This article reports on traffic in the city of Baghdad, Iraq. About 30 percent to 40 percent of the city's major roads are blocked to protect against car bombs. Officials maintain that about half of the city's traffic lights are operative, however, the author seems to believe that the actual percentage is far lower. The traffic lights run on power supplies that are only available for about a third of the day, and not necessarily during peak traffic hours.
