A Finnish socialist female parliamentarian stopped on the Dutch border: the (de) politicization of Finnish women’s suffrage in Dutch battles on votes for women This research article in transnational history analyses an incident during which Hilja Pärssinen, a Finnish socialist woman MP, was stopped on the Dutch border in September 1913 on her way to visit a suffragette college in London. This two-hour event at the border and public controversy that followed were clashes between competing ideological and gendered discourses on women’s political agency. The incident was a nexus of intersecting discourses on a range of issues: Dutch and international debates on women’s suffrage, discourse on ‘white slavery’, racial prejudices towards East Europeans, Marxist class struggle discourse, and fears of socialism. During the incident, the authorities seemed to be casting the identity of an illegal immigrant or a Russian prostitute on Pärssinen. Provoked against her psycho-physical experiences, she protested by performing that identity. Afterwards, transnationally connected socialists politicized the case in their fight for women’s political rights, while the authorities and the non-socialist press consistently depoliticized it. peerReviewed

This study provides an overview of homicide clearance in four West European countries: Finland, the Netherlands, Sweden and Switzerland. Using data from the European Homicide Monitor, employing similar definitions and uniform coding schemes, this study allowed for unique cross-country comparisons in factors influencing differences in homicide clearance rates. Findings based on homicides occurring in the period 2009–14 revealed overall low homicide rates in all countries, with a wide variety in homicide clearance rates, ranging from 77 percent in the Netherlands to 98 percent in Finland. Results further showed that both event-based as well as victim-based characteristics significantly influenced the likelihood of homicide clearance, suggesting that homicide clearance rates can, for a large part, be attributed to the prevalent types of homicide in each of these European countries.

En raison des différences en matière de définitions, de sources de données et de procédures judiciaires, comparer les homicides perpétrés dans les pays européens n’est pas une tâche aisée. Face à ces limites, nous avons établi une base de données commune sur les homicides en Europe (EHM). La Finlande, les Pays-Bas et la Suède sont les trois pays fondateurs de cette base de données ; toutefois, des actions ont été menées en vue de mettre en oeuvre cet outil dans d’autres pays d’Europe. Dans ce document, nous présentons cet ensemble de données ainsi qu’une récente analyse de l’un des types d’homicides les plus répandus : l’homicide conjugal. Ces résultats montrent que l’EHM, en tant que base de données commune, fournit une occasion unique de surveiller de près, et de manière détaillée, divers types d’homicides à travers l’Europe

Tämän tutkimuksen tarkoituksena on tarkastella pedagogisia toimintaympäristöjä 6-vuotiaiden lasten kasvatuksessa Suomessa ja Hollannissa sekä selvittää, löytyykö niiden välillä eroja tai yhtäläisyyksiä. Tutkimus rajattiin, mukaillen varhaiskasvatuksen laatuun keskittyviä tutkimuksia, tarkastelemaan pedagogisia strategioita sekä puitetekijöitä. Tutkimus oli laadullinen, ja se toteutettiin pääosin etnografian periaatteita noudattaen. Tutkimuksessa näkyy myös poikkikulttuurisen sekä vertailevan tutkimuksen ominaispiirteitä. Aineisto koostui havainnointimuistiinpanoista, valokuvista sekä havainnointipäiväkirjasta. Aineistot kerättiin kahdesta suomalaisesta esiopetusryhmästä sekä kahdesta hollantilaisesta koululaisryhmästä. Havainnointeja tehtiin jokaisessa ryhmässä noin viikon ajan. Aineisto analysoitiin käyttämällä aineistolähtöistä sisällönanalyysiä. Tutkimus osoitti, että havainnoiduissa hollantilaisissa ryhmissä käytettiin enemmän eriyttämistä pedagogisena strategiana 6-vuotiaiden lasten opetuksessakuin Suomessa havainnoiduissa esiopetusryhmissä. Viimeksi mainittujen ryhmien opetuksessa korostui enemmän toiminnallisen oppimisen strategiat. Hollannin ryhmät käyttivät enemmän teknologiaa opetuksen tukena kuin Suomen havainnointiryhmät, vaikka sitä korostettiin enemmän Suomen varhaiskasvatusta ohjaavissa asiakirjoissa. Huomattavin ero puitetekijöissä oli aikuisten ja lasten suhdeluvut. Suomen ryhmissä oli keskimäärin vähemmän lapsia aikuista kohti kuin Hollannin ryhmissä. Tämän tutkimuksen perusteella kulttuurien väliset erot pedagogisissa toimintaympäristöissä näkyvät helpommin pedagogisten strategioiden myötä, joita ohjaa kuitenkin myös varhaiskasvatuksen puitetekijät. The aim of this study is to observe pedagogical environments in Education for six-year-old children in Finland and in the Netherlands and to find possible similarities or differences in them. This study was delimited, paraphrasing research about the quality qualifications of Early Childhood Education, to observe the pedagogical strategies and structural conditions. This study was carried out with qualitative approach and followed the principals of ethnography. Some features of cross-cultural and comparative research is also seen in this study. The data conducted of field notes, pictures and field diary with refinements and conversations with teachers. The observational data was collected in two Finnish preschool groups and two Dutch school groups. One week of observations were carried out in each group. The data was analysed using inductive content analysis. The research showed that the Dutch groups used differentiating as a pedagogical strategy more than the Finnish groups. In the latter, functional learning strategies were highlighted. The Dutch groups used technology as a tool in teaching more than the Finnish although the Finnish theoretical framework highlighted it more. The most notable difference in the structural conditions was found in the adult-child ratio. Finnish groups there was on average less children per adult than in the Dutch groups. Based on this study it can be stated that cultural differences in pedagogical environments can be seen well in pedagogical strategies which are however, also guided by the structural conditions.

