14. Stuck in the middle : problems with recruitment, skill and training in intermediate occupations in the hourglass economy

Abstract

The hourglass economy signals the death of intermediate occupations, yet the UK's economic competitiveness reportedly hinges on tackling the serious dearth in the supply of skills for these occupations. It is against this backdrop that this thesis examines intermediate occupations. It is argued that the hourglass economy thesis is limited conceptually and empirically and thus forms an inappropriate backdrop from which to interrogate the nature of the developments and reported problems within intermediate occupations. Intermediate occupations are not disappearing but undergoing a classification stretch linked to contrasting transformations in the three main initial systems of skill formation identified across intermediate occupations - the apprenticeship, 'professionalising' and 'enterprise' systems - and such transformations seem to be linked to problems of recruitment, skill and training. This thesis draws on the empirical findings from three in-depth occupational case studies purposely selected to explore these initial systems of skill formation and exemplify the trends across the intermediate downshifters, upshifters and ditherers. The thesis' empirical contribution is to reveal that polarisation is not only taking place between intermediate occupations but within them, with occupational specialisation and genericism essentially camouflaging occupational polarisation through fragmentation - a dynamic not captured in a simple downshifting, upshifting and dithering story. Neither of these competing polarisation dynamics, moreover, are captured by the hourglass economy thesis. This empirical contribution thus adds to current understanding of intermediate occupations. The thesis' conceptual contribution centres on the operationalisation of the concept 'skill ecosystems' and the utility of this operationalisation for embedding systems of skiIl formation within broader occupational skill ecosystems. Indeed, this thesis operationalises this inherently 'messy' concept in order to explore developments and problems within intermediate occupations without losing the essence and complexity of the relations and dynamics embodied in the concept.

This study investigates women's experiences of unemployment in Glasgow and will contribute to a literature in which there are very few studies on women's unemployment. The thesis seeks to challenge the marginality of women's unemployment in sociological discourses. The research is based on interviews with forty unemployed women and sixteen women engaged on Employment Training schemes in Glasgow. The research questions the assumptions and discourses of the mainstream sociological literature on work and unemployment. It highlights the ways in which these sociological discourses draw upon and give legitimacy to existing gendered ideologies about female roles. Contrary to the dominant sociological paradigm which marginalises the importance of women's unemployment, the evidence presented in this thesis demonstrates that waged work is a central and valued part of women's social identity. The data shows that in unemployment women lose their economic identity and this has a detrimental impact upon their social and domestic identities. Women's domestic role did not compensate for the loss of their paid employment. Rather, the experience of unemployment made women value waged work more.

Abstract

This paper examines recent changes in the Scottish apprenticeship system of skill formation for joiners through an occupational skill ecosystem lens. Building trade apprenticeships in Scotland are based around a social partnership model more akin to "dual systems" than typical arrangements elsewhere in the UK. Drawing on in-depth occupational case study primary data gathered in the "boom" period, this paper argues that whilst joinery apprenticeships in Scotland are far from perfect they are relatively successful in serving the needs of industry and maintaining quality. Part of this success can be attributed to the regulatory role of the Scottish Building Apprenticeship and Training Council and effective alignment of historical apprenticeship arrangements to the Modern Apprenticeship framework. Yet determination to "cling" on to historical arrangements has proven problematic precisely because "plus c'est la même chose, plus ça change." The global economic downturn and subsequent "bust" period within the construction industry, moreover, dealt an unwelcome blow to the system and many apprentices were "orphaned" in crisis. Drawing on secondary data and other sources following the current "bust", this paper posits that the recent exogenous shock to the system may well have been unwelcome and difficult but it has also provided a serendipitous and necessary catalyst for change.

A new study has found that resting-state functional MRI (rs-fMRI) can predict the onset of dementia with 80% accuracy up to 9 years before clinical diagnosis. The rs-fMRI measures fluctuations in blood oxygen level-dependent signals across the brain, which reflect functional connectivity. By analyzing data from the UK Biobank, researchers were able to develop a model that accurately predicted dementia onset and time to diagnosis. This noninvasive testing method could potentially be used for early detection and treatment of dementia, as well as for population screening in the future. 38. Grade-Span Configuration and School-to-School Transitions

Abstract

The grade-span configuration of a school district determines the number of school-to-school transitions students experience; a review of the literature concludes that these factors may have an impact on students' sense of belonging, the continuity of curriculum and instruction, and student academic achievement. This study derived input from the stakeholders of the school district: students, parents/guardians, faculty members, guidance counselors, principals, and curriculum directors and supervisors. In addition, a review of student assessment scores determined the impact on student academic achievement. A focus on students' sense of belonging determined that, although the adults believe that students are safe, happy and comfortable attending their schools, students themselves stated that they are more likely to be proud to belong to their schools if they are active in sports or other extracurricular activities. Students believe that their teachers are friendly and respectful, but students do not feel especially close to the educators in their schools. Students are provided assistance before, during and following each school-to-school transition, but still experience an adjustment period following a transition into a new school. In addition, students report feeling a sense of belonging to the entire district rather than to any school in particular. A focus on the continuity of curriculum and instruction determined that faculty members are not fully aware of the curriculum of the grade before and/or after the one which they teach, and that articulation time between grade levels and schools is minimal. The lack of communication between schools and restricted opportunities for vertical articulation are creating excessive reteaching of material and a lack of continuity in students' instructional programs. The faculty members also report that the students are not always ready for their new grade levels and that they must reteach material and spend time helping students become more comfortable in their new school settings. A focus on students' academic achievement determined that faculty members believe that although their students leave their classrooms ready for the next grade level, students are not arriving to their classrooms ready. An analysis of the standardized test scores demonstrated a drop in academic achievement following each school-to-school transition.
