IntroductionThe quality of municipal solid waste governance is a key public issue associated with environmental, social, and health concerns that still demands appropriate indicators to encompass different policy, management, and data availability settings worldwide. This study aimed to develop and apply a Municipal Solid Waste Governance Index (MSWGI) to support the monitoring and assessment of the ultimate factors that influence the performance of municipal solid waste (MSW) management in municipalities, incorporating particularities of Global South countries.MethodsThe development of the MSWGI comprised two approaches: (1) the establishment of a general theoretical framework with the identification of dimensions for monitoring MSW governance and (2) the development and application of the index using Brazil as a study case. The latter was accomplished through five incremental steps: (i) data selection and data quality analysis, (ii) data normalization and definition of data scores, (iii) data weighting and aggregation through statistical and participatory methods, (iv) data classification and, finally, (v) visualization of the index and its dimensions. Based on a broad literature review, three dimensions were proposed as the framework of the MSWGI: (i) regulatory quality (e.g., laws), (ii) voice and accountability (e.g., access to information; existence and functioning of the municipal council for the environment), and (iii) government effectiveness (e.g., financial and human resources; execution of government programs). A case study was then carried out with the 5,570 Brazilian municipalities to showcase the application and relevance of the MSWGI in a Global South context.ResultsDespite the high regulatory quality condition in Brazil, this was not reflected in the MSWGI. In general, most municipalities have high (31.4%) and very high (23.7%) regulatory quality, contrasting low voice and accountability (32.4%), and medium government effectiveness (27.8%), the latter associated with the low quality of public services performed in municipalities. The index was also negatively influenced by the precarious mechanisms and structure of social participation; high levels of informality in the recycling sector, and low completeness and consistency of databases. The MSWGI was associated with socioeconomic development, and its concept and dimensions captured the complexities associated with MSW management.DiscussionThe index, and the approach behind it, can be used as an objective tool to improve databases and the enabling conditions to foster MSW governance and management, while also creating indicators to assess its progress, facing the policy implementation gaps that are common to Global South countries. Also, rather than presenting an index to be directly transposed and applied to other locations, the steps of a strategy for generating an MSWGI from existing data were outlined. In this sense, this study creates mechanisms to refine these indicators within data-deficient context, presenting strategies that can be broadly applied.

To address the global challenge of plastic waste, 175 UN Member States are negotiating a legally binding instrument, the Plastic Treaty, aimed at ending plastic pollution. This ambitious framework, targeting both terrestrial and marine sources, is being developed through Intergovernmental Negotiating Committee meetings scheduled to conclude by 2025. Amidst uncertainties and power dynamics influencing state positions, this research identifies 10 critical, yet unresolved, points within the treaty negotiations (i.e., the scope of the treaty, equity and differentiation, involvement of non-state actors, integration with existing agreements, standards and specifications, trade implications, monitoring and reporting, responsibility and historical contributions, binding vs. non-binding commitments, and financing and technology transfer). The findings suggest potential compromises in the treaty’s environmental provisions, influenced by domestic interests and international power disparities. As negotiations progress, the imperative for cooperation and decisive action against plastic pollution becomes increasingly pressing, challenging member states to prioritize global environmental integrity over national interests.

The ocean is threatened by human activities, which undermine the health of its ecosystems. To overcome this scenario, there is a converging understanding that a more encompassing approach, such as Ecosystem-based Management (EBM), is essential to manage human activities. EBM implementation in scenarios of limited knowledge and potentially irreversible impacts, such as deep-sea mining (DSM), is thus highly appropriate, although the translation of this approach into practice is not intuitive and rather challenging. The International Seabed Authority (ISA), the organization with the mandate to award exploration and exploitation contracts for minerals on the international seabed, has recognized the need to incorporate EBM in its instruments but has not specified how to implement it. Through an online survey and in-depth interviews, ISA stakeholders have been inquired about their perception of the understanding, current status, implications, and opportunities of EBM for the deep-sea mining regime. The findings reveal that stakeholders perceive EBM as more related to ecological and impact aspects and less with participation, socio-ecological systems interlinks, and other forms of knowledge that are not scientific. Few respondents recognize EBM within the ISA, reporting its reflection in management instruments such as Regional Environmental Management Plans and Environmental Impact Assessments. No common definition exists, regarded as an obstacle to decision-making and EBM operationalization. According to them, opportunities to improve EBM implementation include collaboration with organizations already familiar with EBM, capacity development activities, workshops, and dedicated side events focusing on the issue. Finally, most of them recognize that a lack of consensus regarding EBM can impact decision-making and EBM operationalization, thus compromising ISA’s mandate. In this context, the clarification on what EBM entails for the seabed mining regime should be a matter of major interest to the ISA and all its stakeholders, as the mineral resources found in the seabed beyond the limits of national jurisdictions (the Area) are the common heritage of humankind, and therefore, its maintenance and benefits must be ensured to future generations.

Resumo Há grande desconhecimento da ciência sobre o Oceano e uma desconexão entre conhecimento científico e entendimento público sobre este ambiente. Considerando a importância da Cultura Oceânica na sociedade, ilustramos nesse estudo como a complexidade e a transversalidade do Oceano possibilita diálogos e reflexões disciplinares e interdisciplinares nas escolas. Baseado em uma análise documental, o presente trabalho identificou a presença e frequência de relações entre as Competências Específicas (CE) da Base Nacional Comum Curricular (BNCC - Ensino Médio) e os Princípios da Cultura Oceânica, com base em conteúdos das Ciências da Natureza. Foram identificadas relações entre todos os Princípios e todas as CE, favorecidas por aspectos como interdisciplinaridade, fazer científico, dimensão social e complexidade. Considerando o caráter ilustrativo do presente trabalho, enfatizamos a potencialidade do uso do Oceano como tema integrador e a necessidade de processos formativos de educadores e de planejamento de propostas pedagógicas escolares abrangendo o tema.

RESUMO A complexidade das mudanças globais e seus efeitos nos sistemas socioecológicos motivam o desenvolvimento de abordagens de gestão mais integradas e inovadoras para equilibrar as relações sociedade-natureza. Com o desafio de suprir demandas globais e considerar impactos locais, a Gestão Baseada em Ecossistemas (GBE) aparece como uma estratégia de avaliação e ação com potencial de qualificar as interações socioecológicas. Nesse sentido, as praias arenosas surgem como um importante e complexo sistema socioecológico cuja gestão é historicamente realizada de forma reducionista, imediatista, fragmentada e tecnocrática, o que são desafios para a implementação da GBE. Dessa forma, esse artigo visou discutir as oportunidades de incorporar a GBE na gestão de praias e os desafios para sua implementação na América Latina e Caribe. Assim, observa-se que a GBE pode orientar a adequação dos processos da gestão de praias. Apesar dos desafios enfrentados na AL&C sua implementação é uma ferramenta a ser fortalecida na região por meio da transdisciplinaridade e cooperação internacional para promover a sustentabilidade das praias.

