perdagangan masyarakat Indonesia. Pembangunan infrastruktur pasar untuk pemerataan pembangunan memerlukan investasi yang besar dalam menunjang tercapainya manfaat sosial dalam pembangunan nasional. Bagi pemerintah daerah, infrastruktur pasar pembangunannya terkendala sumber pembiayaan Anggaran Pendapatan dan Belanja Daerah (APBD) yang terbatas. Menyadari pentingnya pasar bagi pelayanan publik masyarakat, Dana Alokasi Khusus (DAK) Fisik menjadi opsi menarik bagi daerah untuk menutup kekurangan ini. Penelitian ini menggunakan metode pendekatan mixed method melalui analisis berbasis kuesioner, Focus Group Discussion (FGD), studi literatur dokumen perencanaan pusat-daerah serta kunjungan lapangan. Penelitian ini bertujuan untuk mengevaluasi tingkat keterkaitan perencanaan DAK Fisik dengan perencanaan pembangunan daerah. Dari 34 provinsi di Indonesia, ada 31 Provinsi yang tidak mencantumkan menu kegiatan Bidang Pasar kedalam Rencana Kerja Pembangunan Daerah (RKPD). Secara spesifik hasil analisis menunjukkan bahwa Provinsi Riau yang mendapatkan anggaran DAK Fisik Penugasan Bidang Pasar terbesar secara nasional belum optimal ketika meresponsnya dalam dokumen perencanaan daerahnya, khususnya terkait prioritas daerah. Berdasarkan pengisian kuesioner, keseluruhan Organisasi Perangkat Daerah (OPD) pengelola DAK Fisik Penugasan Bidang Pasar menyatakan setuju bahwa pelaksanaan kegiatan DAK berjalan lancar dan realisasi penyaluran anggaran tepat waktu. Sebanyak 75 persen OPD menyatakan bahwa jumlah dana pendamping tidak cukup dialokasikan pemerintah daerah, alokasi tidak cukup proporsional, kegiatan DAK belum sesuai dengan kebutuhan daerah dan kurangnya anggaran DAK.

Roads are the fastest growing infrastructure compared to other infrastructure in various countries, including Indonesia. The road sector requires high investments to meet national development targets. For both local and central governments, infrastructure development should be a shared concern from planning to implementation. Specific transfer fund policies such as the Physical DAK (Special Allocation Funds) are an opportunity for regions to build road infrastructure better. This study aims to show the top-down and bottom-up planning portrait for the Physical DAK Road Sector and analyze field problems that have been strategic issues for regional development in the road infrastructure field. This study also shows the road infrastructure development problem through site visits to the sample locations, which the Papua Barat Province selected as one of the largest recipients of the DAK Physical budget in Indonesia. The research method uses a mixed-method approach through gap analysis based on literature studies of RKP (Government Work Plan) and RKPD (Local Government Work Plan) in 34 provinces in Indonesia, questionnaires, and site visits. Based on the planning gap analysis results (RKP-RKPD in all the provinces throughout Indonesia), only 3 (three) provinces did not include the Road Sector activity menu from the DAK allocation in their RKPD, namely Papua Barat, Sulawesi Tengah, and Sumatera Utara. The analysis results also show that 24 provincial RKPDs are 100 percent following the DAK content in the RKP, 5 (five) provinces only set 66 percent, and 2 (two) of the province set 33 percent. In the case study location in Papua Barat related to Physical DAK for Road Sector Assignments context, the Papua Barat RKPD document in 2019 does not yet fully have a specific plan following the DAK activity menu. In the implementation aspect, there were also many problems related to regulation and governance that required more attention, both top-down and bottom-up.

Berkaitan dengan kehadiran negara untuk masyarakat, pengawasan penyelenggaraan pelayanan publik belum memiliki tempat tersendiri dalam dokumen perencanaan pembangunan nasional Indonesia. Dalam Program Pengawasan Penyelenggaran Pelayanan Publik, Ombudsman RI terus mendorong upaya perbaikan kualitas pelayanan publik Indonesia dengan mengembangkan hal-hal yang bersifat “mencegah” dan “menyelesaikan”. Seiring kebutuhan dan kondisi yang berkembang, Ombudsman RI mengambil peran penting dan didukung dengan oleh regulasi dan kebijakan pemerintah. Peraturan Presiden No.18 Tahun 2020 mengamanatkan Ombudsman RI untuk terlibat aktif mendukung Prioritas Nasional melalui output prioritas penyelesaian laporan/aduan masyarakat (external complaint handling) dan penilaian kepatuhan lembaga penyelenggara pelayanan publik terhadap standar pelayanan publik. Evaluasi kinerja terhadap 2 output prioritas ini bertujuan untuk menilai capaian, kebijakan, permasalahan sehingga dapat diberikan rekomendasi dari sudut pandang perencana pembangunan. Metode analisis menggunakan metode campuran (mixed method) berbasis analisis data target dan realisasi, studi literatur dan Focus Group Discussion. Analisis dilakukan untuk tahun 2015 sampai 2021, termasuk permasalahan didalamnya yang berpengaruh pada fluktuasi target dan capaian dalam dokumen perencanaan pembangunan. Rekomendasi mengusulkan perbaikan untuk aspek regulasi, kelembagaan, pendanaan, teknis pelaksanaan dan kewilayahan. Secara umum perkuatan peran Ombudsman dalam lima aspek tersebut menjadi isu penting penentu keberhasilan pengawasan penyelenggaran pelayanan publik di Indonesia di masa depan yang profesional, adil, merata, efektif, berwibawa (dapat dipercaya) dan berkualitas.

