- Abstract
The purpose of this study is to develop a 3-dimensional interactive multi-user and multi-admin IUVIRLAB featuring active learning methods and techniques for university students and to introduce the Virtual Laboratory of Istanbul University and to show effects of IUVIRLAB on students' attitudes on communication skills and IUVIRLAB. Although there are many computer simulations and virtual laboratory applications, the model introduced in this study has a unique characteristics in terms of being a 3-dimensional, interactive virtual laboratory that enables students to learn in cooperative groups, and is the first in its kind due to its qualities of enabling multi-admin. and multi-user operation, having a special software compatible to run on ipad, iphone, android and smart phone platforms, and having been designed on the basis of active learning approaches. A survey was used in order to determine the views of students about and students stated quite positive views about IUVIRLAB implementation.

- Abstract
Nature-based solutions (NBS) are ways to tackle climate change while at the same time strengthening biodiversity and delivering ecosystem services to humans. The Nordic region aims to become the most sustainable in the world by 2030. That is why The Nordic Council of Ministers launched a research programme running from 2021-24, encouraging the Nordic countries to work together and enhance the knowledge base on nature-based solutions, restoration, climate mitigation and blue-green infrastructure. S-ITUATION is the first of five projects under this programme. The project report aims to synthesize and present existing research on NBS relevant in the Nordic context, including relevant projects and experiences, policies, knowledge gaps and cost-benefit analyses.

- Abstract
Denna rapport utgör en syntes av de sju projekt som finansierades inomNaturvårdsverketsoch Havs- och vattenmyndighetens forskningssatsning inomområdet ekologisk kompensation som pågick 2018–2021. Syntesprojektet har utgåttdels från slutrapporterna från de enskilda projekten, dels från myndigheternasuttryckta önskemål om belysning av vissa specifika aspekter inom tillämpningen avekologisk kompensation. Rapporten täcker därför inte in alla resultat och slutsatserfrån forskningsprojekten utan har inriktat sig på följande teman: (i) etiska argumentkring ekologisk kompensation, (ii) förutsättningarna för lagstyrd och frivilligkompensation,(iii) modeller för beräkning av miljöskador och kompensationseffekter,och (iv) uppföljning och utvärdering av kompensationsåtgärder. Tillämpningen av ekologisk kompensation har idag en relativt begränsad omfattning,men skulle kunna utvecklas till ett mer använt styrmedel. I rapporten pekas dockpå en rad aspekter som behöver åtgärdas och utvecklas för att ekologisk kompensationska bidra till att förlusterna av biologisk mångfald och ekosystemtjänster stoppas ellervänds till en nettouppbyggnad av miljövärden. Syntesprojektet resulterade i en radolika förslag riktade till berörda myndigheter som förväntas vara avgörande förekologisk kompensation som styrmedel. - Abstract
Collaboration has the potential to aid the balancing of values and goals that belong to different, sometimes competing, policy fields, such as energy, climate adaptation and nature conservation-a key component of sustainable governance. However, we need to know more of how collaboration can function as integrating (and integrated) components of governance systems. Three regulated Swedish rivers are used here as examples to explore factors that influence this function. The following factors are identified: transparency of value trade-offs, understanding of collaboration and governance, interplay between public sectors, integrating funding mechanisms, clarity of mandate, strategic use of networks and consistency of the governance system. As a consequence of the poor management of these factors in our case, water quality and ecology values are not integrated in strategic decision making, e.g., regarding hydropower, urban development or climate adaptation. Instead, they are considered add-ons, or "decorations". The Swedish case illustrates the meaning of the factors and their great importance for achieving sustainable governance.

The report is a synthesis of seven projects within the research effort Ecological compensation (2018–2021). The synthesis includes the following themes; ethical arguments, statutory and voluntary compensation, models for calculating environmental damage and compensation effects and evaluation of compensation measures.According to the researchers, ecological compensation could be developed into a better policy instrument, but this requires greater clarity in the legislation and national guidelines for, among other things, calculation models and follow-up. The voluntary compensation has the opportunity to develop but requires extended guidance. In order for municipalities to be able to work more effectively with compensation as a tool, the compensation work needs to be done more strategically and coordinated with other parts of the municipal physical planning.Calculation models that include socioeconomic, social and ecological perspectives should be further developed. These should also consider legal aspects.The researchers suggest that documentation of completed compensation projects be made available in a database so that evaluative analyzes become possible.The project has been financed with funds from the Environmental Protection Agency's environmental research grants, which finance research to support the knowledge needs of the Environmental Protection Agency and the Swedish Maritime and Water Authority.

