1. A present and future assessment of the effectiveness of existing reserves in preserving three critically endangered freshwater turtles in Southeast Asia and South Asia

Abstract

Tortoises and freshwater turtles are among the most threatened taxa of vertebrates in the world due to consumption, urban development, agriculture, and land and water pollution. About 50% of the currently recognised chelonian species are considered threatened with extinction according to the IUCN Red List. Asia is an epicentre for the turtle and tortoise extinction crisis, containing the highest diversity of threatened species. In this study, we used species distribution models (SDMs) to assess the effectiveness of existing protected areas across Southeast and South Asia for the conservation of three large critically endangered freshwater turtles (Batagur borneoensis, B. affinis, and Pelochelys cantorii). We derived the models based on selected bioclimatic variables at the sites of known species records. Our SDMs showed that Indonesia is of particular importance in prioritising conservation for these three species, containing the largest areas of suitable habitat within protected areas. However, when considering water surface coverage, Thailand has the highest proportion of suitable areas under protection. Our results suggest that the present cover of protected network reserves seems inadequate in terms of size and should be expanded to sustain populations of the three target species. Therefore, we identified priority areas and reserves critical for further field surveys to guide the potential discovery of novel populations. To investigate the effect of climate change, we also projected potential distributions onto ensembles of four IPCC story lines. As a result, we found larger extralimital areas of suitable environment for all three species, particularly northwards and inland. However, high degrees of uncertainty in climate conditions indicate few reserves may provide long term protection. Lastly, we review the threats and propose recommendations for conservation of these poorly known freshwater turtles.

Abstract

All 3-core cables require fillers to fill the space between insulated cores and the belt insulation or a sheath. The equations given in IEC 287 and in the Neher-McGrath paper for the internal thermal resistance of 3-core cables were developed for paper insulated cables. For such cables, it was assumed that the insulation and filler materials have the same thermal resistivities. In reality, in 3-core cables a variety of materials are used as fillers. The majority of these will have a higher thermal resistivity than the insulation. In the previous paper, a new formula was developed to compute the value of the internal thermal resistance of belted cables taking into account the thermal resistivity of the filler. In this paper, screened cables are considered and a new formula for the computation of the internal thermal resistance of such cables is presented. The effect of filler resistivity on cable ampacity is also discussed

Abstract

The purpose of maintenance is to extend equipment lifetime, or at least the mean time to the next failure. While too little maintenance may have very costly consequences, maintenance, too, incurs expenditures and it may not be economical to perform it too frequently. Therefore, the two costs must be balanced. In the past, attempts to approximate this balance have often been based on trial and error. In this paper, a probabilistic model is proposed for the purpose, and a program based on this model is described. The model provides a quantitative connection between reliability and maintenance, a link missing in the heuristic approaches. The component ageing process is modelled, and the mean and distribution of the remaining life to failure are predicted for any stage of ageing. The method is applied to a practical example.

Abstract

Substation rigid-bus design involves electrical, mechanical, and structural considerations. In order to integrate these considerations into one document, IEEE in cooperation with ANSI has issued a comprehensive guide for design of substation rigid-bus systems. The design process based on this guide involves substantial manual effort to integrate all types of calculations. This is particularly evident when the computations have to be repeated several times in order to arrive at a more economic design. In an earlier paper we presented a mathematical model and computer program which automates the design process. Recently there has been concern expressed about the possible biological effects of low level magnetic fields. In view of this, a new design constraint taking into account the limits imposed on the magnitude of the magnetic field can be added to the design guidelines. In this paper we introduce such a constraint and we show how the magnitude of allowable magnetic field at a specified distance from the station buses affects the optimal design of a rigid bus substation.

Abstract

The evaluation of cable costs considers the present worth of funds required for a new cable installation. Two components make up this cost, first the initial investment cost, and second, the cost of losses over the life of the cable. Generally, for a given voltage class, the capital investment component increases as the conductor size increases. Conversely, the losses decrease as conductor size increases. Selection of cable size is currently based on ampacity considerations; that is, a cable with a minimum acceptable cross-sectional area is usually selected without consideration of the cost of the losses that will occur during the life of the cable. Since the cost of losses over the lifetime of the cable may be quite substantial, selection of a larger conductor size than required for ampacity consideration will often result in smaller value of losses and, hence, may lead to a lower overall cost. A number of examples which demonstrate sensitivity of the conductor cross-section and overall cost to variations in key parameters of the model are presented in the paper.

Abstract

This paper reports the results of a recently completed major project on power cable transient calculations. It employs a fundamental analytical method using a lumped parameter model for computation of transient ratings of buried power cables. An account is given of past work in the field of thermal transients in buried cables. A full description of the mathematical model is given. A summary of the state-of-the-art is provided with new developments in computation of the ratings of groups of dissimilar and/or unequally loaded cables described. Each circuit can be subjected to a different load variable in time and the cables can be directly buried, located in a ductbank or in a thermal backfill. A description of the algorithm and computer program can be found in the companion paper together several numerical studies of a practical cable system.

Abstract

A procedure to predict the reliability of electrical insulators subjected to accelerated life testing is presented. A set of probability functions are derived and the best fit is used to describe the reliability data. The calculation of the minimum voltage stress level and the appropriate number of tests are also given. The technique permits the precise description of the probability distribution of the failure time data without adopting a Weibull distribution with a constant shape. A computer program allows for quick computation of the cumulative distribution function for the failure time data.

Abstract

Taxonomy is a scientific discipline that has provided the universal naming and classification system of biodiversity for centuries and continues effectively to accommodate new knowledge. A recent publication by Garnett and Christidis expressed concerns regarding the difficulty that taxonomic changes represent for conservation efforts and proposed the establishment of a system to govern taxonomic changes. Their proposal to "restrict the freedom of taxonomic action" through governing subcommittees that would "review taxonomic papers for compliance" and their assertion that "the scientific community's failure to govern taxonomy threatens the effectiveness of global efforts to halt biodiversity loss, damages the credibility of science, and is expensive to society" are flawed in many respects. They also assert that the lack of governance of taxonomy damages conservation efforts, harms the credibility of science, and is costly to society. Despite its fairly recent release, Garnett and Christidis' proposition has already been rejected by a number of colleagues. Herein, we contribute to the conversation between taxonomists and conservation biologists aiming to clarify some misunderstandings and issues in the proposition by Garnett and Christidis.

Abstract

Available Transfer Capability (ATC) is an important parameter for all companies participating in the power transaction activities. One aspect of the ATC analysis relates to the following important questions: what part of the posted ATC should be bought/sold as firm and what as an interruptible (non-firm) capacity? In the emerging competitive electricity market, this will perhaps be one of the crucial problems faced by the market participants. This problem has not been discussed in the literature yet, and is considered in this paper by calculating the optimal split between firm and interruptible ATC, using a DC load flow model and Monte Carlo optimization approach. Abstract

Using data for 25,780 species categorized on the International Union for Conservation of Nature Red List, we present an assessment of the status of the world's vertebrates. One-fifth of species are classified as Threatened, and we show that this figure is increasing: On average, 52 species of mammals, birds, and amphibians move one category closer to extinction each year. However, this overall pattern conceals the impact of conservation successes, and we show that the rate of deterioration would have been at least one-fifth again as much in the absence of these. Nonetheless, current conservation efforts remain insufficient to offset the main drivers of biodiversity loss in these groups: agricultural expansion, logging, overexploitation, and invasive alien species.