Air minum adalah kebutuhan mendasar manusia yang selalu meningkat seiring pertumbuhan penduduk yang semakin pesat. Sektor air minum memerlukan investasi yang besar dalam menunjang tercapainya pembangunan nasional. Bagi pemerintah daerah, pembangunan infrastruktur air minum terkendala sumber pendanaan APBD yang terbatas. Sementara itu tuntutan kebutuhan air minum menjadi hal yang mendesak dilakukan sebagai bagian dari mandat negara untuk memenuhi pelayanan dasar bagi negara. Pendanaan transfer khusus melalui DAK Fisik menjadi opsi menarik bagi daerah untuk memenuhi kebutuhan ini. Analisis dalam penelitian ini menggunakan metode pendekatan mixed method melalui analisis kesenjangan berbasis studi literatur dokumen perencanaan pusat-daerah serta kuisioner. Penelitian ini bertujuan untuk menilai sejauh mana keterkaitan perencanaan DAK Fisik secara top down dan bottom up bagi pembangunan daerah. Hasil analisis menunjukkan bahwa Provinsi Jawa Tengah mendapatkan anggaran DAK Fisik Penugasan Bidang Air Minum terbesar secara nasional, namun belum sepenuhnya mengalokasikan bidang air minum dalam perencanaan pembangunannya khususnya untuk isu penyediaan air minum perdesaan. Hal ini menunjukkan bahwa Provinsi Jawa Tengah belum memprioritaskan bidang program air minum dalam pembangunan daerahnya sehingga tidak tertuang dalam RKPD. Berdasarkan hasil kuisioner, penyelenggaraan DAK di Jawa Tengah memiliki output yang positif untuk peningkatan layanan air minum dan sarana prasarana SPM, Hal ini disebabkan proporsi anggaran, pelaksanaan, dan pengawasan yang baik. Pencapaian output dan realisasi waktu dapat terlaksana sesuai target. Pada pelaksanaan DAK Penugasan Air Minum di Jawa Tengah, kesesuaian dengan Rencana Kerja Pemerintah Daerah (RKPD) sebesar 60 persen, sedangkan kesesuaian dengan Dokumen Pelaksanaan Anggaran – Satuan Kerja Perangkat Daerah (DPA-OPD) sebesar 66,7 persen.

Abstrak Irigasi adalah bagian penting bagi pencapaian ketahanan pangan yang berpengaruh pada sisi ekonomi serta juga sosial masyarakat. Sektor pangan masih memiliki posisi penting di Indonesia dalam mendorong pencapaian pembangunan nasional yang memiliki pengaruh terhadap laju pertumbuhan ekonomi. Pendanaan irigasi tidak hanya berasal dari dana APBN serta APBD, termasuk pula dana transfer khusus pada wilayah-wilayah prioritas. Perpres No. 72 Tahun 2018 terkait RKP 2019 menegaskan tujuan implementasi DAK Fisik Penugasan pada Bidang Irigasi agar bisa menopang daerah untuk melakukan pembangunan (peningkatan serta rehabilitasi) sarpras irigasi yang kewenangannya dimiliki daerah supaya berkontribusi pada tercapainya agenda Food Sovereignty. Bencana di Sulawesi Tengah pada Tahun 2018 berdampak pada infrastruktur sumber daya air di wilayah ini. Permasalahan dalam pelaksanaan DAK Fisik perlu digali sebagai masukan untuk perencanaan DAK dimasa depan, khususnya untuk bidang irigasi. Mengacu pada urgensi DAK Fisik tentang irigasi ini bagi Pemda di Sulawesi Tengah, maka menganalisis peran DAK dan menggali permasalahan pelaksanaannya dalam konteks regional development menjadi hal yang menantang. Penelitian ini memiliki tujuan mengelaborasi peran DAK Fisik bagi pembangunan sektor irigasi pada suatu daerah serta menganalisis problem yang ada selama implementasinya. Metode yang digunakan adalah studi pustaka dan kunjungan lapangan (diskusi) dengan stakeholders pembangunan di suatu wilayah. Hasil studi menyatakan bahwa belum sepenuhnya ada sinkronisasi antara prioritas nasional tentang irigasi dan kebutuhan daerah. Persoalan bencana juga dalam praktiknya menjadi pertimbangan pengalokasian anggaran DAK dan hal ini terjadi di Provinsi Sulawesi Tengah. Meskipun demikian, harus diakui bahwa penguatan sektor irigasi dengan kerangka logis dan manajemen risiko layak terus didukung dengan dana transfer khusus dalam rangka percepatan target-target pembangunan yang lebih berkualitas serta memberi manfaat bagi masyarakat pascabencana. Field implementation of the Special Allocation Fund (DAK) Assignment, especially the thematic of Sustainable Economic Infrastructure Provision in 2021 from the local government's point of view, is a significant matter because it is related to development priorities achievement, especially during the COVID-19. Concerning the need for information on the spatial distribution of the DAK allocation for Physical Assignment, especially the Thematic of Sustainable Economic Infrastructure Provision (PIEB) for the 2021 fiscal year, it is necessary to carry out a series of spatial analyzes showing the distribution of the DAK Physical allocation and its contribution to regional development using a budget comparison approach. Spatial analysis was carried out for mapping: 1) The contribution and role of the DAK Physical allocation to the local government budget in 2021; 2) Contribution of DAK Physical Assignment allocation of PIEB to the local government budget in 2021; 3) Contribution of DAK Physical Assignment allocation of PIEB (Small and Medium Industries (IKM), Roads, Tourism, and the Environment) to the local government budget in the fiscal year of 2021. In general, regions with a high category of DAK Physical contributions are dominated by provinces in the Eastern Region of Indonesia. On average, the DAK Physical Assignment allocation of Sustainable Economic Infrastructure Provision contributes 0.5% to the Provincial Budget. It is necessary to monitor and evaluate the implementation of DAK Physical for the Sustainable Economic Infrastructure Provision and improve coordination between institutions, both at the central and regional levels.