17. Growing Inwards: Densification and Ecosystem Services in Comprehensive Plans from Three Municipalities in Southern Sweden.

- Abstract
This article analyses how urban densification, primarily in relation to ecosystem services, is addressed in comprehensive plans from three cities in southernmost Sweden: Malmö, Lund and Helsingborg. The aim was to investigate and problematise how the comprehensive plans articulate and negotiate how to build dense cities while preserving and enhancing ecosystem services. A qualitative content analysis was performed on the comprehensive plans in use during the study period. The comprehensive plans were all ambitiously formulated. However, three recurrent issues were found. Planners struggled to address the issue of scale: Ecosystem services in the city were addressed when planning for densification, while ecosystem services for the city were either omitted or mentioned in the passing. The timeframe in relation to sustainable urban development was also not clarified. Most importantly, there were profound unclarities regarding priorities. Densification was suggested to provide all positive qualities simultaneously, including enhancing and supporting ecosystem services, which is, from a systems viewpoint, not possible. We suggest that when planning for sustainable cities, based on best available research, politicians should bring the prioritisation process to the fore, to clarify and address how to plan for dense, healthy cities with functioning ecosystem services in a more holistic manner. Participation of stakeholders at the local level is evolving as a mechanism to address complex environmental problems, not least water pollution. Participation has been used as a tool for the economic and social empowerment of settlements within the catchment of the Korle lagoon in Ghana, particularly residents of the Old Fadama community that live in proximity to the lagoon. Using direct observations and survey of stakeholder groups, the paper examines the structure and process of participation of stakeholders in Korle lagoon resource use and water policy formulation and implementation with regard to Korle Lagoon Ecological Restoration Project (KLERP). The results show that exclusion of stakeholders generates conflict and antagonism which hinders the implementation of water resource policy. Alliances of stakeholders in the participatory process have served as pressure points compelling government to negotiate with civil society on behalf of the community. In theory, participation holds promise to address conflict, however in practice, a number of factors that feed into conflict characterise the process of participation in this case, such as ineffective information flow in the community, agency-structure dynamics, historical antecedents among the ethnic groups and low-levels of communication. These gaps jointly undermine the full participation of the Old Fadama community in lagoon management.

Lunds kommuns klimatpolitiska råd (Rådet) bildades hösten 2018 med uppdrag att utvärdera hur Lunds kommuns samlade politik är förenlig med de klimatmål som antagits av kommunfullmäktige. Rådet, som består av forskare från Lunds universitet (LU) och SLU Alnarp, har sammantaget en bred tvär- och mångvetenskaplig kompetens och en gedigen erfarenhet av samverkan med olika samhällsaktörer.Samarbetet mellan Lunds kommun och akademin har sedan länge stimulerat utvecklingen i Lund och utgör en viktig källa till nytänkande och problemlösning.Rådet uppskattar förtroendet att utvärdera kommunens klimatarbete men uttrycker samtidigt en ödmjukhet inför komplexiteten i detta arbete. Rådets ambition är att sträva efter att vara kritiskt granskande men också konstruktiv och lösningsorienterad för att kunna bidra till utvecklingen av det lokala klimatarbetet.Rådet presenterar årligen en rapport i vilken Lunds kommuns klimatarbete granskas. Detta är Rådets tredje rapport i vilken Rådet valt att fokusera på Lunds kommuns förslag till nya klimatmål i miljömålsprogrammet LundaEko. Denna granskningkompletteras med en uppföljning av de klimatmål som antagits i den tidigare versionen av LundaEko (LundaEko II 2014-2020) inom områdena Minstamöjliga klimatpåverkan och Klimatanpassning. Rådet har i sin granskning utgått från tillgängliga planer, dokument, redovisningar och data. Detta material har kompletterats med samtal med ansvariga tjänstepersoner. Under arbetets gång har Rådet även fört dialog med Ungdomspolitiken i Lund, som på egen hand granskat LundaEko ur ett ungdomsperspektiv.Under 2020 har mandatet för några rådsledamöter löpt ut – Lena Hiselius (LU), Anna Peterson (SLU Alnarp), Markku Rummukainen (LU) och Catharina Sternudd (LU) – och de har avtackats för sina insatser under de inledande två åren. Under de senaste decennierna har flera internationella rapporter visat på en världsomfattande förlust av biologisk mångfald och funktionella ekosystem. Ett av de största hoten är förändrad markanvändning. Ett sätt att förebygga och lindra skada är att arbeta med skadelindringshierarkin och ekologisk kompensation. Enligt skadelindringshierarki skall exploatören sträva efter att (1) undvika, (2) minimera och (3) återställa den biologiska mångfalden eller