Unplanned buildings in Istanbul expanded significantly until the 1990s due to high population expansion and insufficient inspections. Inspections have been enhanced, and mass home development has been expedited from 1995 to the present by utilizing technology to avoid uncontrolled construction. Satellite cities with various types of infrastructure are being developed for sections of the city that are available for development. Although the development of satellite cities has been expedited in recent years, a significant portion of the province still has a skewed settlement from the past. Sustainable development is only feasible if entities that provide urban planning and infrastructure services collaborate to design their plans. However, because the urbanization process has been finished in a significant portion of Istanbul, it is recognized that this is too late. The initial step at this stage is to address current infrastructure issues from a central location. In other words, it is the coordination from the central area of the institutions supplying water and sewage infrastructure, power, telephone, and natural gas infrastructure, and municipal transportation services. Because infrastructures are typically developed beneath roads and pavements, the appropriate towns' transportation infrastructure should also be considered. It is believed that installing "reinforced concrete infrastructure tunnels" known as "Utility Tunnels," which allow electricity, telephone, natural gas, and water infrastructure systems to be linked together, will make maintenance and renewal considerably easier. The project's ultimate goal is to establish a center where many infrastructure problem scenarios can be created and necessary solutions can be found before problems arise, as well as to establish a center that provides coordination and finds short and long-term innovative and economical solutions specific to Istanbul's infrastructure systems., İstanbul’da hızlı nüfus artışı ve yeterli denetimlerin olmaması nedeniyle 90’lı yıllara kadar çarpık yapılaşmanın hızla arttığı görülmüştür. 1995’den günümüze kadar çarpık yapılaşmanın önlenmesi amacıyla teknolojiden yararlanılarak denetimler artırılmış ve toplu konut yapımlarına hız verilmiştir. Şehrin imara açık bölgelerinde her tür altyapısı planlı olan uydu kentler oluşturulmaktadır. Son yıllarda uydu kentlerin kurulmasına hız verilmesine rağmen, ilin büyük bir bölümünde geçmişten kalan çarpık yapılaşma mevcuttur. Sürdürülebilir kalkınma; yüksek altyapı maliyetlerinin minimuma indirilmesi, kentsel planlama ve altyapı hizmeti veren kurumların birlikte planlarını oluşturması ile mümkündür. Ancak İstanbul’un büyük bir bölümünde şehirleşme süreci tamamlandığından bunun için geç kalındığı da anlaşılmaktadır. Bu noktada öncelikle yapılması gereken mevcut altyapı sorunlarının çözümünün bir merkezden gerçekleştirilmesidir. Yani su ve kanalizasyon, elektrik, telefon ve doğalgaz altyapı hizmetlerini sunan kurumlar ile belediyelerin ulaşım hizmetleri arasında koordinasyonun bir merkezden sağlanmasıdır. Altyapılar genellikle yollar ve kaldırım altlarına inşa edildiğinden ilgili belediyelerin ulaşım altyapısı da dikkate alınmalıdır. İstanbul ilinde su, elektrik, doğalgaz ve telefon gibi altyapı sistemlerinin bir arada döşenebilmesini sağlayan “Utility Tunnel” olarak bilinen “kapaklı betonarme altyapı tünellerinin” tesis edilmesi durumunda tamir ve yenilemenin çok daha kolay yapılabileceği düşünülmektedir. Yapılması öngörülen çalışmada nihai hedef birçok altyapı sorunu senaryosunun oluşturulabileceği, problemler ortaya çıkmadan gerekli çözümlerin bulunabileceği ve koordinasyonu sağlayan bir merkezin oluşturulması ile İstanbul’un altyapı sistemlerine özgü kısa ve uzun vadeli yenilikçi ve ekonomik çözümlerin bulunmasıdır.

