Many are the suggestions on how to develop a new land information system or evaluate how successful is the existing system. However, guidance about how the created system can be kept up to date is shallowly mentioned in the literature while it is the key feature for its sustainability. This paper is part of an extensive research done regarding the updating of land information systems that were created using unconventional approaches during systematic land registration. For these systems, huge database are created in a short period during the initial registration. To minimize uncertainties that may be in the updating phase, a framework was developed and presented in this paper. A refined traditional approach for system design was used in the development of this framework. The design requirements were extracted from literature and they were refined basing on the responses of land experts from nine case-study countries. These refined requirements were used to develop the updating framework and its validation was done by experts in the use of unconventional approaches in land registration. The developed framework explains what to consider in the updating to ensure the registration of changes in land records. Proper functioning land information (LI) plays an indispensable role in supporting land-related decision-making processes. In recognition to this, substantial efforts have been made in Ethiopia to develop and modernize land information both in urban and rural land administration sectors. However, in Ethiopia, the quality of the current land information (completeness, appropriateness, time, cost, development, governance, sharing, and so on) needed for making decision is scantly evidenced, whilst the particular aspects of how the current urban and rural land information systems are functioning in view of the needs of peri-urban land governance are rarely studied. Thus, the main objective of this paper is to evaluate the quality of the current land information sources for supporting peri-urban land-related decision-making. The research relied on both quantitative and qualitative data. Primary data were collected using questionnaires, focus group discussions (FGD), and interviews. The data collected using a closed-ended questionnaire was analyzed using descriptive statistics. The validity and consistency of the data were tested using Cronbach&rsquo, s alpha reliability coefficient. The result signals that the quality of land information in the study area lacks responsiveness to support land-related decisions such as land use intervention and spatial management of peri-urban areas. The inefficiencies in the governance of land information and weak institutional efficiency prevailing in the different tiers of land administration institutions are the main causes. Furthermore, the variations in the governance of land information between urban and rural tiers of land administration institutions hamper data sharing, and it derives information redundancies and contradictions, which combined lead to ambiguous information use and reliance. The results further imply that the recordation of LI alone does not mean that it always supports decision making. When reasoning from the perspectives of the 8R framework of responsible land management, we conclude that the existing LI does not support many of the 8Rs. The researchers thus advocate responsive governance of land information and an alternative framework to embed effective land information for any peri-urban land decision making process.

Existing approaches for recognizing these rights have proven inappropriate in many cases. A new generation of tools needs to be developed to support faster, cheaper, easier, and more responsible land rights mapping. This is the main goal of its4land, an European Commission Horizon 2020 project that aims to develop innovative tools inspired by the continuum of land rights, fit-for-purpose land administration, and cadastral intelligence. its4land is using strategic collaboration between the EU and East Africa to deliver innovative, scalable, and transferrable ICT solutions. The innovation process incorporates a broad range of stakeholders and emergent geospatial technologies, including smart sketchmaps, UAVs, automated feature extraction, as well as geocloud services. The aim is to combine innovative technologies, capture the specific needs, market opportunities and readiness of end-users in the domain of land tenure information recording in Eastern Africa. The project consists of a four year work plan, €3.9M funding, and eight consortium partners collaborating with stakeholders from six case study locations in Ethiopia, Kenya, and Rwanda. The major tasks include tool development, prototyping, and demonstration for local, national, regional, and international interest groups. The case locations cover different land uses such as: urban, peri-urban, rural smallholder, and (former) pastoralist. The people and lands of Ethiopia partake in the global movement towards urbanization. However, the land-to-people interfaces in urban Ethiopia are considered far from sustainable. This paper explores this assumption through the analytical lens of land governance and land administration. It considered the implementation of the urban land leasehold law from 2002-2011. Empirical data were collected from three case study cities in Ethiopia. A SWOT analysis technique with an additional priority component was employed. The SWOT analysis results indicated that the land administration and land governance situation in the case study cities during 2002-2011 were deterred by the lack of: an underlying land policy, independent responsible institution, coordination between different institutions, societal participation, and weak enforcement of laws and spatial plans. Priority areas that should improve these shortcomings and support future strategic planning and land development are identified. Overall, this study provides lessons for the implementation of the 2011 urban land policy to achieve its desired outcomes such as sustainable urban development.