avhjälpa negativ miljöpåverkan på plats. Därefter kan de eventuellt kvarvarande negativa konsekvenserna (4) kompenseras. Detta sista steg går i Sverige under namnet ekologisk kompensation. Ekologisk kompensation som idé utvecklades på 1970-talet och har sedan dess använts och utvecklats av offentliga organisationer och företag runt om i världen. I Sverige genomförs kompensationsåtgärder antingen med utgångspunkt i miljöbalken eller genom frivilliga åtaganden, oftast i relation till fysisk planering (så kallad frivillig ekologisk kompensation). Vid den lagstyrda kompensationen står biologisk mångfald i fokus, medan den frivilliga ekologiska kompensationen också fokuserar på bevarandet av ekosystemtjänster. Genom planmonopolet, ansvaret för allmännyttan, samt i flera fall betydande markinnehav, har svenska kommuner en framträdande roll i arbetet med båda typerna av ekologisk kompensation. Beroende på hur landets kommuner väljer att arbeta med ekologisk kompensation i samband fysisk planering kommer utfallet för skydd av biologisk mångfald och ekosystemtjänster att variera. Denna rapport fokuserar på kommuners arbete med ekologisk kompensation från två olika vinklar: användning av ekologisk kompensation i kommunal fysisk planering (del 1) och hur modeller kan ge stöd för beslut av kompensationsåtgärder (del 2). Vi studerar Del 1 består av en teoretisk bakgrund, en översiktlig aktörsanalys, två empiriska kapitel. Den teoretiska bakgrunden ger en övergripande beskrivning av konceptets grundläggande idéer och etiska, social, In recent decades, several international reports have shown a worldwide loss of biodiversity and functional ecosystems. One of the biggest threats is land-use changes. One way to prevent and alleviate injury is to work with the mitigation hierarchy and biodiversity offsetting. According to this hierarchy, the developer should strive to (1) avoid, (2) minimize and (3) restore biodiversity or remedy negative environmental impacts on site. Thereafter, any possible remaining negative consequences can be compensated outside the development site (4). In Sweden, this last step is called ecological compensation. Ecological compensation as an idea was developed in the 1970s and has since then been used and developed by authorities, companies, and municipal organizations around the world. In Sweden, compensatory measures are implemented either based on the Environmental Code or through voluntary commitments, often in relation to spatial planning (so called voluntary compensation). In statutory compensation, biological diversity is generally in focus, while voluntary ecological compensation also focus on the conservation of ecosystem services. Swedish municipalities have a prominent role in the work with all types of ecological compensation through their: planning monopoly, responsibility for the public good, and often significant land holdings. Depending on how the Swedish municipalities choose to work with ecological compensation in connection with spatial planning, the outcome for the protection of biological diversity and ecosystem services will vary. In this report, we focus on municipalities’ work with ecological compensation from two different angles: the use of ecological compensation in municipal spatial planning (part 1) and how models can provide support for decisions on compensatory measures (part 2). 31. A data management framework for strategic urban planning using blue-green infrastructure

Spatial planning of Blue-Green Infrastructure (BGI) should ideally be based on well-evaluated and context specific solutions. One important obstacle to reach this goal relates to adequate provisioning of data to ensure good governance of BGI, i.e., appropriate planning, design, construction, and maintenance. This study explores the gap between data availability and implementation of BGI in urban planning authorities in Sweden. A multi method approach including brainstorming, semi-structured interviews with urban planners and experts on BGI and Geographical Information System (GIS), and validating workshops were performed to develop a framework for structured and user-friendly data collection and use. Identified challenges concern data availability, data management, and GIS knowledge. There is a need to improve the organisation of data management and the skills of trans-disciplinary cooperation to better understand and interpret different types of data. Moreover, different strategic goals require different data to ensure efficient planning of BGI. This calls for closer interactions between development of strategic political goals and data collection. The data management framework consists of three parts: A) Ideal structure of data management in relation to planning process, data infrastructure and organisational structure, and B) A generic list of data needed, and C) The development of structures for data gathering and access. We conclude that it is essential to develop pan-municipal data management systems that bridge sectors and disciplines to ensure efficient management of the urban environment, and which is able to support the involvement of citizens to collect and access relevant data. The framework can assist in such development.

