RESUMO Ecossistemas florestais são responsáveis pelo maior acúmulo de carbono da biosfera terrestre. A quantificação da biomassa para espécies florestais vem contribuir com informações diretas sobre seu potencial para o seqüestro do carbono atmosférico. O ensaio objetivou ajustar equações que permitam estimar a biomassa aérea e subterrânea de Leucaena Leucocephala (Lam.) De Wit por meio do método direto. Para estimar a potencialidade da Leucaena leucocephala na fixação do carbono, foi utilizado o fator de conversão 0,5. Do total da biomassa e do carbono em indivíduos de Leucaena leucocephala, 24% correspondem ao sistema radicular e 76% correspondem ao sistema aéreo. De forma geral, a biomassa total apresentou a distribuição: fuste > galhos vivos > raízes > folhas. O modelo linear com transformação logarítmica utilizando CAP variável independente foi estatisticamente significativa para estimar biomassa seca total.

The greenhouse effect is recognized as necessary for Earth surface colonization. However, modern day carbon dioxide and other greenhouse effect gases are blamed for atmosphere warming and its catastrophic effects. Both the Kyoto treat and the policy of Mechanism of Clean Development have instigated new approaches to reward actions that result in carbon sequestration. The objective of this study was to calculate simple allometric equations in order to estimate above and below ground dry biomass from Leucaena leucocephala individuals of various sizes from the Marechal Candido Rondon county. The results indicated that the decreasing order of leucaena biomass are stem > branches > roots > leaves. Independently of individual size, 24 % of total dry biomass sampled in this study was located below ground and 76 % above ground. In this regard, two entities are protagonists: the sanitation service provider, which must guarantee water quality, reduce losses in the system and find a correct final destination, and the consumer, who needs to be aware. The objective of this dissertation was to understand that careful is a main paradigm of the actions of a water and sewage system. It is a way to improve human relations with the environment, especially with natural resources. In the first part, the methodology used was a case study with an exploratory field research character, seeking to know how the Serviço Autônomo de Água e Esgoto - SAAE of Marechal Cândido Rondon works. In the second, educational action research was used, in a pedagogical experience that sought to verify the importance of dealing with real problems in Environmental Education, under the perspective that care generates careful. The results showed that a sanitation system can be constantly improving, because in the last ten years, the municipality has improved its own processes and expanded its own area of action, especially in relation to rural waters and the implementation of urban sewage. On the other hand, it is defined that Environmental Education has a chance to improve results, using good environmental practices to change behaviors. Seja no campo ou nas cidades, a sustentabilidade passa pelo cuidado com a água. Nesse propósito, dois entes são protagonistas: o prestador de serviços de saneamento, que deve zelar pela qualidade da água, por minimizar as perdas no sistema e por uma destinação final correta, e o consumidor, que precisa ser consciente. O propósito desta dissertação foi observar o cuidado como paradigma principal das ações de um sistema de água e esgoto e como um instrumento para melhorar as relações do homem com o meio ambiente, especialmente com os recursos naturais. Na primeira parte a metodologia usada foi um estudo de caso com caráter de pesquisa de campo exploratória, buscando conhecer como funciona o Sistema Autônomo de Água e Esgoto - SAAE de Marechal Cândido Rondon. Na segunda foi usada a pesquisa ação educacional, numa experiência pedagógica que buscou verificar a importância de lidar com problemas concretos na Educação Ambiental, sob a perspectiva de que o cuidado gera cuidado. Os resultados demonstraram que um sistema de saneamento pode estar em constante melhoria, pois, nos últimos dez anos, a autarquia melhorou seus processos e ampliou sua área de ação, especialmente em relação às águas rurais e à implantação do esgoto urbano. Por outro lado, demonstrou-se que a Educação Ambiental tem uma chance de melhorar seus resultados, fazendo o uso de boas práticas ambientais para mudar comportamentos.

