2. PISA 2018: Did Sweden Exclude Students According to the Rules?

- Abstract
This study assesses whether student exclusions from PISA 2018 in Sweden followed the criteria set by the OECD. We do this using both qualitative and quantitative methods. Our conclusion is that the exclusions made in PISA 2018 in Sweden did not follow OECD criteria and were much too high. Furthermore, interviews with school coordinators indicate that many of them misunderstood the OECD criteria. We also conclude that the National Agency for Education did not sufficiently follow up on exclusions. A review of the Swedish exclusion rate made by the OECD did not present credible results but accepted the results. A recalculation of PISA 2018 scores for Sweden where we assume non-participating students to be low performers show that results are significantly affected.

- Abstract
Försvarsmakten har framför allt från år 2000 intill idag minskat sin personal, inte linjärt, utan som en följd av olika omständigheter och händelser, såsom omstruktureringar, nedskärningar och politiska beslut. Nu går Försvarsmakten en ny framtid till mötes där myndigheten går in i en tillväxtfas nationellt med etablering av nya regementen. Ett eventuellt medlemskap i Nato står vid dörren och därmed också en ökning av antalet utlandsstationeringar. Vi har identifierat tre förhållanden som påverkar den personella utmaningen som Försvarsmakten står inför vid ett eventuellt medlemskap i Nato. Antalet officerare som är tillgängliga idag med konstaterandet att det har minskat över tid. Det ökade behovet av officerare för tjänstgöring utomlands om Sverige blir en Nato-medlem. Den frivillighet som råder idag när det gäller att stationeras utomlands med URA-avtalet. I denna kvalitativa intervjustudie har målet varit att skapa en fördjupad förståelse för vad som motiverar och begränsar officeren förenat med en stationering utomlands. Studiens slutsatser är indelad i motivation och begränsningar där de tre viktigaste för respektive begrepp kortfattat redovisas nedan: Vad som motiverar• Utvecklas som individ och i sin yrkesroll och bidra till FM med ny kompetens• För officeren är det viktigt att ha familjen med sig vid en utlandsstationering• Arbetets karaktär och den internationella arbetsmiljön Vad som begränsar• Ekonomisk förlustaffär när officeren har medföljande• Brister i sammanhållen personalplanering på individnivå• Brister i information och stöd från arbetsgivaren, The Swedish Armed Forces have primarily reduced their personnel from the year 2000 up until today, not in a linear fashion, but as a result of various circumstances and events, such as restructuring, cutbacks, and political decisions. Now, the Armed Forces are heading towards a new future, where the authority is entering a growth phase nationally with the establishment of new regiments. A potential membership in NATO is on the horizon, and thus an increase in the number of foreign deployments. We have identified three conditions that affect the personnel challenge that the Armed Forces face in the event of membership in NATO. The number of officers available today with the finding that it has decreased over time. The increased need for officers for service abroad if Sweden becomes a NATO member. The voluntary nature that prevails today when it comes to being stationed abroad with the URA agreement. In this qualitative interview study, the goal has been to create a deeper understanding of what motivates and limits the officer associated with a stationing abroad. The study's conclusions are divided into motivation and limitations, where the three most important for each concept are briefly presented below: What motivates• Develop as an individual and in their professional role and contribute to Swedish Armed Forces with new skills• For the officer, it is important to have the family with them when posted abroad• The nature of the work and the international work environment What limits• There is an economic loss situation when the officer has accompanying family members• Shortcomings in coherent personnel planning at the individual level• Lack of information and support from the employer

19. Do You Want Your Child to Have a Certified Teacher?

- Abstract
This study examines how the teaching staff composition with respect to certification affects student achievement in compulsory Swedish schools. We apply an instrumental variable to estimate the effect of the share of non-certified teachers on student achievement (measured by grade point average, "GPA"). We find statistically significant negative effects on the "GPA". The effect is stronger for students with highly educated parents. A one percentage point increase in the share of non-certified teachers is expected to decrease student's "GPA" by, on average, 1.8 standard deviations per year. This is a substantial effect considering the large differences in the shares of non-certified teachers across schools and municipalities. (Contains 1 figure and 9 tables.)