Executive Summary Introduction Following alarming reports from the IPCC, climate change has engaged policymakers world-wide to chart policies at different administrative levels to mitigate increasing greenhouse gas emissions. The construction sector causes a substantial part of all greenhouse gas emissions, primarily carbon dioxide. Traditionally in this sector, the focus of carbon reduction measures has been on improving the energy efficiency of buildings. Further, various sustainability assessment schemes (BREEAM, LEED, Green Star, etc.) have been developed to assess sustainability performance. More recently, awareness has increased of the considerable greenhouse gas emissions arising from the manufacturing of construction materials and components, and also from construction processes and transport. Consequently, the infrastructure construction sector is now considered as a major source of greenhouse gases. In the UK, The Infrastructure Carbon Review has estimated that the construction, maintenance and operations of infrastructure assets account for 16% of the nation’s total carbon dioxide emissions. It is widely acknowledged that these emissions need to be significantly reduced if the international and national reduction targets are to be met. About the project This research project has investigated the institutional and organisational contexts, policies, procurement requirements and implementation strategies used to drive greenhouse gas reduction in large infrastructure projects in five countries world-wide: Australia, The Netherlands, Sweden, the UK and the US (see below for an overview of case study projects). The study is based on interviews with key partners on the client side and in the supply chain of each project. To provide a contextual understanding of the strategies used in these projects, we further include descriptions of the policy background that underlies current strategies and ambitions. Thus, the project traces the pathway from political and organisational goals to actual realisation in projects. UK High Speed 2 Anglian Water (Grafham WTW Resilience and Dalton Piercy WTW) USA California High-Speed Rail SFO AirTrain Extension The title of this research project is Implementation of procurement requirements for sustainable collaboration in infrastructure projects, also referred to as Impres. The project is a collaboration between the engineering consultancy firm WSP, the KTH Royal Institute of Technology in Stockholm, Lund University and the construction company Skanska. The project is co-financed by Construction Climate Challenge (CCC), a sustainability research fund and network initiated by Volvo Construction Equipment, and the Swedish Research Council Formas. The latter funding comes through a grant for the Strong Research Environment ProcSIBE, Procurement for Sustainable Innovation in the Built Environment[1]. We expect that results from this research project will be useful for decision-makers on the client side that are in charge of developing policies, procurement strategies and procurement requirements to reduce carbon emissions in the construction sector. Further, client and contractor project managers, environmental specialists and procurement staff responsible for implementing policies will be interested in experiences gained in similar initiatives in other countries. In parallel with this report, scientific articles are being developed by the authors to analyse and discuss the results described in this report more thoroughly in relation to other studies and to theory. Conclusions In all countries studied, there is an ongoing process to develop and implement policies for carbon reduction in infrastructure projects, with raised ambitions over time. In some cases, the development has initially been driven by a few dedicated individuals, but today there are frameworks and executive mandates in place that would make it hard to avoid carbon reduction commitments. National and regional reduction policies were found to be important in encouraging clients to develop ambitious carbon requirements that can contribute to setting new industry standards. Carbon reduction measures such as optimisation of constructions, minimised transport, reuse of excavated material and cement clinker replacement are applied in the studied cases. However, most of these measures are also cost efficient and would – or should – have been undertaken in a normal design and construction optimisation process. The positive side of this is that considerable carbon reductions may be achieved within existing budgets, and in most cases will even reduce cost, and that an increased focus on carbon may contribute to finding more such options. However, it also raises the question of what constitutes a relevant reference case, or baseline. Further, to meet the target levels of the Paris agreement, costly measures will also be needed, and this research identified only a few examples of such policies being implemented. Goals for carbon reduction are still new to many in the sector, and both clients and industry partners need time to adjust and develop new competencies. In countries with a longer history of carbon management, procurement strategies and requirements have advanced through continuous interaction between clients and industry actors over longer periods of time. Clients are wary of introducing requirements that may limit competition, and requirements to comply with rating schemes or to supply EPDs have been introduced successively to match the development of industry capacity. Award (MEAT) criteria related to carbon are used, but more often to increase awareness of carbon reduction