No. of bitstreams: 1 Cristiane_Belmonte_2020.pdf: 1659225 bytes, checksum: 614eb6f75fc80c36ca2b6cc4a17e23e0 (MD5) Previous issue date: 2020-07-13 The general aim of this study was to evaluate the relationship between plot size in field condition with the determination of the stand, plant height at maturation and productivity in soybean cultivated in three areas in the city of Marechal Cândido Rondon-PR; as well as determining the number of repetitions required, of different methods used to determine yield, under field conditions, and comparing the methodologies in soybean and corn crops, for agricultural insurance purposes, in areas of the city of Formosa do Oeste - PR. To determine the soybean plant stand, 18 plot sizes were tested, at plant height at maturity, 14 sizes were tested and for productivity, 10 plot sizes were tested. The measurement of the characteristics in each plot size was carried out in triplicate, being distributed at random within each area. The average of the characteristic for each plot size allowed the adjustment of two regression models, one facing upwards and the other facing downwards. At the point where the difference between the adjusted models reached the value of the sample standard deviation, the minimum ideal plot size was determined. The determinations of corn and soybean productivity were carried out in ten areas in the municipality of Formosa do Oeste. These areas were sown with seeds of the same genotype, both with corn and soybeans. Sowing took place on the same date and under similar soil, relief, water regime and management conditions. The determination of productivity was carried out using the methods: MA (Manual), CA (Bucket), LT (Litragem), BP (Weighing with Portable Scale), PC (Weighing and Classification) and the Real determination of productivity. The results obtained for each culture were tabulated and subjected to the analysis of normality and homogeneity of variance, to verify the assumptions necessary to run the analysis of variance. Subsequently, the data for each culture were subjected to joint analysis of variance, the same being characterized as a 2x6 factorial (2 years of evaluation x 6 methods for determining productivity), with each plot (area) considered as a block (repetition), totaling 10 blocks. It was verified with this work that it is necessary to evaluate 14.3 linear meters in determining the soybean plant stand. To ensure an optimal estimate of the height of soybean plants, 26 plants must be quantified. 22 m2 should be harvested to ensure an optimal estimate of soybean productivity. The methods of determining corn productivity by weighing and grading and by weighing with a portable scale generated yield estimates equal to the actual productivity of the area. O objetivo geral deste estudo foi avaliar a relação entre tamanho de parcela em condição de campo com a determinação do estande, altura das plantas na maturação e produtividade em soja cultivadas em três áreas no município de Marechal Cândido Rondon-PR; bem como determinar o número de repetições necessárias, de diferentes métodos utilizados na determinação de produtividade, em condição de campo e comparar as metodologias em lavouras de soja e de milho safrinha, para fins de seguro agrícola, em áreas do município de Formosa do Oeste - PR. Para a determinação do estande de plantas de soja foram testados 18 tamanhos de parcela, na altura de plantas na maturação testaram-se 14 tamanhos e para produtividade testaram-se 10 tamanhos de parcela. A medição das características em cada tamanho de parcela foi realizada em triplicata, distribuídas ao acaso dentro de cada área. A média da característica para cada tamanho de parcela possibilitou o ajuste de dois modelos de regressão, um voltado para cima e outro voltado para baixo. No ponto em que a diferença entre os modelos ajustados atingiu o valor do desvio padrão amostral, determinou-se o tamanho mínimo ideal da parcela. As determinações de produtividade de milho e de soja foram realizadas em dez áreas no município de Formosa do Oeste. Essas áreas foram semeadas com sementes do mesmo genótipo, tanto quando com milho quanto com soja. A semeadura ocorreu em mesma data e sob condições semelhantes de solo, relevo, regime hídrico e manejo. A determinação da produtividade foi realizada pelo uso dos métodos MA (Manual), CA (Caçambagem), LT (Litragem), BP (Pesagem com Balança Portátil), PC (Pesagem e Classificação) e a determinação Real da produtividade. Os resultados obtidos para cada cultura foram tabulados e submetidos à análise de normalidade e homogeneidade de variância, para verificação das pressuposições necessárias para rodar a análise de variância. Posteriormente, os dados de cada cultura foram submetidos à análise conjunta de variância sendo a mesma caracterizada como fatorial 2x6 (2 anos de avaliação x 6 métodos de determinação da produtividade), sendo cada talhão (área) considerado como um bloco (repetição), totalizando 10 blocos. Verificou-se com esse trabalho que é exigida a avaliação de 14,3 metros lineares na determinação do estande de plantas de soja. Para garantir estimativa ideal da altura de plantas de soja deve-se quantificar 26 plantas. Deve-se colher 22 m2 para garantir estimativa ideal da produtividade de soja. Os métodos de determinação da produtividade de milho por pesagem e classificação e por pesagem com balança portátil geraram estimativas de produtividade iguais à produtividade real da área. O método de determinação da produtividade de soja por pesagem e classificação no ano de 2017/2018, por pesagem e classificação e por pesagem com balança portátil no ano de 2018/2019, geraram estimativas de produtividade iguais à produtividade real da área.

This research had the identification of identifying the Diva Paim Barth Ecological Park, in the municipality of Toledo, state of Paraná, it contains elements that subsidize the performance of the conservation and public use functions and there is conciliation between these functions, through the use of the PEIR Matrix and environmental indicators, verifying the ways of using and managing the environment. Some flaws were identified during the work related to their use, disposal of hazardous waste and afforestation was the indicator of greatest influence. In the Participative Master Plan 2050, there are no proposals for the park, only that it is in a continuous process of complementation, improvements and adaptations. Environmental education is shown as the key piece in the preservation issue, since it is possible to create activities that develop the environmental awareness of the population, making the space used in the best way, promoting learning and awareness. Os Parques urbanos são de grande importância para as cidades, pois apresentam funções estéticas, ecológicas, lazer e recreação, além da conservação dos sistemas naturais das cidades. Essa pesquisa teve a finalidade de identificar se o Parque Ecológico Diva Paim Barth, no município de Toledo, estado do Paraná, contém elementos que subsidiam o cumprimento das funções de conservação e uso público e se existe conciliação entre tais funções, por meio da utilização da Matriz PEIR e indicadores ambientais, verificando as formas de utilização e gestão do ambiente. Algumas falhas foram identificadas ao longo do trabalho relacionados a sua utilização, disposição de resíduos. No Plano Diretor Participativo 2050, não há propostas para o parque apenas que está em processo contínuo de complementação, melhorias e adaptações. A educação ambiental se mostra como peça chave na questão da preservação, já que é possível criar inúmeras atividades que desenvolvam a consciência ambiental na população, fazendo com que o espaço seja utilizado da melhor forma, promovendo aprendizado e consciência.

