Abstract

In this paper, we examine the concept of embodied uncertainty by exploring multiple dimensions of uncertainty in the context of risks associated with extreme natural hazards. We highlight a need for greater recognition, particularly by disaster management and response agencies, of uncertainty as a subjective experience for those living at risk. Embodied uncertainty is distinguished from objective uncertainty by the nature of its internalisation at the individual level, where it is subjective, felt and directly experienced. This approach provides a conceptual pathway that sharpens knowledge of the processes that shape how individuals and communities interpret and contextualise risk. The ways in which individual characteristics, social identities and lived experiences shape interpretations of risk are explored by considering embodied uncertainty in four contexts: social identities and trauma, the co-production of knowledge, institutional structures and policy and long-term lived experiences. We conclude by outlining the opportunities that this approach presents, and provide recommendations for further research on how the concept of embodied uncertainty can aid decision-making and the management of risks in the context of extreme natural hazards.

Abstract

Central America continues to be a violent region and is prone to increasing climatic shocks and environmental degradation. This paper explores the non-linear feedback loop between violence and climate shocks on livelihood resilience in El Salvador and Honduras, two countries experiencing high rates of violence. The nature of this complex feedback loop is examined by analysing case studies on the community scale, which include challenges in reconstructing community social capital post-Hurricane Mitch (1998) in Honduras and the importance of social capital in community resilience to Hurricane Ida (2009) in El Salvador. We conclude that social capital is central in communities facing violence in order to enhance livelihood resilience to climate change impacts in Central America.

Abstract

The paper reports on the World Social Science (WSS) Fellows seminar on Risk Interpretation and Action (RIA), undertaken in New Zealand in December, 2013. This seminar was coordinated by the WSS Fellows program of the International Social Science Council (ISSC), the RIA working group of the Integrated Research on Disaster Risk (IRDR) program, the IRDR International Center of Excellence Taipei, the International START Secretariat and the Royal Society of New Zealand. Twenty-five early career researchers from around the world were selected to review the RIA framework under the theme of 'decision-making under conditions of uncertainty', and develop novel theoretical approaches to respond to and improve this framework. Six working groups emerged during the seminar: 1. the assessment of water-related risks in megacities; 2. rethinking risk communication; 3. the embodiment of uncertainty; 4. communication in resettlement and reconstruction phases; 5. the integration of indigenous knowledge in disaster risk reduction; and 6. multi-scale policy implementation for natural hazard risk reduction. This article documents the seminar and initial outcomes from the six groups organized; and concludes with the collective views of the participants on the RIA framework.

36. "Life Is Political:" A Critical Analysis of Beliefs about Social Change in the United States.

Abstract

Inequality is a ubiquitous aspect in the lives of most U.S. citizens. While social scientific research has explained stratification of resources and its effects on various populations, less work has explored American beliefs about how to address these inequalities. Using American Mosaic Project data of one hundred and eleven in-depth interviews, I argue that engaged Americans hold five different belief types that explain how social change occurs. I also suggest the beliefs act as significant narratives that shape and bound how Americans engage in social change. Abstract

The resilience concept requires greater attention to human livelihoods if it is to address the limits to adaptation strategies and the development needs of the planet's poorest and most vulnerable people. Although the concept of resilience is increasingly informing research and policy, its transfer from ecological theory to social systems leads to weak engagement with normative, social and political dimensions of climate change adaptation. A livelihood perspective helps to strengthen resilience thinking by placing greater emphasis on human needs and their agency, empowerment and human rights, and considering adaptive livelihood systems in the context of wider transformational changes. Abstract

The article discusses the interview with sociology professor Dana Fisher of Columbia University about the state of protest in the U. S. The interview was conducted by the news show "Bryant Park Project." It mentions that protests in the U.S. has changed since 1960's. According to Fisher, back then, people have the motivation to go on protest because they know that their lives would be affected. 49. From tragedy to opportunity: long-term development in post-disaster intentional communities in Honduras.

Abstract

With 2010 witnessing the second highest number of global disasters in history, climate change has spurred interest concerning how non-governmental organizations (NGOs) should respond with long-term development strategies in post-disaster communities, especially those in fragile states. This comparative case study examines how two intentional Honduran communities built for survivors (comprised of traumatized and displaced poor people) of Hurricane Mitch (1998), Divina Providencia and Ciudad España, developed since the disaster. Although initially similar based on demographics, the communities are dramatically different today in social health (defined as low crime, social capital, social cohesion, vision, sustainability, and community participation). My doctoral research combines household surveys (N=1,918), 74 interviews, nine months of ethnography, and archival research in an analysis of what mechanisms shaped the social health trajectory of each community. I found that both communities have had varying degrees of success and conflict due in large part to the Honduran context and decisions and practices implemented by sponsoring non-governmental organization including: time horizons/long-term commitment, organizational resources, spatial design, community size, and coercive mechanisms by the organizations. Although both communities faced similar constraints, such as trauma and broken social networks, Divina overcame many hurdles with the help of a strong NGO presence, organizational resources, a long-term commitment, and coercive means. It was able to foster cultural structures that created a healthier community than resident pre-Mitch neighborhoods in Tegucigalpa. Certain emergent norms of community life prevented the Divina community from falling back upon old structures and norms (which were inequitable and socially unhealthy). However, its top-down paternalist approach led to protests by community residents, the creation of dependency on the NGO, and issues of possible long-term sustainability without organizational support. While Ciudad España did have better social health than the former communities in Tegucigalpa, its partnership approach failed to establish emergent norms that would have promoted stronger social health indicators. There was less NGO influence, fewer organizational resources over time, shorter time commitment, and almost no coercive means. Although España has lower social health than Divina, the community has had less conflict and is more independent.