Ocean Decade in the perspective of the Global South

Evaluating effectiveness of marine No-take Zones (NTZ) can be cost or labor prohibitive, thus comparisons to nearby unprotected areas are typically lacking. Two NTZs were evaluated, the waters surrounding Ilha Anchieta State Park and Palmas Island in Ubatuba, São Paulo, Brazil, for species richness, diversity, and abundance of ichthyofauna, comparing them with two nearby unprotected “Take” Zones. From 23 deployments using Baited Remote Underwater Video (BRUV), 737 individuals from 51 species of fish were recorded. The NTZ community composition was significantly different from Take Zones, with higher average species richness, abundance, and diversity but similar evenness. Seven species, accounting for more than 72% of the composition differences between Take and NTZs, were more abundant in NTZs. Comparisons of individual sites within each zone showed high variability for the Mar Virado Take Zone, with one site grouped with NTZs at 30% similarity. In parallel, BRUV deployed over a short period was assessed as a potential rapid, low-cost method for analyzing the effectiveness of a marine protected area, important for management of sites in low- and middle-income countries with patchy resource availability. BRUV distinguished significant community structure differences between Take and NTZs, with no difference between sites within each classification. Comparing with BRUV conducted for a longer period at two of the four study sites (MV and PA), our rapid study recorded 44.3% of total species using 28% of the survey effort. Compared with a multi-method survey as a proxy for a record of all potential species present at a third site (AI), BRUV recorded 30% of total species using 4.2% of the survey effort. BRUV showed bias towards size classes >15cm and certain feeding strategies, important to note if assessing a single target species. Overall, this rapid implementation of BRUV showed a clear difference between sites that differed in fishing protection level.

Classification of beaches into morphodynamic states is a common approach in sandy beach studies, due to the influence of natural variables in ecological patterns and processes. The use of remote sensing for identifying beach type and monitoring changes has been commonly applied through multiple methods, which often involve expensive equipment and software processing of images. A previous study on the South African Coast developed a method to classify beaches using conditional tree inferences, based on beach morphological features estimated from public available satellite images, without the need for remote sensing processing, which allowed for a large-scale characterization. However, since the validation of this method has not been tested in other regions, its potential uses as a trans-scalar tool or dependence from local calibrations has not been evaluated. Here, we tested the validity of this method using a 200-km stretch of the Brazilian coast, encompassing a wide gradient of morphodynamic conditions. We also compared this locally derived model with the results that would be generated using the cut-off values established in the previous study. To this end, 87 beach sites were remotely assessed using an accessible software (i.e., Google Earth) and sampled for an in-situ environmental characterization and beach type classification. These sites were used to derive the predictive model of beach morphodynamics from the remotely assessed metrics, using conditional inference trees. An additional 77 beach sites, with a previously known morphodynamic type, were also remotely evaluated to test the model accuracy. Intertidal width and exposure degree were the only variables selected in the model to classify beach type, with an accuracy higher than 90% through different metrics of model validation. The only limitation was the inability in separating beach types in the reflective end of the morphodynamic continuum. Our results corroborated the usefulness of this method, highlighting the importance of a locally developed model, which substantially increased the accuracy. Although the use of more sophisticated remote sensing approaches should be preferred to assess coastal dynamics or detailed morphodynamic features (e.g., nearshore bars), the method used here provides an accessible and accurate approach to classify beach into major states at large spatial scales. As beach type can be used as a surrogate for biodiversity, environmental sensitivity and touristic preferences, the method may aid management in the identification of priority areas for conservation.

Coastal ocean observing and modeling systems (coastal observatories), connected with regional and global ocean systems, improve the quality of information and forecasts for effective management of safe and sustainable maritime activities. The public availability of systematic and long-term information of the ocean is an engine for the Blue Economy, boosting economic growth, employment, and innovation. An overview of some Brazilian initiatives is presented in this paper, involving universities, private companies, federal and state agencies, covering institutions from south to north of Brazil. Although these initiatives focus mainly on ocean physics, integrated efforts can extend the scope to include biogeochemistry and marine biodiversity, helping to address interdisciplinary problems. Existing initiatives can be connected, and new ones fostered, to fill in the gaps of temporal and spatial coverage of ocean monitoring in the vast oceanic area under Brazilian jurisdiction (nationally referred to as the Blue Amazon, in reference to the similar richness of the Amazon Forest). The alignment among national and regional initiatives, as well as with international programs, can be promoted if coordinated by a national-level organization, maximizing the return of public investment and socioeconomic benefits. In light of international examples, possible future institutional arrangements are discussed, leveraging from existing national public policies and international cooperation that Brazil is taking part. The United Nations Decade of Ocean Science for Sustainable Development is a timely opportunity to encourage an institutional arrangement to support and articulate an integrated network of coastal observatories in Brazil.

Ocean acidification (OA) poses a major threat to marine animals, especially marine shelled invertebrates such as molluscs. Although many organisms are capable of compensating for the effects of OA, this can impose physiological costs and impact performance (e.g. through increased metabolism and decreased growth). Sublethal injuries on shells may provoke changes in energy allocation. Under acidified conditions, organisms would spend less energy on reproduction and somatic growth to repair the damage. Therefore, we analysed the physiological responses of the intertidal gastropod Tritia reticulata during shell regeneration under OA conditions. We simulated a sub-lethal predation event (a notch in the outer lip of the shell) and individuals were exposed to control (pH 8.08) and low pH scenarios (pH 7.88 and 7.65). After two months exposure, all individuals showed shell repair, with a full repair rate observed in 75% of individuals. Contrary to expectations, shell repair following sub-lethal damage and OA had no apparent impact on physiological state in terms of energy reserves (as measured by whole-animal Carbon/Nitrogen) or growth potential (as measured by whole-animal RNA:Protein and RNA:DNA ratios). As an intertidal organism, T. reticulata could be resilient to future global environmental change because of compensatory mechanisms that are inherent in intertidal animals, and may represent a robust species with which to study future scenarios of OA in temperate coastal ecosystems. However, unrestricted food availability during experiment could have played a role in the results and therefore food limitation should be considered in future studies regarding shell repair and metabolism under the effects of OA.