Thus, the RSUs are correctly managed as a challenge / goal to be achieved, in order to minimize the negative impacts caused by the generation of waste from various generating sources. In view of the above, this thesis aimed to propose a model of MSW management differentiated, in the stages of collection, transportation, treatment and recovery of waste, capable of meeting the legal prerogatives in economic, social and environmental context, and that allows the implantation of an economic model that generates wealth, employment and income in a sustainable environment in the municipalities of the Western Mesoregion of Paraná. For that, the methodological procedures included the execution of six stages, namely: 1) Characterization of the sources of RSU in the western mesoregion of Paraná; 2) Estimation of the potential of RSU generation in the municipalities of the Western Mesoregion of Paraná, during the years 1980 to 2030; 3) Evaluation of the execution of the National Solid Waste Policy as of the enactment of Federal Law No. 12,3052010; 4) Prospecting of methods, processes and technologies for the collection, transport, treatment and use of MSW; 5) Presentation of the MSW management model that allows the consolidation of an economic and sustainable system based on the MSW industrialization based on the economic, social and environmental specificities of the municipalities of the West of Paraná; 6) Consolidation and systematization of results. The results showed that only 12% of the municipalities of the Western Mesoregion of Paraná presented, through the construction of the Indicator of Sustainable Regional Development, a dynamic relationship in their productive base with economic, social and environmental advances. However, given the potential increase in the generation capacity of the MSW in the region, which was estimated at around 41%, it was identified that the 50 municipalities had a daily solid waste generation potential of 595.6 ton/day, in 1980, to 841.5 ton/day, in 2030. Thus, it was evidenced that there is inability to comply with Federal Law No. 12.305/2010, where 63% of the municipalities of the West of Paraná do not have the capacity economic, financial and technical / intellectual staff capable of handling the costs of managing and maintaining the correct level of waste management. This result is mainly due to the application of PNRS guidelines and targets in the municipalities of the West of Paraná through individualized solutions (landfills and / or controlled landfills), which become sources of economic and financial problems for the municipal administrations, as well as in the unfeasible possibility of meeting all the determinations in effect in PNRS / 2010. This scenario also occurs when one intends to establish only one intermunicipal waste management consortium capable of serving the 50 municipalities in the region, since a total investment of R $ 936.28 million would be necessary considering the amount of waste generated in the region, by 2030. Thus, the feasible, economical, social and environmentally adequate solution to waste management in the municipalities of the West of Paraná is the use of three Integrated Systems of Solid Urban Waste Management (SIGRSU), which should be implanted in the Microregions of Cascavel, Foz do Iguaçu and Toledo. Thus, the implementation of this new MSW management model, based on differentiated methods and technologies, has demonstrated the technical and economic viability of the proposal, in which urban solid waste becomes a cost factor and becomes an investment opportunity. In this scenario, the economic variable is one of the main attractions for individuals, while the impacts on the environment and society are also positive. Therefore, there is an environmental externality transformed into a source of opportunities for new business models, in which waste is considered as raw material and / or input of industrial processes, which will help in the sustainable and innovative development of the Meso-region under study, since it would be capable of generating income, from the implementation and development of new technologies, increase the useful life and reduce the need to increase the area for landfills and, thus, make the municipalities comply with the guidelines of Federal Law N ° 12.305/2010, of the PNRS. O problema do gerenciamento de Resíduos Sólidos Urbanos (RSU) é tema de interesse mundial, e tem sido tratado como prioritário, uma vez que, equacionar a geração