The RESISTIRÉ research has demonstrated that civil society organisations (CSOs) played an essential role in responding to and managing the COVID-19 pandemic as a crisis, particularly in terms of addressing the needs of the most vulnerable groups and mitigating intersectional and gendered inequalities. Yet the lack of secure, flexible, and sustainable funding interrupted and in some cases hampered these vital efforts. As Europe and the world face multiple and intersecting crises (health, war, energy, food security, environmental degradation, drought, fires, earthquakes, gender-based violence), it has become all the more imperative to design funding schemes that support CSO resilience and enable rapid and effective civic response to crises. This requires a shift in funding schemes towards participatory, transformative, flexible, long-term, capacity-building funding.

As a way of harvesting our collective insights from the RESISTIRÉ research, we 1) propose the concept of ‘crisis as a continuum’ as an essential framework for crisis prevention, response, recovery, and monitoring, and 2) suggest that public authorities at all levels, including the European Union, support and learn from an inclusive feminist crisis response to prevent and better manage future crises. These recommendations are based on the three cycles of RESISTIRÉ research and supported by project factsheets that aim to provide a conceptual framework for approaching future crises.

The aim of this report is to provide information on inspiring practice cases of bottom-up initiatives across the 34 countries that have been mapped within the ACCTING EU project. The report examines the types and characteristics of the initiatives mapped. In Chapter 1, the main Concepts & Methods of ACCTING EU project are introduced. In Chapter 2 the research activity of ‘mapping Bottom-Up Initiative (BUIs)’ is described. Further in Chapter 3, the mapped BUIs are presented according to the eight research lines. In this central chapter for each research line an analysis of the bottom-up initiatives is presented highlighting common themes of implementation, justice profiles and specific barriers and drivers. Chapter 4 and Chapter 5, Discussion and Final Remarks, discuss the results of the analysis of all the mapped BUIs across the different research lines. What emerges is that most BUIs focus on the themes of food and land; energy is also a central issue. Further, the BUIs surveyed appear to focus mostly on the vulnerabilities based on income, rural/urban gap, age, and ethnicity. They are led by various actors, principally citizens' and community organisations, voluntary organisations, NGOs, and micro and small enterprises, suggesting a vitality of the civil society in promoting the green transition. However, local authorities and the public sector influence barriers and drivers for many BUIs. Drivers that propel many of the BUIs include internally held resources such as finances, awareness,information, knowledge and education (AIKE) and pro-environmental and prosocial attitudes. Additionally, the analysis highlights that, contextual drivers and barriers, such as prosocial culture in the community, play a role in supporting collective actions, particularly at the neighbourhood level, where social bonds are active and strong. The research presented, albeit non-conclusive and part of a larger research process within the ACCTING project, suggests that societies still face a wide problem of distributive justice and recognition justice that civil society actors consider a priority in promoting the green transition. The analysis also shows a window of opportunity for learning, knowledge transfer and future research: while there is a relatively low number of BUIs explicitly addressing gender+ inequality issues, they do exist. The challenge for future research is to learn from those BUIs that do address gender+ inequalities and to transfer these insights to those who do not, as well as to translate this knowledge to operational recommendations.

Emerging global and national data show increases in gender-based violence and increases in the reported number of cases of gender-based violence against women and LGBTQI persons during the COVID-19 pandemic. RESISTIRÉ analysis shows that a majority of countries failed to address issues of gender-based violence in their COVID-19 policy response and while civil society organisations managed to react in some instances, the pandemic also put pressure and circumscribed their range of activities.

Emerging global and national data show increases in gender-based violence and increases in the reported number of cases of gender-based violence against women and LGBTQI persons during the COVID-19 pandemic. The failure to finalise the adoption of the Istanbul Convention at the EU level is a contributing factor to increasing the conditions for and occurrences of gender-based violence during the pandemic.

Recommendations to national-level policymakers to mitigate the gendered impacts of Covid-19, based on RESISTIRÉ findings.

2008-2009 öğretim yılında da yaklaşık 1,5 milyon yeni 6. sınıf öğrencisi, Müzik dersinde aynı şarkıları öğrenecek ve aynı savaş betimlemelerini tartışacak. Kuşkusuz, ‘can vermesi’ ve ‘kan dökmesi’ beklenen öğrenciler yalnızca 6. sınıfa gitmiyorlar ve bu beklentiden yalnızca Müzik dersinde haberdar olmuyorlar. Aksine, Ders Kitaplarında İnsan Hakları II taramasından çıkan en çarpıcı sonuçlardan biri, bu yıl okula başlayacak veya devam edecek 14 milyondan fazla öğrencinin her sınıfta ve müzikten felsefeye, edebiyattan tarihe kadar pek çok derste yoğun bir askerileşmiş ‘eğitime’ tabi olacağı gerçeği.

Türkiye’de kadına yönelik şiddet üzerine yapılmış araştırma sayısı yok denecek kadar azdır. Elimizdeki sınırlı veriler, yerel veya bölgesel çalışmalara dayanmaktadır. T.C. Başbakanlık Aile Araştırma Kurumu tarafından 1993-1994 yıllarında yürütülen Aile İçi Şiddetin Sebep ve Sonuçları araştırmasından sonra bu konuda yapılmış ulusal çapta bir alan araştırması bulunmamaktadır; niteliksel çalışmalar ise belirli iller ve kuruluşlarla sınırlı kalmıştır. TÜBİTAK tarafından desteklenen ve 18 ay süren “Toplumsal Cinsiyete Dayalı Şiddet: Sorun Tespiti ve Mücadele Yöntemlerinin Analizi” başlıklı araştırmamız bu boşluğu doldurmayı hedeflemiştir. Bu araştırmada Türkiye’de kadına yönelik şiddetin nasıl tanımlandığını, nasıl algılandığını ve gerek sivil toplum gerekse devlet düzeyinde ne tür mücadele yöntemleri geliştirildiğini inceledik. Araştırmamızın niteliksel bölümünde, 27 ilden yaklaşık 50 kadın kuruluşundan 150’ye yakın kadınla görüşme yaparak kadın kuruluşlarının ve devletin kadına yönelik şiddeti sorunsallaştırmalarını, mücadelelerinin zaman içinde gelişmesini ve bunun sonuçlarını inceleyerek bu deneyimlerin güçlü ve zayıf noktalarını değerlendirdik. Araştırmanın niceliksel ayağında ise Türkiye çapında temsili bir örneklemle seçilmiş 1800 evli kadınla 56 ile dağılmış yerleşim yerinde (il, ilçe ve köy) yürüttüğümüz alan araştırmasında, kadınların eşlerinden yaşadıkları şiddetle ilgili deneyimlerini ve görüşlerini tespit ettik.
