The changing conditions of the day lead to changes in the forms and functions of the spaces and structures with the needs of the users. This change manifests itself not only in individual spaces, but also in structures with collective use, sharing and different functions such as libraries. Library structures not only support education, but also lead and support the socio-cultural and economic development of societies. Libraries come in many different forms for user diversity. At this point, academic libraries gain importance with the support and service they offer to scientists as well as students. However, it is also a fact that the traditional library services and structures, where various resources and collections are brought together, offered to the service of users and stored, do not meet the changing technological and social needs of the day. On the other hand, it should not be forgotten that user requests and needs can be easily met with the fiction and design that will be created with the right methods. In this context, the subject of the research is to understand whether the current physical conditions of the academic libraries meet the needs of the users, to evaluate how the spatial design criteria and qualities of the new generation academic libraries to be built are perceived by the students of the architecture department, to reveal the expectations and satisfaction level of the library users from the services provided and spatially. Within the scope of the study, Ondokuz Mayıs University Central Library was analyzed and student interviews were conducted. After the data and findings obtained from the studies were analyzed, suggestions were made on the subject in line with the results., Günün değişen koşulları kullanıcı ihtiyaçları ile mekânların, yapıların biçim ve işlevlerinde değişimlere yol açmaktadır. Bu değişim, bireysel kullanılan mekânlarda olmakla birlikte kütüphaneler gibi toplu kullanıma, birlikte paylaşıma ve farklı işlevlere sahip yapılarda kendini göstermektedir. Kütüphane yapıları, bir yandan eğitime destek olurken bir yandan da toplumların sosyokültürel ve ekonomik anlamda gelişmesinin de öncülü olmakta, destek sağlamaktadır. Kütüphaneler, kullanıcı çeşitliliğine yönelik olarak çok farklı şekillerde karşımıza çıkmaktadır. Öyle ki bu noktada akademik kütüphaneler, öğrencilerin yanı sıra bilim insanlarına da sunduğu destek ve hizmet ile ayrıca önem kazanmaktadır. Ancak çeşitli kaynakların ve koleksiyonların bir araya getirildiği, kullanıcı hizmetine sunulduğu, depolandığı geleneksel kütüphane hizmet ve yapılarının günün değişen teknolojik ve sosyal gereksinmelerini karşılamadığı da bir gerçektir. Diğer yandan, doğru yöntemlerle oluşturulacak kurgu ve tasarımla kullanıcı istek ve ihtiyaçlarının kolaylıkla karşılanabileceği unutulmamalıdır. Bu bağlamda araştırmanın konusu, akademik kütüphanelerin mevcut fiziki koşullarının kullanıcı ihtiyacını karşılayıp karşılamadığını anlamak, inşa edilecek yeni nesil akademik kütüphanelerin mekânsal tasarım ölçütleri ve niteliklerinin mimarlık bölümü öğrencileri tarafından nasıl algılandığını değerlendirmek, kütüphane kullanıcılarının sunulan hizmetlerden ve mekânsal yönden beklentilerini, tatmin düzeyini ortaya koymaktır. Çalışma kapsamında Ondokuz Mayıs Üniversitesi Merkez Kütüphanesi analiz edilerek öğrenci görüşmeleri gerçekleştirilmiştir. Çalışmalardan elde edilen veriler ve bulgular analiz edildikten sonra ortaya çıkan sonuçlar doğrultusunda konuya ilişkin önerilerde bulunulmuştur.

Architecture students experience some deficiencies in the applicability of the structures they designed in the project studios. Some supporting lessons are given during the training to overcome these deficiencies. In these lessons, model making becomes an essential reinforcement to learning in building construction lessons. In this study, a model-making method is used to increase the three-dimensional visual perceptions of architecture students and to improve their acquisition styles. The study's scope consists of 1/10 scale and 30x30 cm-scale model studies applied in the Building Information I course given in the Fall Semester of the 2019-2020 Academic Year in the Department of Architecture of Ondokuz Mayıs University. The study aimed to equip students with information that they can use in both forward-looking design and model studies. Besides, a questionnaire study was carried out to determine the contribution of the research to students. The results of the questionnaire revealed that the subjects covered in the course were better comprehended. The level of knowledge about building materials increased, and the study was also useful in the project lessons. In this context, it is revealed that performing model applications in building information courses in architectural education will provide an outstanding contribution and advantage. In conclusion, some succinct suggestions are made on the course content and the curriculum of the departments.