excessiva e disposição final e ambientalmente segura dos resíduos é um dos maiores desafios com que se defronta a sociedade moderna. Assim, denota-se a gestão correta dos RSUs como desafio/meta a ser alcançado, visando minimizar os impactos negativos causados pela geração dos resíduos de diversas fontes geradoras. Diante do exposto, a presente tese objetivou propor um modelo de gestão de RSU diferenciado, nas etapas de coleta, transporte, tratamento e aproveitamento de resíduos, capaz de atender as prerrogativas legais em âmbito econômico, social e ambiental, e, que possibilite a implantação de um modelo econômico gerador de riqueza, emprego e renda num ambiente sustentável nos municípios da Mesorregião Oeste do Paraná. Para tanto, os procedimentos metodológicos contemplaram a execução de seis etapas, sendo estas: 1) Caracterização das fontes geradoras de RSU na mesorregião Oeste do Paraná; 2) Estimação do potencial de geração dos RSU nos municípios da Mesorregião Oeste do Paraná, durante os anos de 1980 a 2030; 3) Avaliação da execuçãoimplantação da Política Nacional dos Resíduos Sólidos a partir da promulgação da Lei Federal N°12.3052010; 4) Prospecção dos métodos, processos e tecnologias para a coleta, transporte, tratamento e aproveitamento de RSU; 5) Apresentação do modelo de gestão de RSU diferenciado, que possibilite a consolidação de um sistema econômico e sustentável com base da industrialização dos RSU a partir das especificidades econômicas, sociais e ambientais dos municípios da Mesorregião Oeste do Paraná; 6) Consolidação e sistematização dos resultados. Os resultados demonstraram que apenas 12% dos municípios da Mesorregião Oeste do Paraná apresentaram, por meio da construção do Indicador de Desenvolvimento Regional Sustentável, dinâmica relação na sua base produtiva com avanços econômicos, sociais e ambientais. Contudo, dado o aumento potencial da capacidade de geração de RSU na região, que foi estimado na ordem de 41%, identificou-se que, os 50 municipios apresentaram um potencial de geração de RSU de um montante diário de 595,6 ton.dia, em 1980, para 841,5 ton.dia, em 2030. Assim, evidenciou-se que, há incapacidade no atendimento da Lei Federal N°12.305/2010, onde 63% dos municípios do Oeste do Paraná, não apresentam capacidade econômica, financeira e de corpo técnico/intelectual capaz de arcar com os custos de gestão e manutenção do correto nível de gerenciamento dos resíduos gerados. Tal resultado, deve-se, em maior parte dada a aplicação das diretrizes e metas da PNRS nos municípios do Oeste do Paraná por meio de soluções individualizadas (aterros sanitários e/ou controlados), as quais se transformam em fontes de problemas econômico-financeiros para as gestões municipais, bem como na inviável possibilidade de atendimento de todas as determinações vigentes na PNRS/2010. Tal cenário também se verifica quando se tem a intenção de implantar apenas um consórcio intermunicipal de gerenciamento de resíduos, capaz de atender aos 50 municípios da região, pois seria necessário um investimento total de R$936,28 milhões de reais, considerando o montante de resíduos gerados na região, até 2030. Assim, a solução viável, econômico, social e ambientalmente adequada a gestão de resíduos nos municípios do Oeste do Paraná é a utilização de três Sistemas de Gerenciamento Integrado de Resíduos Sólidos Urbanos (SIGRSU), os quais devem ser implantados nas Microrregiões de Cascavel, Foz do Iguaçu e Toledo. Assim, a implementação desse novo modelo de gestão dos RSU, baseado em métodos e tecnologias diferenciadas, demonstraram a viabilidade técnica e econômica da proposta, na qual os resíduos sólidos urbanos passam de um fator de custo e se tornam uma oportunidade de investimento. Nesse cenário, a variável econômica é um dos maiores atrativos para os indivíduos, ao mesmo tempo em que os impactos no meio ambiente e na sociedade são também positivos. Portanto, tem-se uma externalidade ambiental transformada em fonte de oportunidades de novos modelos de negócios, no qual os resíduos são considerados matérias-primas e/ou insumos de processos industriais, qual auxiliará no desenvolvimento sustentável e inovador da Mesorregião em estudo, pois seria capaz de gerar renda, a partir da implementação e desenvolvimento de novas tecnologias, aumento da vida útil e redução da necessidade de aumento de área para aterros sanitários e, assim, fazer com que os municípios ficassem em conformidade com as diretrizes da Lei Federal N° 12.305/2010, do PNRS.