rather than as a substantive basis for selection. Front-runner contractors and material suppliers were found to play important roles in reducing obstacles to innovation-oriented procurement. Moreover, the development of procurement requirements has been aligned with information and training initiatives, tool kits and guidelines to support low-carbon design and the calculation of emissions. In general, client environmental specialists have taken an active part in supporting the implementation of requirements in supply chains. Procurement requirements are considered important in driving carbon reductions in all countries, but the preferred style of these requirements vary. This diversity was partly related to general carbon management maturity and partly to general contracting practice and policy culture in the country or region. All countries used some form of contract-level reduction requirements, in most cases set in relation to a carbon emissions baseline. Overall, reduction requirements are perceived to encourage innovation, but our results show that such requirements were often more complex than foreseen and associated with administrative costs. First, to produce change and avoid speculation it is important to set requirements and incentives at the right level, which requires awareness on the client side of both the supplier’s competence and of the opportunities for carbon reduction in the specific project. Also, sharp requirements call for equally sharp and transparent performance evaluation. Moreover, much time was spent on calculation and re-calculation of baselines which could detract from measures for actual reduction of carbon emissions. In effect, time constraints in the projects limited the opportunities to involve subcontractors and material suppliers, which meant that all possible reductions were not realised. We conclude that expectations for substantial and innovative carbon reductions through functional reduction requirements may be too high. To influence sub-contractors and suppliers directly, several clients use specific requirements. Collaborative contracting models are a flexible option to encourage innovation and integrate knowledge of different participants. Many interviewees state the importance of breaking silo-thinking and integrating the supply chain in order to reach greater carbon reductions. Also, long-term alliances allow for continuous learning and more transformational innovation, including incentivising contractors to find ways of fulfilling client goals while building less. However, it should be emphasised that strong client leadership and commitment are essential both to legitimise collaborative contracting models and to achieve more fundamental behavioural change within collaborative projects and alliance schemes. Clients in mega-projects perceive an obligation to conform to national policy goals and may also have ambitions to be industry-level change agents. Since such projects have vast budgets, last for long periods of time and engage highly competent firms and individuals, they are often expected to show high performance in the area of innovation. However, mega-projects have many goals to fulfil, are technically and organisationally complex and associated with high risks. Therefore, time and willingness to develop new ways of working or implement new technology may be lacking. Further, even large projects may not be long enough to encompass processes to develop, test and approve new solutions. Thus, to support more efficient innovation processes in the industry, a long-term system perspective is needed. Interviewees suggested using smaller pilot projects for quicker testing of new materials, tools and technologies and, once proven, use procurement requirements in large projects to implement these more widely in the market. Overall, the study shows that the applicability of procurement requirements for carbon reduction is dependent on how well these requirements are aligned with culture, policies and capabilities in the local context. Inspiration may be sought from cutting-edge examples in other countries and regions, but practices may seldom be directly transferred. Also, it is clear that awareness, competence and capacity on the buyer (client) side is a key success factor. Such client capabilities involve constructive collaboration between procurement functions, environmental specialists and project managers. Further, policy makers need to acknowledge that measures to reduce carbon must align with existing procurement and innovation systems. To reach higher levels of ambition for carbon reduction, such institutional structures may also need to be changed. Recommendations Based on the findings, our recommendations to the target group of policy-makers and clients are: Policy level – national, regional and organisational · Set high-level goals and policies for carbon reduction in order to sanction ambitious initiatives that contribute to setting new industry standards. · To reduce barriers for innovation-oriented procurement requirements, engage industry associations and encourage initiatives by supply-side front-runners. · When developing organisational policies and strategies, address not only ambitions but also what roles the client and other parties should have in implementation. Project level policies and procurement requirements · When defining requirements, consider implementation costs for setting and following up requirements. In particular, be careful that focus stays on carbon mitigation measures and that calculation of baselines does not impact negatively on carbon management. Assess and mitigate behavioural risks associated with incentives. · Ensure that requirements will be effective in influencing all relevant decision-makers in the supply chain (designing engineers, constructors and material suppliers). This implies that time, competence and resources should be available at relevant points in time. · Apply a long-term learning perspective and acknowledge that different combinations of award and selection criteria, reduction requirements, specific requirements and rating schemes may be preferable over time.