Voluntary environmental agreements (VEAs) are attracting considerable attention due to the complexity of the current environmental issues. Fostering collaboration between public and private parties is considered an effective means for achieving sustainable development goals. Even though VEAs have been studied in the past, little research has focused on the novel and successful agreements from the Netherlands (Green Deals) and the UK (WRAP agreements). Thus, this study aims at filling this gap of knowledge by exploring the way the Dutch Green Deals and WRAP agreements work and how their efficiency is measured. The data in this qualitative study was collected through theme interviews. In total eight experts from the Dutch Ministry of Infrastructure and the Environment (3), the Department for Environment, Food and Rural Affairs in the UK (2), WRAP (2) and a consulting company in the Netherlands (1) were interviewed. The data was analyzed through thematic analysis. The study focused on exploring the development, implementation, and performance phases of the agreements. The added value and the key differences of the studied phenomena were also examined. According to the research findings, the Green Deals and WRAP agreements promote active knowledge sharing and learning. Furthermore, governments prefer to use voluntary approaches for tacking environmental issues and for achieving progress through collaboration and innovation. Critical factors for successful implementation of the agreements are ambition, sharing, communication, access to expertise, trust and respect.

Regulatory frameworks on intra-EU mobility and flexible cross-border employment relations have stimulated competition on labour costs by recruiting migrants via cheaper labour market regimes. While it allows firms to remunerate migrants under different terms and conditions, blurring regulatory boundaries also generates opportunities for non-compliance, resulting in violations of migrant labour rights across Europe. Against this background, this thesis explores the agency of labour, more specifically of temporary migrant workers and unions, and the ways they cope with and respond to the competitive dynamics of the pan- European labour market. This study draws on 90 qualitative interviews with migrants, local workers, trade union officials and employers and on participant observations of union (organising) practices, in among others, the Dutch construction and supermarket distribution sector. It adds micro-level accounts of union practices with regards to mobile migrant labour and insights into the agency and experiences of work of a group of workers that is often talked about, but rarely talked with for academic or policy purposes. This contributes to our understanding of the dynamics of migrant employment and labour relations in contemporary Europe. This thesis regards migrants as social actors who influence and shape working conditions and labour market structures through their actions. The variety of ways migrants exercise agency, more often through undeclared small-scale social and oppositional practices than through overt, organised acts, are embedded in and reinforce overarching oppressive employment relations. A discrepancy exists in the preferred ways migrants and unions exercise agency: small-scale and invisible versus overt and organised, respectively. The empirical material highlights the difficulties unions experience in bridging this distance to protect migrants from substandard employment conditions, but also points to some potential pathways to enforce migrant labour rights, engage migrants in union activities and reregulate the labour market for migrant employment. This adds to industrial relations literature a refined understanding of the multiple forms, intentions and effects of individual and collective agency and to migrant organising literature insights on the limits and possibilities of representation and organising strategies among fragmented and mobile workforces

