1. Legal Considerations in Sign Code Development

Abstract: Legal considerations have always played a critical role in the development of a sign code, but that role has taken on renewed importance in the wake of the U.S. Supreme Court's recent ruling in Reed v. Town of Gilbert, Ariz., 135 S.Ct. 2218 (2015). A detailed analysis of Reed is obviously beyond the scope of this paper. For our purposes, it is sufficient to note that the Reed Court announced a far more stringent test to determine whether a sign code's provisions are "content-neutral" or "content-based." In short, the Court ruled that any sign code provision that "on its face" considers the message on a sign to determine how it will be regulated is content-based. The practical effect of finding that a sign code provision is content-based is to heighten the judicial scrutiny of such a provision if challenged. A provision that is content-neutral is subjected only to intermediate judicial scrutiny: the provision will be upheld if government can demonstrate that the regulation serves a substantial governmental interest and is narrowly-tailored to achieve that interest. In contrast, a provision that is content-based is subjected to strict judicial scrutiny: the provision will be upheld only if government can demonstrate that the regulation serves a compelling governmental interest and is the least restrictive alternative to achieve that interest.

2. High Dietary K Intake Inhibits Proximal Tubule Transport and Reduces GFR

Abstract: The kidneys respond to increased dietary K+ intake by excreting more K+ in the urine to maintain K+ balance. A key event underlying this regulation is increased secretion of K+ by distal nephron segments including the late DCT (DCT2), and the connecting tubule (CNT). It has been suggested that more proximal nephron segments may contribute to this process by reducing Na+ reabsorption, thus augmenting distal Na+ delivery. There is, however, little information on the magnitude of these proximal adjustments and their impact on distal Na+ flow. To address this issue, we used micropuncture to quantify the modulation of Na+ and K+ transport by proximal tubule (PT) in response to elevation of K+ intake in the rat. The impact of chronic dietary K+ loading on PT function was measured using free-flow micropuncture, along with measurements of overall kidney function, including urine volume (UV), glomerular filtration rate (GFR), and absolute (ENa, EK) and fractional (FENa, FEK) Na+ and K+ excretion. The difference between CK (Control-K 1% KCl) and HK CK (high-K 5% KCl, 7 days) treated rats were compared. HK intake significantly reduced GFR by 29%, increased UV by 77%, and increased EK by 202%. HK did not change ENa (0.84 vs. 0.76μ Eq/min/100gBW) but significantly increased FENa (1.40 vs. 0.64%), indicating that fractional Na+ absorption is reduced by HK. To assess PT function, we measured the ratio of FITC-Inulin (as a volume maker), Na+ and K+concentrations in the tubular fluid and plasma (TF/P) and normalized the [Na] TF/P and [K] TF/P by Inulin TF/P (In TF/P). Tubular fluid was collected at the 20%, 60% and 80% of the length of PTs. In TF/P increased along the tubule in both CK and HK treated rats. In TF/P was 1.04, 2.79 and 3.83 in CK and was 0.98, 1.78 and 2.16 in HK at the position of 20%, 60% and 80% of the PT respectively, indicating that volume is absorbed along the tubule. In TF/P was lower in HK in all positions and was significantly reduced at the end (80%) of the PT, indicating that fluid absorption is reduced by HK. In addition, the fractional delivery of Na+, TF/P Na+/In ratio, decreases along the tubule, quantifying PT Na+ reabsorption. We find that in comparison with CK, HK increased this ratio. It was 0.91, 0.49, and 0.34 in CK and was 1.22, 0.74, and 0.63 in HK respectively, documenting that HK reduced PT Na+ absorption. This effect offsets the reduction in filtered load of Na+ and predicts a 33% increase in Na+ delivered out of the PT. Micropuncture data also show that K+ concentrations in the tubular fluid (TF) are significantly increased by HK in all positions of the PT compared with the CK; at the 80% point of PT, TF K+ was 4.7mM in CK and was 6.1 mM in HK. Our results demonstrate that with increased dietary K+ intake, there is reduction of GFR and additional reduction in fractional PT transport. The net effect may facilitate K+ excretion and help balance Na+ excretion by shifting Na+reabsorption to K-secreting segments of the nephron. NIH NIDDK R01 DK117650 (Tong Wang); RO1-DK-29857 (Alan M. Abstract: We construct a special class of semiclassical Fourier integral operators whose wave fronts are symplectic micromorphisms. These operators have very good properties: they form a category on which the wave front map becomes a functor into the cotangent microbundle category, and they admit a total symbol calculus in terms of symplectic micromorphisms enhanced with half-density germs. This new operator category encompasses the