1. National Roundtable on Outcome Measures in Child Welfare Services (2nd, San Antonio, Texas, April 7-9, 1994): Summary of the Proceedings.

Abstract

The second annual roundtable represents an on-going effort to share knowledge and information and to develop a common agenda and measure the achievement outcomes in child welfare. This roundtable's goals included: (1) reviewing and selecting appropriate outcomes for children and families in child welfare systems; (2) building understanding of a conceptual framework for identifying key outcomes; and (3) building agency and community consensus regarding outcomes. Following acknowledgements and an introduction, this summary of proceedings is comprised of the following sections: (1) "Roundtable Staff"; (2) "Opening Remarks"; (3) "Presentations of Experience," including presentations from Colorado, Texas, California, and Utah; (4) "Summary of Work Group Sessions," focusing on child safety, family continuity, preservation, child functioning, and family functioning; (5) "Getting Started" on some measurement issues to consider when developing outcome measures for child welfare services; and (6) "Summary of the Roundtable." 2. Are WE Ready? Collaboration To Support Young Children and Their Families.

Abstract

This paper discusses the importance of collaboration across social service and educational sectors as a way of achieving a coherent and integrated system that assures that young children receive the high quality of care and education they need and that also maximizes the use of federal, state, and local resources. Section 1 of the paper discusses the nation's commitment to six education goals and the challenges of finding more effective means whereby programs for the poor and the working poor, especially child care and early childhood programs, can reach the children who need them. Section 2 explores the extent to which all children are ready to learn and the extent to which society is ready to support young children. The characteristics of an early care and education system that works for children and families are explored in section 3. Section 4 describes the major sources of new or expanded support for young children and their families. Section 5 identifies the need to create a shared vision for young children and their families, and to establish a sustainable cross-sector mechanism to carry out long-term planning and implementation to bring the vision to reality. This section also discusses the need to build linkages among the various program components, develop joint or coordinated responses to problems in the current set of programs and services, and strengthen the overall capacity to connect disadvantaged families to high-quality developmental services. 3. Confidentiality and Collaboration: Information Sharing in Interagency Efforts.

Abstract

Confidentiality issues in cooperative relationships between schools and agencies providing services to children and families with special needs are examined. Introductory sections consider the need to share information and the nature of confidentiality restrictions. A section on overall information sharing considers: when to address the confidentiality issue; whom to involve; clarifying reasons to share information; identifying and addressing legal and non-legal issues; and interagency agreements and memoranda of understanding. The next section looks at "informed consent" as the basis of information sharing, examining: whether there should be a common release form; content of release forms; presenting the release form and obtaining consent; who can grant consent; handling situations where consent is difficult to obtain; and the use of structural or staffing arrangements to remove the need for consent. The following sections look at the use of data at an aggregate level and special considerations when using automated systems for information sharing. Guidelines for protecting confidentiality cover staff training, limiting exchange, extra safeguards for particularly sensitive information, and the re-release of information. Briefly noted is the state legislature's role. Appendices provide sample forms, a checklist, federal statutes and regulations, and a list of seven resources. (DB)

4. Youth-Community Coordination Project. Research Results and Organization for Planning, Tacoma, Washington.

Abstract

In March 1975, the American Public Welfare Association's Youth-Community Coordination Project (Y-CCP) began to develop a coordinated youth services system in Tacoma/Pierce County (and four other sites around the country), funded by National Discretionary LEAA funds from the National Instute for Juvenile Justice and Delinquency Prevention. The Y-CCP developed a local data base to facilitate the coordinated planning process. A social Area Analysis identified three kinds of census tracts in the city after analysis of 33 social indicators from 1970 census data. A Youth Needs Assessment was administered to 1,109 youth from grades seven to twelve in Tacoma Public Schools. A Community Resources Questionnaire was distributed to youth serving agencies. A followup survey was distributed to 42 of those agencies to obtain a comparison of their perception of youth needs that could be compared to the youth perspective, and gaps in services identified. A Systems Development survey was conducted with administration of key statutory agencies in the city. In addition, the Y-CCP stimulated coordination activities using the data as an organizing tool. The Youth Concerns Committee was identified as the most realistic starting place for planning efforts. Membership was increased, and 25 appropriate representatives of various service clusters were selected. (Author/JM)