This study explores health promotion activity of Dutch sports clubs by using the Health Promoting Sports Clubs (HPSC) standards, which are developed in Finland and here applied to the Dutch sports context. The standards consist of 23 items which cover different perspectives on health promotion. The standards form an overall HPSC index, which is used to create health promotion profiles for the sports clubs. 17 sports clubs from the municipality of ‘s-Hertogenbosch participated in this study, of which 42 club officials (1-6 per club) evaluated their own club on all HPSC standards on a five-point Likert scale. Per club, the average score on each standard was calculated. The average on the HPSC index was 9.00 ± 4.36 (range 0-23). This suggests that the participating sports clubs are positively oriented to health promotion. However, there is much room for improvement within the clubs. More research is needed to be able to generalize the results to different types of clubs, and to explore practical implications of the results.

Tässä artikkelissa ovat vertailussa Tanskan, Alankomaiden, Sveitsin ja Suomen yliopistosektorit. Niin kansallisissa tiede- ja korkeakoulupoliittisissa agendoissa kuin yksittäisten yliopistojen strategioissa keskeiseksi vaatimukseksi on noussut kansainvälisen tason ja kilpailukyvyn kohottaminen. Yliopiston kansainvälinen taso assosioidaan useimmiten yksinkertaisesti menestymiseen kansainvälisissä yliopistorankingeissa. Voidaan kuitenkin kysyä, miten monen yliopiston osalta kansainvälisen ranking-menestyksen saavuttaminen on tosiasiallisesti mahdollista.

Tarvitaanko ikääntyneille uudenlaisia asumisratkaisuja? Tulevina vuosina ikääntyvien määrän kasvu haastaa sekä asumisen suunnittelun että olemassa olevan asuntokannan kehittämisen. Esiin nousevat kysymykset ikääntyneiden haluamasta elämänlaadusta ja heille mieluisista asumisratkaisuista. Kuinka Suomessa voitaisiin varautua ikääntyneiden asumiseen kohdistuviin haasteisiin? Selvityksessä tarkastellaan, miten ikäspesifejä eli laitoshoidon ja tavanomaisten asuntojen väliin sijoittuvia asumisratkaisuja toteutetaan Ruotsissa, Norjassa, Tanskassa ja Hollannissa. Ikääntyvien asumisen kehittämisen valtakunnallisia linjauksia, asumista koskevaa ohjeistusta ja rahoitusratkaisuja sekä kuntien toimia välimuotoisessa asumisessa käydään läpi. Yhtenä näkökulmana asumisratkaisujen tarkastelussa on Aging-in-Place -ajattelu asumisen ja asuinympäristöjen sekä ikääntyvän hyvinvoinnin ja tarvelähtöisen hoivan kehittämisessä. Tällä korostetaan asuinaluekohtaisia toimintamalleja ja kotona asumisen tukemista tarvittavien palvelu- ja asumisratkaisujen avulla. Mukana on myös esimerkkejä erilaisista asumisratkaisuista. Näiden maiden esimerkkien pohjalta arvioidaan kehittämishaasteita ja tehdään ehdotuksia ikääntyneiden asumisen kehittämiseksi Suomessa.