The condition of several watersheds in Indonesia at this time has experienced a lot of decline in functions in maintaining water availability and environmental health. The number of critical watersheds in Indonesia continues to grow and is getting worse even though there have been many rehabilitation programmes for several watersheds in Indonesia, including the Citarum Watershed in West Java. Changes in the characteristics of the Citarum Watershed that can be seen include an increase in the overflow point of flood inundation, erosion of agricultural land, and sedimentation in rivers. The method used in this research is a qualitative approach through analysis based on a literature review of planning documents, regulations, books, journals, and expert judgment analysis. This study aims to assess the extent to which cross-sectoral, cross-regional and inter-disciplinary problems affect regional development and analyze problems that occur at the watershed scale. The Citarum Watershed Strategic Plan is a set of activities with steps to implement the planned strategies. The Strategic Plan reveals some activities, involvement of stakeholders, and also goals for the future which are to be achieved through the identified implementation steps. All of the activities have a main vision: "All stakeholders working together to enhance the quality of watershed carrying capacity by balancing infrastructure, ecosystem conservation, and community approaches".

Highland areas are not necessarily without flood problems, especially local flooding. The problem of poor drainage can be the cause of a local flood, as happened in Bogor City, West Java. Development evaluation related to local flooding in a city is an exciting topic to study further. The purpose of this evaluation is to answer the need for public information about the philosophy of flooding in the highlands, existing policies, and factors causing local flooding in Bogor City. The benefits of this analysis can also provide policymakers with input on strategic steps in the planning of urban drainage infrastructure systems, both in terms of physical channels, social approaches, and aspects of land carrying capacity within the ecological framework. The method used in this evaluation is in the form of literature studies and direct field observations of Bogor City's drainage infrastructure at specific points. The recommendation for the Bogor City government is to carry out comprehensive data collection and re-topography, namely by collecting data on buildings and drainage, determining the slope and height of the channel, and implementing risk management at each stage of its implementation. In addition, strict supervision and community participation in overseeing the development process and reducing waste disposal in the river supports the improvement of drainage development.

Topics protection of catchment area relating to land use to support sustainability and environmental capacity is an interesting topic to be discussed scientifically. The increasing frequency of floods, droughts, landslides, and water crises are recently showed that the management of watersheds (DAS) has not been optimal. The Kineros Model for predicting the effect of land use on the surface run-off need to be improve in application. This paper has shown that the protection of natural ecosystems has a better impact than infrastructure development, especially about preventing inundation due to high surface runoff. This journal will strengthen the need for watershed-scale erosion prediction analysis because of its ability to define strategic areas of policy intervention to enable policymakers and the community to carry out recovery programs/activities more effectively and focused. The accuracy of determining the location of the policy has an impact on cost, time, and energy efficiency. Spatial calculation/analysis models combined with social and economic approaches will create a balanced and integrated sustainable development. The reviewer suggests a realistic combination of approaches, which combines the spatial aspects and technocratic calculations aspects of economic instruments that become balanced in a multidisciplinary concept.