- Abstract
Cardiac hypertrophy is an important and independent risk factor for the development of cardiac myopathy that may lead to heart failure. The mechanisms underlying the development of cardiac hypertrophy are yet not well understood. To increase the knowledge about mechanisms and regulatory pathways involved in the progression of cardiac hypertrophy, we have developed a human induced pluripotent stem cell (hiPSC)-based in vitro model of cardiac hypertrophy and performed extensive characterization using a multi-omics approach. In a series of experiments, hiPSC-derived cardiomyocytes were stimulated with Endothelin-1 for 8, 24, 48, and 72 h, and their transcriptome and secreted proteome were analyzed. The transcriptomic data show many enriched canonical pathways related to cardiac hypertrophy already at the earliest time point, e.g., cardiac hypertrophy signaling. An integrated transcriptome–secretome analysis enabled the identification of multimodal biomarkers that may prove highly relevant for monitoring early cardiac hypertrophy progression. Taken together, the results from this study demonstrate that our in vitro model displays a hypertrophic response on both transcriptomic- and secreted-proteomic levels. In this paper we explore the field of reinforcement learning which has proven to be successful at solving problems of random nature. Such problems can be video games, for example the classical game of Snake. The main focus of the paper is to analyze the speed, measured in Q-table updates, at which an agent can learn to play Snake by using Q-learning, specifically with a Q-table approach. This is done by changing a set of hyperparameters, one at the time, and recording the effects on training. From this, we were able to train the agent with only 225 000 Q-table updates, which took 7 seconds on a regular laptop processor, and achieve a high score of 52 (34 % cover of the grid). We were able to train the agent with only 100 000 updates but it came with reliability issues such as in some training sessions it did not perform well at all., I denna rapport utforskar vi ämnet reinforcement learning som har visat sig vara en framgångsrik metod för att lösa problem vars problemformulering inte är specifikt detaljerad. Sådana problem kan vara datorspel, till exempel det klassiska spelet Snake. Huvudfokuset i rapporten ligger i att analysera hur snabbt en agent kan lära sig spela spelet Snake. Algoritmen som analyseras är Q-learning med ett Q-table där snabbhet mäts i antalet Q-table uppdateringar. 24. Mathematics curriculum discourses on democracy : Critical thinking in the age of digital traces

- Abstract
The use of people’s online digital traces has given rise to concerns for democracy. The digital traces may affect the individual’s life in unexpected and negative ways. Such traces may also be of importance for understanding the spread of disinformation and the like. This paper reports on a Foucault inspired discourse analysis of the Swedish upper secondary mathematics curriculum. Two discourses are construed in the intersection of critical thinking, democracy, and this new technology. Skovsmose’s concept of mathemacy is used to identify what is critical knowledge and what is not. The first construed discourse is, “With knowledge in formal mathematics, critical thinking on democracy will follow.” The second is, “Rather a personal career than a critical citizenship.” Neither of the discourses promotes a need for mathematics education to change due to new technology with regards to critical thinking.

