Major multi-reservoir cascades represent a primary mechanism for dealing with hydrologic variability and extremes within institutionally complex river basins worldwide. These coordinated management processes fundamentally reshape water balance dynamics. Yet, multi-reservoir coordination processes have been largely ignored in the increasingly sophisticated representations of reservoir operations within large-scale hydrological models. The aim of this paper is twofold, namely (i) to provide evidence that the common modeling practice of parameterizing each reservoir in a cascade independently from the others is a significant approximation and (ii) to demonstrate potential unintended consequences of this independence approximation when simulating the dynamics of hydrological extremes in complex reservoir cascades. We explore these questions using the Water Balance Model, which features detailed representations of the human infrastructure coupled to the natural processes that shape water balance dynamics. It is applied to the Upper Snake River basin in the western US and its heavily regulated multi-reservoir cascade. We employ a time-varying sensitivity analysis that utilizes the method of Morris factor screening to explicitly track how the dominant release rule parameters evolve both along the cascade and in time according to seasonal high- and low-flow events. This enables us to address aim (i) by demonstrating how the progressive and cumulative dominance of upstream releases significantly dampens the ability of downstream reservoir rules' parameters to influence flow conditions. We address aim (ii) by comparing simulation results with observed reservoir operations during critical low-flow and high-flow events in the basin. Our time-varying parameter sensitivity analysis with the method of Morris clarifies how independent single-reservoir parameterizations and their tacit assumption of independence leads to reservoir release behaviors that generate artificial water shortages and flooding, whereas the observed coordinated cascade operations avoided these outcomes for the same events. To further explore the role of (non-)coordination in the large deviations from the observed operations, we use an offline multi-reservoir water balance model in which adding basic coordination mechanisms drawn from the observed emergency operations is sufficient to correct the deficiencies of the independently parameterized reservoir rules from the hydrological model. These results demonstrate the importance of understanding the state–space context in which reservoir releases occur and where operational coordination plays a crucial role in avoiding or mitigating water-related extremes. Understanding how major infrastructure is coordinated and controlled in major river basins is essential for properly assessing future flood and drought hazards in a changing world.

Observations show increases in river discharge to the Arctic Ocean especially in winter over the last decades but the physical mechanisms driving these changes are not yet fully understood. We hypothesize that even in the absence of a precipitation increase, permafrost degradation alone can lead to increased annual river runoff. To test this hypothesis we perform 12 millennium-long simulations over an idealized hypothetical watershed (1 km2) using a distributed, physically based water balance model (Water flow and Balance Simulation Model, WaSiM). The model is forced by both a hypothetical warming defined by an air temperature increase of 7.5 ∘C over 100 years, and a corresponding cooling scenario. To assess model sensitivity we vary soil saturated hydraulic conductivity and lateral subsurface flow configuration. Under the warming scenario, changes in subsurface water transport due to ground temperature changes result in a 7%–14% increase in annual runoff accompanied by a 6%–20% decrease in evapotranspiration. The increase in runoff is most pronounced in winter. Hence, the simulations demonstrate that changes in permafrost characteristics due to climate warming and associated changes in evapotranspiration provide a plausible mechanism for the observed runoff increases in Arctic watersheds. In addition, our experiments show that when lateral subsurface moisture transport is not included, as commonly done in global-scale Earth System Models, the equilibrium water balance in response to the warming or cooling is similar to the water balance in simulations where lateral subsurface transport is included. However, the transient changes in water balance components prior to reaching equilibrium differ greatly between the two. For example, for high saturated hydraulic conductivity only when lateral subsurface transport is considered, a period of decreased runoff occurs immediately after the warming. This period is characterized by a positive change in soil moisture storage caused by the soil moisture deficit developed during prior cooling.