Alokasi DAK bidang pendidikan selalu tersedia setiap tahun dengan jumlah anggaran yang besar dibandingkan bidang yang lain, bahkan di masa pandemi COVID-19. Pada level pemerintah daerah, bidang pendidikan adalah prioritas. Kebutuhan pendanaan pemerintah daerah melalui DAK Fisik diharapkan selaras dengan keinginan pemerintah pusat. Pelaksanaan DAK Fisik Bidang Pendidikan sebagai instrumen pendanaan ke daerah pada tahun 2020 menghadapi tantangan mewabahnya COVID-19 pada bulan Maret yang mempengaruhi optimalisasi proses pembangunan. Pemerintah mengambil opsi kebijakan relaksasi untuk mempermudah implementasi DAK di lapangan. Hal ini memerlukan evaluasi on-going dengan metode sesuai keadaan saat itu sebagai masukan untuk perencanaan tahun berikutnya. Implementasi DAK Fisik dan segala menu-menunya mendorong pentingnya informasi capaian maupun kendala lapangan tetap aktual serta dapat dipertanggungjawabkan secara ilmiah. Penelitian bertujuan menyajikan kendala, informasi dan hal-hal terkait pelaksanaan DAK Fisik Bidang Pendidikan tahun 2020 saat masa pandemi COVID-19 sebagai respons kondisi terkini tanpa harus melakukan kunjungan lapangan. Metode yang digunakan adalah studi literatur dan analisis statistik berbasis big data sebagai opsi yang relevan dengan situasi saat ini dalam rangka landasan memberikan rekomendasi perencanaan pembangunan. Analisis big data memanfaatkan tools Intelligence Media Management (IMM) untuk melihat persepsi publik terkait pelaksanaan DAK Fisik Bidang Pendidikan saat pandemi COVID-19. Hasil penelitian menunjukkan bahwa sebanyak 40 persen pemberitaan terkait DAK Bidang Pendidikan selama Pandemi COVID-19 berupa sentimen positif, 17 persen negatif dan 43 persen sentimen netral. Dalam sentimen negatif, pemberitaan yang disorot adalah tuntutan agar pengelola DAK dapat segera menyelesaikan pembangunan sesuai petunjuk teknis di lapangan. Top issue pemberitaan DAK Pendidikan sebagai masukan perbaikan pembangunan adalah tentang temuan-temuan ketidaksesuaian data pokok pendidikan (DAPODIK) dengan fakta di lapangan yang pada akhirnya berdampak pada kurang tepatnya sasaran penerima DAK. Indonesia’s water resources governance aims at delivering the basic needs of a growing population whilst being constrained by ecosystems’ carrying capacity. The main causes of regulatory overlaps and prevalent “silo mentality” in water governance are sought by analysing laws, regulations, and policies. Over time, water resources governance has aimed to address food, water, and energy needs through infrastructural approaches, forest and land rehabilitation, and community participation. It is anchored in the river basin territory and watershed concepts. Public decision-making, however, puts anthropogenic considerations at its core rather than hydrological aspects, leading to misfits between institutions and ecosystem functioning. Ineffective legal instruments and policies are essentially due to institutional constraints. A synthesis of the three major water regulations—Government Regulation 37/2012 concerning Watershed Management, Law 17/2019 concerning Water Resources, and Government Regulation 26/2008 concerning National Spatial Plan—reveals little ownership of watershed management with regional/local governments since responsibilities are delegated by the central government to a technical agency; limited focus on green water (social and ecological) governance approaches compared with blue water (hard infrastructural) ones; and weak law enforcement and formulation of strategies for maintaining ecosystem functioning. Our recommendations include an ecoregional water governance with a thoroughly designed performance and target indicators; continuation of development plans built on previous plans and outcomes; continuity in water resources monitoring and evaluation; society-wide participation; and synchronisation of regulatory processes of all administrative levels led by the President in collaboration with Parliament using “carrot and stick” modes.

Water and water resources must be maintained by their functions and benefits to meet the needs of all sectors and future generations. One important part of sustainable water resource management that is of considerable interest to the government is irrigation which aims to achieve food security. Food security in Indonesia Development in the field of food security and poverty alleviation in rural areas is one of the leading sectors in the nine national development priority agendas contained in “Nawa Cita”. The development of food security in Indonesia faces many complex problems, such as irrigation infrastructures maintenance, regulations, land use change, population, policy implementation, coordination among stakeholders and also budget issues. The method in this study is a qualitative method through the literature review related to the management of water resources for food security in Indonesia. This paper seeks to evaluate the development irrigation policies as part of sustainable water management that supports food security in Indonesia. Literature sources are 5 main regulations, 5 papers and some government reports. To support increased food security, the direction of the Indonesian Government's policy in strengthening food security from the irrigated agricultural sector is realized through a strategy to increase production capacity and improve irrigation network services. The problem of the availability of irrigation water must be addressed quickly by upstream conservation, maximizing capacity through normalization of existing reservoirs, and continuing to build dams to have water storage containers that can accommodate planting season throughout planting. Air dan sumber daya air harus dijaga fungsi dan manfaatnya untuk memenuhi kebutuhan semua sektor dan generasi mendatang. Salah satu bagian penting dari pengelolaan sumber daya air berkelanjutan yang cukup menarik perhatian pemerintah adalah irigasi yang bertujuan untuk mencapai ketahanan pangan. Di Indonesia, pembangunan di bidang ketahanan pangan dan pengentasan kemiskinan di pedesaan merupakan salah satu sektor unggulan dalam sembilan agenda prioritas pembangunan nasional yang tertuang dalam “Nawa Cita”. Pembangunan ketahanan pangan di Indonesia menghadapi banyak masalah yang kompleks, seperti pemeliharaan infrastruktur irigasi, regulasi, perubahan penggunaan lahan, kependudukan, implementasi kebijakan, koordinasi antar pemangku kepentingan dan juga masalah anggaran. Metode dalam penelitian ini adalah metode kualitatif melalui studi pustaka terkait pengelolaan sumber daya air untuk ketahanan pangan di Indonesia. Tulisan ini berupaya mengevaluasi kebijakan pembangunan irigasi sebagai bagian dari pengelolaan air berkelanjutan yang mendukung ketahanan pangan di Indonesia. Sumber literatur adalah lima peraturan utama, lima makalah dan beberapa laporan pemerintah. Untuk mendukung peningkatan ketahanan pangan, arah kebijakan Pemerintah Indonesia dalam memperkuat ketahanan pangan dari sektor pertanian beririgasi diwujudkan melalui strategi peningkatan kapasitas produksi dan peningkatan pelayanan jaringan irigasi. Masalah ketersediaan air irigasi harus segera diatasi dengan konservasi di wilayah hulu, memaksimalkan kapasitas melalui normalisasi waduk yang ada, dan terus membangun bendungan untuk memiliki wadah penampung air yang dapat mencukupi kebutuhan pasokan sepanjang musim tanam.