Water samples were collected at nine points around the landfill, which five points were from surface water and four points from water mines. The collections were carried out monthly, during a year, from June 2016 to May 2017. We analyzed the physical and chemical parameters: chloride, hardness, nitrate, odor, color, turbidity, alkalinity, silica, sulfate and pH, and the elemental composition. For the elementary content analysis, the Total reflection X-ray fluorescence spectrometry (TXRF) was used. The results were statistically treated in order to evaluate the similarity and distance in the water characteristics and between the sampling points. In addition, the net accumulation rate, applied to the chemical elements, was shown to be more relevant. The physical-chemical analysis reveals that two points of the water mines present in disagreement as to the color and turbidity for human consumption, while the elemental composition reveals that all the evaluated points are presented in nonconformity due to some element, which the main ones involved are: Mn, Fe, Ni, Cu and Ba. Between them, iron was the most predominant, in disconformity among seven of the nine monitored points. From the cluster analysis, it was verified that the characteristics of upstream and downstream waters differ from the other five monitoring points, and these characteristics are likely to come from different sources. It is also observed that some of the geographically closest points were also the most similar to each other, according to the characteristics obtained. The dendrogram that groups the points of both surface waters and water mines with the raw landfill leachate samples, when correlating them, presumes it is possible to influence on the quality of the water. The PCA showed the behavior of the analyzed parameters, grouping the same factors to those that varied with the same proportion over the months and / or from the monitoring points. The liquid accumulation rate revealed that the chemical elements that presented a cumulative character in surface waters and water mines were: Cl, Ca, Ti, Mn, Ni, Cu and Ba. It can be concluded that the monitored waters are impacted and that the methodology applied in the study, mainly the analysis of grouping, that pointed different sources of alteration in the characteristics of these waters, being one of them, possibly coming from the landfill. O presente trabalho teve como objetivo monitorar e avaliar a qualidade de águas superficiais e minas d’água em zonas de risco de poluição no entorno do aterro sanitário do município de Cascavel – PR. Amostras de água foram coletadas em nove pontos no entorno do aterro, sendo cinco pontos de águas superficiais e quatro pontos de minas d’água. As coletas foram realizadas mensalmente, durante um ano, no período de junho de 2016 a maio de 2017. Foram analisados os parâmetros físico-químicos: cloreto, dureza, nitrato, odor, cor, turbidez, alcalinidade, sílica, sulfato e pH, e o conteúdo elementar. Para a análise do conteúdo elementar, foi utilizada a técnica espectrométrica de fluorescência de raios X por reflexão total (TXRF). Os resultados foram tratados estatisticamente de modo a avaliar a similaridade e distância nas características das águas e entre os pontos de amostragens. Em complementação, foi obtido a taxa de acúmulo líquido, aplicada aos elementos químicos, que se mostraram mais relevantes. As análises físico-químicas revelam que dois pontos das minas d’água apresentam-se em desconformidade quanto a cor e turbidez para consumo humano, enquanto a composição elementar revela que todos os pontos avaliados se apresentam em desconformidade devido a algum elemento, sendo os principais envolvidos: Mn, Fe, Ni, Cu e Ba. Destes, ferro foi o mais predominante, em desconformidade em sete dos nove pontos monitorados. Pela análise de agrupamento, verificou-se que as características das águas à montante e à jusante se diferem dos outros cinco pontos de monitoramento, sendo provável que estas características sejam provenientes de fontes diferentes. Observa-se também que alguns dos pontos mais próximos geograficamente foram também os mais similares entre si, de acordo com as características obtidas. O dendograma que agrupa os pontos, tanto das águas superficiais quanto das minas d’água com o lixiviado bruto do aterro, ao correlaciona-los, presume possível influência do mesmo na qualidade das águas. A PCA mostrou o comportamento dos parâmetros analisados, agrupando nos mesmos fatores àqueles que variaram com a mesma proporção ao longo dos meses e/ou dos pontos de monitoramento. A taxa de acúmulo líquido revelou que os elementos químicos que apresentaram caráter cumulativo nas águas superficiais e minas d’água foram: Cl, Ca, Ti, Mn, Ni, Cu e Ba. Pode-se concluir que as águas monitoradas se encontram impactadas e que a metodologia aplicada no estudo, principalmente a análise de agrupamento, que apontou diferentes fontes de alteração nas características destas águas, sendo uma delas, possivelmente proveniente do aterro sanitário.

Furthermore, the connotation of these requirements with stricter environmental legislation promoted the development of environmental protection practices like, for example, water reuse, the treatment of residue generated in the production process and the establishment of Environmental Management System (EMS). However, many businesses, mainly those of small-scale, end up leaving preventive practices in the background, either due to lack of necessary structure for the establishment of more sustainable systems or for limited resources. In this context, the current study aims to propose measures of environmental development for a small-scale dairy farm located in the city of Toledo, Paraná. Therefore, an exploratory qualitative investigation was developed through bibliography survey, observation of the dairy farm LACTOMESA® and analysis of the documentation that govern the operation of a dairy farm and the legal suppositions of environmental protection. Through the observation of the productive process of the company, it was possible to pinpoint which aspects and environmental impacts involved in the dairy farm operation, among them: liquid effluent, atmospheric emissions, solid residue and noises. It allowed, later on, the evaluation of mitigating measures and possible environmental improvements for the dairy farm, in addition to the proposition of an adequate model of EMS for it. This way, it was possible to identify the steps of the productive process that require improvements or even the need for new implementations so that the dairy farm may develop its activities minimizing progressively the damage caused of its processes. Moreover, the analysis conducted in this study contribute so that other small-scale businesses may take the suggested measures as example and thus guarantee the environmental quality in their productive processes in the constructions of an EMS. A questão ambiental nos processos industriais torna-se, cada vez mais, um requisito essencial para a valorização dos bens e serviços, principalmente em um cenário econômico extremamente competitivo. Ainda, a associação destas exigências do mercado com legislações ambientais mais rigorosas impulsionou o desenvolvimento de práticas de proteção ambiental como, por exemplo, a reutilização de água, o tratamento de resíduos gerados nos processos produtivos e a implantação de Sistemas de Gestão Ambiental (SGA). Contudo, muitas empresas, principalmente as de pequeno porte, acabam por deixar as práticas preventivas em segundo plano, seja por falta de estrutura necessária à implantação de sistemas mais sustentáveis ou por limitação de recursos. Nesse contexto, o presente estudo objetivou propor medidas de adequação ambiental para um laticínio de pequeno porte localizado no município de Toledo, Paraná. Para tanto, desenvolveu-se uma pesquisa qualitativa exploratória a partir de levantamento bibliográfico, da observação do laticínio LACTOMESA® e da análise dos documentos que regem o funcionamento de um laticínio e dos pressupostos legais de proteção ambiental. Mediante a observação dos processos produtivos da empresa, foi possível evidenciar quais os aspectos e impactos ambientais envolvidos no funcionamento do laticínio, dentre eles: efluentes líquidos, emissões atmosféricas, resíduos sólidos e ruídos. Isto possibilitou, posteriormente, o levantamento de medidas mitigadoras e de possibilidades de melhorias ambientais para o laticínio, além de, propor um modelo adequado de SGA para o mesmo. Dessa forma, foi possível identificar as etapas dos processos produtivos que requerem melhorias ou até a necessidade de novas implantações para que o laticínio possa desenvolver suas atividades minimizando progressivamente os danos decorrentes de seus processos. Ademais, as análises realizadas nessa pesquisa contribuem para que outras empresas de pequeno porte possam tomar como exemplo as medidas sugeridas e garantir assim, a qualidade ambiental em seus processos produtivos na construção de um SGA.