Yangın, binalara zarar vermesi ve insanlara olumsuz psikolojik etkisinedeniyle ele alınması gereken en önemli tehlikelerden biridir. Mimari biryapının yangına karşı sağlamlığı ve dirençliliği, teknik bir konu olduğu kadarbir eğitim sorunudur. Bu bağlamda, mimarların ve iç mimarların yangın güvenliğiile ilgili eğitim seviyelerinin yüksek tutulması, bir mimari yapının yangınakarşı dayanıklılığını artıran bir faktördür. Her ne kadar tüm mimar ve içmimarların uzmanlık seviyesinde yangın bilgisine sahip olması istenmemeklebirlikte, ilgili yönetmelikleri ve yapılması gerekenleri asgari derecede bilmesive tasarımda bu bilgileri kullanabilmesi beklenmektedir. Bununla beraber, mimarve iç mimarların yangınla ilgili eğitim süreçlerinin, meslek öğretimi sırasındadoğrudan ve etkin bir biçimde verilmesi oldukça önemlidir. Bu çalışmada,Türkiye’ye bağlı üniversitelerde mimarlık, iç mimarlık ile iç mimarlık ve çevretasarımı bölümlerinde yangın güvenliği ile ilgili doğrudan verilen temel eğitimve bilgiler Ondokuz Mayıs Üniversitesi Mimarlık Fakültesi’nde yapılan anketçalışması ile birlikte analiz edilmektedir. Ayrıca, konu ile ilgili yapılmasıgerekenler etraflıca değerlendirilmekte ve karar vericilere yönelik önerilergetirilmektedir. Konuyla ilgili kaynakların azlığından dolayı bu çalışma,ulaştığı sonuçlar ve getirdiği öneriler bakımından yapılacak araştırmalara ışıktutacak bilgileri içermektedir. Çalışma sonucunda, Türkiye'de mimarlık, içmimarlık ile iç mimarlık ve çevre tasarımı bölümlerinde verilen yangın güvenliğieğitimlerinin halen yeterince yaygınlaşmadığı ve bu konuda eksiklikler olduğusonucuna ulaşılmıştır. Sonuç olarak, binalarda yangına karşı direncin artırılmasıiçin Türkiye'de mimarlık ve iç mimarlık bölümlerinde yangına bağlı eğitimlerinyaygınlaştırılması elzemdir., Fire is one of the most important dangers to be addressed due to bothdamaging to buildings and negative effects on people. The resistance of abuilding to fire is an educational problem as well as a technical issue. Inthis context, fire safety education of architects and interior designersbecomes vital verily. Although it is not required to know fire safety at theexpert level, the architects and interior designers are expected to know therelevant regulations and requirements and can use this information in thedesign. However, the fire-related training processes of architects and interiordesigners must be provided directly and effectively during vocational training.With this respect, basic education and information given directly related tothe fire safety at the universities attached to Turkey are analyzed in thisstudy with the survey conducted at Ondokuz Mayıs University, the Faculty ofArchitecture. Besides, the things to be done about the issue are evaluatedextensively and suggestions are made for the decision-makers. Due to the lackof relevant resources, this study contains information that will shed light onthe researches to be conducted in terms of the conclusions and recommendationsit brings. It could be said that fire safety education in the departments ofarchitecture and interior design in Turkey is still not spread enough and thereare shortcomings in this regard. In conclusion, to increase the resistanceagainst fire in buildings, it is vital to extend fire-related education at thedepartments of architecture and interior design in Turkey.