Abstract Social participation enriches decision-making and is considered a civil right in many democratic countries, despite remaining a challenge. This paper presents evidence and discusses the evolution of social participation in the Araçá Bay (Southeastern Brazil), as a result of participatory action-research. Over three years, a process of social mobilization and participatory environmental assessment and planning engaged local stakeholders and resulted in a sustainable development plan. Enhanced social participation was evidenced by: (1) building trust among participants; (2) increasing knowledge of social-ecological features of Araçá Bay; (3) acknowledging different perspectives and interests about the bay; and (4) improving the understanding of management dynamics and institutions. The process led to the emergence of a local stewarded group that has the potential to foster the implementation of the sustainable development plan.

Understanding how microplastic particles move and accumulate within estuarine and coastal waters requires consideration of primary inputs (e.g., raw materials from industrial zones) as well as secondary inputs resulting from fluvial processes (i.e., materials carried into coastal waters by rivers and streams). This study presents a novel approach to achieve this aim, by comparing the individual and combined ability of Particle Tracking Models (PTMs) and seasonal rainfall data, to explain observed inputs of microplastic pellets to the ocean beaches of Santos City (south-eastern Brazil). A Lagrangian PTM based on high-resolution hydrodynamic models was used to simulate seasonal patterns of pellet dispersal from five release points within the Santos Estuarine System (SES) and nearshore waters which are known contributors to the regions microplastic debris problem. Model outputs suggested that the debris field is likely to be small within the estuary (ranging from 3.6 to 8.1 km2), intermediate at the river mouth (mean 34 km2) and greatest for near- and offshore sites (ranging from 34 to 40 km2). The spatial footprints were strongly modulated by season (and rainfall), with simulations alone unable to reconcile daily inputs of pellets observed on the beaches of Santos Bay (ranging from 2 to 51 particles m2 ⋅ d–1). Given this discrepancy, a Generalized Additive Modeling approach was employed to integrate the PTM outputs with rainfall data to improve predictions of beached particles. Results confirmed that considering fluvial processes, could significantly improve the ability to predict rates of pellet accumulation (raising the explained deviance in observed inputs from 41 to 93%). Thus, the study highlights the potential to couple widely used dispersion models with metrics that describe fluvial forcing (rainfall and estuarine flushing) in order to better understand the spatio-temporal dynamics of microplastic debris transport and accumulation within dynamic coastal environments.

O maniqueísmo do título deste artigo antecipa o interesse em aqui analisar as particularidades da polarização da zona costeira em uma escala espacial mais abrangente. Tal análise é feita sob a ótica do ordenamento territorial, da abordagem ecossistêmica e da governança ambiental, e considera os fluxos e dinâmicas incidentes sobre a zona costeira em um contexto de desenvolvimento sustentável. Por meio do estudo de caso da Macrometrópole Paulista (MMP), seu Plano de Ação 2013-2040, e as ações propostas para seu litoral, reconhece-se que, tão perto da metrópole expandida, o litoral macrometropolitano segue longe de um caminho sustentável e socialmente justo. Argumenta-se que o planejamento espacial e a governança deste território demandam uma ampla revisão dos paradigmas que amparam os instrumentos setoriais e multissetoriais de gestão. Novos paradigmas devem considerar diferentes escalas espaciais, como a zona costeira, a zona econômica exclusiva e regiões metropolitanas adjacentes. Nesse sentido, faz-se necessário que o planejamento da MMP considere novos arranjos de governança que abarquem a dinamicidade do território e suas dimensões socioambientais e ecossistêmicas. Devem, ainda, incorporar macroprocessos tanto do ponto de vista administrativo e territorial quanto do ponto de vista socioambiental, incluindo os atores apropriados a essa escala e, em especial, garantindo a participação da sociedade civil.

Microplastic contamination of coastal environments is a global problem and pellets used in industrial processes are a persistent and worldwide form of microplastic pollution. Regions that host port and petrochemical facilities are well known sources of plastic pellets to local and adjacent coastal areas. This study assessed pellet densities over regional and local scales to provide a greater understanding of the spatio-temporal variation in inputs to sandy beaches. Pellets were used as a proxy to undertake a multi-scale assessment of the spatial (local vs. regional) and temporal (tides and weather) stranding of microplastics. Microplastic variability differed between local and regional scales. Regional variation was driven by weather (i.e., rainfall) and distance from source. Local-scale variability was driven by distance from source (along shore), tidal cycle, and beach hydrodynamics. Our results address the drivers of large spatio-temporal variability in microplastic pollution and provide useful information for monitoring programs by pointing to the need to consider variability in inputs over both regional and local scales.

Abstract The complexity of human-environment interactions in coastal areas represent management challenges, especially in the beach environment, important for its ecosystem services and contribution to human well-being. To overcome these challenges, ecosystem-based management proposes a more holistic and integrated approach, with a great contribution from scientific knowledge. We present here a review of Brazilian scientific production related to beach management, focusing on the Macrometrópole Paulista. The review showed that research on beach management is in an embryonic stage, being focused on biophysical information and without presenting indications for the application of the knowledge generated in decision-making processes. We conclude that it is imperative to invest in studies with an interdisciplinary, integrated and applied approach in order to promote the ecosystem approach. This is a worldwide challenge, and has been tackled by international initiatives such as the promotion of the United Nations Decade of Ocean Science for Sustainable Development.

Abstract The Environmental Impact Assessment (EIA) aims to analyze the environmental viability of projects, but exhibits problems that compromise its quality, such as the fragmented, technocratic and positivist vision. The prediction of environmental impacts can be improved using the ecosystem approach, considering the processes and the ecosystem services affected. The present work applied this approach in the expansion project of the Port of São Sebastião (São Paulo, Brazil), in which the EIA was judicially questioned, based on documental analysis and discussion by specialists. Unlike foreseen in the EIA, the analysis of oceanographic processes showed direct and indirect impacts on ecosystem services and benefits, irreversible and/or of great magnitude. The analysis also allowed an improvement to the comprehension not only on the effects on the environmental components and processes (hydrodynamics, sediment dynamics and biodiversity), but also on human well-being, evidencing the benefits of applying the ecosystem approach in the EIA.