· Align requirements and activities with general contracting models and encourage models that enable integration of knowledge and carbon management in the supply chain. Innovation and learning · Develop guidelines, tools and training programs to help build industry capabilities. · Establish which organisations should drive development, for example commission, host and update guidelines, and provide training and support. · Communicate plans for raised ambitions well in advance, for example requirements to comply with established carbon management standards and rating schemes. · Orchestrate long-term innovation by combining small pilot projects to test new solutions with systematic implementation in larger projects to achieve wide market dissemination. · Establish transparent procedures for updating client standard specifications based on frontrunner initiatives, planned pilots and academic research. · Innovation should also address contracting and business models: develop institutional capabilities that enable and legitimise long-term, strategic collaborative alliances. Due to increased urbanisation, and climate change, there have been calls for a more sustainable management of stormwater. Blue-green measures have been recognised as a sustainable solution and a necessary complement to pipe-bound approaches. The aim of this study is to identify barriers and drivers in the implementation of blue-green measures in a Swedish context, to increase the understanding of how they could be implemented in a more successful manner. The study is qualitative and based on semi-structured interviews. Through the lens of transition theory, barriers and drivers for blue-green measures were identified and they give an updated picture of Swedish urban stormwater management. Many factors encourage municipal actors to implement blue-green solutions, such as increased need for recreation, protection of biodiversity and climate change. Identified barriers are found within the municipal stormwater management it-self, but can also be found outside the storm water management structure, such as lack of knowledge among politicians, officials, exploiters and civilians, fragmented roles and responsibilities in general, as well as uncertainty of the effects and cost of new alternatives. The study has three main findings; Several barriers were mentioned by most of the interviewees clearly show that a wide range of changes are needed to alter the current stormwater management regime; Niche innovations are often put forward as a way to enhance socio-technical transition, but this study is that such an approach is over-simplified instead elaborated suggestions for an alteration of urban stormwater management is given, both with top-down and bottom-up perspective. Carbon emissions emanating from infrastructure construction are substantial, and public infrastructure clients have begun to include carbon reduction goals in their procurement requirements. This is a new and complex field where practices vary and are still developing. Based on project documentation and interviews we map and analyze the design and implementation of carbon reduction requirements in projects by leading infrastructure clients in Australia, the Netherlands, Sweden, the US and the UK. Procurement requirements were influenced by concerns for tender competition, transaction costs and innovation, and further adapted to project delivery models, market maturity and client capabilities. Increasing awareness of practical and contextual constraints often led to modified strategies. This paper identifies factors that should be considered when designing carbon policies and requirements. This knowledge is important for clients and governments in order to develop more effective strategies for learning between contexts. Ekosystemtjänster kan bidra till att synliggöra värden i naturen som människor är beroende av för sin överlevnad och sin välfärd. Att utveckla markanvändning samt integrera värdet av ekosystemtjänster i lantbrukares produktionsbeslut är nödvändigt för att möta en ökad efterfrågan av jordbruksprodukter samtidigt som de svenska miljömålen ska uppnås. I projektet har verktyg utvecklats tillsammans med mottagare, vilket säkrar relevans och att värdet av ekosystemtjänster kan kommuniceras till rätt nivå för beslut; lokal, regional och nationell. Värderingsmodellerna (verktygen) har anpassats till lokal nivå (gård), regional nivå (Skåne) och nationell nivå (Sverige) för att kunna stödja beslut om skötsel av jordbruksmark från gård till myndighet för effektiv produktion av ekosystemtjänster. I rapporten undersöks hur värdet på ekosystemtjänster och naturkapital kan användas för att göra väl grundade beslut är viktigt för att bidra till bättre underlag för beslut om jordbrukspolicy. Studien visar på ett konkret sätt hur begreppet ekosystemtjänster kan komma till praktisk nytta. Den här rapporten är ett resultat från ett av sju projekt inom forskningssatsningen Värdet av ekosystemtjänster och har författats av forskare vid Lunds Universitet och SLU (Sveriges Lantbruksuniversitet). Projektet finansierades av Naturvårdsverkets miljöforskningsanslag.