Tarkastelen pro gradu –tutkielmassani laadullisin menetelmin valtion ylimmän virkamiesjohdon järjestelmää ja sen uudistamista. Keskiössä on Suomen oma malli ja sen uudistusprosessi, jota vertaan Ruotsissa, Tanskassa, Alankomaissa ja Iso-Britanniassa toteutettuihin samankaltaisiin uudistuksiin. Tässä tutkimuksessa ylimmän virkamiesjohdon järjestelmä on jaettu rekrytointiin, koulutukseen sekä kehittämiseen ja liikkuvuuden edistämiseen. Tutkimukseni tarkoitus on selvittää, minkälaista ylimmän virkamiesjohdon johtamispolitiikkaa Suomessa harjoitetaan ja millaista se on suhteessa vertailumaiden vastaaviin politiikkoihin. Työssä on selvitetty Suomen ja vertailumaiden järjestelmien yhtäläisyyksiä, eroja sekä sitä, millainen yleinen linja Suomen ja vertailumaiden ylimmän virkamiesjohdon rekrytoinneista, koulutuksesta sekä kehittämisestä ja liikkuvuuden edistämisestä syntyy. Etualalla tutkimuksessa on kuitenkin Suomen järjestelmä ja sen kehittäminen. Asiakirja-aineistoon ja yhden suomalaisen asiantuntijan haastatteluihin pohjautuvan tutkimusmateriaalin perusteella kävi ilmi, että jokaisen maan järjestelmällä on omat ominaispiirteensä, mutta yleisiä linjoja on selkeästi havaittavissa. Ylimmän johdon rekrytoinneissa ollaan alettu painottaa lisääntyvässä määrin johtamisosaamista, johtamisominaisuuksia ja hankittua johtamiskokemusta. Suomessa käytännössä osoitettu johtamistaito tuotiin kelpoisuusvaatimusten osaksi jo vuoden 1997 periaatepäätöksen myötä, mutta sen oletetut vaikutukset ovat jääneet odotettua vähäisemmiksi. Syynä tähän on luultavasti se, ettei käytännössä osoitettua johtamistaitoa ole missään määritelty niin tarkasti, että sitä voitaisiin todellisuudessä käyttää hyväksi hakumenettelyssä. Ylimmän virkamiesjohdon koulutuksen ja kehittämisen tilanne on kahtalainen: Toisaalta ollaan pyritty systematisoimaan sekä keskittämään koulutus- ja kehittämispalveluja ja toisaalta ollaan taas luotettu palvelujen moninaisuuteen. Suomi on lähempänä edellistä vaihtoehtoa; vaikka vuoden 2006 uudistusehdotuksen esitystä valtiovarainministeriöön perustettavasta ylimmän virkamiesjohdon tukiyksiköstä ei näillä näkymin toteutetakaan, ollaan maahamme luomassa nykyisten voimavarojen turvin systemaattisempaa ja järjestelmällisempää johdon koulutus- ja kehittämispolitiikkaa. Ylimmän virkamiesjohdon liikkuvuutta on sekä Suomessa että vertailumaissa pyritty edistämään lähes poikkeuksetta määräaikaisin palvelussuhteiden avulla. Määräaikaisuuksien pituudet ovat maasta riippuvaisia, mutta keskimäärin ne ovat kestäneet kolmesta kuuteen vuotta. Suomeen oli vuoden 2006 uudisehdotuksen mukaisesti suunnitteilla nk. virkakarriäärijärjestelmä, jossa virka ja tehtävä olisivat erotetut toisistaan. Järjestelmä olisi muistuttanut hyvin paljon Alankomaissa käytössä olevaa mallia. Tämä ei kuitenkaan nykyisellään toteudu, vaan ylimmän virkamiesjohdon viroista olisi näillä näkymin tulossa vain määräaikaisia. Olen tutkimuksessani pyrkinyt ottamaan huomioon sen, että kunkin maan uudistuksiin ovat vaikuttaneet oman poliittis-hallinnollisen järjestelmän ominaispiirteet. Suomen järjestelmän uudistusprosessissa on selkeästi näkyvillä maamme hallintokulttuuriin vaikuttava hallinto-legalismi, joka vaalii neutraalia virkamiesasemaa ja sen varaan rakennettua yleistä etua ja oikeusvaltioajattelua. Hallinto-legalistisen ajattelun ydinjoukkoa ovat perinteisesti olleet juristit ja heidän yleishallintotraditionsa.

PurposeThe purpose of this paper is to provide a current state of the art of government communication in The Netherlands which can help to promote a dialogue about how communication quality in this field can be improved further.Design/methodology/approachIn 2006 a survey was conducted for the second time to trace the communication trends in ministries, provinces, municipalities and water boards. The survey was set up in association with sector representatives and it is implemented every two years. The respondents were the top manager and the communication managers of all organisations in the four public sectors. The questionnaire was answered online and the response was 33 per cent.FindingsThe paper finds that the communication budget remained reasonably intact, even in more difficult years, and is now regarded with cautious optimism. The principal goals of government communication are to make government action more transparent and to generate interaction with the outside world. The respondents saw the main tasks as: communicate from a wider societal perspective, make the organisation more communicative internally and (especially in the municipalities) do more work on citizen participation. What strengths should a communication professional possess? As in 2004, when a similar survey was conducted, the most frequently cited competencies were analytical insight and empathy. In the discipline‐specific competencies, advisory skills and knowledge of the target group were mentioned most often. Knowledge of the political environment scored slightly lower than in 2004. The section on the main developments in government communication met with a mixed response. The ministries said more unity and coordination. The provinces mentioned, amongst others, a shift from a re‐active to pro‐active approach. The municipalities stressed citizen participation and the water boards stressed staying closer to people and their living environment. As in 2004, a common denominator for all the sectors was more attention to digital communication. Now that government communication has further developed, coherence and differences in approach between the tiers of government have to be taken into account.Practical implementationsThe survey provides insight into what the various public sectors (ministries, provinces, municipalities and water boards) see as the added value of communication.Originality/valueThis investigation focuses on government communication and gives insight into this area of communication.

