The adoption of the sustainable development goals marks a transition in the global sustainability discourse to a growing focus on equity, with urban areas’ role in achieving sustainable and inclusive growth more explicit in sustainable development goal-11. Within this discourse, urban sustainability indicators could be used to monitor environmental quality and equity within individual cities, while promising to deepen our understanding of how urban areas contribute to global environmental sustainability. We examine 484 indicators of urban and regional environmental sustainability sourced from 40 indexes and online data repositories to determine their suitability for measuring both urban environmental performance and equity. Despite the large number of existing indicators related to urban environmental monitoring, we find that they are inadequate as tools for evaluating progress towards sustainable development goal-11’s integrated goal of sustainable and inclusive (i.e. equitable) urban areas, due to a lack of benchmarks, targets, and explicit measurement of equity considerations. Future research should emphasize data collection that can be disaggregated geographically to make it possible to measure distributional equity and establish locally appropriate benchmarks and realistic targets for urban sustainability indicators. Lastly, we argue that utilizing large-scale, high-resolution datasets has the potential to help overcome these data collection challenges.

Information communication technologies (ICTs) generate new forums for transparency via governance-by-disclosure initiatives designed to improve environmental management and policy. Data generated by these programs are a means to empower citizens, narrowing the accountability gap between governments and people and enhancing public service. There is little empirical evidence, however, that supports the theory that citizen-generated data can be used to improve the accountability of local government officials. Citizen-led transparency efforts are emerging in China, as the country undergoes an information revolution that has brought ICTs to near ubiquity. We evaluate the transformative potential of a new ICT initiative, the ‘Black and Smelly Waters’ program, which China’s government launched to help enforce local government water remediation efforts. Many examples of citizen-generated transparency are grassroots initiatives, yet the Black and Smelly Waters program is distinct in its top-down structure. An empirical evaluation of preliminary data illuminates Black and Smelly Waters’s early successes and challenges as a means to generate transparency and accountability. We discuss these findings and propose a broad application of this new type of disclosure to reshape environmental management in China.

Non-state and subnational climate actors have become central to global climate change governance. Quantitatively assessing climate mitigation undertaken by these entities is critical to understand the credibility of this trend. In this Perspective, we make recommendations regarding five main areas of research and methodological development related to evaluating non-state and subnational climate actions: defining clear boundaries and terminology; use of common methodologies to aggregate and assess non-state and subnational contributions; systematically dealing with issues of overlap; estimating the likelihood of implementation; and addressing data gaps.

Future scenarios and pathways of potential development trajectories are powerful tools to assist with decision-making to address many sustainability challenges. Such scenarios play a major role in global environmental assessments (GEAs). Currently, however, scenarios in GEAs are mostly developed at the global level by experts and researchers, and locally imagined, bottom-up scenarios do not play a role in such assessments. In this paper, we argue that addressing future sustainability challenges for achieving more equitable development in GEAs requires a more explicit role for bottom-up inspired futures. To this end, this paper employs an innovative global assessment framework for exploring alternative futures that are grounded in local realities and existing practical actions, and that can be appropriately scaled to the required decision-making level. This framework was applied in the context of the UN’s Global Environment Outlook 6, a major example of a GEA. We developed novel methods for synthesizing insights from a wide range of local practices and perspectives into global futures. We collected information from crowdsourcing platforms, outcomes of participatory workshops in different regions of the world, and an assessment of reported regional outlooks. We analysed these according to a framework also used by an integrated assessment model in the same GEA. We conclude that bottom-up approaches to identify and assess transformative solutions that envision future pathways towards greater sustainability significantly strengthen current GEA scenario-development approaches. They provide decision makers with required actionable information based on tangible synergistic solutions that have been tested on the ground. This work has revealed that there are significant opportunities for the integration of bottom-up knowledge and insights into GEAs, to make such assessments more salient and valuable to decision makers.