A growing number of studies suggest a participatory ecosystem approach to support decision-making toward resilience and sustainability in social-ecological systems. Social-ecological resilience (SER) principles and practices are recommended to manage natural crises. However, it is necessary to broaden our understanding of SER on human-induced disturbances driven by economic development projects. In this paper we present the social-ecological system of Araçá Bay (Brazil), a small-scale fishery community that has experienced successive disturbances due to development projects since the 1930s. There was a lack of studies about the impacts of development projects in this bay. As part of a major project that aimed to build an ecosystem-based management plan for Araçá Bay through a participatory planning process, we focused on investigating fishers’ traditional ecological knowledge (TEK) to understand Araçá Bay’s small-scale fisheries social-ecological system. The objectives were to: (1) investigate fishers’ TEK regarding management practices and linked social mechanisms, human-induced disturbances and their consequences for the social-ecological system, ecosystem goods and services, and future threats; and (2) provide information based on TEK to the participatory planning process and analyze its contribution to Araçá Bay’s ecosystem-based management plan. Combined methods were used during 3 years of intense research-action (2014–2017): in-depth ethno-oceanographic interviews with expert fishers; monitoring Araçá Bay participatory meetings; and participant observation. Genuine local practices and social mechanisms from traditional culture were recorded, as well as TEK about 57 target fish species and methods to protect habitats and natural resources. Fishers also reported ecosystem disturbances and recovery processes. TEK was codified through SWOT analysis to assist the participatory planning process. Ecosystem services and threats based on TEK were brought to the participatory process, acknowledged by the participants, and incorporated into the management plan. TEK analysis proved to be an important methodology to provide historical environmental data regarding the impacts of development projects and support planning in disturbed ecosystems. In order to support coastal marine ecosystem-based management strategies toward SER and sustainability, researchers and practitioners should consider traditional territories in planning, recognize local practices and social mechanisms, and consider TEK on ecosystem goods and services and on historical human-induced disturbances.

Evaluation of relative (allometric) growth provides useful information to understand the development of organisms, as well as to aid in the management of fishery-exploited species. Usually, relative growth analyses use classical models such as the linear equation or the power function (allometric equation). However, these methods do not consider discontinuities in growth and may mask important biological information. As an alternative to overcome poor results and misleading interpretations, recent studies have suggested the use of more complex models, such as non-linear regressions, in conjunction with a model selection approach. Here, we tested differences in the performance of diverse models (simple linear regression, power function, and polynomial models) to assess the relative growth of the trigonal clam Tivela mactroides, an important fishing resource along the South American coast. Regressions were employed to relate parameters of the shell (length (L), width (W), height (H) and weight (SW)) among each other and with soft parts of the organism (dry weight (DW) and ash-free dry weight (ASDW)). Then, model selection was performed using the information theory and multi-model inference approach. The power function was more suitable to describe the relationships involving shell parameters and soft parts weight parameters (i.e., L vs. SW, DW, and AFDW, and SW vs. DW). However, it failed in unveiling changes in the morphometric relationships between shell parameters (i.e., L vs. W and H; W vs. H) over time, which were better described by polynomial functions. Linear models, in turn, were not selected for any relationship. Overall, our results show that more complex models (in this study polynomial functions) can unveil changes in growth related to modifications in environmental features or physiology. Therefore, we suggest that classical and more complex models should be combined in future studies of allometric growth of molluscs.

As Zonas Costeiras são responsáveis por uma ampla gama de funções ecológicas, mas também são objetos de preocupação por sua integridade e equilíbrio ambiental devido aos seus diferentes usos e às pressões sofridas. Tal cenário soma-se à não inclusão da percepção ambiental da população como estratégia de gestão e como modo de ampliar a participação da sociedade nesse processo, entendendo-se que, por sua vez, esta percepção pode ser influenciada pela classe etária e pelo tipo de relacionamento que as pessoas mantêm com o local. Este estudo objetiva avaliar diferenças nas percepções do ambiente marinho de indivíduos de classes etárias variadas (07 a 16 anos; 17 a 34 anos; 35 a 50 anos e maiores que 50 anos), considerando os indicadores: importância do local, senso de pertencimento, senso de responsabilidade e interesse, na região da Baía do Araçá, São Sebastião, São Paulo, Brasil. Com relação à importância do Araçá, os indivíduos mais jovens mostram-se ligados preferencialmente ao lazer que a baía proporciona e à pesca familiar. Já para os mais velhos, a pesca é tema de maior importância. Quanto ao senso de pertencimento, há uma diferença que depende parcialmente da classe etária, mas a maioria dos indivíduos entrevistados revela gostar de morar ali e usa a baía de diferentes formas. Os menores sensos de responsabilidades foram observados nos indivíduos de 17 a 34 anos, ao contrário da classe etária mais jovem. O distanciamento em relação à Baía do Araçá foi geralmente observado em indivíduos que não utilizam a baía de nenhuma forma ou não a conhecem muito bem, apesar de morarem ali desde o nascimento, independente da classe etária. Assim, constata-se que a percepção e o envolvimento com o local estão mais relacionados com o conhecimento, o uso e a criação de uma identidade com a região do que com a idade.

Coastal ecological and economic zoning (ZEEC) has been elaborated and implemented since 1988 in various scales and in fractions of the national territory with the objective of carrying out integrated environmental and territorial management actions. The diverse historical, political, economic and environmental contexts in which they were created denote their different effectiveness degrees. With the intention of carrying out an unprecedented quantitative and qualitative evaluation on this instrument, the Ministry of the Environment, in partnership with the Federal University of Rio Grande (FURG), Vale do Itajaí University (UNIVALI) and University de São Paulo (USP), developed a methodological framework that sought to combine the technical base of available information with the perception of social actors preponderant in the process. This method, developed given the lack of specific methodological references for this type of analysis, is presented here from the perspective of the results obtained with the evaluation of coastal EEZs in the country. The following steps were performed: 1 - Pre-planning; 2 – Documental analysis, with the construction of a systematized database; 3 - Elaboration of a system with 35 specific Indicators; 4 - Elaboration and application of semi-structured interviews in 16 coastal states of Brazil; 5 - Application of the Lickert Scale to the indicators; 6 - Individual analysis of the indicators by means of specific evaluation sheets; 7 - Validation workshop conducted with the presence of coastal states representatives; and 8 - Integrated analysis of indicators. The results indicate, if not to a favourable scenario, to a situation of consolidation and maturity of the management instrument, although not in a homogeneous way, along the Brazilian coast. Such diagnosed scenario does not necessarily indicate a better socio-environmental condition in a given territory, certainly the desired effect in this context. The methodological strategy applied, although it demanded a much longer time than originally planned, was satisfactory with regard to the collection and analysis of the EEZ. As an observation for future applications of the method, it is suggested the revision of certain indicators, especially with respect to the semi-structured interviews, which sometimes did not reflect the need to feed the indicator, as well as the transposition of the urgency of achieving the same.