Abstract

The purpose of the conference reported in this document was to improve and coordinate state-level efforts to ameliorate the crisis of adolescent pregnancy. The document includes summaries of addresses by Edgar May, vice-president of the American Public Welfare Association's board of directors; Ann Rosewater, staff director of the Select Committee of Children, Youth, and Families of the United States House of Representatives; and Stephen Heintz, commissioner of the Connecticut Department of Income Maintenance. May stresses the need for state action in combating the problem of teenage pregnancy, Rosewater examines teenage pregnancy issues from the federal perspective, and Heintz discusses adolescent pregnancy within the larger social context of poverty in the United States. Statements are included from two panels of speakers representing human services, health, education, and employment and training programs in different states: (1) Linda Reivitz (Wisconsin); (2) Suzanne Dandoy (Utah); (3) Jerry Evans (Idaho); (4) Sallie Soule (Vermont); (5) Robert Fulton (Oklahoma); (6) Bernard Turnock (Illinois); (7) Adna Thomas (West Virginia); and (8) Lorraine Aronson (Connecticut). Also included is a statement by Irving Harris, a spokesperson from private business who is also president of a fund for pregnancy prevention programs. Small group meetings were held to allow state teams to form strategies and these strategies are summarized in team reports from 15 states. Also included are an address by Robert Ivry speaking for the "New Chance" intervention program and conference chairperson Ruth Massinga's summary of opportunities for action. (NB)

Abstract

Proceedings of a conference on adolescent pregnancy are presented in this document. Eunice Kennedy Shriver's opening address, in which she urged the building of "communities of caring" is summarized, as is the address by Gina C. Adams who discussed recent findings on the topic of adolescent pregnancy. Several programs developed to address the problem of adolescent pregnancy are described: (1) school-based programs (Judith E. Jones); (2) ameliorative programs (Freya L. Sonenstein); (3) across-from-school clinics (Laurie S. Zabin); (4) the Too Early Childbearing (TEC) Network (Anita Mitchell); (5) an array of interventions (Cheryl Davis Hayes); (6) comprehensive programming (Lorraine Klerman); and (7) Project Redirection (Barbara Blum). The state experience is examined by Linda Reivitz (Wisconsin), Agnes M. Mansour (Michigan), Gregory L. Coler (Illinois), and Cesar A. Perales (New York). Three workshops are described which were organized in the areas of Ethical Issues and Concepts (Linda A. Wolf), Interagency Coordination (Robert Fulton), and Media Relations (Clifton H. Jolley). The final section of the document presents conference recommendations for what the states, the American Public Welfare Association, and others can do to combat the issue of adolescent pregnancy. 7. New Partnerships: Education's Stake in the Family Support Act of 1988.

Abstract

The Family Support Act of 1988 (FSA) provides a means by which federal, state, and local governments can work systematically and comprehensively to provide the support people need to escape poverty. The act mandates that appropriate educational services be made available to at least some welfare recipients as part of the effort to help those receiving public assistance become self-supporting. The document: (1) highlights aspects of the FSA that are relevant to both the education and the public welfare communities; (2) describes the opportunities that FSA offers for both systems to meet their own and shared goals for populations at risk; (3) emphasizes the importance and benefits of collaboration between education and the human services in the implementation of FSA; and (4) offers suggestions that may abet the implementation process. Appended are a summary of the major provisions of the FSA, an overview of the Aid to Families with Dependent Children (AFDC) program, resources for additional information and assistance, and a reference list. 8. Youth Community Coordination Project. Second Annual Report 1976.

Abstract

In the first two years of a three year project, the Youth-Community Coordination Project assisted five communities in five different states (Washington, Colorado, South Carolina, Georgia and Rhode Island), in developing more effective methods of dealing with problems of youth development. A profile of youth needs, attitudes and problems within the five communities were assessed by a specially designed youth needs assessment questionnaire. The project emphasized community interagency development and juvenile prevention. The project's objectives were improvement of interagency communication, development of a youth need assessment data base, promotion of acceptance of the youth project, and minimization of interagency competition for resources, and creation of replicable program models. The responsibility for coordinating and facilitating the youth project's goals and objectives were delegated to community coordinators. The community coordinator developed and accomplished the specific project objectives in the areas of family life, juvenile justice, recreation, education, and youth employment. 9. Standards for Foster Family Services Systems for Public Agencies: User's Guide.