This study surveyed the CAR data and analyzed the land structure in Paraná, considering that the distribution of properties in space is an important tool for planning and public management. Therefore, the general objective was to diagnose the state land distribution, to identify mesoregions with a greater number of small rural properties and to propose graphic representation as a support tool in the elaboration of policies for sustainable local development. The study has exploratory and descriptive steps, quantitative and qualitative approaches. Four stages were used: bibliographical and documentary research; diagnosis of RER data; mapping of the land distribution and proposition of means of use of the land map, elaborated from the software ArcGis, ArcMap 10.3.1. The survey began in 2015 with bibliographic reviews and follow-up of the data released on RER, ending in January 2017. The results indicated the Southwest, West and Southeast with the highest number of rural properties classified as up to 4 Fiscal Modules (FM). It was possible to show the partial land structure of the State of Paraná through maps, based on farmers' declarations, with the following classifications: rural properties of up to 4 FM; From 4.01 to 15 FM and above 15 FM. From this, maps were drawn up showing the percentages of area and number of registrations; the total number of registrations in the RER and the location of clusters of small rural properties. The contribution presented in this study considers the usefulness of a database that can be used in all regions of the State and other locations in Brazil, in the improvement of maps for defining public policies for sustainable development. O Cadastro Ambiental Rural (CAR) é um registro eletrônico obrigatório para todos os imóveis rurais, com o objetivo de formar base de dados para controle, monitoramento do desmatamento de florestas e demais formas de vegetação nativa no país. Este estudo fez o levantamento dos dados do CAR e analisou a estrutura fundiária no Paraná, considerando que a distribuição das propriedades no espaço é ferramenta importante para o planejamento e gestão pública. Dessa forma, o objetivo geral foi diagnosticar a distribuição fundiária estadual, para identificar mesorregiões com maior número de pequenas propriedades rurais e propor a representação gráfica como ferramenta de apoio na elaboração de políticas para o desenvolvimento local sustentável. O estudo possui etapas exploratórias e descritivas, de abordagens quantitativas e qualitativas. Foram utilizadas quatro etapas: pesquisa bibliográfica e documental; diagnóstico dos dados do CAR; mapeamento da distribuição fundiária e proposição de meios de utilização do mapa fundiário, elaborados a partir do software ArcGis, ArcMap 10.3.1. A pesquisa iniciou em 2015 com revisões bibliográficas e acompanhamento dos dados divulgados sobre o CAR, encerrando em janeiro de 2017. Os resultados indicaram o Sudoeste, o Oeste e o Sudeste com maior número de propriedades rurais classificadas como até 4 Módulos Fiscais (MF). Foi possível mostrar a estrutura fundiária parcial do Estado do Paraná por meio de mapas, baseados nas declarações dos agricultores, com as seguintes classificações: propriedades rurais de até 4 MF; de 4,01 a 15 MF e acima de 15 MF. A partir disso, foram elaborados mapas ilustrando os percentuais de área e quantidade de cadastros; a quantidade total de cadastros no CAR e a localização dos aglomerados de pequenas propriedades rurais. A contribuição apresentada neste estudo considera a utilidade de uma base de dados que pode ser utilizada em todas as regiões do Estado e outras localidades do Brasil, no aperfeiçoamento de mapas voltados para a definição de políticas públicas de desenvolvimento sustentável.

