This study reports on the trends of operational costs of farmer owned and operated irrigation enterprises (irrigation districts and canal companies) in five intermountain states. Administrative costs have risen faster then operation and maintenance costs. While salaries of employees have not risen significantly over time, legal costs have greatly escalated.

9. WATER SAVINGS FROM LAWN WATERING RESTRICTIONS DURING A DROUGHT YEAR, FORT COLLINS, COLORADO.

Abstract

BSTRACT: During the drought year of 1977, unusually low river flows during the summer caused the City of Fort Collins, Colorado, to institute lawn watering restrictions for six weeks as a conservation measure. Water use during the restriction period decreased 41 percent below the previous year. The effectiveness of the restrictions, however, has been unclear because abnormally wet weather also appeared to reduce evapotranspiration rates during the period the restrictions were in effect. The statistical analysis indicates that the reduction in water use due to lawn watering restrictions was 603 acre-feet and that abnormal weather reduced use by an additional 659 acre-feet during the same period. During a period of normal evapotranspiration rates, such restrictions would be expected to reduce Fort Collins municipal water usage by 19.7 percent. [ABSTRACT FROM AUTHOR]

Excerpt from the Introduction: This report is concerned with the water supply and financial characteristics of irrigation enterprises located in Boulder, Larimer, Morgan, and Weld Counties in the South Platte Basin of northeastern Colorado. Its primary purposes are to see what differences exist in operation and cost of water between enterprises in a particular geographic area, and to provide much-needed data on the annual cost to farmers of water actually delivered. This report derives from current research in northeastern Colorado on the irrigation water rental market and the value of irrigation water as estimated from farm sales data

Abstract

This book appears not to be about interbasin transfers of water but rather about why interbasin transfers of water should not be undertaken. "The West receives most of the attention simply because that is where interbasin transfers have been most frequently proposed and where natural water deficit is greatest. Sufficient justification for this concentration is found by the authors in the region's water use patterns: withdrawals of 100 million acre-feet per year for irrigation compared to a national total of 140 million, and 55 million acre-feet consumed in irrigation each year out of a national total of 78 million."¹ These figures prove two things.