This paper is the result of a survey that aims to learn the perceptions and evaluations of the people living in permanent residences after the Marmara Earthquake. In doing so, it guides the decision-makers and researchers about the features that should be in the planning stage of permanent residences and to bring out some points that they should take into account in the future. Within the extent of the study, permanent houses which have been built in Subaşı Village, Yalova, Turkey have been analyzed in the meaning of post-earthquake housing applications after the Marmara earthquake on 17 August 1999. In the research, the planning of the houses built in Subaşı Village, the overall evaluations about the design, the principles of entitlement, the planning method of the permanent houses, and the demographic features of the householders are evaluated. For this reason, a questionnaire was created to understand the thoughts of the respondents. In this sense, users’ satisfaction was examined through the survey which based on interviews with the householders. Within the questionnaire, the users have answered some questions such as demographic characteristics, economic conditions, and the degree of previous house satisfaction, the physical, social, environmental features of the permanent houses, social relations, and general perceptions. In doing this, users were asked to evaluate the positive and negative aspects of the project. One of the most critical problems in the area is transportation. On the other hand, problems have also emerged in the social relations of people settled in permanent residences after a physically destructive earthquake. In general, participants have definite opinions about the houses on earthquake resilience, size, and location of residential interiors, visual privacy, and lighting. Also, they have negative notions about auditory privacy, heating, transportation to the city center, relations with relatives, problem-solving with neighbors, municipal services. As a result of the research, it is observed that the permanent residential areas in Subaşı could not unite with the existing city. The findings suggest that the permanent residences in the research area produced for the people who suffered from the earthquake have not been able to meet the needs of the households sufficiently. Besides, looking at the results of the study from a broad perspective, it is necessary to evaluate the subject holistically so that the permanent houses do not create new problems for the despairing households. © 2020, Kauno Technologijos Universitetas. Afetlerin kötü etkisindenkorunmak amacıyla Türkiye’de birçok çalışma yapılmaktadır. Bu bakımdan, selriski bulunan alanlarda yapılan dere ıslah çalışmaları önemli çalışmalardanbiridir. Dere ıslahı çalışmaları, afet yönetiminin önemli bir ayağını oluşturanzarar azaltma çalışmaları kapsamında değerlendirildiğinde, sadece sel ve diğertehlikelerin oluşmasını engellemez, ayrıca plansız yapılaşmanın ve çevrekirliliğinin önüne geçilmesini de sağlar. Bu çalışma ile, İSKİ Genel Müdürlüğütarafından Anadolu Yakası’nda yapılan dere ıslah çalışmaları ile ilgili durumdeğerlendirmesi yaparak karşılaşılan sorunları ortaya koymak, çalışmalardagelinen aşamaları değerlendirmek ve birtakım öneriler getirmek amaçlanmaktadır.Araştırma kapsamında, çalışmalar esnasında karşılaşılan sorunlar irdelenmekteolup bu sorunların en önemlileri; mülkiyet, imar, yapılaşma, inşaat sırasındaortaya çıkan altyapı sorunlarıdır. Bütün bu sorunlara rağmen sel riskiniortadan kaldırmak için dere ıslah çalışmalarına devam edilmekte, fakat daha iyibir koordinasyon ve yetki olması halinde dere ıslahlarının daha hızlı ve etkinbir şekilde tamamlanacağı öngörülmektedir. Araştırmada, sel riskini azaltmayayönelik faaliyetlerin çok daha etkin bir şekilde tamamlanabilmesi için mevcutkanun ve yönetmeliklerin yeterli olmadığı, birtakım hukuki ve kurumsaldüzenlemelere ihtiyaç olduğu kanısına ulaşılmıştır. Bütün bu olumsuzluklarıngiderilebilmesi için diğer kurum ve kuruluşları da içine alacak hukuki birtakımdüzenlemeler yapılmalı, yetki karmaşasının önüne geçilmelidir. Ayrıca, kurumiçi organizasyonun sel riskini en aza indirecek şekilde tekrar düzenlenmesi,acil durumlarda etkin müdahale amacıyla birtakım standart uygulamaprosedürlerinin uygulamaya geçirilmesi gerektiği kanaatine ulaşılmıştır., Many studies have been performed in Turkey in order toavoid the worst effects of the disasters. In this respect, the river rehabilitationstudies carried out in any areas with flood risk are important ones. Whenassessed in the context of damage mitigation activities that constitute animportant pillar of disaster management, river rehabilitation efforts not onlyprevent floods and other hazards from occurring but also prevent unplannedconstruction and environmental pollution. With this study, it is aimed toreveal the problems encountered by the situation assessment about the riverimprovement works carried out by the General Directorate of ISKI on theAnatolian side, to evaluate the progress in the works and to bring somesuggestions. Despite all the problems, river rehabilitation studies are beingcontinued to remove the flood risk. However, in the case of better coordinationand competence, it is envisaged that river rehabilitation will be completedmore quickly and effectively. As a result of the research, it has been reachedthat there is a need for some legal and institutional arrangements, in whichthe existing laws and regulations are not sufficient for the activities toreduce flood risk to be completed more efficiently. To overcome all thesenegativities, legal arrangements should be made to cover other institutions andorganizations and the confusion of authority should be avoided. It has alsobeen found that the in-house organization should be redesigned to reduce therisk of flood and to implement some standard implementation procedures foreffective intervention in emergencies.