Abstract This study examined the feeding habits of Micropogonias furnieri in Caraguatatuba Bay. Samples were collected monthly between May 2003 and October 2004 by trawling in two areas (southern and northern parts of the bay). The fish were measured and their stomach contents identified. The abundance was compared between areas and among months. M. furnieri was more abundant in the southern area and in the spring of 2003. The population was dominated by small immature individuals. This species had a varied diet, feeding on crustaceans, bivalve siphons, and polychaetes. The ingestion of bivalve siphons may be an opportunistic behavior, due to the presence of a large bank of the bivalve Tivela mactroides in the study area. The high proportion of unidentified organic matter in the stomach corroborates published reports that this species eats continuously and has rapid digestion. These results demonstrate that M. furnieri can be considered a carnivore, with a preference for benthic organisms.

A marine biological invasion is a natural process accelerated by human activities, and the crab Charybdis hellerii is an example of a globally widespread invasive species. This study evaluated color variation in C. hellerii and its relationship to the sex, size and sexual maturity of these crabs, and compared the efficiency of a freeware digital image-editing program with a commercially available program. The color of the individuals was analyzed using standardized digital images. The color pattern varied significantly with size; smaller and immature individuals were darker than larger and mature ones. The female abdomen changed in morphology and color with sexual maturity, becoming wider and orange-colored. There was no statistical difference in the color values between males and females and immature males did not show morphological or color differences in their abdomen. This study highlights the possible relationships of the color and physiological state of the reproductive system, which could help in future studies of behavior, avoiding the need to dissect and/or remove individuals from nature for assessment of sexual maturity. The freeware program showed the same efficiency in digital image analysis as a widely known commercial program.

Pomadasys corvinaeformis inhabits sandy and rocky bottoms in coastal waters, and is common in trawl samples taken from beaches. The species is very abundant on the Brazilian coast, and is of high economic and ecological importance. This study examined the spatio-temporal distribution, population biology and diet of P. corvinaeformis in Southeastern Brazil. Samples were taken by trawling monthly from August 2003 to October 2004, in two previously selected areas. The Northern area is more exposed to wave activity and is influenced by a river, functioning as a small estuary. In contrast, the Southern area is relatively sheltered from wave energy and influenced to a lesser degree by smaller rivers. The length of the specimens was measured, and the sex and gonadal stage were macroscopically identified. The abundance of this species was compared between areas and among months. The diet was analyzed seasonally by the frequency of occurrence, the percent volume, and the index of alimentary importance. P. corvinaeformis occurred in unequal proportions in the two study areas 86 in the Northern area and 14 in the Southern area and was found most abundant in May 2004, followed by June 2004. The proportion of mature and in-maturation individuals increased gradually from autumn to summer. Nine major groups of food items were recorded in the diet of P. corvinaeformis, and crustaceans comprised five of the categories: unidentified crustacean fragments, zoea larvae, amphipods, copepods and shrimps. In both, fish stomach and intestine, crustacean fragments were the most frequent item. The second most frequent items were shrimp in the stomach, and amphipods in the intestine mainly represented by their tubes. These results demonstrate that P. corvinaeformis can be considered a carnivore, with a preference on benthic organisms.

This study evaluated the population biology of Ctenosciaena gracilicirrhus (Perciformes: Sciaenidae) in a shallow non-estuarine coastal area of southeastern Brazil. Monthly samples were taken from October 2003 through October 2004, in two distinct areas at depths from 1 to 4 m. C. gracilicirrhus was generally among the most abundant fish species during the period. Its density was significantly higher in a single sampling month, May 2004, in the South area, which may be explained by its migratory behavior together with its preference for deeper areas. Such behavior may lead to bias in community estimates that use few or only seasonal samples. C. gracilicirrhus individuals ranged from 4.0 to 10.2 cm long, with a main mode from 7.5 to 9.0 cm and a significant decrease in mean size from June onward. The estimation of body growth parameters was compromised by this population feature. Similarly, the prey spectrum was difficult to determine because of the deteriorated condition of the stomach contents, although crustaceans were clearly the most important items ingested. Amphipoda was the only subgroup that could be identified more precisely, mainly by the construction of their tubes.

The state of the art of the studies on the production of Brazilian sandy beach macrofauna was analyzed on the basis of the data available in the literature. For this purpose, the representativeness of the production dataset was examined by latitudinal distribution, degree of exposure and morphodynamic state of beaches, taxonomic groups, and methods employed. A descriptive analysis was, further, made to investigate the trends in production of the more representative taxonomic groups and species of sandy beach macrofauna. A total of 69 macrofauna annual production estimates were obtained for 38 populations from 25 studies carried out between 22º56'S and 32º20'S. Production estimates were restricted to populations on beaches located on the southern and southeastern Brazilian coast. Most of the populations in the dataset inhabit exposed dissipative sandy beaches and are mainly represented by mollusks and crustaceans, with a smaller number of polychaetes. The trends in production among taxonomic groups follow a similar pattern to that observed on beaches throughout the world, with high values for bivalves and decapods. The high turnover rate (P/B ratio) of the latter was due to the presence of several populations of the mole crab Emerita brasiliensis, which can attain high values of productivity, in the dataset. Most of the studies focus on the comparison of production and, especially, of P/B ratio according to life history traits in populations of the same species/taxonomic group. Despite the importance of life history-production studies, other approaches, such as the effect of man-induce disturbances on the macrofauna, should be undertaken in these threatened environments.O estado da arte dos estudos de produção da macrofauna de praias arenosas brasileiras foi analisado a partir de informações disponíveis na literatura. Para essa finalidade, a representatividade dos dados de produção foi examinada de acordo com a distribuição latitudinal, grau de exposição e estado morfodinâmico das praias, grupos taxonômicos e métodos empregados. Além disso, foi realizada uma análise descritiva para investigar tendências da produção dos grupos taxonômicos e das espécies mais representativas da macrofauna de praias arenosas. Um total de 69 estimativas de produção referentes a 38 populações da macrofauna foi obtido a partir de 35 estudos realizados entre 22º56'S e 32º20'S. Estimativas de produção foram restritas a populações de praias situadas no sul e sudeste da costa brasileira. A maior parte das populações estudadas habita praias arenosas expostas dissipativas e é representada principalmente por moluscos e crustáceos, com um número menor de poliquetas. As tendências da produção entre os grupos taxonômicos seguiram um padrão similar ao observado em praias ao longo do mundo, com altos valores para bivalves e decápodes. A alta taxa de renovação (razão P/B) dos decápodes foi devido à presença de diversas estimativas para populações do caranguejo Emerita brasiliensis, as quais alcançam altos valores de produtividade. A maior parte dos estudos aborda a comparação da produção e, especialmente, da razão P/B, de acordo com características da história de vida de populações da mesma espécie e/ou com grupo taxonômico. Apesar da importância de estudos com esse enfoque, outras abordagens, tais como o efeito de distúrbios induzidos pelo homem sobre a macrofauna, deveriam ser empregadas nesses ambientes ameaçados.