Careful allotment of water resources for irrigation is critical for ensuring the resiliency of agriculture in semiarid regions, and modernizing irrigation technology to minimize inefficient water losses is an important tool for farmers and agricultural economies. While modernizing irrigation technology can achieve reductions in the nonbeneficial use of water, such as bare soil evaporation and nonconsumptive losses, water returned to the landscape is also reduced, often eliminating flow paths that other users rely on. In basins using a combination of surface and groundwater, replenishing aquifer storage by the managed aquifer recharge (MAR) of seasonally available water can mitigate the aquifer drawdown that results from reduced recharge when irrigation efficiency is improved. We examine the effects of MAR on the system-scale efficiency of modernizing irrigation technology and the resulting changes in the reuse of nonconsumptive losses, using a macroscale hydrologic model applied to the semiarid upper Snake River basin (USRB) of western Wyoming and southern Idaho, USA. Irrigation technologies were represented explicitly in the model, and available data informed baseline parameterizations of the irrigation technology. A suite of parameterizations were simulated that updated the existing technologies to be more efficient, both with and without sufficient MAR to cause a stabilization of the aquifer at the present-day head. As expected, simulated changes in irrigation technology resulted in greater downstream export of pristine water and a higher rate of aquifer drawdown when MAR was not simulated. Under current water use and cropping patterns, we were not able to simulate aquifer stabilization and maintain discharge downstream at any level of irrigation efficiency. We found support for the hypothesis that, as efficiency improves, less MAR is required to maintain a stable aquifer than when return flows are reduced due to increased efficiency. To evaluate the hypothesis, we defined the management benefit as a metric that compared the difference between the change in irrigation's net recharge and the change in MAR required as irrigation technology became more efficient. The metric generally indicated that less MAR was needed than net recharge was lost, but only for the most efficient case did the management benefit exceed the MAR needed at the baseline to stabilize the aquifer. Increasing efficiency of irrigation technology reduced the reuse of the gross irrigation derived from prior nonconsumptive losses, but simulating MAR increased reuse for a given parameterization, leading to higher effective irrigation efficiency. We find that local groundwater storage that users depend on is generally more sensitive to management decisions than downstream flows, and the drawdown of the aquifer without MAR always exceeded any decrease in discharge induced by MAR. Improving resource sufficiency in semiarid systems like the USRB will require an array of solutions that will need to balance benefits to local and downstream users.

Water stored in the form of snow and glaciers in the High Mountain Asia (HMA) region regulates the water supply, and resultant water-based economies, that support the livelihoods of millions of people. Trends in the seasonal and long-term melting of snow and glaciers, governed by initial ice reserves, meteorological factors and geographic features, vary across sub-basins in the HMA region. We examined the economic impacts of climate-led changes in river flow in two drainage basins, one each from the Karakoram and Central Himalaya region. We used an integrated assessment framework to estimate the changes in economic value of the hydropower generation from hydropower plants on rivers fed by snow and glacier melt in the two sub-basins. The framework, developed under a NASA High Mountain Asia project, coupled biophysical models (a suite of climate models, snow/glacier-hydrology, and hydropower model) with economic analysis. We compared the differences in estimated river flow over historic and future time using the water balance model in sixteen scenarios (eight climate models and two emissions scenarios) for rivers upstream of hydropower plants in each sub-basin. Using the hydropower model we developed, we estimated the changes in hydropower generation at the Naltar IV hydropower plant, with an 18 MW capacity, located in Hunza, Karakoram, and the Trishuli hydropower plant, with a 19.6 MW capacity, in Trishuli, Central Himalaya. When compared to their baselines, the estimated impact of climate change and temporal variability were higher for the Naltar plant than for the Trishuli plant. Our sensitivity analysis shows that hydropower plants with water storage facilities help reduce the impact of changes, but the estimated impacts are higher for the higher capacity plants. This study provides an example of the differential impacts of climate change on hydropower plants located in rivers fed by varying amounts of snow and glacier melt at different decades in this century. This type of integrated assessment of climate change impact will support the scientific understanding of hydrologic flow and its impacts on a hydropower economy under various climate scenarios, as well as generate information about water resource management in a changing climate.