Kentsel planlama ve tasarım disiplinlerinin de gündeminde olan çevresel problemler, içinde bulunduğumuz yüzyılın en önemli sorunudur. Oysa 1920'lerde çevre bilincinin, tüm dünyada, henüz bu kadar yaygın olmadığı bir dönemde, Türkiye Cumhuriyeti'nin kurucusu Atatürk, Atatürk Orman Çiftliği'ne (AOÇ) bağlı çevre sorunlarının başarılı bir şekilde ele alınması bağlamında, çevre bilincini yaymaya çalışmıştır. Atatürk Orman Çiftliği, Türkiye için çok önemli bir değerdir ve çevre bilincinin oluşmasında çok önemli bir rol oynamıştır. Bu değerin iki farklı nedeni vardır. Birincisi, tarihsel açıdan bakıldığında, Türkiye Cumhuriyeti'nin 1923'te ilan edilmesi sırasında Türkiye'nin azim ve kararlılığının bir göstergesidir. Yeni kurulan başkent, tarım ve hayvancılık alanında örnek teşkil etmekte, diğer bir deyişle ülke çapında çevre bilincinin oluşturulmasında öncülük etmektedir. Atatürk Orman Çiftliği projesi, tarım için uygun bir arazi yapısına sahip olmamasına rağmen, Ankara’nın bataklık ve çorak alanlarında çevre problemlerinin gündeme getirilmesi adına başarıyla yürütülmüştür. İkinci önemli neden ise, AOÇ çevre problemleri bağlamında yeni başkent için kentsel planlamanın potansiyel tetikleyicisi olmuştur. Atatürk Orman Çiftliği, kentsel planlama projesi uygulama sürecinde, çevre konularında farkındalık düzeyinin artırılması ile birlikte ulusal politikanın bir sembolü olarak büyük bir sürdürülebilir kent ekseni olarak değerlendirilmektedir. Bu araştırma ağırlıklı olarak Atatürk Orman Çiftliği ve sürdürülebilirlik sürecinin çevre duyarlılığı hakkında uluslararası politikalar aracılığıyla değerlendirilmesi ve sorgulanmasına dayanmaktadır. Ayrıca, bu araştırma AOÇ’nin bugünkü durumunu dikkate almamaktadır, Mustafa Kemal Atatürk dönemi içindeki tarihsel süreç üzerine yoğunlaşmaktadır. Planlama kavramı ve ortaya çıkan planlama ilkeleri ve politikaları, LEED (Leadership in Environment and Energy Design) çevre değerlendirme belgelendirme sistemine dayalı proje bazlı bir çevresel değerlendirme olarak ele alınmakta ve tartışılmaktadır. Atatürk Orman Çiftliğinin evrim süreci ve çevre duyarlılığı, LEED uluslararası değerlendirme sistemi ile "belgelendirilmemiş bir örnek olay" çalışması olarak kuruluş dönemi içerisinde ele alınmaktadır. Dolayısıyla, o dönemki şartların günümüze kadar muhafaza edilmesi durumunda ileriye dönük bir projeksiyon olarak LEED sertifikasyon sistemi bağlamında değerlendirilmektedir. AOÇ, LEED sisteminin yenilikçi sürdürülebilir (yeşil) altyapı, tasarım süreci ve mahalle dokusu kategorileri aracılığıyla kentsel projeler ve sürdürülebilirlik değerlendirme ilkeleri açısından analiz edilmekte, sorgulanmakta ve akıllı büyüme, şehircilik ve yeşil bina açısından iyi performans gösteren örnek geliştirme projelerini onaylamak için tasarlanmış olan LEED Mahalle Gelişimi sisteminin (LEED-ND; (LEED v4 for Neighborhood Development Plan, 2009) Akıllı Konum ve Bağlantı, Mahalle Dokusu ve Tasarımı, Yeşil Altyapı ve Binalar, İnovasyon ve Tasarım Süreci, Bölgesel Öncelikli Kredi kategorileri doğrultusunda puanlanmaktadır., One of the most burning and leading issues of the 21st century is an environmental problem on the agenda of contemporary urban planning and urban design disciplines. In the 1920s, environmental awareness was not yet widespread through the whole world. During this period, Ataturk, the founder of the Republic of Turkey sought to spread environmental awareness in the context of successfully addressing environmental problems linked to Ataturk Forest Farm (AFF). Ataturk Forest Farm is a very important value for Turkey and it was played an enormously significant role in generating environmental awareness. This value has been attributed to twofold reasons. From the historical point of view, it is an indicator of the perseverance and determination of Turkey during the proclamation of the Republic of Turkey in 1923. The newly established capital was claim to being the example and pioneer in the field of agriculture and animal husbandry in other words environmental awareness within the whole country. Nevertheless, hardly a suitable land for agriculture should be shown to be brought into the country in terms of environmental problems. In spite of the fact that Ataturk Forest Farm project has been successfully conducted in a marshland and bad lands of Ankara the capital in Turkey. The second important reason was the potential trigger effect of urban planning for the new capital in terms of environmental problem. Ataturk Forest Farm as a huge green urban axis as a symbol of national politics together with increasing awareness level on environmental issues to the urban planning projects implementation process. The research on the subject is mainly majored on Ataturk Forest Farm and the evaluation of the sustainability process of the sensitivity about the environment is analyzed by international politics and the process is questioned for AFF. The planning concept and the emerging planning principles and politics are discussed as a project based environmental assessment which is reference to the LEED (Leadership in Environment and Energy Design) Environmental Assessment Certification System. The evolution process and environmental sensitivity of Atatürk Forest Farm are handled during the establishment period as an "undocumented case study" with the LEED international evaluation system. Therefore, in the context of the LEED certification system, it is considered as a prospective projection if the conditions at that time have been preserved to date. Through its innovative sustainable (green) infrastructure, design process, and neighborhood texture categories, AFF is analyzed, questioned, and designed to approve example development projects that perform well in terms of smart growth, urbanism and green building, through the innovative sustainable (green) infrastructure, neighborhood texture categories. Its development system (LEED-ND; (LEED v4 for Neighborhood Development Plan, 2009) is scored in line with Smart Location and Connection, Neighborhood Texture and Design, Green Infrastructure and Buildings, Innovation and Design Process, Regional Priority Credit.