semi-classical pseudo-differential calculus and offers a functorial framework for the semi-classical analysis of the Schr\"odinger equation. Abstract: We study triples of coisotropic or isotropic subspaces in symplectic vector spaces; in particular, we classify indecomposable structures of this kind. The classification depends on the ground field, which we only assume to be perfect and not of characteristic 2. Our work uses the theory of representations of partially ordered sets with (order reversing) involution; for (co)isotropic triples, the relevant poset is "$2 + 2 + 2$" consisting of three independent ordered pairs, with the involution exchanging the members of each pair. A key feature of the classification is that any indecomposable (co)isotropic triple is either "split" or "non-split". The latter is the case when the poset representation underlying an indecomposable (co)isotropic triple is itself indecomposable. Otherwise, in the "split" case, the underlying representation is decomposable and necessarily the direct sum of a dual pair of indecomposable poset representations; the (co)isotropic triple is a "symplectification". In the course of the paper we develop the framework of "symplectic poset representations", which can be applied to a range of problems of symplectic linear algebra. The classification of linear Hamiltonian vector fields, up to conjugation, is an example; we briefly explain the connection between these and (co)isotropic triples. Abstract: The renal response to acute hyperkalemia is mediated by increased K(+) secretion within the connecting tubule (CNT), flux that is modulated by tubular effects (e.g., aldosterone) in conjunction with increased luminal flow. There is ample evidence that peritubular K(+) blunts Na(+) reabsorption in the proximal tubule, thick ascending Henle limb, and distal convoluted tubule (DCT). Although any such reduction may augment CNT delivery, the relative contribution of each is uncertain. The kidney model of this laboratory was recently advanced with representation of the cortical labyrinth and medullary ray. Model tubules capture the impact of hyperkalemia to blunt Na(+) reabsorption within each upstream segment. However, this forces the question of the extent to which increased Na(+) delivery is transmitted past the macula densa and its tubuloglomerular feedback (TGF) signal. Beyond increasing macula densa Na(+) delivery, peritubular K(+) is predicted to raise cytosolic Cl(−) and depolarize macula densa cells, which may also activate TGF. Thus, although the upstream reduction in Na(+) transport may be larger, it appears that the DCT effect is critical to increasing CNT delivery. Beyond the flow effect, hyperkalemia reduces ammoniagenesis and reduced ammoniagenesis enhances K(+) excretion. What this model provides is a possible mechanism. When cortical [Formula: see text] is taken up via peritubular Na(+)-K(+)([Formula: see text])-ATPase, it acidifies principal cells. Consequently, reduced ammoniagenesis increases principal cell pH, thereby increasing conductance of both the epithelial Na(+) channel and renal outer medullary K(+) channel, enhancing K(+) excretion. In this model, the effect of aldosterone on principal cells, diminished DCT Na(+) reabsorption, and reduced ammoniagenesis all provide relatively equal and additive contributions to renal K(+) excretion. NEW & NOTEWORTHY Hyperkalemia blunts Na(+) reabsorption along the nephron, and increased CNT Na(+) delivery facilitates K(+) secretion. The model suggests that tubuloglomerular feedback limits transmission of proximal effects past the macula densa, so that it is DCT transport that is critical. Hyperkalemia also reduces PCT ammoniagenesis, which enhances K(+) excretion. The model suggests a mechanism, namely, that reduced cortical ammonia impacts CNT transport by raising cell pH and thus increasing both ENaC and ROMK conductance.

(Virgo and MAGIC Collaboration), Advanced LIGO and Advanced Virgo are monitoring the sky and collecting gravitational-wave strain data with sufficient sensitivity to detect signals routinely. In this paper we describe the data recorded by these instruments during their first and second observing runs. The main data products are gravitational-wave strain time series sampled at 16384 Hz. Abstract: In categories of linear relations between finite dimensional vector spaces, composition is well-behaved only at pairs of relations satisfying transversality and monicity conditions. A construction of Wehrheim and Woodward makes it possible to impose these conditions while retaining the structure of a category. We analyze the resulting category in the case of all linear relations, as well as for (co)isotropic relations between symplectic vector spaces. In each case, the Wehrheim-Woodward category is a central extension of the original category of relations by the endomorphisms of the unit object, which is a free submonoid with two generators in the additive monoid of pairs of nonnegative integers.