The diet was identified and quantified. M. americanus occurred in equal proportions in the two study areas, being most abundant in April 2004, followed by December 2003 and January 2004. The population was dominated by small immature individuals. The few individuals in maturation or mature that were captured showed no seasonal pattern of distribution. This species had a varied diet, feeding on worms (nemerteans, sipunculans and echiurans), mollusks (bivalves and cephalopods), polychaetes, crustaceans and fish. The presence of intact nematodes in the intestine suggests that these are parasites. The results demonstrated that M. americanus has a homogeneous spatial and temporal distribution in Caraguatatuba Bay, being uniformly distributed between the south and north areas as well as across the months. This species can be considered a carnivorous predator, showing a preference for consuming benthic sandy-beach species such as glycerids and other polychaetes, crustaceans, and bivalve siphons.Este estudo teve como objetivo avaliar a distribuição espaço-temporal, biologia populacional e dieta de Menticirrhus americanus da baía de Caraguatatuba. Foram realizadas coletas mensais entre agosto de 2003 a outubro de 2004, utilizando redes de arrasto em duas áreas previamente selecionadas. A área norte é mais expostas à atividade de onda e é influenciada por um rio, constituindo um pequeno estuário. Por outro lado, a área sul é relativamente protegida da energia das ondas e sofre pouca influência dos rios. Os indivíduos coletados foram medidos e identificados macroscopicamente quanto ao sexo e o estádio gonadal. A abundância da espécie foi comparada entre as áreas e entre os meses de coleta. Para a dieta os itens alimentares encontrados foram identificados e quantificados. M. americanus apresentou proporções equivalentes nas duas áreas de estudo, sendo mais abundante em abril de 2004, seguido por dezembro de 2003 e janeiro de 2004. A população região é composta por indivíduos imaturos, e os poucos indivíduos maduros ou em maturação capturados não apresentaram padrão de distribuição ao longo do ano. A espécie mostrou uma dieta variada, alimentando-se de vermes (nemertideos, sipúnculos e equiúros), moluscos (bivalves e cefalópodes), poliquetas, crustáceos e peixes. A presença de nematóides intactos na porção do intestino sugere uma relação parasitária. Os resultados demonstraram que os indivíduos de Menticirrhus americanus estiveram uniformemente distribuídos nas áreas norte e sul e também ao longo do ano. A espécie pode ser considerada predadora e carnívora, mostrando preferência na alimentação por espécies bentônicas de fundos não consolidados, tais como geicerídeos e outros poliquetas, crustáceos e sifões de bivalves.

Ecosystems may reflect environmental changes in many respects, from the debilitation of individuals to alterations in community composition. Equally, population parameters may provide reliable indications of environmental changes. Members of the sciaenid fish genus Stellifer are usually very abundant where they occur, often with two or more species living in sympatry. Here, the population dynamics of three Stellifer species from southeastern Brazil were assessed. Sampling was carried out in shallow marine areas of Caraguatatuba Bay, from August 2003 to October 2004. The species evaluated were Stellifer rastrifer (n=3183), S. brasiliensis (n=357) and S. stellifer (n=116). The area under greater continental influence tended to support more, but smaller individuals. Size variations over time were similar among species and negatively correlated with Krel, which showed smooth fluctuations. The general length-frequency distribution was concentrated between 6.0 and 9.0 cm, and the great majority of females did not present mature gonads during the sampling period. The findings support the existence of a stratification by size for these species, indicating that the area is essential for the development of younger fish. Failure to consider these characteristics for the management of similar areas may have serious implications for these environments.Os ecossistemas podem refletir mudanças ambientais em muitos aspectos, desde o enfraquecimento dos indivíduos até alterações na composição da comunidade. Do mesmo modo, os parâmetros populacionais podem fornecer indicações confiáveis de mudanças ambientais. Sciaenídeos do gênero Stellifer são peixes geralmente muito abundantes e em suas populações é frequente a ocorrência de duas ou mais espécies simpátricas. No presente trabalho, a dinâmica populacional de três espécies de Stellifer do sudeste do Brasil foi avaliada. A amostragem ocorreu em águas rasas das zonas marinhas da Baía de Caraguatatuba, de agosto de 2003 a outubro de 2004. As espécies avaliadas foram Stellifer rastrifer (n = 3.183), S. brasiliensis (n = 357) e S. stellifer (n = 116). Os resultados mostraram que a área sob maior influência continental tende a suportar um número maior de indivíduos menores. Variações de tamanho ao longo do tempo foram semelhantes entre as espécies e negativamente correlacionadas com o Krel, que apresentou flutuações suaves. De modo geral a distribuição de freqüência de comprimento ficou concentrada entre 6,0 e 9,0 cm e para a grande maioria das fêmeas as gônadas se apresentaram imaturas durante o período avaliado. Os resultados suportam a existência de estratificação populacional por tamanho dentro destas espécies, indicando que a área é apropriada para o desenvolvimento de juvenis. A desconsideração de tais características pode acarretar sérias implicações para a gestão dessas áreas.