In turn, the Ecological ICMS is an environmental protection tool and has shown effective results in the induction of the municipalities to adopt environmental protection policies. The Federal Constitution of Brazil states that it is the duty of the community, municipalities, states and the EU find ways to address environmental problems and adhere to mechanisms that allow an improvement in the environment, thus ensuring an ecologically balanced environment for future generations. In this sense, the general objective of this research was to present, through a bibliographical and documentary research, the evolution of the Ecological ICMS in the State of Paraná, demonstrating the relevance of environmental taxation as an environmental preservation mechanism. To achieve the general objective, the following specific objectives were outlined: a) Analyze the importance of environmental tax legislation; B) Verify that the Ecological ICMS law contributes to the protection of the environment; C) Examine the growth of municipalities benefiting from the Ecological ICMS; D) Examine whether the areas of environmental protection have grown. To do so, the bibliographic survey led this study to the following assumptions: a) Ecological ICMS can be considered as an incentive element for the preservation of the environment. The state governments, through specific legislation, have allowed the emergence of new areas of preservation, as well as maintaining and strengthening the protection of existing areas and b) Considering the importance of the maintenance of native areas, as well as the importance of the existence of Conservation Units, it is perceived that the Ecological ICMS has a fundamental role when it comes to financial compensation to municipalities that maintains environmental conservation areas. A tributação ambiental é um instrumento de função extrafiscal, sendo utilizada para estimular comportamentos que sejam compatíveis com a preservação do ambiente. Por sua vez, o ICMS Ecológico é um mecanismo de proteção ambiental e tem apresentado resultados eficientes na indução dos Municípios a adotarem políticas de proteção ao meio ambiente. A Constituição Federal do Brasil determina que é dever da coletividade, municípios, estados e a União buscar meios para solucionar problemas ambientais e aderir a mecanismos que possibilitem uma melhora no meio ambiente, garantindo assim, um ambiente ecologicamente equilibrado para as futuras gerações. Para responder a questão norteadora da pesquisa, objetivo geral desta pesquisa foi apresentar, por meio de uma pesquisa bibliográfica e documental, a evolução do ICMS Ecológico no Estado do Paraná, demonstrando a relevância da tributação ambiental como mecanismo de preservação ambiental. Para atingir o objetivo geral, delinearam-se os seguintes objetivos específicos: a) Analisar a importância da legislação tributária ambiental; b) Verificar se a lei do ICMS Ecológico contribui para a proteção ao meio ambiente; c) Examinar se houve o crescimento dos municípios beneficiados pelo ICMS Ecológico; d) Examinar se houve o crescimento das áreas de proteção ambiental. Para tanto, o levantamento bibliográfico levou este estudo aos seguintes pressupostos a) O ICMS ecológico pode ser considerado um elemento de incentivo para a preservação do meio ambiente. Os governos estaduais, através de legislação específica, tem possibilitado o surgimento de novas áreas de preservação, bem como a manutenção e o fortalecimento da proteção das áreas já existentes e b) Considerando a importância da manutenção das áreas nativas, bem como a importância da existência de Unidades de Conservação, percebe-se que o ICMS Ecológico tem papel fundamental quando se trata da compensação financeira aos municípios que mantém áreas de conservação ambiental.

The study was carried out in the county of Francisco Beltrão, in the southwest region of Paraná state, specifically in the watershed of Jacaré River. The rural area of the watershed has 33 headquarters of agricultural ownership, being all of them characterized as family farming. When it comes to socioeconomic context, Southwest region of Paraná represents considerably the agricultural sector, and more specifically, family farming, which is present in all counties, accounting for around 90% of the sector. Methodologically eight indicators of sustainability for each dimension were selected, reaching a total of thirty-two indicators within the four analyzed dimensions. The information to calculate the indicators of sustainability was collected among the family farmers in the studied watershed, and also among the involved agents. This research aimed to know how human actions have affected their surroundings, regarding the risks of their stay, surviving in the medium and long run, as well as by making the best political decisions, through institutional environment. Initially, the Sustainability Indicators (SI) were calculated for each of the proposed dimensions and in each of the different ways of analyzed productive organizations (agricultural, dairy and integrated). Through the indicators, the other indexes that complement the study came out. Among them there are: Individual Sustainability Index (ISI); Specific Sustainability Index (SSI); Specific General Sustainability Index (SGSI); and Total Sustainability Index (TSI). It was noticed that the model developed and applied in the study proved to be able to answer the questions and the problems raised by the present research, through multidimensional analysis. Besides showing the reality of the agricultural properties which are part of the environment of the studied area intra-dimensionally, it also showed the relations of this reality inter-dimensionally. This way, it is possible to face sustainability individually, but especially, in the context of agricultural properties as a whole. O objetivo central desta tese é analisar a sustentabilidade da agricultura familiar por meio da proposição e avaliação de indicadores e índices envolvendo as dimensões econômica, social, ambiental