Abstract: We identify thirteen isomorphism classes of indecomposable coisotropic relations between Poisson vector spaces and show that every coisotropic relation between finite-dimensional Poisson vector spaces may be decomposed as a direct sum of multiples of these indecomposables. We also find a list of thirteen invariants, each of which is the dimension of a space constructed from the relation, such that the 13-vector of multiplicities and the 13-vector of invariants are related by an invertible matrix over $\mathbb Z$. It turns out to be simpler to do the analysis above for isotropic relations between presymplectic vector spaces. The coisotropic/Poisson case then follows by a simple duality argument., 9 pages. Abstract: Accurate knowledge of the telescope's point spread function (PSF) is essential for the weak gravitational lensing measurements that hold great promise for cosmological constraints. For space telescopes, the PSF may vary with time due to thermal drifts in the telescope structure, and/or due to jitter in the spacecraft pointing (ground-based telescopes have additional sources of variation). We describe and simulate a procedure for using the images of the stars in each exposure to determine the misalignment and jitter parameters, and reconstruct the PSF at any point in that exposure's field of view. The simulation uses the design of the SNAP (http://snap.lbl.gov) telescope. Stellar-image data in a typical exposure determines secondary-mirror positions as precisely as $20 {\rm nm}$. The PSF ellipticities and size, which are the quantities of interest for weak lensing are determined to $4.0 \times 10^{-4}$ and $2.2 \times 10^{-4}$ accuracies respectively in each exposure, sufficient to meet weak-lensing requirements. We show that, for the case of a space telescope, the PSF estimation errors scale inversely with the square root of the total number of photons collected from all the usable stars in the exposure., Comment: 20 pages, 6 figs, submitted to PASP

The Poisson structure obtained by inverting sigma extends smoothly across M and determines a contact structure on M which is the same as the one induced by the complex structure. When M is compact, the Poisson structure near M is completely determined up to isomorphism by the contact structure on M. Abstract: Objectives: To compare pregnancy outcomes for teenagers with those for older gravidas. Methods: A retrospective case control study was undertaken to compare teenagers who delivered between January 1996 and October 1999 at a public urban hospital with a group of older gravidas. Results: Young pregnant teenagers were more likely to be nulliparous. They weighed less and gained less in pregnancy. More teen pregnancies occurred among Hispanics than other ethnic groups. The younger the teenager, the more likely for her infant to be of low or very low birth weight or growth restricted. There were fewer postmature deliveries, macrosomic fetuses and cesarean deliveries in young gravidas. Perinatal mortality was unaffected by maternal age. Conclusions: This investigation demonstrates that, while pregnancy outcomes in teenagers have improved in recent years relative to historical patterns, teenagers face continuing problems requiring special attention by care givers.

A construction of Wehrheim and Woodward circumvents the problem that compositions of smooth canonical relations are not always smooth, building a category suitable for functorial quantization. To apply their construction to more examples, we introduce a notion of highly selective category, in which only certain morphisms and certain pairs of these morphisms are "good". We then apply this notion to the category SLREL of linear canonical relations and the result WW(SLREL) of our version of the WW construction, identifying the morphisms in the latter with pairs (L; k) consisting of a linear canonical relation and a nonnegative integer. We put a topology on this category of indexed linear canonical relations for which composition is continuous, unlike the composition in SLREL itself. Subsequent papers will consider this category from the viewpoint of derived geometry and will concern quantum counterparts.