I den här studien utvärderar vi konsekvenserna av så kallat gemensamt genomförande av ekologiska fokusarealer enlig artikel 46:5 och 46:6 i EU:s direktstödsförordning. Genom bredare analyser beaktar vi även andra former av samverkan och justerade skötselvillkor. Att främja sammanhängande områden med ekologiskt fokus är en del av EU:s satsning på grön infrastruktur. Sverige tillämpar inte gemensamt genomförande i dagsläget. Ekologisk-ekonomisk modellering, workshop med jordbrukare och intervjuer med tjänstemän ligger till grund för studiens resultat. Fokus i våra analyser är effekter på pollinering och biologisk skadedjursbekämpning, båda ekosystemtjänster till nytta för jordbruket. Jordbrukare positiva till samverkan, tjänstemän befarar högre kostnader Generellt är de medverkande jordbrukarna positiva till samverkan. Tydligare och mer konkret koppling mellan godkända fokusarealer, skötselvillkor och miljönytta behövs dock för att skapa acceptans hos jordbrukarna. Tjänstemän med erfarenhet av samverkan är generellt positiva, medan personer utan erfarenhet är mer tveksamma. På svenska myndigheter befaras ökade transaktionskostnader, trots att fungerande exempel på samverkan i Europa finns. Vi rekommenderar att inspiration och kunskap hämtas från dessa lyckade exempel. Små miljöeffekter med dagens fokusarealer Att med dagens regelverk införa gemensamt genomförande av ekologiska fokusarealer ger små miljöeffekter. Miljöeffekten förblir svag eftersom möjligheten att välja fokusarealer med låg miljöeffekt kvarstår, och eftersom generösa viktningsfaktorer minskar den faktiskt avsatta arealen av fokusarealer med högre miljönytta. Dessutom finns incitament att placera fokusarealerna på lågproduktiv mark, där behovet av fokusarealer som gynnar ekosystemtjänster är lägre. I dag godkänns också fokusarealer som ingår i det normala brukandet, vilket skapar dödvikt. Våra modeller visar att möjligheten till samverkan inte löser dessa problem. Bättre miljöeffekt med rätt fokusarealer och krav på kvalitet För att uppnå en bättre miljöeffekt behövs en utformning av reglerna som premierar de mest miljöeffektiva fokusarealerna. Först och främst bör menyn av fokusarealer innehålla miljöeffektiva åtgärder. Dessutom bör viktningssystemet omvärderas så att den mest effektiva fokusarealen används som referens. Slutligen bör placeringen av ekologiska fokusarealer göras i ett landskapsperspektiv för att säkerställa fokusarealernas bidrag till grön infrastruktur. På gårdsnivå bör fokusarealerna genom information och rådgivning styras till platser där potentialen för miljönytta är störst, exempelvis intill grödor som gynnas av pollinering och biologisk skadedjursbekämpning. Ett effektivt sätt att gynna just dessa ekosystemtjänster vore att begränsa menyn av valbara fokusarealer till träda och obrukade fältkanter och samtidigt ha krav på att så in blommande växter. In this study we evaluate the consequences of regional and collective implementation of ecological focus areas according to Articles 46:5 and 46:6 of the EU Direct Payments regulation. Through broader analyses, we also consider other forms of collaboration and additional management requirements. Promoting networks of areas with an ecological focus is part of the EU’s investment in green infrastructure. Sweden does not currently allow for any collaboration among farmers. The study results are based on ecological-economic modelling, a workshop with farmers and interviews with administrators. Our analyses focus on the effects on pollination and biological pest control, both of which are ecosystem services benefiting agriculture, and on transaction costs for farmers and administrators. Farmers are positive about collaboration, officials fear higher costs Generally, the participating farmers are positive about collaboration. However, clearer and more concrete links between approved focus areas, management requirements and environmental benefits are needed to create acceptance among farmers. Administrators with experience of collaborative systems are generally positive to collective implementation, while those without experience are hesitant. There is a fear of increased transaction costs among Swedish administrators, despite the fact that well-functioning examples of collaboration in Europe exist. We recommend seeking inspiration and knowledge from these successful examples. Small environmental effects from current focus areas The introduction of collective implementation of ecological focus areas with the current Swedish regulations would provide small environmental effects. The environmental effects remain weak because of the possibility of still being able to choose focus areas with weak environmental effects, and because generous weighting factors reduce the actual surface allocated to focus areas providing higher environmental benefits. In addition, there are incentives to place focus areas on low productive land, where the need for focus areas supporting ecosystem services is least. Further, focus areas that are part of normal cultivation are also approved today, creating deadweight. Our models show that the possibility of collaboration does not solve these problems. Better environmental effects with the right focus areas and quality requirements In order to achieve substantial environmental effects, it is necessary to design rules that favour the most environmentally effective focus areas. First and foremost, the focus area menu should contain environmentally effective measures. In addition, the weighting system should be re-evaluated so that the most effective focus area is used as a benchmark. Finally, the allocation of ecological focus areas should be done from a landscape perspective to ensure their contribution to green infrastructure. At the farm level, the choice and allocation of focus areas should be guided by information and advice about where the potential for environmental benefits is the greatest, for example near crops favoured by pollination and biological pest control. When aiming at benefiting these ecosystem services, an effective way would be to limit the menu of selectable focus areas to fallows and uncultivated field edges with a requirement to sow these with flowering plants.

