(Abridged) Unidentified Aerial Phenomena (UAP) have resisted explanation and have received little formal scientific attention for 75 years. A primary objective of the Galileo Project is to build an integrated software and instrumentation system designed to conduct a multimodal census of aerial phenomena and to recognize anomalies. Here we present key motivations for the study of UAP and address historical objections to this research. We describe an approach for highlighting outlier events in the high-dimensional parameter space of our census measurements. We provide a detailed roadmap for deciding measurement requirements, as well as a science traceability matrix (STM) for connecting sought-after physical parameters to observables and instrument requirements. We also discuss potential strategies for deciding where to locate instruments for development, testing, and final deployment. Our instrument package is multimodal and multispectral, consisting of (1) wide-field cameras in multiple bands for targeting and tracking of aerial objects and deriving their positions and kinematics using triangulation; (2) narrow-field instruments including cameras for characterizing morphology, spectra, polarimetry, and photometry; (3) passive multistatic arrays of antennas and receivers for radar-derived range and kinematics; (4) radio spectrum analyzers to measure radio and microwave emissions; (5) microphones for sampling acoustic emissions in the infrasonic through ultrasonic frequency bands; and (6) environmental sensors for characterizing ambient conditions (temperature, pressure, humidity, and wind velocity), as well as quasistatic electric and magnetic fields, and energetic particles. To date, there are little reliable data on the position, velocity and acceleration characteristics of Unidentified Aerial Phenomena (UAP). The dual hardware and software system described in this document provides a means to address this gap. We describe a weatherized multi-camera system which can capture images in the visible, infrared and near infrared wavelengths. We then describe the software we will use to calibrate the cameras and to robustly localize objects-of-interest in three dimensions. We show how object localizations captured over time will be used to compute the velocity and acceleration of airborne objects.