This paper 'reconstructs' Cottrell et al.'s (2005) typology of day-use outdoor recreation experience in a Dutch forest preserve using 25-items representing five experience modes: amusement, change, interest, rapture, and dedication. The aim was to apply a cluster analysis (K-means and ipsative) to segment visitors based on their recreation experiences as a visitor typology versus a group allocation technique. Similar to the original study, change was the most represented followed by rapture. An ipsative cluster solution showed a greater diversity of experience preference groups than the K-means and the group allocation procedure. Differences among modal types on experience parameters showed rapture-change and rapture-physical challenge visitors stayed in the forest preserve the longest and tended to stay on a specific trail. Change-amusement came to hike, walk the dog and visit the pancake house the most. Dedication was most satisfied with the area and came to the preserve most often. The Duivelsberg as a forest preserve offers some of the more physically challenging terrain in Holland, as well as a temporal change in a daily context as an escape within nature.

Tutkimus koskee Euroopan Unionin yhteisen maatalouspolitiikan poliittisuutta, ja sen muutosta erityisesti 1990-luvulla. Lähtökohtana sovelletaan teoreettista näkökulmaa, jonka mukaan poliittisuus ilmenee siinä, miten keskeiset ongelmat kulloinkin määritellään, miten ongelmia pyritään ratkaisemaan ja ennen kaikkea siinä, miten yhteisen maatalouspolitiikan tavoiteet ja toimintapolitiikat niiden saavuttamiseksi muotoillaan. Yhteisen maatalouspolitiikan poliittisuuden muutosta tarkastellaan tapaustutkimuksen avulla, analysoimalla vuoden 1992 ns. MacSharry -uudistuksesta käytyä julkista keskustelua kahdessa EU:n jäsenmaassa, Irlannissa ja Alankomaissa. Aineistosta käy ilmi, että sama uudistusteksti tematisoitiin eri tavoin kansallisissa keskusteluissa, keskusteluun osaa ottaneet tahot olivat osin erilaiset, ja keskusteluissa tukeuduttiin osin erilaisiin väittämiin EU:n maatalouden luonteesta ja yhteisen maatalouspolitiikan toivottavasta linjasta. Tutkimus perustuu tekstianalyysiin, jossa käytettiin eri analyysitasoilla erilaisia menetelmiä: toimijakentän tarkastelussa käytettiin sisällönanalyysiä,temaattisessa tutkimuksessa foucaultlaista diskursiivisten kenttien analyysiä, ja perelmanilaista uuden retoriikan lähestymistapaa argumentaation tutkimukseen. Siitä huolimatta, että yhteistä maatalouspolitiikkaa on harjoitettu EU:ssa jo yli 30 vuotta, käsitys eurooppalaisesta maataloudesta tai sen erityisluonteesta on kehittymätön. Toisen jäsenmaan maataloutta tunnetaan heikosti, ja jopa täysin virheellisiä argumenttejä saatetaan käyttää julkisessa keskustelussa. Geopoliittisesti Euroopan Unionin maatalous jakaantuu alankomaalaisten näkökulmasta etelään ja pohjoiseen, irlantilaisten suunnalta taas länteen ja itään. Alankomaalaiset sijoittavat itsensä Euroopan taloudellisen ja poliittisen integraation keskiöön, irlantilaiset taas näkevät itsensä kirjaimellisesti erillisenä saarena tai saarekkeena periferiassa. Yleisenä kehityskaarena tutkimuksessa piirtyy yhteisen maatalouspolitiikan alkuperäinen muotoilu tuotteide, ja myöhemmin tuotannontekijöiden ympärille. Hinta- ja markkinapolitiikan keskeisyys liittyi tähän valintaan, jonka raskaana ytimenä voi pitää tulopolitiikkaa viljelijöille. Tämä yhteisen maatalouspolitiikan ydin on vahvan lainsäädännön ja varmistetun rahoituksen turvaama. 90-luvun kuluessa ja EU:n poliittisen integraation syventyessä yhteinen maatalouspolitiikka on alkanut sisällyttää itseensä teemoja ja argumentteja, sekä vähitellen myös toimijoita perinteisen tulopolitiikka-paradigman ulkopuolelta. Maatalous politisoituu nyt myös ihmisen ja luonnon kosketuspintana, joka näkyy mm. ympräristö-, ruoan turvallisuus-, eläinten hyvinvointi- ym. eettisinä kysymyksinä. Yhteisen maatalouspolitiikan muotoiluun vaikuttavat yhä enemmän unionin tarve legitimoida itsensä poliittisesti EU-kansalaisten silmissä. Maatalouspolitiikasta tulee yhä enemmän maatalouden ja yhteiskunnan välinen sopimus, jolloin sen tehtävä tulopolitiikan välineenä vähenee.