Standart operation procedures, as being a set of written instructions that document a routine or repetitive activity followed by an organization, are documents which increase performance of the determined process, so helping coming into being processes which increase quality. They must be revised continuously to manage the same quality. Standart operation procedures have an important role in the processes which cannot be known before, so with SOPs, management groups will manage more useful works with less time. This study tries to explain which techniques are used, what are necessary and which type of works needs must be done for writing SOPs.

Yasam kalitesi birey ve toplum ile iliskili oldugu kadar sosyal, ekonomik ve fiziki cevre ile de iliskilidir. Sehir hayatinda, yasam kalitesi sosyal, ekonomik ve fiziksel cevrenin etkilesimi ile belirlenmekte olup dogrudan merkezi ve yerel karar vericilerin uygulamalari ile iliskilidir. Varlik nedeni yerel nitelikteki hizmetlerin karsilanmasi olan belediyelerin kentlerde yasayan nufusa hizmetlerinde onemli sorumluluklar bulunmakta, ancak bunlari yerine getirmekte yetersiz kaldiklari gorulmektedir. Gunumuzde devlet ve belediyeler araciligiyla dusuk gelirli ailelerin konut sorunlarina cozum bulmak ve genel olarak kentin yasam kalitesini yukseltmek icin sosyal konutlar uretilmektedir. Bu makale, Istanbul'da gecekondusu tasfiye olan sosyal konut sakinlerinin yeni sosyal konutlarina nasil adapte olduklarini degerlendiren bir calismanin sonucudur. Gecekondularda yasayan ve sosyal konuta tasinanlarin yasam kalitesinde ortaya cikan degisim, Istanbul Buyuksehir Belediyesi’nin urettigi sosyal konutlarda genis bir ornekleme ile arastirilmistir. Konut sakinlerinin yasam kalitelerini degerlendirmek icin, toplamda 3 ilcede 506 adet anket gerceklestirilmistir. Bu kapsamda, (1) yasam durumu, (2) fiziksel faktorler, (3) cevresel faktorler, (4) sosyal iliskilere yonelik karsilastirmalar, (5) hizmetlere erisim, (6) ekonomik faktorler, (7) genele yonelik memnuniyet basliklarindan olusan 7 temel gosterge belirlenmistir. Bu calismanin sonucu olarak, yer degistiren gecekondu sakinlerinin yasam kalitesinin yukseltilmesi icin gecekondu sakinlerinin ve karar vericilerin birlikte calismasi ve iletisim yollarinin iyilestirilmesi oncelikle onerilmektedir.

Bu çalışmada, Dokuz Eylül Üniversitesi, İktisadi ve İdari Bilimler Fakültesi, Kamu Yönetimi Bölümü, Yerel Yönetimler, Kent ve Çevre Politikaları Anabilim Dalı öğretim üyesi Doç. Dr. Yunus Emre Özer tarafından kaleme alınan ve Ekin Yayınevi tarafından yayınlanan"Risk Azaltma Yaklaşımı Çerçevesinde Dirençli Kentler" isimli kitaba ilişkin tartışmalar yer almaktadır.