e institucional. O estudo foi desenvolvido no município de Francisco Beltrão, Região Sudoeste do Estado do Paraná, especificamente na microbacia do Rio Jacaré. A área rural na microbacia contêm 33 sedes de propriedades agrícolas, todas caracterizadas como agricultura familiar. A Região Sudoeste do Paraná tem em seu contexto socioeconômico uma representatividade considerável do setor agropecuário e mais especificamente da agricultura familiar, que está presente em todos os municípios, representando em média 90% do setor. Metodologicamente, optou-se em selecionar oito indicadores de sustentabilidade para cada dimensão, totalizando trinta e dois indicadores nas quatro dimensões analisadas. As informações para efetuar o cálculo dos indicadores de sustentabilidade foram coletadas junto aos agricultores familiares na microbacia em estudo, bem como junto aos agentes envolvidos. Buscou-se conhecer como a ação humana está afetando seu entorno em termos dos riscos de sua permanência, sobrevivência em médio, longo prazos, como também na tomada de melhores decisões políticas, por meio do ambiente institucional. Inicialmente calculou-se os Indicadores de Sustentabilidade (IS) para cada uma das dimensões propostas e em cada uma das diferentes formas de organização produtivas analisadas (agrícola, leiteira e integrada). A partir dos indicadores originaram-se os demais índices que complementam o estudo. Entre estes estão: Índice de Sustentabilidade Individual (ISI); Índice de Sustentabilidade Específico (ISE); Índice de Sustentabilidade Geral Específico (ISGE); e o Índice de Sustentabilidade Total (ISTO). Constatou-se que o modelo desenvolvido e aplicado no estudo, respondeu às questões e problemas levantados na presente pesquisa, por meio da análise multidimensional. Ao mesmo tempo, apontou a realidade das propriedades agrícolas que formam o universo da área estudada de forma intra-dimensional; mostrou também as relações dessa realidade de forma inter-dimensional. Isso permite que se possa olhar a questão da sustentabilidade de forma individual, mas sobretudo, no contexto das propriedades agrícolas como um todo.

Family farming is sustainable when it is ecologically well-founded, economically viable, socially equitable and culturally appropriate. The objective was to evaluate the sustainability of family farming in the western state of Paraná, in cassava producing properties, considering their participation in potato starch. Thus, besides conducting research with farmers, the study also has the support of starch industries located in western Paraná, associated with ATIMOP who agreed to participate in the study and helped understand the dynamics governing the production and marketing of cassava. A sustainability analysis was performed based on the structuring of a questionnaire / interview, based on Bicalho (1998) and adapted by the author, that the end of the analysis identified that the managements and activities in the properties object of the study are sustainable. Was also structured interview that was applied to Professional industries who work with producers of cassava. As a result, it was identified that there are still difficulties in the producer / industry, especially regarding the use of contracts for the sale of the product. It was also identified that the industry is facing a shortage of manpower to harvest the onerous costs of production, sometimes invalidating it. Regarding sustainability, it was possible to find positive actions that indicate sustainability in properties, both in the economic dimension, but also in the social environment. Finally, the study allows us to understand the dynamics of relationships present in which it was possible to understand the difficulties of both parties, and especially the needs and concerns of producers, diagnosing that there are situations where it is possible and there is a sustainable agricultural system being practiced Este estudo propôs verificar se as propriedades rurais do oeste do estado do Paraná, - nesta pesquisa, caracterizadas como produtoras de mandioca - conseguem desenvolver suas atividades diárias de maneira sustentável. A agricultura familiar é sustentável quando é ecologicamente bem fundamentada, economicamente viável, socialmente justa e culturalmente apropriada. O objetivo do trabalho foi avaliar a sustentabilidade da agricultura familiar no oeste do estado do Paraná, em propriedades produtoras de mandioca, considerando sua participação nas fecularias. Para isso, além da realização de pesquisa junto aos agricultores, o estudo conta também com o apoio das indústrias de fécula instaladas no oeste do Paraná, associadas à ATIMOP que aceitaram participar do estudo e contribuíram para o entendimento da dinâmica que rege a produção e comercialização da mandioca. A análise da sustentabilidade foi realizada a partir da estruturação de um questionário/entrevista, baseado em Bicalho (1998) e adaptado pela autora, que ao final da análise permitiu identificar se os manejos e atividades desenvolvidas nas propriedades objeto do estudo são sustentáveis. Foi estruturada também uma entrevista que foi aplicada aos profissionais das indústrias que atuam junto aos produtores de mandioca. Como resultado, foi identificado que ainda há dificuldades na relação produtor/indústria, principalmente no que tange à utilização de contratos para a comercialização do produto. Identificou-se também, que o setor se depara com a escassez de mão de obra para a colheita, o que onera os custos de produção, algumas vezes inviabilizando-a. Em relação à sustentabilidade, foi possível encontrar ações positivas que indicam sustentabilidade nas propriedades, tanto na dimensão econômica, social como também na ambiental. Por fim, o estudo permitiu compreender a dinâmica das relações presentes onde foi possível compreender as dificuldades de ambas as partes, e principalmente as necessidades e anseios dos produtores, diagnosticando que há situações em que é possível e existe um sistema agrícola sustentável sendo praticado