The aim of this thesis is to study the electoral success of three extreme right-wing parties on the premises of the political system. The parties in focus are the Belgian Vlaams Blok (VB), the Dutch Centrumdemocraten (CD) and the German Republikaner (REP), which are all undisputed representatives of the 'core' extreme right-wing family in present-day Western Europe. Further, the features of the political system are divided into party system features and features related to the institutional setting of a country. The former include, among other features, the fragmentation of the party system, the electoral volatility and the polarisation and cartellisation of the party system. The latter include, amongst others, the complexity of the system, federal structures, the election system and the legal constraints that can affect the performance of extreme right-wing parties in elections. The study is conducted as a case study in the sense that it aims to an in-depth analysis of the electoral success of three parties on the premises of the political systems of each of countries under which they reside. However, the study takes its starting point in the theoretical discussion concerning the potential impact of various political system features on extreme right-wing parties in general, which enables a systematic analysis of the cases, and the application of a comparative perspective to the findings. The study concludes in that the political systems of the three countries studied, indeed provide different opportunities and restraints for the three extreme right-wing parties to succeed electorally. Some political system features prove, however, to affect the electoral success of the parties differently than the theoretical discussion had led us to expect. In addition, the Belgian system appears to be advantageous for the electoral success of the Vlaams Blok with regard to most political system features studied, whereas the Dutch and the German systems prove to combine multiple disadvantageous and restraining conditions affecting the electoral success of the Centrumdemocraten and the Republikaner. Yet, the German system appears to be the most restraining system, which is due to the fact that some of the political features appear even more restraining for the German extreme right than similar features in the Netherlands. Avhandlingens avsikt är att undersöka tre högerextremistiska partiers framgång i val på det politiska systemets premisser, nämligen det belgiska Vlaams Blok (VB), det nederländska Centrumdemocraten (CD) och det tyska Republikaner (REP). Dessa tillhör alla den s.k. 'kärnfamiljen' av högerextremistiska partier i dagens Europa. Studien tar sin utgångspunkt i en analysram, vari det politiska systemet är indelat i partisystemvariabler och variabler som relaterar till det politiska systemets institutionella strukturen. De förra inkludera bl.a. partisystemets fragmentering, kartellisering, ideologiska polarisering jämte väljarrörlighet, medan de institutionella strukturerna inkluderar t.ex. det politiska systemets komplexitet, federala strukturen, valsystem och juridiska begränsningar som kan påverka högerextremistiska partiers framgång i val. Undersökningen utgörs av fallstudier av de tre partiernas framgång i val på det politiska systemets premisser. Utgångspunkten i en generell teoretisk referensram möjliggör dock en systematisk analys i de tre fallstudierna, likväl som ett jämförande perspektiv på undersökningens resultat. I avhandlingen finner jag att undersökningens olika politiska system de facto skapar olika förutsättningar för de tre högerextremistiska partierna att nå framgång i val. Dock visar avhandlingen på att somliga systemaspekter tar sig annorlunda uttryck än den teoretiska diskussionen föranledde oss att anta. Därtill visar undersökningen att det belgiska politiska systemet är gynnsamt för het Vlaams Blok med avseende på nästan alla systemaspekter som undersöktes. Däremot kombinerar de nederländska och tyska systemen flertalet karakteristika som begränsar eller förtrycker de Centrumdemocratens och die Reublikaners möjligheter till framgång i val. Det tyska systemet visar sig vara det system som begränsar ett högerextremistiskt partis framgångar mest, vilket i sig inte beror på antalet begränsande karakteristika, utan snarare på att flertalet systemaspekter har en än mera genomgripande effekt i Tyskland än motsvarande aspekter i Nederländerna.