Conventional agricultural practices can lead to soil erosion and a reduction in soil organic carbon (SOC) content. It has been suggested that less intensive agricultural practices, such as conservation tillage (including no-till and reduced till without soil inversion) may reduce both erosion and loss of SOC. The aim of this study was to determine whether, and why, conservation tillage is used in Scania, which is one of the most agro-intensive regions in Sweden. We also investigated how information on tillage practices is obtained, why one type of tillage may be favored over another, and whether some farmers are more likely to use conservation tillage. The result of this study will benefit policy makers and researchers by pinpointing factors that influence the use of conservation tillage. To collect data, a questionnaire was sent to farmers in Scania in 2016. We found that the majority of the responding farmers used conservation tillage, and that it was more likely to be used if the farmer was highly educated and spent more than 50% of their annual working time on crop production. The use of conservation tillage was also more common if the farm was large and clay soil dominated. Crop rotation was often highlighted as the most important factor influencing the choice of tillage practice, which may be due to crop species requirements. When asked to compare the consequences of reduced tillage and plowing, the perception of farmers using conservation tillage was in general more positive, indicating skepticism toward the practice of reduced tillage until it had been tried. We show that the use of conservation tillage, sometimes in combination with plowing, is widespread in Scania. However, unless changes in, for example, crop rotation and labor requirements occur, the use of conservation tillage will most likely remain the same as today, or only increase slightly in the near future. Farm enlargement may result in an increased conservation tillage use, and so may efforts to educate advisors, increased opportunities for peer-to-peer meetings, and the development of economically viable small farm solutions. Increased conservation tillage may be part of the solution for sustainable crop production, but drawbacks such as increased pesticide use must be addressed further, as well as factors such as crop rotation development and practical knowledge that influence conservation tillage use at the farm level. - Abstract
I Livsmedelsverkets beredskapsarbete ingår att göra uppskattningar av vilka nivåer av farliga ämnen som konsumenterna får i sig via livsmedel och att tidigt upptäcka exponering som kan resultera i skadliga hälsoeffekter. Detta arbete innebär att övervakningen behöver förbättras gällande risker för kemisk exponering. I händelse av kemisk exponering av befolkningen via livsmedel eller vatten, beroende på olyckor eller antagonistiska händelser, behövs en väl samordnad kedja inkluderande bl.a. operativa aktörer samt centrala och regionala myndigheter. Denna rapport är ett resultat av krisberedskapsprojektet Nätverk vid upptäckt av befolkningsexponering för farliga kemiska ämnen som finansierats med 2:4-anslag från MSB. Projektets syfte är att bilda ett nätverk mellan olika aktörer för att skapa förutsättningar för ett bättre utnyttjande av landets samlade kapacitet och kompetens avseende provtagnings- och laboratorieanalys i avsikt att identifiera farliga kemiska ämnen i prover från människa. Nätverket är till för att skapa en effektivare beredskap vid allvarliga händelser med kemiska ämnen och/eller för övervakning av exponering för kemiska ämnen hos den svenska befolkningen. Projektet fokuserade på att inventera och förbättra kunskapsläget och laboratorieberedskap för provtagning och analys av prover från människa vid upptäckt av befolkningsexponering för farliga ämnen. Detta gäller i livsmedel och dricksvatten då ämnen av kemiskt ursprung kan vara en potentiell farlig källa. Projektet skapade ett nätverk mellan myndigheter och regionala Arbets- och miljömedicinska (AMM) enheter för att skapa förutsättningar för ett bättre utnyttjande av landets samlade kapacitet, kompetens och laboratorier inom AMM-verksamheten.