The composition and seasonal variation of brachyuran and anomuran species associated with mussel farms were evaluated at Praia da Cocanha, São Paulo between May 2007 and February 2008. Nine mussel ropes were sampled at random in each quarter, and 1,208 organisms were identified, comprising five families and 28 species. The most numerous species was the porcellanid Pachycheles laevidactylus (18.5%), followed by the xanthids Acantholobulus schmitti (16.6%), Hexapanopeus paulensis (11.3%), Panopeus americanus (10.2%), and Menippe nodifrons (8.4%). The exotic crab Charybdis hellerii was recorded throughout the study period. The ecological descriptors, except Pielou evenness index, varied significantly over the time. The highest abundance and diversity of the species were recorded during November and February. This pattern was reversed for Berger-Parker dominance, with the lowest values recorded in February. The development of epifauna was correlated with the different stages of the mussel farms, since the mean size of mussels and consequently the abundance of epibiotic organisms and the structural complexity on the mussel ropes increased from May (seeding) until February (harvest). Despite this, the temporal population variations in recruitment patterns of the different epibionts should not be overlooked. The results indicated that the mussel farms provided favorable conditions for the development of these crustacean groups, which could be used in environmental monitoring programs and / or be exploited for the aquarium trade.

Stranding combined with mass-mortality events of sandy-beach organisms is a frequent but little-understood phenomenon, which is generally studied based on discrete episodes. The frequency, magnitude, and possible causes of stranding and mass-mortality events of the trigonal clam Tivela mactroides were assessed based on censuses of stranded individuals, every four days from September 2007 through December 2008, in Caraguatatuba Bay, southeastern Brazil. Stranded clams were classified as dying (closed valves did not open when forced) or dead (closed valves were easily opened). Information on wave parameters and the living intertidal clam population was used to assess possible causes of stranding. This fine-scale monitoring showed that stranding occurred widely along the shore and year-round, with peaks interspersed with periods of low or no mortality. Dead clams showed higher mean density than dying individuals, but a lower mean shell length, attributed to a higher tolerance to desiccation of larger individuals. Wave height had a significant negative relationship to the density of dying individuals, presumed to be due to the accretive nature of low-energy waves: when digging out, clams would be more prone to be carried upward and unable to return; while larger waves, breaking farther from the beach and with a stronger backwash, would prevent stranding in the uppermost areas. This ecological finding highlights the need for refined temporal studies on mortality events, in order to understand them more clearly. Last, the similar size structure of stranded clams and the living population indicated that the stranded individuals are from the intertidal or shallow subtidal zone, and reinforces the ecological and behavioral components of this process, which have important ecological and socioeconomic implications for the management of this population.

The molluscan macrofauna from 13 oceanic sheltered intertidal unconsolidated environments and its relationship with abiotic factors were studied in order to establish the degree of species richness and to understand the role environment plays in structuring such assemblages. Four distinct intertidal habitat types were recognized based on molluscan assemblage descriptors (diversity, richness and density) and abiotic characteristics. The mean grain size (in phy units) and the beach slope showed a negative relationship with the diversity, richness and density. Coarser sediments were favorable to molluscan fauna in the study areas, contrasting the well-known negative effect of this type of sand on fauna in typical oceanic beaches. The low-tide terraces, typical from tide-dominated areas, and the presence of physical (rocky fragments) and biogenic (gravel) structures, were also associated to the higher values of richness. The high richness in the study area as a whole seemed to be a direct consequence of its environmental heterogeneity, once it was composed by quite distinct habitat types.A malacofauna de 13 ambientes oceânicos, protegidos, entremarés e não-consolidados e sua relação com os fatores abióticos foram estudados com o intuito de conhecer a riqueza de espécies e compreender o papel dos fatores abióticos na estruturação das associações. Quatro tipos distintos de ambiente entremarés foram reconhecidos com base nos descritores da comunidade (diversidade, riqueza e densidade) e nas características abióticas. O tamanho médio do grão de areia (em phy) e a inclinação da praia mostraram uma relação negativa com a diversidade, riqueza e densidade. Sedimentos grossos foram favoráveis à fauna de moluscos nas áreas estudadas, contrastando o bem conhecido efeito negativo deste tipo de areia sobre a fauna em praias oceânicas típicas. Os terraços de maré baixa, típicos de áreas dominadas pela maré, e a presença de estruturas biogênicas, tais como fragmentos rochosos e cascalho, estiveram também associados aos altos valores de riqueza. O grande número de espécies registrado na área estudada como um todo parece ser uma conseqüência direta desta heterogeneidade ambiental, uma vez que esta é composta por tipos de ambientes altamente distintos.

Hermit crabs use gastropod shells as shelter and are adapted to follow chemical cues released from tissues of dead or injured gastropods as a way to find new and more adequate shells. The species composition, crab size, shell types adequacy and physical condition were compared between attracted individuals and crabs collected in previous samples. The previous sampling was carried out in five areas before each experiment. Then, five baits of crushed gastropods in nylon net bags were installed in these areas. Three samples were taken at 30min intervals, capturing all crabs within a circle of 60cm diameter. Attraction of hermit crabs was tested for four different gastropod baits to verify specificity of the chemical cues. Clibanarius antillensis, Pagurus brevidactylus and Paguristes tortugae were collected in the study area. Pagurus brevidactylus, the smallest species, turned out to be more attracted than the 2 other species. The results showed that attracted crabs utilized more gastropod shell types than that collected in previous samples, however shell utilization pattern did not differ between them. Attracted animals were slightly smaller (shield length) than those collected in the previous samples but did not present significant differences in shell adequacy and condition. The four experimental baits attracted the crabs in similar ways not indicating a specific response from the crabs. The fact that attracted animals were smaller suggested that the attraction to dead gastropods might enable the acquisition of a new and larger shell and, consequently, chains of shell exchange between the attracted crabs.Ermitões utilizam conchas de gastrópodes para abrigo. Conchas novas e mais adequadas podem ser encontradas pelos ermitões pois estes são atraídos por substâncias químicas liberadas pelos tecidos de gastrópodes feridos ou mortos. A adequação, condição e tipo das conchas e a composição de espécies e o tamanho dos ermitões foram comparados entre indivíduos atraídos e os coletados em amostras prévias. Estes últimos ermitões foram coletados em 5 áreas antes de cada experimento. Nestes experimentos, sacos de tela de nylon contendo um gastrópode amassado foram colocadas nas áreas de atração. Foram obtidas 3 amostras por área em intervalos de 30 minutos, coletando-se todos os ermitões dentro de um raio de 30cm em volta da isca. Foi testada a atração a iscas de 4 espécies de gastrópodes para observar a possibilidade de especificidade ao sinal químico. Clibanarius antillensis, Pagurus brevidactylus e Paguristes tortugae foram coletados na área de estudo. Pagurus brevidactylus, a menor espécie, mostrou ser mais atraída do que as outras duas espécies. Verificou-se que os ermitões atraídos utilizaram maior número de tipos de conchas do que os coletados nas amostras prévias, contudo o padrão de utilização de conchas não diferiu. Os ermitões atraídos foram ligeiramente menores (comprimento do escudo cefalotorácico) do que os coletados nas amostras prévias mas não mostraram diferenças significativas na condição e adequação das conchas. Os 4 experimentos utilizando diferentes iscas atraíram os ermitões de forma semelhante não havendo indicação de resposta específica. O fato dos ermitões atraídos serem menores que os das amostras prévias sugere que a atração aos gastrópodes mortos pode possibilitar a aquisição de conchas novas e maiores e, conseqüentemente, a ocorrência de uma cadeia de trocas de conchas entre os ermitões atraídos