Fenomena permasalahan pembangunan terkait dengan perencanaan penataan ruang dan perencanaan pembangunan. Idealnya, penataan ruang dan pembangunan harus dilakukan secara terintegrasi, baik secara substansi, spasial maupun pendanaan. Secara konsep, penyusunan rencana tata ruang terkait dengan ekspresi spasial-geografis yang mencakup kebijakan perekonomian, sosial, lingkungan dan kebudayaan masyarakat. Perencanaan ruang berhubungan dengan pengembangan wilayah yang didalamnya terdapat sektor-sektor dengan sebaran sumber daya dan segala kegiatan dan permasalahannya dalam berbagai jenis dan skala. Makalah ini berusaha menjelaskan penyusunan rencana tata ruang, baik dari sisi konsepsi, pelaksanaan maupun permasalahan yang dihadapi, termasuk menyajikan permasalahan yang terjadi ditingkat tapak terkini. Metode yang digunakan adalah literature review berbasis informasi dari regulasi, jurnal, buku dan sumber lain yang relevan. Hasil analisis menunjukkan bahwa perencanaan tata ruang menghadapi tantangan adanya COVID-19 dan diterapkannya UU Cipta Kerja dan turunannya. Nuansa kental aspek “pemanfaatan” ruang dalam regulasi terkini terkait tata ruang yang dipengaruhi UU Cipta Kerja mengindikasikan bahwa pengendalian tata ruang menjadi tantangan tersendiri bagi para perencana.

Sejak awal digulirkan pemerintah, dana transfer khusus telah menjadi instrumen pendanaan yang berperan signifikan dalam pembangunan daerah, termasuk pada sektor kesehatan. Implementasi DAK Fisik Bidang Kesehatan sebagai salah satu bentuk dana transfer pada tahun 2020 menghadapi kenyataan mewabahnya COVID-19 pada bulan Maret yang berdampak pada tidak optimalnya proses pembangunan maupun evaluasi on going yang menjadi masukan untuk perencanaan tahun berikutnya. Peningkatan kebutuhan pendanaan sektor kesehatan dengan berbagai karakteristiknya juga mendorong permintaan terhadap data pelaksanaan yang tetap valid dan dan dapat dipertanggungjawabkan secara ilmiah. Disisi lain, kunjungan langsung ke lapangan terkendala oleh berbagai kebijakan di awal pandemi seperti pembatasan sosial skala besar maupun kendala-kendala transportasi yang didukung oleh regulasi pemerintah membatasi ruang gerak evaluasi on going. Penggunaan big data menjadi keniscayaan yang dapat dilakukan untuk memotret implementasi DAK Fisik 2020 Bidang Kesehatan dalam rangka memberikan masukan/rekomendasi sesuai kondisi terkini. Penelitian ini berupaya mengoptimalkan big data dalam analisis evaluasi on going pembangunan daerah. Metodologi yang digunakan adalah Intelligence Media Management (IMM) untuk melihat persepsi publik terkait perubahan kebijakan yang mempengaruhi pelaksanaan DAK Fisik Bidang Kesehatan dalam konteks evaluasi on going. Analisis ini juga didukung dengan literature review berbagai sumber buku-buku, dokumen-dokumen kebijakan dan peraturan perundang-undangan yang berlaku. Penelitian bertujuan menyajikan sintesis informasi terkait pelaksanaan DAK Fisik Bidang Kesehatan tahun 2020 untuk memberikan masukan perencanaan pembangunan tahun berikutnya yang lebih adaptif terhadap perubahan situasi terkini.

National development in education is essentially carried out in order to improve the quality of human resources. In practice, this is established in a series of programs and activities involving the central and regional governments related to authority and funding capacity. One of the efforts to reduce fiscal inequality in education, the central government allocates special allocation funds (DAK). This transfer fund is needed because up to 2019 efforts to improve access and quality of education services through the fulfillment learning facilities and infrastructure standards. This paper analyse the planning and implementation of the DAK 2019 for physical assignment in education from the perspective of development evaluation. This study uses a mixed method with numerical data even secondary and primary. Data collection was obtained through discussion and questionnaires. The content analysis method is used to find gaps in central-regional planning. The study also analyse news analysis by using Intelligent Media Monitoring (IMM) tool. The results of the study found several obstacles, including: 1) Disparity in the ability of human resources in preparing proposals as well as differences in information accessibility between vocational high school (SMK) managers in urban and rural areas; 2) Budget planning is not optimal in the DAK proposal; 3) Student Practice Room (RPS) is not optimal due to the unavailability of practical equipment and equipment; 4) Determination of the allocation does not fully reflect the magnitude of the needs of school accreditation; 5) Lack of transparency and public audits in the management of DAK of Education Sector.