(Abridged) Quantitative three-dimensional (3D) position and velocity estimates obtained by passive radar will assist the Galileo Project in the detection and classification of aerial objects by providing critical measurements of range, location, and kinematics. These parameters will be combined with those derived from the Project{\textquoteright}s suite of electromagnetic sensors and used to separate known aerial objects from those exhibiting anomalous kinematics. SkyWatch, a passive multistatic radar system based on commercial broadcast FM radio transmitters of opportunity, is a network of receivers spaced at geographical scales that enables estimation of the 3D position and velocity time series of objects at altitudes up to 80km, horizontal distances up to 150km, and at velocities to {\textpm}2{\textpm}2km/s ({\textpm}6{\textpm}6Mach). The receivers are designed to collect useful data in a variety of environments varying by terrain, transmitter power, relative transmitter distance, adjacent channel strength, etc. In some cases, the direct signal from the transmitter may be large enough to be used as the reference with which the echoes are correlated. In other cases, the direct signal may be weak or absent, in which case a reference is communicated to the receiver from another network node via the internet for echo correlation. Various techniques are discussed specific to the two modes of operation and a hybrid mode. Delay and Doppler data are sent via internet to a central server where triangulation is used to deduce time series of 3D positions and velocities. We are undertaking the first systematic infrared (IR) census of R Coronae Borealis (RCB) stars in the Milky Way, beginning with IR light curves from the Palomar Gattini IR (PGIR) survey. PGIR is a 30 cm $J$-band telescope with a 25 deg$^{2}$ camera that is surveying 18000 deg$^{2}$ of the northern sky ($\delta>-28^{o}$) at a cadence of 2 days. We present PGIR light curves for 922 RCB candidates selected from a mid-IR color-based catalog (Tisserand et al. 2020). Of these 922, 149 are promising RCB candidates as they show pulsations or declines similar to RCB stars. Majority of the candidates that are not RCB stars are either long period variables (LPVs) or RV-Tauri stars. We identify IR color-based criteria to better distinguish between RCB stars and LPVs. As part of a pilot spectroscopic run, we obtained NIR spectra for 26 out of the 149 promising candidates and spectroscopically confirm 11 new RCB stars. We detect strong He I $\lambda 10830$ features in spectra of all RCB stars, likely originating within high velocity (200-400 km-s$^{-1}$) winds in their atmospheres. 9 of these RCB stars show $^{12}$C$^{16}$O and $^{12}$C$^{18}$O molecular absorption features, suggesting that they are formed through a white dwarf merger. We detect quasi-periodic pulsations in the light curves of 5 RCB stars. The periods range between 30-125 days and likely originate from the strange-mode instability in these stars. The Zwicky Transient Facility (ZTF) Observing System (OS) is the data collector for the ZTF project to study astrophysical phenomena in the time domain. ZTF OS is based upon the 48-inch aperture Schmidt-type design Samuel Oschin Telescope at the Palomar Observatory in Southern California. It incorporates new telescope aspheric corrector optics, dome and telescope drives, a large-format exposure shutter, a flat-field illumination system, a robotic bandpass filter exchanger, and the key element: a new 47-square-degree, 600 megapixel cryogenic CCD mosaic science camera, along with supporting equipment. The OS collects and delivers digitized survey data to the ZTF Data System (DS). The Zwicky Transient Facility (ZTF), a public-private enterprise, is a new time domain survey employing a dedicated camera on the Palomar 48-inch Schmidt telescope with a 47 deg$^2$ field of view and 8 second readout time. It is well positioned in the development of time domain astronomy, offering operations at 10% of the scale and style of the Large Synoptic Survey Telescope (LSST) with a single 1-m class survey telescope. The public surveys will cover the observable northern sky every three nights in g and r filters and the visible Galactic plane every night in g and r. Alerts generated by these surveys are sent in real time to brokers. A consortium of universities which provided funding ("partnership") are undertaking several boutique surveys. The combination of these surveys producing one million alerts per night allows for exploration of transient and variable astrophysical phenomena brighter than r $\sim$ 20.5 on timescales of minutes to years. We report the discovery of the first short period binary in which a hot subdwarf star (sdOB) fills its Roche lobe and started mass transfer to its companion. The object was discovered as part of a dedicated high-cadence survey of the Galactic Plane named the Zwicky Transient Facility and exhibits a period of $P_{\rm orb}=39.3401(1)$ min, making it the most compact hot subdwarf binary currently known. Spectroscopic observations are consistent with an intermediate He-sdOB star with an effective temperature of $T_{\rm eff}=42,400\pm300$ K and a surface gravity of $\log(g)=5.77\pm0.05$. A high-signal-to noise GTC+HiPERCAM light curve is dominated by the ellipsoidal deformation of the sdOB star and an eclipse of the sdOB by an accretion disk. We infer a low-mass hot subdwarf donor with a mass $M_{\rm sdOB}=0.337\pm0.015$ M$_\odot$ and a white dwarf accretor with a mass $M_{\rm WD}=0.545\pm0.020$ M$_\odot$. Theoretical binary modeling indicates the hot subdwarf formed during a common envelope phase when a $2.5-2.8$ M$_\odot$ star lost its envelope when crossing the Hertzsprung Gap. To match its current $P_{\rm orb}$, $T_{\rm eff}$, $\log(g)$, and masses, we estimate a post-common envelope period of $P_{\rm orb}\approx150$ min, and find the sdOB star is currently undergoing hydrogen shell burning. We estimate that the hot subdwarf will become a white dwarf with a thick helium layer of $\approx0.1$ M$_\odot$ and will merge with its carbon/oxygen white dwarf companion after $\approx17$ Myr and presumably explode as a thermonuclear supernova or form an R CrB star., accepted for publication in ApJ, 21 pages, 12 figures and 4 tables

The High Contrast spectroscopy testbed for Segmented Telescopes (HCST) is being developed at Caltech. It aims at addressing the technology gap for future exoplanet imagers and providing the U.S. community with an academic facility to test components and techniques for high contrast imaging, focusing on segmented apertures proposed for future ground-based (TMT, ELT) and space-based telescopes (HabEx, LUVOIR). We present an overview of the design of the instrument and a detailed look at the testbed build and initial alignment. We offer insights into stumbling blocks encountered along the path and show that the testbed is now operational and open for business. We aim to use the testbed in the future for testing of high contrast imaging techniques and technologies with amongst with thing, a TMT-like pupil.

