Purpose – Street-level bureaucracy (SLB) has been essential to public administration in executing government policies and shaping public service quality. This paper aims to uncover the knowledge gaps and ongoing challenges to inform future analysis on SLB. Design/methodology/approach – This literature review analyzes the publications on SLB between 1971 and 2023 by using various bibliometric methods, including trend analysis, network co-occurrence, and thematic evolution from 994 journal articles extracted from the Scopus database. Findings – Research on SLB has shifted focus from specific issues such as work efficiency in the early 2000s to broader themes like governance methods, policy implementation, social policy, and public service delivery. This change reflects the adaptation of the field to global challenges and policy evolutions. International collaborations have contributed to the evolution, enriching SLB discourse with cross-cultural insights and comparative analyses. The partnerships have led to innovative strategies and models to address the challenges faced by SLB, enhancing public service delivery and policy implementation. Originality/value – This paper shows the need to integrate the shift in SLB from specific practices to broader administrative themes with the global insights from international collaborations. In underrepresented regions, such as Africa, Latin America, and Southeast Asia, research is suggested to enrich the global understanding of SLB.

This research is aimed at examining the relationship between religion-science compatibility belief (RSCB) and evidence-based policy (EBP) belief and implementation in Indonesia, a country with the biggest Muslim population in the world. A dataset containing responses to a questionnaire completed by 499 government officials in Indonesia was collected for the partial least square structural equation modeling (PLS-SEM). This study finds a relationship between RSCB and EBP belief and implementation. In addition, EBP belief also affected the implementation of EBP. The effect that RSCB has on EBP implementation was partially mediated by EBP belief. Studying how these beliefs relate to the attitude of policy makers toward science in a sociocultural context is important, considering that the focus of previous research is on different contexts pertaining to levels of education, industrialization, wealth, and democratization. This is important to encourage a more comprehensive understanding of the public about science globally. This study responds to the need for the literature to examine factors influencing EBP beliefs and implementation at the individual level in non-health contexts and developing countries.

Civil servants are frequently described as being separate from politicians in good local governance. Regrettably, civil servants are urged to assist in the maintenance of power through the use of social capital. In Indonesia, decentralisation facilitates the accumulation of social capital. However, a body of literature has established that social capital is a predictor of the bureaucracy’s quality. This study delves into something else by examining how social capital fosters a mutually beneficial relationship between the State Civil Apparatus (ASN) and the incumbent, resulting in the ASN’s non-neutrality in Regional Head Elections (Pilkada). We used a qualitative case study approach, within which we interviewed members of the civil apparatus about social capital and its relationship to the performance of the State Civil Apparatus. The findings indicated that the ASN’s lack of neutrality in the Pilkada occurred as a result of the establishment of social capital relations between superiors and the ASN in the form of information channel relationships (paternalism and/or nepotism culture), obligations and expectations (the ASN’s contribution to the incumbent), norms and effective sanctions (superiors’ invitation), as well as adjusted community organisations (weak community control).

The COVID-19 pandemic marks the importance of coordination, cooperation, and collaboration to reduce the virus’ spread and its impacts. Although a lot of literature has explored how the government works during the COVID-19 pandemic, only a few studies have examined it at the local government level. Therefore, this study aims to fill this gap by exploring the local government’s workings and the agencies. This study used narrative qualitative research with the main data source from interviews with the Ogan Ilir Regency COVID-19 Task Force for the Acceleration of Response. This study found that government agencies have not accomplished at the action level despite having a common goal as a condition of coordination. The findings of this study reaffirmed that the silo mentality still exists in the bureaucracy of local government in Indonesia.

IntroductionThis study aimed to examine the tactics and strategies of Indonesian public officials to restore their reputation after making false claims and policies on coronavirus 2019 (COVID-19). The significance of this study can be separated into two categories. First, the application of image restoration theory to public organizations and public officials is uncommon. Second, it is essential to analyze the application of this theory to diverse social, political, and economic contexts of emerging nations; as a result, these distinctions may lead to varied research conclusions.MethodologyA dataset of 2,000 Instagram posts by Indonesian public officials was generated to conduct the content analysis.ResultsThis study found that reducing offensiveness, evading responsibility, and taking corrective action are the three most commonly seen practices followed by Indonesian public officials. This study confirms that denial and mortification are employed exceedingly infrequently in non-Western countries because both these strategies are believed to diminish the image of public leaders in public view.DiscussionThis study presents the practical implications that public officials or public relations experts who represent them must be cautious since it can have severe implications on their reputation. This study also argues that erroneous claims when posted by public officials attract unwanted public attention and negatively affect their image. Furthermore, this study provides practical implications for public officials and their representatives to be more cautious while handling media accounts.