The increasingly advanced developmentnin the city of Bogor has an impact on the carrying capacity of the environment. One that is rarely in the spotlight is about the decreasing number of lakes in Bogor. In urb an areas such as Bogor City, local people refer to the lakes as situ or setu. The existence of these “Situ” affects the water system, both in this city and in the surrounding areas. Although “Situ” play a vital role in maintaining the balance of urban water systems, they have not received sufficient attention in the planning documents for the City of Bogor, both annual and medium-term documents. The rapid development of the city affects thequantity and quality of urban lake water in the city of Bogor. These “Situ continue to experience physical and ecological degradation which increases the threat to the health of the population of the city of Bogor. This situation shows that the site has not been managed and functioningnproperly. Human and natural disturbances such as encroachment, garbage disposal, and untreated waste have polluted “Situ” water and reduced its volume capacity. Most of the lakes in the city of Bogor experience disturbances in damaged environmental conditions. This paper seeks to examine th e condition of the “Situ” in Bogor City and its problems based on literature studies from previous researchers. The results of the research will provide recommendations based on scientific theories and existing regulations, both national regional regulations and regional regulations in Bogor City

Pandemi COVID-19 berdampak tidak hanya terkait implementasi kebijakan pemerintah pusat, tetapi juga pemerintah daerah. Mekanisme pendanaan transfer khusus seperti DAK fisik yang merupakan dana pemerintah pusat yang dilaksanakan oleh pemerintah daerah sesuai prioritas nasional bukan tanpa kendala. Sejak awal COVID-19 masuk ke Indonesia, tidak optimalnya proses pembangunan yang didanai DAK Fisik diantisipasi pemerintah pusat dengan mengeluarkan berbagai paket kebijakan, baik refocusing maupun relaksasi pencairan anggaran. Dari sisi pemerintah daerah, implementasi di tingkat lapangan harus tetap dituntut optimal meskipun dalam perjalanannya harus berhadapan dengan aturan-aturan terkait COVID-19 yang seringkali menghambat pencapaian target. Adaptasi pemerintah daerah dalam proses pembangunan selama pamdemi COVID-19 menjadi hal yang menarik untuk dikupas lebih jauh. Metode yang digunakan dalam penelitian ini dilakukan dengan pendekatan mixed method melalui analisis berbasis survei online, literature review dan diskusi virtual. Penelitian ini bertujuan untuk menyajikan informasi kendala adaptasi pemerintah daerah dalam implementasi DAK Fisik saat pandemi COVID-19 sebagai masukan perencanaan DAK yang lebih baik dari sudut pandang pelaksana lapangan. Hasil analisis merekomendasikan upaya pentingnya pertimbangan dan keterlibatan pemerintah daerah dan karakteristik wilayah pada perencanaan DAK, dengan harapan pembangunan dapat dilaksanakan lebih baik, terkini dan adaptif termasuk saat kondisi darurat. The reduced age function of Sengguruh Dam/Reservoir due to erosion in the upper of Brantas Watershed (Lesti Subwatershed area) interferes with its role in flood control, irrigation water supply and the supply of most of the hydroelectricity in East Java Province, Indonesia. This study aims to estimate erosion, analyze the interrelationship of the causative factors and provides environmental conservation direction. The research method uses mixed methods. The quantitative method of erosion rates is done by calculating the Modify Universal Soil Loss Equation which is supported by GIS tools. The qualitative method is carried out with questionnaires and interviews in the Lesti Subwatershed area. The results showed that the current erosion rate in each ha of land (average) in the Lesti Subwatershed was 153,868 tons / ha / year (exceeding the tolerable erosion rate of 30 tons / ha / year). The rate of erosion in the Lesti Subwatershed has always increased in the last 14 years. Of the 12 Subdistricts in the Lesti watershed, as many as 6 Subdistricts are identified as having high levels of Erosion Hazards so that they were a priority to be handled, namely in the Wajak, Dampit, Tirtoyudo, , Gedangan, Sumbermanjing Wetan and Bantur Subdistricts. Dampit Subdistrict, Turen Subdistrict and Gondanglegi Subdistrict also face behavioral problems and high population pressure compared to other Subdistricts. Research also shows that there is a relationship between erosion and knowledge, attitudes and behavior of the community in the form of population pressure and land use patterns. It is recommended that environmental conservation directives focus on these 6 Sub-districts through the application of soil and water conservation. The results of spatial analysis at priority locations suggest conservation measures in the form of law enforcement or counseling, and community empowerment to increase the ability and independence of the community through providing access to resources, education, and training.

One of strategic watersheds in Indonesia is the Ciliwung watershed. The rapid growth of development in this watershed has resulted in reduced forested lands and water catchment areas. The critical point is when the upstream area as a buffer zone also experiences uncontrolled land conversion for various purposes. Indonesia Law Number 41 of 1999 concerning Forestry, Article 18 contains a mandate for the Government to determine and to maintain the adequacy of forest cover in each watershed. This research seeks to understand the condition of rehabilitation and deforestation of forested land in Bogor Regency as the upstream of the Ciliwung watershed which affects its downstream water system in DKI Jakarta Province. By applying system dynamics modelling, it is expected that an ideal scenario of rehabilitation which the government must undertake will be identified to cope with deforestation rates in forested upstream watersheds. The methodological approach applied in this paper is a mixed method with system dynamics - based analysis methods. The results of model simulations carried out in Business as Usual conditions and Simulation of Scenarios Model going forward to 2060. From the alternative scenarios available, it reveals that the rehabilitation capability scenario of 3.6% / year is the most optimal in order to overtake deforestation rates in the upstream Ciliwung watershed. If the simulation setting is extended to 2100, the maximum area of ​​forested land in 2090 will be 8,134.05 ha (still below the carrying capacity of the available forest area).

