26. Polanyi, China and the environmental impasse: unconscious retrogression and conscious advance

Abstract

This thesis re-examines core concepts of Polanyian thought in order to evaluate the contemporary value of Polanyian theory. Since the 2008 financial crisis there has been an increased focus on Polanyi’s double movement and countermovement concepts to help explain the fallout of 2008. However this thesis argues a significant proportion of the contemporary Polanyian literature has mis-interpreted these core concepts leading to interpretations that undercut the explanatory potential of Polanyi’s main arguments. Through an interrogation of the countermovement and double movement concepts this thesis puts forward a new vocabulary of consciousness, which I argue can help better understand general Polanyian thought. To demonstrate the potential importance of the new vocabulary, as well as Polanyi’s contemporary value, I use this re-examination to interrogate two Chinese case-studies. The first examines what I argue is an unconscious countermovement occurring in wet markets in China as people look to the rural as a sphere of food safety from the negative effects of China’s rapid market transformation and agroindustrialization. The second case study examines what I term conscious Polanyian movements; urban residents ‘returning’ to the rural to gain refuge from the market. These movements are ‘conscious’ as they explicitly attack market ideals and call for a new political synthesis in similar ways to Polanyi. The environmental crisis is at the core of these communities’ ideology and they connect that crisis to market norms. Both these case studies illuminate the importance of the consciousness vocabulary within Polanyi’s work as well as bring out specific issues within Chinese political economy. The final chapter puts forward a contemporary interpretation of the unconsciousness/consciousness dichotomy by examining the current environmental crisis impasse. It argues that only conscious Polanyian movements, which bear responsibility for our part in mutual human relationships, are able to solve our collective climate emergency. Consciousness of this responsibility would necessitate dramatic changes in the social and economic structures of the global north. The interpretation of Polanyi’s theory in this thesis is important for scholars to use to demonstrate the explanatory potential of Polanyi’s thought in future analysis.

Abstract

OBJECTIVE: Childhood burns represent a burden on health services, yet the full extent of the problem is difficult to quantify. We estimated the annual UK incidence from primary care (PC), emergency attendances (EA), hospital admissions (HA) and deaths. METHODS: The population was children (0-15 years), across England, Wales, Scotland and Northern Ireland (NI), with medically attended burns 2013-2015. Routinely collected data sources included PC attendances from Clinical Practice Research Datalink 2013-2015), EAs from Paediatric Emergency Research in the United Kingdom and Ireland (PERUKI, 2014) and National Health Services Wales Informatics Services, HAs from Hospital Episode Statistics, National Services Scotland and Social Services and Public Safety (2014), and mortality from the Office for National Statistics, National Records of Scotland and NI Statistics and Research Agency 2013-2015. The population denominators were based on Office for National Statistics mid-year population estimates. RESULTS: The annual PC burns attendance was 16.1/10 000 persons at risk (95% CI 15.6 to 16.6); EAs were 35.1/10 000 persons at risk (95% CI 34.7 to 35.5) in England and 28.9 (95% CI 27.5 to 30.3) in Wales. HAs ranged from 6.0/10 000 person at risk (95% CI 5.9 to 6.2) in England to 3.1 in Wales and Scotland (95% CI 2.7 to 3.8 and 2.7 to 3.5, respectively) and 2.8 (95% CI 2.4 to 3.4) in NI. In England, Wales and Scotland, 75% of HAs were aged <5 years. Mortality was low with 0.1/1 000 000 persons at risk (95% CI 0.06 to 0.2). CONCLUSIONS: With an estimated 19 574 PC attendances, 37 703 EAs (England and Wales only), 6639 HAs and 1-6 childhood deaths annually, there is an urgent need to improve UK childhood burns prevention.

Abstract

The actions of adrenaline, acetyl choline and histamine on the isolated perfused lungs of the dog were found to be in general the same as those published by Alcock, Berry and Daly. The pressor response of adrenaline was not greatly enhanced by cocaine. The pressor responses of adrenaline and acetyl choline could be reversed by ergotoxine. The effect of ether on adrenaline was negligible. The effect of ether on histamine was to convert an increase in outflow to a decrease. The effect of adrenaline, acetyl choline and histamine on the isolated perfused lungs of the dog were tried under varying conditions.

Abstract

A study investigates the presence of polychlorinated dibenzo-p-dioxins (PCDDs) and dibenzo-furans in the environment prior to 1900. A previously unopened bottle of soil collected in 1881 yielded sufficient amount of PCDDs at 0.7 ng of sigmaTEQ/kg soil. Modern soil sample taken from the same spot reveal that PCDD concentration have increased to 1.4 ng of sigmaTEQ/kg.