- Abstract
Objectives: To evaluate the effects of center experience and a variety of patient- and procedure-related factors on patient radiation exposure during prostatic artery embolization (PAE) in three Scandinavian centers with different PAE protocols and levels of experience. Understanding factors that influence radiation exposure is crucial in effective patient selection and procedural planning. Methods: Data were collected retrospectively for 352 consecutive PAE procedures from January 2015 to June 2020 at the three centers. Dose area product (DAP (Gy·cm2)) was selected as the primary outcome measure of radiation exposure. Multiple patient- and procedure-related explanatory variables were collected and correlated with the outcome variable. A multiple linear regression model was built to determine significant predictors of increased or decreased radiation exposure as reflected by DAP. Results: There was considerable variation in DAP between the centers. Intended unilateral PAE (p = 0.03) and each 10 additional patients treated (p = 0.02) were significant predictors of decreased DAP. Conversely, increased patient body mass index (BMI, p < 0.001), fluoroscopy time (p < 0.001), and number of digital subtraction angiography (DSA) acquisitions (p < 0.001) were significant predictors of increased DAP. Conclusions: To minimize patient radiation exposure during PAE radiologists may, in collaboration with clinicians, consider unilateral embolization, pre-interventional CTA for procedure planning, using predominantly anteroposterior (AP) projections, and limiting the use of cone-beam CT (CBCT) and fluoroscopy. —Unmanned ground vehicles are fast developing because of advances in other relevant technologies like artificial intelligence and telecommunications. These machines provide new possibilities and liberate both resources and personnel from different tasks. Because of this, the time is ripe for militaries around the world to start developing this type of machines for military use. The militaries have had interest in this technology for decades. However, there are not any recent written articles which would gather and provide information about this type of machines, even though there is plenty of discussion around the development of these types of robots and the morality of their use. Therefore, the purpose of this article is to gather available information and technical data about current models under development for the militaries, as well as provide insight to these machines and their current capabilities and limitations. In addition, the goal is to provide insight on lethal autonomous weapon systems and their ethical morality. An increasing concern have been expressed in both academic and public debate that new digital technology might undermine democratic values and practices. This paper explores how studies in the field of Mathematics Education could present different answers to ramifications of new digital phenomena for both individuals and society. A transdisciplinary approach under a post structural theoretical framework is suggested, and two tentative studies are presented. One study will carry out a critical text analysis of Swedish educational steering documents and one will be a classroom action research study, where discourses will be analysed.

Background: The frequency of late-onset Huntington's disease (>59 years) is assumed to be low and the clinical course milder. However, previous literature on late-onset disease is scarce and inconclusive. Objective: Our aim is to study clinical characteristics of late-onset compared to common-onset HD patients in a large cohort of HD patients from the Registry database. Methods: Participants with late- and common-onset (30–50 years)were compared for first clinical symptoms, disease progression, CAG repeat size and family history. Participants with a missing CAG repeat size, a repeat size of ≤35 or a UHDRS motor score of ≤5 were excluded. Results: Of 6007 eligible participants, 687 had late-onset (11.4%) and 3216 (53.5%) common-onset HD. The result alsoshow that the opportunity given differs between the mathematical areas: from noopportunity at all to a large part of the opportunities. Finally, the results show thatmodeling is seldom explicitly mentioned in the tasks.

This essay aims to examine the meaning of the prerequisite “significant tax benefit”. The prerequisite occurs in two different pieces of tax legislation, in the Swedish tax evasion law and in the limitation of interest deduction-rules in the Swedish income tax law. The main purpose of this essay is to study the prerequisite in its respective legislation and compare them to find out if they differ. This essay also aims to relate the prerequisite and its interpretation to the Swedish tax law principle called the principle of legality. Through comprehensive analysis of the two legislation’s legislative history and court praxis I’ve noticed that the prerequisite is interpreted and applied in court differently depending on which legislation applies. How the prerequisite relates to the principle of legality is a remarkable judicial dilemma that highlights the complicated relationship between legal certainty for the taxable individual and efficiency of the tax system as a whole., I uppsatsen undersöks och redogörs för innebörden av rekvisitet väsentlig skatteförmån som förekommer i två lagstiftningarna, skatteflyktslagen samt i avdragsbegränsningsreglerna i 24:18§ IL. Uppsatsens syfte är att undersöka innebörden av rekvisitet i respektive lagstiftning för att sedan jämföra dem och undersöka om de skiljer sig åt i tolkningen eller i tillämpningen. Rekvisitet väsentlig skatteförmåns innebörd och tolkning kommer även att förhållas till den skatterättsliga legalitetsprincipen. Genom en omfattande undersökning av lagstiftningarnas propositioner och prejudicerande domar har jag nått slutsatsen att tolkningen och tillämpningen av rekvisiten väsentlig skatteförmån skiljer sig åt beroende på vilken lagstiftning som tillämpas. Rekvisitets förhållande till den skatterättsliga legalitetsprincipen är ett beaktansvärt juridiskt dilemma som ställer rättssäkerheten för den skattskyldige mot effektiviteten i skattesystemet på sin spets.

