15. Spatial characterization of marine socio-ecological systems: A Portuguese case study

Abstract

[Abstract] There is a lack of available methods to understand the associations between land and sea in social and ecological systems. This work adapts a methodology to explore how coastalmarine areas in the Portuguese Mainland Subdivision spatially differ in socioeconomic and marine environmental characteristics. The methodology used a combined spatial analytical approach of ecological, social, economic, and land-cover variables. The outputs of this work were Marine Socio-Ecological Categories (MSEC) mapped along the coast. Results show contrasting ecological and societal conditions across the coastal municipalities. The northern region and some parts of the Algarve coast are experiencing higher socioeconomic development but are also facing higher resource demands and placing more pressure on marine and coastal ecosystems. MSEC categories are valuable to understand how different conditions may be dealt with at regional and national contexts in future management and planning policies. Mapping socio-ecological systems aid sustainable economic development, but further research is needed to improve the system analysis. This study shows that there is no land-sea divide and the interactions between both systems should be reflected in the existent policy framework.

Abstract

The dataset presented in this article contains information about marine Area-Based Management Tools (ABMTs) used to assess their contribution to the United Nations 2030 Sustainable Development Goals. Following the scope of the analysis, ABMTs were identified by scrutinizing international and regional legal sources related to ocean management in the fields of marine conservation, fisheries, deep sea bed mining, underwater natural and cultural heritage, environmental conservation, and marine spatial planning. Legal sources were screened to depict the following characteristics of individual ABMTs: i) management objectives; ii) authorities responsible for delivering such objectives; iii) the system of management and planning entailed in the ABMT including the zoning type; and iv) the specific spatial scope and domain each ABMT refer to in vertical depth and horizontal domain. Data were generated through an internal expert elicitation. Experts, initially trained in the data analysis and related protocol, contributed to the data production because of their specific knowledge and experience in ocean management. This dataset represents a unique source of information for advancing research about monitoring and assessment of the achievement of sustainable development goals that encompasses different types of ABMTs.

Abstract

Area-Based Management Tools (ABMTs) are spatial instruments for conservation and managing different forms of ocean use. A multitude of ABMTs exists in marine areas within and beyond national jurisdiction, ranging from tools for the regulation of specific human activities (e.g. fisheries, shipping, or mining) to cross-sectoral tools (e.g. such as marine protected areas, MPAs, and marine spatial planning, MSP). By applying expert elicitation and reviewing scientific and grey literature we evaluate the contribution of ABMTs to sustainable development goals (SDGs) as set out under the United Nations 2030 Agenda for Sustainable Development, including for SDG 14 that directly addresses the conservation and sustainable use of oceans, seas, and marine resources. We find that fisheries-related and conservation-related ABMTs, and MSP offer the greatest potential contributions to SDG 14 and to SDGs in general. Moreover, there is high complementarity and synergy among different ABMTs for most SDG 14 targets and other SDGs, with the exception of SDG target 14.6 Prohibit fisheries subsidies and SDG 7 Affordable and clean energy. We find that some ABMTs contribute directly to goal attainment, while others contribute in more nuanced or even unexpected ways. Furthermore, context-specific factors that relate to political and legal factors, enforceability, transparency, governance structure, and inclusivity are crucial for unlocking the full potential of ABMTs of attaining multiple SDGs, as shown through examples. The major challenge to face in the next decade is ensuring durable and equitable outcomes from ABMT implementation by coordinating ABMT initiatives established by different organisations and responsible authorities. It is also critical that outcomes are monitored and evaluated across environmental, social, economic, governance, and health dimensions, with indicators addressing management effectiveness and not only ABMT area coverage.

Abstract

Coastal zones are historically rich with unique land/seascapes, tangible artifacts, and intangible cultural heritage. Coastal and maritime cultural heritage (CMCH) contends with various constraining conditions of the sea and shore—both geophysical and socially constructed—which we delineate to identify risks and threats to its sustainable management. In response to calls for the greater incorporation of CMCH in the name of regional development and blue growth, we propose a conceptual framework as a means to identify risks and sustainably manage CMCH. We develop the concepts of communities of meaning and communities of participation to address how CMCH is created and contested and identify key considerations for its management. Building on theories of space, place, and identity, the paper constructs communities of meaning in order to elaborate the various opportunities but also tensions in preserving CH and cultivating reliant enterprises as a part of wider regional development strategies. Working from this understanding of place and identity in degrees of inclusivity/exclusivity, the paper draws upon literature on deliberative and participatory governance, framed as communities of participation. These two concepts provide a vocabulary for managers to address calls for the promotion of CMCH and determine appropriate management strategies and governance based on policy objectives and the will of potentially multiple communities of meaning.

Abstract

A variety of ecosystem services classification systems and mapping approaches are available in the scientific and technical literature, which needs to be selected and adapted when applied to complex territories (e.g. in the interface between water and land, estuary and sea). This paper provides a framework for addressing ecosystem services in complex coastal regions. The roadmap comprises the definition of the exact geographic boundaries of the study area; the use of CICES (Common International Classification of Ecosystem Services) for ecosystem services identification and classification; and the definition of qualitative indicators that will serve as basis to map the ecosystem services. Due to its complexity, the Ria de Aveiro coastal region was selected as case study, presenting an opportunity to explore the application of such approaches at a regional scale. The main challenges of implementing the proposed roadmap, together with its advantages are discussed in this research. The results highlight the importance of considering both the connectivity of natural systems and the complexity of the governance framework; the flexibility and robustness, but also the challenges when applying CICES at regional scale; and the challenges regarding ecosystem services mapping.