Abstract: Objectives. To exploit the favorable dose intensity and safety profile of weekly paclitaxel, we conducted a Phase I trial of paclitaxel by 3-hour infusion in combination with estramustine phosphate (EM) in men with hormone-refractory prostate cancer (HRPC). The antimicrotubule drug combination of paclitaxel by 96-hour infusion plus EM is active in HRPC. Methods. Twenty-four patients with metastatic HRPC and progressive tumor after antiandrogen withdrawal were enrolled in this study. Oral EM was taken at a dose of 600 mg/m 2 daily for the initial 21 patients and on a reduced schedule of 280 mg twice daily for the final 3 patients. Paclitaxel was escalated from 60 to 118 mg/m 2 . Results. The major toxicities were gastrointestinal and thromboembolic complications related to daily oral dosing of EM. Of the first 21 patients, one third (n = 7) discontinued therapy within 4 weeks because of protracted nausea and/or thrombotic complications. Dose-limiting toxicities at 118 mg/m 2 paclitaxel were fatigue and hepatotoxicity. Of 13 patients with measurable soft-tissue lesions, 6 had objective partial regressions, and 9 (37.5%) of 24 patients (95% confidence interval 19.1% to 59.1%) with elevated prostate-specific antigen levels had a 50% or greater decline of at least 4 weeks' duration. Conclusions. Weekly paclitaxel at doses of 60 to 107 mg/m 2 were feasible in combination with oral EM, but daily oral EM produced unacceptable toxicity. On the basis of these results, a Phase II trial of weekly paclitaxel with the reduced dose and schedule of EM was initiated by the Eastern Cooperative Oncology Group to assess further the benefits and risks of this treatment in men with metastatic HRPC.

Abstract: The main result of this paper is a convexity theorem for momentum mappings of certain Hamiltonian actions of noncompact semisimple Lie groups. The image is required to fall within a certain open subset D of the (dual of the) Lie algebra, and the momentum map itself is required to be proper as a map to D. The set D corresponds roughly, via the orbit method, to the discrete series of representations of the group, Much of the paper is devoted to the study of D itself, which consists of the Lie algebra elements which have compact centralizer. When the group is Sp(2n), these elements are the ones which are called 'strongly stable' in the theory of linear Hamiltonian dynamical systems, and our results may be seen as a generalization of some of that theory to arbitrary semisimple Lie groups. As an application, we prove a new convexity theorem for the frequency sets of sums of positive definite Hamiltonians with prescribed frequencies.

Abstract: We show that every Lie algebroid $A$ over a manifold $P$ has a natural representation on the line bundle $Q_A = \wedge^{top}A \otimes \wedge^{top} T^*P$. The line bundle $Q_A$ may be viewed as the Lie algebroid analog of the orientation bundle in topology, and sections of $Q_A$ may be viewed as transverse measures to $A$. As a consequence, there is a well-defined class in the first Lie algebroid cohomology $H^1(A)$ called the modular class of the Lie algebroid $A$. This is the same as the one introduced earlier by Weinstein using the Poisson structure on $A^*$. We show that there is a natural pairing between the Lie algebroid cohomology spaces of $A$ with trivial coefficients and with coefficients in $Q_A$. This generalizes the pairing used in the Poincare duality of finite-dimensional Lie algebra cohomology. The case of holomorphic Lie algebroids is also discussed, where the existence of the modular class is connected with the Chern class of the line bundle $Q_A$.

Abstract: The modular flow of Poisson manifold is a 1-parameter group of automorphisms determined by the choice of a smooth density on the manifold. When the density is changed, the generator of the group changes by a hamiltonian vector field, so one has a 1-parameter group of “outer automorphisms” intrinsically attached to any Poisson manifold. The group is trivial if and only if the manifold admits a measure which is invariant under all hamiltonian flows. The notion of modular flow in Poisson geometry is a classical limit of the notion of modular automorphism group in the theory of von Neumann algebras. In addition, the modular flow of a Poisson manifold is related to modular cohomology classes for associated Lie algebroids and symplectic groupoids. These objects have recently turned out to be important in Poincare duality theory for Lie algebroids.