We describe the design and implementation of the camera and observing system. The ZTF data system atthe Infrared Processing and Analysis Center provides near-real-time reduction to identify moving and varyingobjects. We outline the analysis pipelines, data products, and associated archive. Finally, we present on-skyperformance analysis andfirst scientific results from commissioning and the early survey. The Keck Cosmic Web Imager (KCWI) is a new facility instrument being developed for the W. M. Keck Observatory and funded for construction by the Telescope System Instrumentation Program (TSIP) of the National Science Foundation (NSF). KCWI is a bench-mounted spectrograph for the Keck II right Nasmyth focal station, providing integral field spectroscopy over a seeing-limited field up to 20"x33" in extent. Selectable Volume Phase Holographic (VPH) gratings provide high efficiency and spectral resolution in the range of 1000 to 20000. The dual-beam design of KCWI passed a Preliminary Design Review in summer 2011. The detailed design of the KCWI blue channel (350 to 700 nm) is now nearly complete, with the red channel (530 to 1050 nm) planned for a phased implementation contingent upon additional funding. KCWI builds on the experience of the Caltech team in implementing the Cosmic Web Imager (CWI), in operation since 2009 at Palomar Observatory. KCWI adds considerable flexibility to the CWI design, and will take full advantage of the excellent seeing and dark sky above Mauna Kea with a selectable nod-and-shuffle observing mode. In this paper, models of the expected KCWI sensitivity and background subtraction capability are presented, along with a detailed description of the instrument design. The KCWI team is lead by Caltech (project management, design and implementation) in partnership with the University of California at Santa Cruz (camera optical and mechanical design) and the W. M. Keck Observatory (program oversight and observatory interfaces).

The Gattini South Pole UV experiment (Gattini SPUV) was deployed to the South Pole dark sector in February 2010 and has recently completed a highly successful first season of winter time observations. The experiment has, for the first time ever, measured and categorized the optical night sky brightness at the very blue wavelengths. The experiment consists of a remotely operated 6” aperture custom designed telescope. The telescope feeds a blue sensitive imager with 4 degree field of view that contains a bank of 3 filters: SDSS g’, Bessel U and a custom “super U” filter specifically designed to probe the sky emission at wavelengths approaching the atmospheric cut-off. The filters are continually cycled with exposure times ranging from 30 to 300 seconds throughout the winter period. The telescope, in addition, feeds a 2 degree long slit VPH grating spectrograph with R~1000. The bandwidth is 350-450nm. The spectra are recorded simultaneously with the imager exposures. The experiment is designed for low temperature Antarctic operation and resides on the roof of the MAPO building in the South Pole Antarctic sector. The primary science goals are to categorize the Antarctic winter-time sky background at the very bluest of wavelengths as a pathfinder for the Antarctic Cosmic Web Imager. We present a technical overview of the experiment and results from the first winter season.

The Infra-Red Imaging Spectrograph (IRIS) is one of the three first light instruments for the Thirty Meter Telescope (TMT) and is the only one to directly sample the diffraction limit. The instrument consists of a parallel imager and off-axis Integral Field Spectrograph (IFS) for optimum use of the near infrared (0.84um-2.4um) Adaptive Optics corrected focal surface. We present an overview of the IRIS spectrograph that is designed to probe a range of scientific targets from the dynamics and morphology of high-z galaxies to studying the atmospheres and surfaces of solar system objects, the latter requiring a narrow field and high Strehl performance. The IRIS spectrograph is a hybrid system consisting of two state of the art IFS technologies providing four plate scales (4mas, 9mas, 25mas, 50mas spaxel sizes). We present the design of the unique hybrid system that combines the power of a lenslet spectrograph and image slicer spectrograph in a configuration where major hardware is shared. The result is a powerful yet economical solution to what would otherwise require two separate 30m-class instruments., 15 pages, 11 figures

The high altitude Antarctic sites of Dome A and the South Pole offer intriguing locations for future large scale optical astronomical Observatories. The Gattini project was created to measure the optical sky brightness, large area cloud cover and aurora of the winter-time sky above such high altitude Antarctic sites. The Gattini-DomeA camera was installed on the PLATO instrument module as part of the Chinese-led traverse to the highest point on the Antarctic plateau in January 2008. This single automated wide field camera contains a suite of Bessel photometric filters (B, V, R) and a long-pass red filter for the detection and monitoring of OH emission. We have in hand one complete winter-time dataset (2009) from the camera that was recently returned in April 2010. The Gattini-South Pole UV camera is a wide-field optical camera that in 2011 will measure for the first time the UV properties of the winter-time sky above the South Pole dark sector. This unique dataset will consist of frequent images taken in both broadband U and B filters in addition to high resolution (R similar to 5000) long slit spectroscopy over a narrow bandwidth of the central field. The camera is a proof of concept for the 2m-class Antarctic Cosmic Web Imager telescope, a dedicated experiment to directly detect and map the redshifted lyman alpha fluorescence or Cosmic Web emission we believe possible due to the unique geographical qualities of the site. We present the current status of both projects.