After going through a long process, in March 2019, Jakarta resident have Mass Rapid Transit (MRT) as a modern mass transportation mode. The presence of the MRT planned since 1986 is expected to be one of the solution to dealing with the heavy traffic in Jakarta that seemed impossible to handle. The problems that followed is MRT passenger behaviour is not prepared with all the regulations that must be enacted in the use of MRT, so that various violations of the regulations are found. This paper attempts to find factors that cause regulatory violations and factor that lead to changes in passenger behaviour in addressing MRT presences based on literature, big data, and qualitative descriptive analysis. It is also expected to be able to provide recommendations that can be given with an emphasis on social aspects. Studies are conducted using secondary data on passenger behaviour in MRT and the facility obtained from various sources and observations. Studies describe social phenomena occurring in communities where MRT trials are caused by culture and people’s readiness to use new technologies, and the existence of the MRT since one year of operation is able to change people's behavior.

Regional resource development has a dual role in relation to capital as economic growth (resource based economy) and at the same time as a life support system (life support economy). Regional development performance in Indonesia is generally measured based on the Human Development Index (HDI) which focuses on the size of education (knowledge), health (healthy and long life) and people's purchasing power (decent life). The Human Development Index is formed from several indicators that do not yet cover all dimensions of human development as formulated by the United Nations Development Program (UNDP). In the context of sustainable development, the success of regional development is always associated with environmental carrying capacity as measured by the Environmental Quality Index (EQI). The linkages between human and environmental aspects in regional development are interesting to be reviewed in more detail, especially in South Sulawesi Province as a portrait of regional development in Indonesia. The analytical method used is quantitative based on secondary data, both in the form of literature review and correlation analysis of the relationship between HDI and EQI in the same year and the same region as novelty that has never been studied before. The relationship between HDI and EQI will be analized by Bivariate Pearson. The purpose of this study is to look at the impact of policies to encourage the increase in HDI toward IKLH that occurs. The analysis shows that in South Sulawesi the HDI value is not always directly proportional to EQI depending on certain factors.

Pembangunan bidang Lingkungan Hidup dan Kehutanan (LHK) pada hakikatnya dilakukan dalam rangka meningkatkan daya dukung lahan dan lingkungan. Dalam praktiknya, pembangunan nasional bidang ini melibatkan pemerintah pusat dan daerah sesuai kewenangan dan kapasitas pendanaannya. Salah satu upaya mengurangi ketimpangan fiskal dan dalam rangka akselerasi pembangunan nasional bidang LHK, pemerintah pusat mengalokasikan Dana Alokasi Khusus (DAK) Fisik Penugasan. Dana transfer ini diperlukan karena sampai tahun 2019, upaya peningkatan kualitas lingkungan dan daya dukung DAS dan danau masih belum sesuai harapan nasional. Makalah ini berusaha menganalisis perencanaan dan implementasi DAK Fisik Penugasan Bidang LHK tahun 2019 dari perspektif evaluasi pembangunan daerah. Studi ini menggunakan Mix Method dengan penggunaan data-data numerik baik sekunder (dokumen perencanaan, capaian dan dokumen lain yang relevan) maupun primer. Pengumpulan data diperoleh melalui FGD maupun kuisioner pada lokasi sampel. Metode analisis gap digunakan untuk menemukan kesenjangan perencanaan pusat-daerah serta menilai kesesuaian alokasi pendanaan yang diterima provinsi dengan sasaran pembangunan yang telah digariskan dalam RKP 2019. Hasil studi menemukan bahwa tingkat kesesuaian RKP dan RKPD 34 Provinsi tahun 2019 dengan DAK Fisik Penugasan Bidang LHK tahun 2019 adalah sebesar 22,3%. Alokasi DAK Fisik Penugasan Sub Bidang LH belum mencerminkan prioritas kewilayahan DAS dan Danau sesuai yang tertuang dalam Peraturan Presiden No 141/2018. Masih banyak Provinsi yang berada pada DAS dan Danau Prioritas namun alokasi anggaran DAK Fisik Penugasan Sub Bidang LH kecil. Berdasarkan hasil pengisian kuesioner, sebesar 71% DAK sudah efektif untuk mencapai tujuan/sasaran, sedangkan 29% sisanya masih belum optimal. Dalam implementasinya, ditemui beberapa kendala sehingga memerlukan rekomendasi lebih lanjut.

Dampak aktivitas di dalam Daerah Aliran Sungai (DAS), baik alami maupun karena pera nmanusia salah satunya adalah erosi. Erosi berkaitan dengan pengelolaan sumberdaya alam yang melibatkan aspek sosial, ekonomi, dan lingkungan. Perubahan iklim global, meningkatnya jumlah penduduk, dan intensitas kegiatan ekonomi mempercepat perubahan kondisi DAS, termasuk di bagian hulu. Sub DAS Lesti sebagai salah satu Sub DAS di Hulu DAS Brantas berperanan penting dalam menyumbang sedimen sebagai dampak erosi yang tidak terkendali,sehingga berpengaruh terhadap umur guna Waduk Sengguruh di hilirnya. Penelitian terkait erosi di Sub DAS Lesti selama ini hanya dikaitkan dengan faktor-faktor biofisik DAS seperti kemiringan lereng, faktor vegetasi, dan erodibilitas tanah. Keterkaitan aspek sosial, yaitu perilaku masyaraka tterhadap pilihan penggunaan lahan dan besarnya erosivitas limpasan adalah hal yang jarang dilakukan. Penelitian ini bertujuan untuk mengkaji keterkaitan ini dengan pendekatan statistik, hidrologi, dan spasial dalam kerangka ilmu lingkungan. Metode yang digunakan adalah mixed method dengan analisis perilaku menggunakan cross tabulation, debit limpasan dihitung dengan persamaan rasional modifikasi dan erosivitas limpasan dianalisis menggunakan rumus Williams (1975) serta tools SIG. Hasil overlay peta erosivitas limpasan permukaan dengan peta perilaku dan tata guna lahan menunjukkan semakin negatif perilaku masyarakat pada suatu kecamatan, maka semakin tinggi nilai erosivitas limpasan dan berada pada lahan yang rentan erosi.