Abstract: Many of the basic equations of conservative continuum mechanics (Euler, Vlasov-Poisson, Vlasov-Maxwell, MHD, etc.) are Hamiltonian systems with respect to Lie-Poisson brackets on dual spaces of infinite dimensional Lie algebras. The development of Lie-Poisson integrators for finite dimensional Lie-Poisson systems has shown that they are superior in the numerical simulations of these systems, especially with regard to long term phenomena. This paper shows how to truncate one of these systems, the Vlasov-Poisson equation of plasma physics, to a finite dimensional Lie-Poisson system. This requires replacing the functions on single-particle phase space, with their Poisson bracket Lie algebra structure, by a finite dimensional Lie algebra. Replacing the densities by their moments of order up to k about a fixed reference point corresponds to replacing the functions by their Taylor expansions up to order k. Unfortunately, these truncated Taylor expansions do not form a Lie algebra, since the functions which vanish through order k do not form an ideal under Poisson bracket. Geometrically, this corresponds to the fact that canonical transformations which fix the reference point do not form a normal subgroup. Introducing the location of a reference point in phase space as an extra variable and truncating with respect to this moving point turns out to decouple the “location” from “shape” coordinates of a lump of density in phase space, as far as the Poisson bracket is concerned. One can then replace the shape coordinates by a finite number of moments. The central result of the paper is a construction of the decoupling map described above in the general context of the decomposition of a Lie group as a product of subgroups. The main theorem is first proved by the general theory of Poisson reduction, then by explicit calculation, and lastly by showing that the Poisson isomorphism follows from the lift of a natural groupoid isomorphism. The groupoid aspect of the theory also provides natural Poisson maps, useful in the application of Ruth-type integration techniques, which do not seem easily derivable from the general theory of Poisson reduction. © 1994 John Wiley & Sons, Inc.

Abstract: OBJECTIVE: The principal objective of this study was to determine whether a relationship exists between trough cyclosporine concentrations measured by HPLC and the development of acute graft-versus-host disease (GVHD) after allogeneic bone marrow transplantation. DESIGN: A retrospective analysis of 59 consecutive human leukocyte antigen-matched bone marrow transplants. Patients received uniform GVHD prophylaxis with cyclosporine and methotrexate. Whole blood trough cyclosporine concentrations were measured at least twice weekly during hospitalization and weekly after discharge. SETTING: A dedicated bone marrow transplant unit in an academic center. MAIN OUTCOME MEASURES: The means of cyclosporine concentrations were assessed for each patient on a weekly basis during the first 50 days after transplant. These means were compared between patients developing grade 2–4 acute GVHD and patients without significant GVHD. RESULTS: Eighteen patients developed acute GVHD at a median of 25 days after bone marrow transplant (range 10–50). There was no correlation between the development of GVHD and patient age, diagnosis, donor age, donor gender, donor-recipient gender mismatch, and time to neutrophil engraftment (> 1000 × 106cells/L). Although mean weekly cyclosporine concentrations were consistently lower in patients developing acute GVHD, the difference in values compared with those of patients with GVHD was not statistically significant. Mean weekly cyclosporine concentrations at the time of neutrophil engrafiment were statistically associated with the development of GVHD. Patients with GVHD had mean ? SD concentrations of 174 ± 69 ng/mL, significantly lower than 254 ± 114 ng/mL in patients without GVHD. Furthermore, the rate of GVHD was 82 percent in patients with mean concentrations CONCLUSIONS: Cyclosporine concentrations are associated with the development of acute GVHD. Abstract: Fox Chase Cancer Center Partners (FCCCP) performs an annual quality review of affiliate practices based on National Comprehensive Cancer Network (NCCN) guidelines. Given recent treatment advances, we initiated this medical record review in elderly patients with stage III colon cancer to measure compliance with these guidelines.Medical records of 124 patients age ≥ 65 diagnosed with stage III colon cancer between 2003 and 2006 were reviewed. Metrics were developed and based on NCCN guidelines for workup and staging, treatment, and gerontology. Documentation was reviewed via paper (13 sites) and electronic record (2 sites).High compliance with staging and workup guidelines was noted with chest imaging (100%), stage (98%), computed tomography (CT) of the abdomen/pelvis (93%), pathology (91%), and carcinoembryonic antigen (CEA; 91%). Activities of daily living were documented commonly (83%) but colonoscopy less (75%). Age and life expectancy were discussed with the patient in only 49%. Nearly all patients (123 of 124 patients) received adjuvant chemotherapy, with 76 patients (61%) receiving oxaliplatin. Common regimens were FOLFOX (oxaliplatin plus infusional/bolus 5-fluorouracil and folinic acid) 54%, 5-fluorouracil/leucovorin (5-FU/LV; 19%), and capecitabine (12%). Reasons for excluding oxaliplatin were comorbidity (68%), age (19%), and not specified (13%). Three-quarters of the patients had ≥ 12 lymph nodes sampled and 56% identified the radial margin. Nearly all patients (115 = 93%) received surveillance with history and physical and CEA. Surveillance CT was performed in 78% of the patients.A quality review of community oncology practices can assess implementation of treatment advances. Guideline compliance for elderly patients with stage III colon cancer is generally high. Forty percent did not receive oxaliplatin and documentation of life expectancy was infrequent. Further study of oncologist decision making for elderly colon cancer patients is warranted.