In response to increasing demand for food, Chinese agriculture has both expanded and intensified over the past several decades. Irrigation has played a key role in increasing crop production, and groundwater is now an important source of irrigation water. Groundwater abstraction in excess of recharge (which we use here to estimate groundwater mining) has resulted in declining groundwater levels and could eventually restrict groundwater availability. In this study we used a hydrological model, WBMplus, in conjunction with a process based crop growth model, DNDC, to evaluate Chinese agriculture's recent dependence upon mined groundwater, and to quantify mined groundwater-dependent crop production across a domain that includes variation in climate, crop choice, and management practices. This methodology allowed for the direct attribution of crop production to irrigation water from rivers and reservoirs, shallow (renewable) groundwater, and mined groundwater. Simulating 20 years of weather variability and circa year 2000 crop areas, we found that mined groundwater fulfilled 20%-49% of gross irrigation water demand, assuming all demand was met. Mined groundwater accounted for 15%-27% of national total crop production. There was high spatial variability across China in irrigation water demand and crop production derived from mined groundwater. We find that climate variability and mined groundwater demand do not operate independently; rather, years in which irrigation water demand is high due to the relatively hot and dry climate also experience limited surface water supplies and therefore have less surface water with which to meet that high irrigation water demand.

Unsustainable water use challenges the capacity of water resources to ensure food security and continued growth of the economy. Adaptation policies targeting future water security can easily overlook its interaction with other sustainability metrics and unanticipated local responses to the larger-scale policy interventions. Using a global partial equilibrium grid-resolving model SIMPLE-G, and coupling it with the global Water Balance Model, we simulate the consequences of reducing unsustainable irrigation for food security, land use change, and terrestrial carbon. A variety of future (2050) scenarios are considered that interact irrigation productivity with two policy interventions— inter-basin water transfers and international commodity market integration. We find that pursuing sustainable irrigation may erode other development and environmental goals due to higher food prices and cropland expansion. This results in over 800 000 more undernourished people and 0.87 GtC additional emissions. Faster total factor productivity growth in irrigated sectors will encourage more aggressive irrigation water use in the basins where irrigation vulnerability is expected to be reduced by inter-basin water transfer. By allowing for a systematic comparison of these alternative adaptations to future irrigation vulnerability, the global gridded modeling approach offers unique insights into the multiscale nature of the water scarcity challenge.

Depletion of groundwater aquifers across the globe has become a significant concern, as groundwater is an important and often unsustainable source of irrigation water. Simultaneously, the field of water resource management has seen a lively debate over the concepts and metrics used to assess the downstream re-use of agricultural runoff, with most studies focusing on surface water balances. Here, we bring these two lines of research together, recognizing that depletion of aquifers leads to large amounts of groundwater entering surface water storages and flows by way of agricultural runoff. While it is clear that groundwater users will be impacted by reductions in groundwater availability, there is a major gap in our understanding of potential impacts downstream of groundwater pumping locations. We find that the volume of unsustainable groundwater that is re-used for irrigation following runoff from agricultural systems is nearly as large as the volume initially extracted from reservoirs for irrigation. Basins in which the volume of irrigation water re-used is equal to or greater than the volume of water initially used (which is possible due to multiple re-use of the same water) contain 33 million hectares of irrigated land and are home to 1.3 billion people. Some studies have called for increasing irrigation efficiency as a solution to water shortages. We find that with 100% irrigation efficiency, global demand for unsustainable groundwater is reduced by 52%, but not eliminated. In many basins, increased irrigation efficiency leads to significantly decreased river low flows; increasing irrigation efficiency to 70% globally decreases total surface water supplies by 600 km3 yr−1. These findings illustrate that estimates of aquifer depletion alone underestimate the importance of unsustainable groundwater to sustaining surface water systems and irrigated agriculture.

The Rapid Integrated Mapping and analysis System (RIMS) has been developed at the University of New Hampshire as an online instrument for multidisciplinary data visualization, analysis and manipulation with a focus on hydrological applications. Recently it was enriched with data and tools to allow more sophisticated analysis of interdisciplinary data. Three different examples of specific scientific applications with RIMS are demonstrated and discussed. Analysis of historical changes in major components of the Eurasian pan-Arctic water budget is based on historical discharge data, gridded observational meteorological fields, and remote sensing data for sea ice area. Express analysis of the extremely hot and dry summer of 2010 across European Russia is performed using a combination of near-real time and historical data to evaluate the intensity and spatial distribution of this event and its socioeconomic impacts. Integrative analysis of hydrological, water management, and population data for Central Asia over the last 30 years provides an assessment of regional water security due to changes in climate, water use and demography. The presented case studies demonstrate the capabilities of RIMS as a powerful instrument for hydrological and coupled human-natural systems research.