Logistik har kommit att bli ett av de främsta verktygen för att effektivisera ochkostnadsminimera i ett företag. God lagerhållning och fulla lastbilar som avgår från rätt platsvid rätt tidpunkt har blivit en nödvändighet för att klara konkurrensen på marknaden. Syftetmed denna uppsats är att utreda och analysera vad som händer när ICA byter ut sin befintligaspeditör och därmed övergår från single sourcing till multisourcing. Uppsatsensfrågeställningar besvaras genom en kvalitativ undersökning med djupgående intervjuer ochdatainsamling som forskningsdesign. I fem år använde sig ICA av single sourcing ochpersonalen på ICA:s distributionsenhet i Helsingborg menar att arbetet blev för stort för endasten speditör att hålla under kontroll. Relationen mellan speditören och kunden är en väsentligdel för framgångsrika företag. För att framgång ska vara möjligt är ett klimat med samarbeteoch tillit grundläggande. Förtroendet och samarbetet kommer bli gynnsamt om de olikaparterna har en förståelse för varandra och är involverade i hur hanteringen sköts mellan allaparter, detta skapar en rättvisa som är nödvändig för att leveranskedjan ska fungera. ICA hadeinte behövt ändra strategi från single sourcing till multisourcing, det hade varit tillräckligt attbara ändra rutinerna för planering av leveranser och kapaciteten på transporterna. Förändringeni leveransplanen hade även fungerat om ICA valt att fortsätta använda single sourcing. Om detfinns en kontinuerlig uppföljning förbättras inte bara relationen utan även klimatet församarbete mellan parterna och detta medför en möjlighet för ICA genom förebyggande arbetemed förbättringar. Logistics has become one of the main tools for streamlining and cost minimizing in a company.Good stock and full trucks departing from the right place at the right time have become anecessity to cope with competition in the market. The purpose of this paper is to investigateand analyze what happens when ICA replaces its existing freight forwarder and thus transitionsfrom single sourcing to multisourcing. The questions of the thesis are answered through aqualitative survey with in-depth interviews and data collection as research design. For fiveyears ICA used single sourcing and the staff at ICA's distribution unit in Helsingborg believedthat the work load became too big for only one freight forwarder to keep under control. Therelationship between the freight forwarder and the customer is an essential part forsuccessfulcompanies. For success to be possible, a climate of cooperation and trust is fundamental.Confidence and cooperation will be beneficial if the different parties have an understanding ofeach other and are involved in how management is handled between all parties, this creates ajustice that is necessary for the supply chain to function. ICA did not have to change its strategyfrom single sourcing to multisourcing, it would have been enough just to change the proceduresfor planning deliveries and the capacity of transport. The change in the delivery schedule wouldalso have worked if ICA had chosen to continue to use single sourcing. If there is continuousfollow-up, not only the relationship but also the climate for cooperation between the partiesimproves and this provides an opportunity for ICA through preventive work withimprovements.