Cimanuk Watershed is one of the important water sources in West Java Province. The damage that occurred in Cimanuk watershed affected the sustainability of water supply in West Java. The administrative area of ​​Cimanuk watershed extends to 4 regencies, namely Garut Regency, Sumedang Regency, Majalengka Regency, and Indramayu Regency. The Cimanuk River itself has a length of ± 338 km which can supply water needs of 2.2 billion m3 every year with the main utilization for irrigation in agricultural areas. Forest areas in the upper Cimanuk watershed affect the continuity of the hydrological, erosion and sedimentation process. Changes in the upstream area in terms of land use and forest exploitation that do not consider environmental aspects can damage the entire watershed ecosystem, causing fluctuations in water flow, sediment transport, and material dissolved in the water flow system. Given the reciprocal relationship in the concept of watershed management, the implementation of the Payment Environmental Services or PES mechanism is important, where water is one of components that deserves be consideration. The economic valuation of water quantified as water prices is also a fundamental reason for the importance of PES studies. Water prices based on scientific calculations, both qualitative and quantitative, determine the "feasibility value" that will be given from the downstream community upstream as conservation actors to support the concept of fair environmental services. Quantitative analysis is carried out in the form of valuations involving several methods, namely the Contingent Valuation Method, Value of Marginal Product Water, and Full Cost Pricing. The price of water can be used as an indicator of the cost of forest environmental services as a water provider as well as improving market mechanisms. This paper concludes the mechanism of payment for environmental services (PES) through water pricing policies can be an alternative source of funding to improve the condition of a watershed

In a watershed, the Erosion Hazard Level (EHL) is usually associated with erosion rate and existing soil solum. In Lesti Sub-Watershed, erosion rate increases every year due to erosivity factor, erodibility, the length and slope, as well as crop factor and land conservation action. Analysis of erosion associated with population pressure has not been much discussed in the Lesti Sub-Watershed. This topic needs to be explored given that the erosion rate that affects sedimentation in the Sengguruh Reservoir, as an outlet of the Lesti Sub-Watershed, cannot be separated from the population activity therein. The population activity and the choice of use of land suppress the land so that it affects the carrying capacity of the watershed. Measuring land strength is usually based on the value of existing population pressure and its effect on vulnerability or erosion hazard level. This study seeks to assess the relationship between erosion hazard level and population pressure, as well as to determine the priority conservation areas in the Lesti Sub-watershed. The research approach uses a mixed method. The results shows that from 12 sub-districts in Lesti Sub-watershed there is 1 sub-district which has high population pressure as well as severe EHL. This sub-district is the most priority area for environmental conservation.

Watershed Management as part of regional development in Indonesia is facing various complex and interrelated issues. It is indicated by the lack of integration among sectors, agencies, regions and community participation. The increasing frequency of floods, droughts, landslides, and water crisis problems recently shows that watershed management in Indonesia has not been effective yet in enhancing sustainable development. Furthermore, the damage of watersheds is commonly observed from the upstreams only, such as the addition of cultivated land area and massive settlement, so that erosion and sedimentation affect the declining productivity of land and the increasing frequency of water-related disasters. If watersheds are defined as a container of water cycle, then solving its problem by simply rehabilitating the upstreams is not completely right. Government policies on watersheds management need to be reviewed from its initial aspects of science as well, including existing regulations and institutions, so that the contribution and linkage among sectors could be visible. The concept of Integrated Watersheds Management is basically participatory management of multi-stakeholders in conservations and utilization through an ecological concept of interdependency between nature and human beings. This paper aims to explore the effectiveness of watershed management policies in Indonesia in the context of history, regulation, institutions, and policy implementation.

Management of watershedis a part of regional development. Lesti sub-watershed as one of upstream Brantas watersheds faces erosion problems and criticality of land that is not balanced with conservation efforts based on ideal needs according to carrying capacity of the environment. The reduced function of the Sengguruh Reservoir in upper Brantas River has caused a disruption to its role in flood control, water supply for irrigation and generating a large portion of hydroelectric power in East Java Province. This study seeks to provide the latest erosion-based conservation direction with MUSLE methods and spatial analysis of GIS that considers proportional social, economic and environmental aspects. The results of the analysis are used in order to determine the priority sub-districts for handling conservation within Lesti Sub-watershed to reduce erosion problems. Of the 12 sub-district on Lesti Sub-Watershed, some sub-districts identified as having the highest Erosion Hazard Level (TBE) area marked in red on the map are in sub-districtof Wajak, Tirtoyudo, Dampit, Sumbermanjing Wetan, Gedangan and Bantur. Environmental conservation directives are suggested to be focused on these 6 sub-districts through the application of vegetative soil and water conservation, technical civilization and combination involving the community and in accordance with local conditions.