Not only seasonality but also taxonomic resolution of prey categories has been shown to affect diet studies. We analyzed the stomach contents of three sympatric species, Stellifer rastrifer, S. brasiliensis and S. stellifer, sampled monthly from August 2003 to October 2004 in Caraguatatuba Bay, southeastern Brazil. General characteristics and similarities among their diets were evaluated by considering high taxonomic ranks of all prey groups, and also the lower taxonomic ranks of the main prey groups. Dietary similarity was relatively high among species and low between seasons, and both evaluation criteria gave the equivalent results. The rare items, however, provided information about resource partition, and the species compositions of the most important groups were apparently good indicators of food availability.

The use of indirect estimates of ghost-crab populations to assess beach disturbance has several advantages, including non-destructiveness, ease and low cost, although this strategy may add some degree of noise to estimates of population parameters. Resolution of these shortcomings may allow wider use of these populations as an indicator of differences in quality among beaches. This study analyzed to what extent the number of crab burrows may diverge from the number of animals, considering beach morphology, burrow depth and signs of occupation as contributing factors or indicators of a higher or lower occupation rate. We estimated the occupation rate of crabs in burrows on nine low-use beaches, which were previously categorized as dissipative, intermediate or reflexive. Three random 2-m-wide transects were laid perpendicular to the shoreline, where burrows were counted and excavated to search for crabs. The depth and signs of recent activity around the burrows were also recorded. The occupation rate differed on the different beaches, but morphodynamics was not identified as a grouping factor. A considerable number of burrows that lacked signs of recent activity proved to be occupied, and the proportions of these burrows also differed among beaches. Virtually all burrows less than 10 cm deep were unoccupied; the occupation rate tended to increase gradually to a burrow depth of 20-35 cm. Other methods (water, smoke, and traps) were applied to measure the effectiveness of excavating as a method for burrow counts. Traps and excavation proved to be the best methods. These observations illustrate the possible degree of unreliability of comparisons of beaches based on indirect measures. Combining burrow depth assessment with surrounding signs of occupation proved to be a useful tool to minimize biases.

The madamango sea catfish, Cathorops spixii (Siluriformes: Ariidae), is often among the most abundant fishes on the South American Atlantic coast. In the present study, conducted in shallow, non-estuarine coastal areas of Caraguatatuba Bight in southeastern Brazil, collections of this species, the most abundant member of the ichthyofauna, included primarily medium-sized individuals, indicating that the area may play a specific role in their development. Although studies of the local ichthyofauna have been much neglected, the area is economically important and its ecological significance is undervalued. This study primarily treats habitat use by C. spixii, assessing certain population parameters and the dietary composition. Monthly samples were taken from August 2003 through October 2004, with three trawls in two areas, corresponding to depths of about 1 to 4 m. The catfish showed two main peaks of abundance in the area, in April/May and July 2004. A mode around 9 cm SL persisted through time, and the entrance of younger recruits peaked from January to April. The low estimate for body-growth parameters (K = 0.16) corroborates some K-strategist characteristics of the species. The asymptotic length was 27.3 cm SL and total mortality (Z) was 1.01 yr(-1). Cathorops spixii showed an omnivorous feeding habit, preying mainly upon polychaetes, copepods and bivalves, with considerable seasonality in its diet.

Abstract Investigations of patterns of distribution of sandy beach macrofauna show that dissipative beaches tend to concentrate higher richness and biomass at the intertidal zone, as well as better fitness and larger sizes of a species, than reflective beaches. For supralittoral crustaceans, these trends are inverted, as predicted by the habitat safety hypothesis (HSH). For ghost-crabs, however, higher population abundance has been observed on dissipative beaches, but their life-history traits and the response to different beach morphologies were not well defined. Here, variation in crab size and growth was evaluated over a one year period using indirect measures from three low-impact beaches on the northern coast of São Paulo State, southeastern Brazil. These beaches represent the three basic types of morphodynamics: dissipative (Costa beach), intermediate (Felix beach) and reflective (Puruba beach). At each site, five 2m wide transects were randomly selected each month, and assessed across the crabs' entire area of occurrence. The fit of the von Bertalanffy body growth model was compared among sites. For all three beaches, a main mode due to the settlement of juveniles (mm) was identified in August and September. In the following summer, according to growth estimates, the settlement group would be approximately the same size as the main mode (mm) that was recorded during the previous summer. Specifically, the growth parameters estimated were: Costa (dissipative) L∞= 46.36mm, K= 0.90year-1 and t0= -0.19; Félix (intermediate) L∞= 57.95mm, K= 0.87year-1 and t0= -0.12; Puruba (reflective) L∞= 53.01mm, K= 1.11year-1 and t0= -0.07. The body growth adjustments were similar between Puruba and Felix, but distinct from Costa. Growth performance indexes ranged from 3.29 (Costa) to 3.46 (Félix) and 3.49 (Puruba), indicating both the homogeneity of this parameter among distinct beaches and close agreement between the intermediate and reflective beaches. This study suggests that variations in the development of ghost crabs concur with those observed for other supralittoral, crustaceans and the habitat safety hypothesis, with higher individual fitness for reflective beaches.

Abstract In August 2019, an oil spill incident washed the coast in Brazil affecting some of the country’s most visited and preserved beaches in Northeast and Southeast. This paper argues that the influence of power disconnects delayed the proper actions. Power disconnects occur when the victims of environmental harm (residents of northeastern and southeastern Brazil) lack power to prevent it or, conversely, when those who do have the power to protect the environment (the Brazilian government and the international community) do not experience the costs of degradation. Although Brazil has emerged as an environmental leader in the international arena in the past, it has fallen behind on the improvements that are needed to prevent spills like this from affecting coastal communities and biodiversity in the future. Ultimately, as long as political injustices persist, ecological disasters will continue, and Governance will not improve.