Abstract: We adapt the notion of generating functions for lagrangian submanifolds to symplectic microgeometry. We show that a symplectic micromorphism always admits a global generating function. As an application, we describe hamiltonian flows as special symplectic micromorphisms whose local generating functions are the solutions of Hamilton-Jacobi equations. Abstract: Wehrheim and Woodward have shown how to embed all the canonical relations between symplectic manifolds into a category in which the composition is the usual one when transversality and embedding assumptions are satisfied. A morphism in their category is an equivalence class of composable sequences of canonical relations, with composition given by concatenation. Abstract: The classical analogue is developed here for part of the construction in which knot and link invariants are produced from representations of quantum groups. Whereas previous work begins with a quantum group obtained by deforming the multiplication of functions on a Poisson Lie group, we work directly with a Poisson Lie groupG and its associated symplectic groupoid. The classical analog of the quantumR-matrix is a lagrangian submanifold in the cartesian square of the symplectic groupoid. For any symplectic leafS inG, induces a symplectic automorphism σ ofS×S which satisfies the set-theoretic Yang-Baxter equation. When combined with the “flip” map exchanging components and suitably implanted in each cartesian powerS n , σ generates a symplectic action of the braid groupB n onS n . Application of a symplectic trace formula to the fixed point set of the action of braids should lead to link invariants, but work on this last step is still in progress.

Abstract: Poisson Lie groups appeared in the work of Drinfel'd (see, e.g., [Drl, Dr2]) as classical objects corresponding to quantum groups. Going in the other direction, we may say that a Poisson Lie group is a group of symmetries of a phase space that are allowed to "twist," in a certain sense, the symplectic or Poisson structure. The Poisson structure on the group controls this twisting in a precise way. Quantizing both the phase space and the symmetries, one may obtain a quantum group acting on a quantum phase space. In recent work, Lu and Ratiu [LR] used so-called standard Poisson structures on a compact semisimple Lie group K and on its Poisson dual K* in order to give a new proof of the nonlinear convexity theorem of Kostant [Ko]. Their method is analogous to the famous symplectic proof of the linear convexity theorem given by Atiyah [A] and Guillemin and Stemnberg [GS]. The nonlinear convexity theorem, like the linear one, follows from a very general result on convexity of the image of the momentum map [A, GS]; however, in [LR] it is applied not to a coadjoint orbit in t*, but to a symplectic leaf in K* . The main result of this paper is that the standard Poisson structure on the Poisson dual K* to a compact semisimple Poisson Lie group K is actually isomorphic to the linear one on t* . This theorem seems to be related to some facts in the theory of quantum groups. Namely, (for generic q) the universal enveloping algebra U(t) and its quantum deformation Uq(t) are isomorphic as algebras (though not as coalgebras, of course, since the quantum version is not cocommutative). In particular, there is a bijective correspondence between their representations. A direct connection between our work and its quantum analogues, though, is still to be found. The present work supplies a positive answer to Question 5.1 in [LR] and strongly depends on that paper. To simplify reading, we keep the notations of [LR] wherever possible, on one hand, but give all necessary definitions, on the other. Our work is also related to [Du], in which the nonlinear convexity theorem is reduced to the linear one by a deformation argument not unlike the one that we use in ?5. Abstract: Quantization problems suggest that the category of symplectic manifolds and symplectomorphisms be augmented by the inclusion of canonical relations as morphisms. These relations compose well when a transversality condition is satisfied, but the failure of the most general compositions to be smooth manifolds means that the canonical relations do not comprise the morphisms of a category. We discuss several existing and potential remedies to the nontransversality problem. Some of these involve restriction to classes of lagrangian submanifolds for which the transversality property automatically holds.