The Urban Environment and Social Inclusion Index (UESI) creates a new spatial framework to measure progress toward Sustainable Development Goal 11 (SDG-11). SDG-11 aims for cities to be both sustainable and inclusive by 2030 and conceptualizes this goal in spatially-explicit ways. Few data sources or indices, however, measure its progress in both a comprehensive (global coverage) and detailed (intra-city) manner. To address this gap, we use publicly-available datasets including detailed census data, satellite remote sensing, and crowdsourced data that provide global coverage and regular temporal resolution to develop spatially-explicit indicators to measure neighborhood-level environmental performance in 164 global cities. The UESI framework includes 10 indicators that assess air pollution, urban tree cover, public transit access, and urban heat at the neighborhood scale, and water stress and carbon dioxide emissions from fossil fuels at the city-level. We also present a new method for quantifying distributional equity to measure how evenly or unevenly cities are distributing environmental benefits and burdens across neighborhoods. We find that the majority of the UESI cities disproportionately burden lower-income communities with higher shares of environmental burdens and lower shares of environmental benefits. This finding holds true even in cities that perform highly on environmental indicators. In light of the challenging, rapidly evolving urban contexts, the UESI framework serves as a way of addressing some of the central challenges—data standardization, data gathering, and data localization—around the SDGs.

Cities and regions have become increasingly engaged in global climate change governance. They are pledging their own climate mitigation targets and participating in membership networks that typically are transnational in nature and engage thousands of subnational governments. Researching these growing trends in participation has been difficult due to the disparate and inconsistent nature of this self-reported data. To facilitate future analyses of these actors, we introduce ClimActor, the largest harmonized global dataset of more than 10,000 city and regional governments participating in networks like the Global Covenant of Mayors for Climate and Energy, C40 Cities for Climate Leadership, ICLEI Local Leaders for Sustainability, among others. We include key contextual information on each actor’s population, geographic location, and administrative jurisdiction to facilitate disambiguation of potential overlaps in actions or emissions. This paper examines the Global Climate Action Agenda (GCAA) and discusses options to improve sub- and non-state involvement in post-2020 climate governance. A framework that stimulates sub- and non-state action is a necessary complement to national governmental action, as the latter falls short of achieving low-carbon and climate-resilient development as envisaged in the Paris Agreement. Applying design principles for an ideal-type orchestration framework, we review literature and gather expert judgements to assess whether the GCAA has been collaborative, comprehensive, evaluative and catalytic. Results show that there has been greater collaboration and coordination among orchestrators, for instance, in the organization of events. However, mobilization efforts remain event-driven and too little effort is invested in understanding the progress of sub- and non-state action. Data collection has improved, although more sophisticated indicators are needed to evaluate climate and sustainable development impacts. Finally, the GCAA has recorded more action, but relatively little by actors in developing countries. As the world seeks to recover from the COVID-19 crisis, a post-2020 GCAA could make a vital contribution to climate action in challenging times by helping governments keep climate and enhance commitments; strengthening capacity for sub- and non-state action; enabling accountability; and helping to realize sustainable development.

The Paris Agreement solidified the participation of subnational governments in global mitigation efforts, continuing the shift towards a polycentric landscape of climate action. Many scholars have suggested that the success of this emergent regime will depend, at least in part, on its ability to integrate climate action from non-state and subnational entities. Vertical alignment, the linking and coordination of policies between different levels of government, and horizontal alignment, the connection of peer cities and regions through networks of transnational climate governance, can help facilitate needed coherence. But, how do multiple actors link or interact at multiple scales and domains? In this article, we develop an analytical framework for examining different modes of vertical and horizontal alignment that subnational actors have employed to address climate change mitigation. We identify key elements in nine case studies of subnational climate action to examine the intersectionalities of alignment mechanisms that catalyze subnational climate actions. The paper concludes with a discussion about how vertical and horizontal alignment pathways overlap, intersect, and exhibit trade-offs.

China is enlisting information communication technologies (ICTs) and citizens to address gaps in environmental management. In this paper, we empirically evaluate ICT-facilitated, citizen-generated data collection through China’s “Black and Smelly Waters Program.” Utilizing the app’s citizen reports and water quality data in Guangzhou, we assess whether the reports led to significant improvement in four common water quality indicators. We found water bodies that received citizen reports had poorer levels of water quality than those that did not receive complaints. Through a fixed effects regression model, we find that COD levels decreased by 36.3% and 38.9% five and six months after reports were made. We did not observe a significant effect on other water indicators considered. We conclude that China’s preliminary experience suggests ICT-enabled citizen engagement, combined with strengthening governance through political avenues, may enable governments to overcome challenges related to implementing top-down policies and fostering civic participation.

A new kind of climate politics is emerging, as national actions prove insufficient to address the changing climate. Subnational actors — ranging from provinces and cities, to civil sector organizations and private companies — are acting alongside nation states, making up for lost ground and missed opportunities.