We present an approach and first results of a collaborative project being carried out by a joint team of researchers from the Institute of Monitoring of Climatic and Ecological Systems, Russia and Earth Systems Research Center UNH, USA. Its main objective is development of a hardware and software platform prototype of a Distributed Research Center (DRC) for monitoring and projecting of regional climatic and environmental changes in the Northern extratropical areas. The DRC should provide the specialists working in climate related sciences and decision-makers with accurate and detailed climatic characteristics for the selected area and reliable and affordable tools for their in-depth statistical analysis and studies of the effects of climate change. Within the framework of the project, new approaches to cloud processing and analysis of large geospatial datasets (big geospatial data) inherent to climate change studies are developed and deployed on technical platforms of both institutions. We discuss here the state of the art in this domain, describe web based information-computational systems developed by the partners, justify the methods chosen to reach the project goal, and briefly list the results obtained so far.

This chapter provides a brief description of the information resources currently supporting environmental studies of Siberia including key references and points of contact. It describes environmental, hydrological, and meteorological datasets available for Siberia as well as the tools developed to organize and seamlessly deliver these data to the international research community for studying regional environmental and climatic dynamics of the ongoing global changes. Three-hour and daily datasets of major meteorological characteristics measured at the Siberian weather stations and relevant metadata sets are the first tangible resources available to the researchers. However, most of the Siberian territory is sparsely populated and the observational networks that provide regional in situ observations are also sparse. Therefore, other information resources described below are based upon, or include as their integral part, remote sensing and model output data. These resources are (a) land information system for Siberia that includes cartographical materials, data of different inventories and surveys, diverse databases of in situ measurements and remote sensing products, and numerous auxiliary models for assessment of relevant biophysical indicators of Siberian ecosystems; (b) remote sensing Earth observation products and tools for data search, data access, data visualization, and analysis over Siberia; and (c) a suite of online systems to monitor, process, visualize, analyze, and access Earth science remote sensing products and regional climatic and meteorological geospatial datasets, as well as a variety of geospatial data on climate, climate forecast, hydrology, hydrological forecast, environmental remote sensing, socioeconomic information, etc.

With increasing pressure placed on natural systems by growing human populations, both scientists and resource managers need a better understanding of the relationships between cumulative stress from human activities and valued ecosystem services. Societies often seek to mitigate threats to these services through large-scale, costly restoration projects, such as the over one billion dollar Great Lakes Restoration Initiative currently underway. To help inform these efforts, we merged high-resolution spatial analyses of environmental stressors with mapping of ecosystem services for all five Great Lakes. Cumulative ecosystem stress is highest in near-shore habitats, but also extends offshore in Lakes Erie, Ontario, and Michigan. Variation in cumulative stress is driven largely by spatial concordance among multiple stressors, indicating the importance of considering all stressors when planning restoration activities. In addition, highly stressed areas reflect numerous different combinations of stressors rather than a single suite of problems, suggesting that a detailed understanding of the stressors needing alleviation could improve restoration planning. We also find that many important areas for fisheries and recreation are subject to high stress, indicating that ecosystem degradation could be threatening key services. Current restoration efforts have targeted high-stress sites almost exclusively, but generally without knowledge of the full range of stressors affecting these locations or differences among sites in service provisioning. Our results demonstrate that joint spatial analysis of stressors and ecosystem services can provide a critical foundation for maximizing social and ecological benefits from restoration investments.

Protecting the world’s freshwater resources requires diagnosing threats over a broad range of scales, from global to local. Here we present the first worldwide synthesis to jointly consider human and biodiversity perspectives on water security using a spatial framework that quantifies multiple stressors and accounts for downstream impacts. We find that nearly 80% of the world’s population is exposed to high levels of threat to water security. Massive investment in water technology enables rich nations to offset high stressor levels without remedying their underlying causes, whereas less wealthy nations remain vulnerable. A similar lack of precautionary investment jeopardizes biodiversity, with habitats associated with 65% of continental discharge classified as moderately to highly threatened. The cumulative threat framework offers a tool for prioritizing policy and management responses to this crisis, and underscores the necessity of limiting threats at their source instead of through costly remediation of symptoms in order to assure global water security for both humans and freshwater biodiversity.