Pengabdian masyarakat ini bertujuan untuk mendorong pemerintah beradaptasi dengan situasi pandemi COVID-19 yang mengurangi atau bahkan tidak memungkinkan pelayan publik secara tatap muka di Kelurahan Bukit Sangkal Kota Palembang. Dalam pengabdian masyarakat ini kami memberikan pemahaman tentang pengintegrasian media sosial dalam pelayanan publik yaitu Aplikasi Whatsapp. Secara umum, metode yang kami gunakan adalah sosialisasi dan focus group discussion (FGD) dimana sosialisasi dimaksudkan untuk memberikan pemahaman mengenai cara-cara dna kemungkinan penggunaan media sosial dalam pelayanan publik sedangkan FGD dimaksudkan untuk membentuk kesepakatan antara pemerintah kelurahan dengan masyarakat tentang bagaimana pelayanan publik harus diberikan. Hasil pengabdian masyarakat adalah suatu prosedur baru dimana setiap dokumen yang diberikan berubah dri fisik ke elektronik. Yang lain adalah revitalisasi fungsi Ketua RT sebagai verifikator dari semua dokumen yang dikirimkan oleh masyarakat. Tantangan yang kami temui antara lain keraguan akan kebenaran dokumen, keraguan akan waktu pelayanan dan yang terakhir adalah literasi digital dari masyarakat.

The turbulent environment pushes public administration to its limits, resulting in revolutionary changes. When the pandemic hit the world in early 2020, public administration was faced not only with complex problems, but also tumultuous challenges marked by the emergence of unpredictable events. In the new hybrid world, public administration has evolved into a distinct model that enables organizations to use new and emerging technologies. By redefining the characteristics of speed, ethics, and fusion, this article aims to contribute to the discussion of how a hybrid approach to public administration may contribute to ongoing debates.

In a natural disaster, social media has been widely used as one of the primary communication channels to supplement the traditional ones. However, there is a lack of empirical research analyzing this evidence, therefore the purpose of this study is to identify the information shared by Twitter users during the Bandung Flood of 2016 based on period, location, and account ownership. A dataset of 754 tweets was acquired using the NCapture feature in NVivo for content analysis. The study found that social media has significant benefits primarily when sharing information from affected areas to communities outside the region. In more detail, Twitter is used by 28.4%, primarily by those not impacted by the flood, to express good wishes and memorializing. It is because people in the affected area shared firsthand information (23.8%) to them. Then, in addition to citizens, media, NGOs, government, and community leaders who have been found in earlier studies, actors such as civil service organizations (2.9%) and political parties (0.5%) have also participated in disaster relief.

While social media has been extensively adopted by local governments, not all of its benefits have been achieved. One reason is that local government-owned social media is less appealing. This research argues that to increase public involvement in social media, the government needs to understand public behavior on social media by exploring public preferences on the content and media produced. This research applies a Stakeholder Engagement Index (SEI) to study public behavior on social media. The results of the study demonstrate that although content containing information about government activities has been produced, it has a low engagement level. Moreover, people prefer content with photos and videos, which apparently dominate local government posts and tweets. This research academically confirms that SEI is an alternative method for understanding public behavior on social media and practically presents choices of content categories preferred by the public.

As community interest in local cuisine grows, it is necessary for the government to exercise its purpose through a variety of policies and programs, primarily to help culinary micro, small, and medium enterprises (MSMEs) develop amidst intense market competition. This research responds to the academic need to study the development of MSMEs in the culinary sector—not only to escalate the scale of their businesses but also to create tourist destinations—by using a case study from the Ogan Ilir Regency in Indonesia. The authors interviewed government representatives and 10 owners of MSMEs in the culinary sector to draw up a list of the difficulties faced by MSMEs and the government interventions that help them to develop as business entities and tourist attractions. The results of this study showed that the government tended to emphasize developing MSMEs through interventions in finance, marketing, and human resources, although the scale of these interventions is not yet adequate. Meanwhile, the development of UMKM as a tourist destination remains half-hearted. The practical implication of this study is that the government, at a more strategic level, needs to create a new strategic plan that integrates the development of MSMEs in the culinary sector in order to achieve both objectives.

This research attempts to analyse the determining factors of successful innovations and formulate a strategy for replicating public service innovation. It also aims to fill the gap in research regarding the public sector innovation that is required to create sustainable, innovative services, and to develop a better understanding of how innovation develops in the public sector. In this study, the desk review method was used with data of the public services available in Indonesia to analyse the determinants of service innovations in the public sector. Additionally, interviews and Focus Group Discussions (FGDs) were held to gain a deeper understanding of how innovation can develop in government institutions. Analysis of the results indicates that the most dominant innovation determinant is found within the institution itself, although other determinants also provide positive contributions as well. The replication and adoption of public service innovation efforts that institutions carry out need to undergo several stages in order to achieve optimal implementation. One of the practical implications here is that public institutions can use the findings of this study to begin developing innovation within their organization and implement it using the stages of strategy analyzed in this paper.

This study investigates the productivity of Indonesian social scientists during the COVID-19 pandemic, with a particular concentration on their contributions to COVID-19 prevention and management. By categorizing social science research according to themes such as authors' gender, authors' institution of origin, forms of collaboration, and journal quality, this study examines the patterns and factors that influence research output. Using information from the Scopus database, 1,071 journal articles were analyzed in total. The findings indicate that collaborations with foreign researchers considerably improve productivity and publication quality, with Malaysian and Australian institutions serving as the most active partners. Nevertheless, there are gender disparities, as female authors write and are cited less frequently than male authors. The study stresses the importance of increasing international collaboration among Indonesian authors and implementing affirmative action policies to support and empower female researchers. This study contributes to the existing body of knowledge by providing policymakers, funding agencies, and academic institutions with recommendations for fostering a more inclusive and influential research environment in Indonesia.