Problembeskrivning: Partnering har funnits i Sverige sedan 1990-talet och har fortfarande inte fått ett genombrott. Detta kan bero på att partnering uppfattas som krångligt men också för att det inte finns någon tydlig definition för vad partnering är eller ett standardiserat sätt att använda det på. Syfte: Syftet med studien är att identifiera de faktorer som anses vara drivande för projektets resultat men även beskriva hur tillvägagångssättet bör vara för att få ett lyckat projekt. Studien utförs då fler företag vill utveckla sitt partneringarbete men anser att det är krångligt eftersom det råder en delad bild kring hur ett partneringprojekt ska utföras och tillämpas. Målet: Målet med studien är att finna de faktorer som påverkar om partneringprojektet lyckas eller misslyckas men även att ta fram en mall för hur ett lyckat partneringprojekt ska utföras. Metod: Fyra personer med olika yrkesroller och erfarenheter har intervjuats för att ta reda på vad de upplever är de drivande faktorerna för ett partneringprojekt. Dessa intervjuer har sedan jämförts med den litteratursammanställning som visas i kapitel 3: teoretisk referensram. Genomförande: Studien genomfördes med en inledande litteraturstudie och intervjuer med personer med erfarenhet av partneringprojekt. Dessa personer arbetade på olika konsultföretag i Östergötland. Sammanlagt deltog fyra personer med olika erfarenhet och yrkesroller i intervjuerna. Resultat: I intervjuerna framkom det en positiv bild av partnering men det förekom även skilda meningar om vissa delar. De intervjuade tyckte det var roligt att arbeta i partneringprojekt för att entreprenören kommer in tidigare, det är färre konflikter vilket gör att projektet rullar på bättre. En sak som skiljer sig från traditionell entreprenad är att det krävs mer engagemang från alla parter för att hitta den bästa lösningen för projektet samt gynna projektets plånbok och inte sin egen. Respondenterna menar att företag bör utbilda sig inom partnering för att få en bättre förståelse av vad det innebär och slippa onödiga definitionsfrågor kring partnering. De menar att det ibland blir en blandning av partnering och traditionellt arbetssätt. Respondenterna säger även att det viktigaste är att uppnå de gemensamma målen för projektet oavsett om dessa fokuserar på budget, tid eller arbetsmiljö. Slutsatser: Slutsatserna som dras är att gemensamma mål, relationsbyggande aktiviteter och en tydlig definition av partnering är de mest drivande faktorerna för ett lyckat partneringprojekt. Bristande kunskap av partnering kan göra att projektet misslyckas. Valet av medarbetare och dess samarbetsförmåga är också avgörande för om projektet misslyckas eller inte. För att utföra ett lyckat partneringprojekt bör först en workshop hållas där de gemensamma målen och konflikthanteringsprocesser bestäms. Öppna böcker är ännu en sak som bör tas i beaktan vid uppstart av ett partneringprojekt.

- Abstract
There is a strong anticipated future for human induced pluripotent stem cell-derived hepatocytes (hiPS-HEP), but so far, their use has been limited due to insufficient functionality. We investigated the potential of hiPS-HEP as an in vitro model for metabolic diseases by combining transcriptomics with multiple functional assays. The transcriptomics analysis revealed that 86% of the genes were expressed at similar levels in hiPS-HEP as in human primary hepatocytes (hphep). Adult characteristics of the hiPS-HEP were confirmed by the presence of important hepatocyte features, e.g., Albumin secretion and expression of major drug metabolizing genes. Normal energy metabolism is crucial for modeling metabolic diseases, and both transcriptomics data and functional assays showed that hiPS-HEP were similar to hphep regarding uptake of glucose, low-density lipoproteins (LDL), and fatty acids. Importantly, the inflammatory state of the hiPS-HEP was low under standard conditions, but in response to lipid accumulation and ER stress the inflammation marker tumor necrosis factor α (TNFα) was upregulated. Furthermore, hiPS-HEP could be co-cultured with primary hepatic stellate cells both in 2D and in 3D spheroids, paving the way for using these co-cultures for modeling non-alcoholic steatohepatitis (NASH). Taken together, hiPS-HEP have the potential to serve as an in vitro model for metabolic diseases.