Abstract

This users' guide provides a structured methodology to assist public agencies in using the revised "Standards for Foster Family Services Systems" as a self-assessment tool. The first section, which deals with data sources, lists the types of written information which agencies need to apply the standards as assessment criteria and indicates the job titles of individuals who might be able to provide that information. The second section focuses on the description of data, providing a description of each named data source to assist users in finding data labeled differently by different localities and states. The third section provides some key or opening questions for each standard that users can ask as they examine the data and conduct their assessment. (JMB)

Abstract

The standards presented here, a revision of the standards published in 1975, are intended to serve as uniform, national criteria by which public agencies can develop and assess the adequacy of their foster family services system. Major changes from the earlier standards include reduction of the number of standards, combination of the basic and goal standards to formulate a single standard, development of additional standards, adoption of new terminology, and publication of a separate users' guide. Aspects addressed in the standards are: (1) comprehensive legal base, (2) administration and service support system, (3) planning and review of the foster family services system, (4) staff, (5) prevention of a placement, (6) rights of foster children, their parents, and foster parents, (7) service planning and case review, (8) preplacement, placement, and postplacement services, (9) purchase of services, (10) standards development and licensing, (11) recruitment, selection, and development of foster families, (12) community development, (13) citizen participation, (14) program manual and guide materials, and (15) information systems and case recording. 11. The Youth-Community Coordination Project. Final Report.

Abstract

In this project conducted from November 1974 until April 1978, each of 5 site communities was assisted in the development of a coordinated planning process which emphasized prevention of juvenile delinquency, interagency cooperation, and identification of needs and problems based on research data. Throughout its operation, the project stressed the need to initiate programs that were philosophically consistent with the National Strategy for Delinquency Prevention and Youth Development. Among the project's goals was the establishment of a data base which supported planning activities. In addition, a Model Youth Service System was developed by project personnel and implemented in the demonstration sites by the community coordinators. Key elements of the system were planning groups and sanctioning groups which established and accomplished specific objectives in the areas of family life, juvenile justice, recreation, education and youth employment. This report provides a historical perspective on the project as well as a description of national staff and coordinator activities throughout the project's operation. (Author/GC)

12. Interstate Compact on the Placement of Children: Standards for Foster Family Services Systems Projects. Volume I: Narrative. Final Report.

Abstract

As of 1978, a total of 43 states had enacted the Interstate Compact on the Placement of Children (ICPC), a law specifying those persons and agencies who must and those who need not follow ICPC procedures when placing a child into a family across state lines. In the early 1970s, funds were made available to the American Public Welfare Association (APWA) for the purpose of encouraging states to enact the ICPC and to facilitate the publishing and dissemination of standards for public foster family services. Thirty of the 43 states joined the compact during the APWA project's 6 years of activity. This report summarizes project activities the APWA performed while funded. Chapter 1 offers a discussion of the history and development of the ICPC, an overview of project objectives, a summary of major project activities, an evaluation of project accomplishments, and a summary of unresolved issues and problems. Focusing on the dissemination of public family service standards, chapter 2 provides a background and history of the project, a statement of project objectives, a description of the development of the publication "Standards for Foster Family Services Systems," a description of provision of technical assistance to the states to facilitate use of the standards, a discussion of revisions made in the original standards, and an assessment of the project. 13. Guide to the Interstate Compact on the Placement of Children.

Abstract

This booklet describes aspects of the Interstate Compact on the Placement of Children, a uniform law establishing orderly procedures for the interstate placement of children and fixing responsibilities for those involved in placing a child. The law has been enacted by almost all of the states and jurisdictions of the United States. Contents focus on such issues as (1) why a Compact is needed; (2) how the Compact came about; (3) what the Compact does, including types of placements covered, who must use the Compact, and safeguards offered by the Compact; (4) procedures for making placement under the terms of the Compact, including administering the Compact, recognizing a placement covered by the Compact, processing referrals for interstate placements, recommended time needed to process requests, making arrangements for child placement, and the sending agency's responsibilities; (5) penalties for illegal placements; (6) related Compacts regulating interstate placement of children; and (7) sources of additional information. The text of the Compact, and examples of forms ICPC-100A, the Interstate Compact Placement Request, and ICPC-100B, the Interstate Compact Report on Child's Placement Status, are provided. (RH)

Abstract

The overwhelming obstacles to effective CPS intervention created by increasing reports of abuse and neglect, funding shortfalls, and the lack of qualified workers have prompted national efforts to reform the public child welfare system in the United States. Organizations such as the American Public Welfare Association, the Children's Defense Fund, the Child Welfare League of America, and the National Association of Social Workers are currently working closely with other national organizations to develop legislative proposals that will enable child welfare agencies to be more responsive to the needs of children and families. A critical component of this reform is the need to recruit, train, and retain qualified and competent CPS workers. The four training programs described in this article are examples of innovative programs seeking to enhance service delivery by enhancing the knowledge and skills of their staff members. Although the four programs were developed in very different political and social climates and within diverse organizational structures, they all provide useful lessons in how to develop efficient and effective training for workers delivering protective services for children. Any national, state, or local efforts to design and develop new CPS training programs should take into account the significant strides made by these agencies.
