Musicalsight-reading is a multi-dimensional process in which mind and body realizecomplicated transactions. In the research in which the qualitative researchmethod has been adopted, the dimensions of sight-reading and the factors thateffect sight-reading have been considered. In this manner, it has been aimedthat sight-reading subject's to be presented to the students understandably,scrutinizingly and in an entire way.Inthis research which is made through literature survey, it has been concludedthat musical sight-reading might be classified in three basic dimensions aslearning, reading, and vocalization and the factors which affect thesedimensions might effect musical sight-reading at the same time. Moreover, the datawhich has been obtained through the research might present some suggestions tothe students who are keen to progress their sight-reading skills., Müzikaldeşifre, zihnin ve bedenin karmaşık işlemler gerçekleştirdiği çok boyutlu birsüreçtir. Nitel araştırma yönteminin benimsendiği bu çalışmada deşifreninboyutları ve deşifreyi etkileyen faktörler sistematik bir şekilde elealınmıştır. Bu sayede deşifre konusunun araştırmacı ve öğrencilere dahabütünlüklü, anlaşılır bir biçimde sunulması hedeflenmiştir.Literatürtaramasından yararlanılarak hazırlanan bu çalışmada, deşifrenin öğrenme, okuma,seslendirme olmak üzere üç temel boyutta sınıflandırılabileceği ve bu boyutlarıetkileyen tüm faktörlerin deşifreyi de etkilediği sonucuna ulaşılmıştır. Ayrıcaaraştırmada elde edilen bulgular ışığında deşifresini geliştirmek isteyenöğrenci ve müzisyenlere birtakım öneriler sunulmuştur.

Amaç: Bu çalışmadaki amacımız, Türk Toplumunda C2 vertebrada pedikül, lamina ve vertebral arter foramen anatomisinin radyolojik olarak değerlendirilmesi ve elde edilecek bulgularla C2 pedikül ve lamina enstrumantasyonuna katkısının incelenmesi amaçlanmıştır.Gereç ve Yöntem: Marmara Üniversitesi Pendik Eğitim ve Araştırma Hastanesinde 2018 ve 2019 yıllarında çeşitli nedenlerle (servikal patolojiler hariç) bilgisayarlı servikal tomografi çekilen toplam 100 hastada C2 vertebrasına ait özellikler 1mm kesit aralığında incelendi. Her vaka için bilateral ölçüm yapıldı.Bulgular: Toplam 100 hastadan erkeklerin sağ ve sol pedikül aksiyel çaplarının (PAÇ) medyan değeri 5.01 ve 5.09 olarak saptandı. Bu çalışmada, Ters Yüz Öğrenme modelinin akademisyen görüşlerine dayalı olarak incelenerek mevcut durumunun farklı boyutları ile ortaya konulması ve model hakkında farkındalık sağlanması amaçlanmıştır. Bu bağlamda; modelin avantajlarına, sınırlılıklarına, kullanılan öğrenme materyallerine ve modelin uygulanışına yönelik elde edilen bulgular analiz edilmiştir. Aynı zamanda modelin geleceğine ve Türk Eğitim Sistemi'nde kullanılabilirliğine ilişkin görüş ve öneriler de belirlenmiştir. Nicel araştırma yönteminin kullanıldığı bu çalışmaya, Ters Yüz Öğrenme modeli ile ilgili en az bir tane akademik çalışma yapmış 70 öğretim elemanı ve 14 lisansüstü mezun öğrenci olmak üzere 84 kişi katılmıştır. Veri toplama aracı olarak araştırmacı tarafından geliştirilen anket formu kullanılmıştır. Elde edilen verilerin analizinde, betimsel analiz tekniği kullanılmış ve ortaya çıkan bulgular alanyazına dayalı olarak yorumlanmıştır. Araştırmadan elde edilen bulgulara göre katılımcıların Ters Yüz Öğrenme modelinin; teknoloji kullanma, öğrenme transferi, öz düzenleme gibi kişisel gelişim becerileri ile akademik başarı, kalıcı öğrenme, güdü ve motivasyon gibi öğrenme çıktıları üzerinde olumlu etkileri olduğu görüşüne sahip olduğu belirlenmiştir. Bunun yanında katılımcılar; öğretmenlerin modeli uygulamak için yeterli kuramsal ve uygulamalı bilgiye sahip olmaması, sınıf içi ve dışı öğrenme sürecinin iyi planlanmaması, öğrencilerin ders öncesi materyallere çalışmadan sınıfa gelmesi, öğrencilerin teknolojik imkânlara sahip olmaması, sınıfın fiziksel ve teknolojik araç açısından yeterli olmaması durumunda, Ters Yüz Öğrenme modelinin etkililiğinin azalabileceğini düşünmektedirler. Uygun nitelikte içerik tasarımı ve etkin ders planlaması yapıldığında Ters Yüz Öğrenme modelinin tüm branşlarda uygulanabileceği sonucu ortaya çıkmıştır. Ancak okul öncesi ve ilkokul öğrencilerinin bireysel öğrenme sorumluluklarını yerine getirebilecek yeterlikte olmadıklarından modelin ortaokul seviyelerinden itibaren uygulanabileceği belirtilmiştir. Katılımcıların tamamı (%100), özellikle öğretmen ve öğrenciye sunulacak teknolojik olanaklar ile modeli kullanacak öğretmenlerin tekno-pedagojik yeterliğe sahip olması koşullarının sağlanması durumunda modelin Türk Eğitim Sistemi'nde uygulanabilir olduğunu belirtmişlerdir. Ayrıca katılımcıların büyük bir kısmı modele yönelik pozitif değerlendirmeler yaparak modelin gelecekte giderek yaygınlaşacağını öngörmektedir. Modelin etkin kullanımı açısından, modeli uygulamaya başlamadan önce teknolojik olanakların ve öğretmen yeterliklerinin sağlanması, sınıf içi ve sınıf dışı sürecin iyi planlanması, çalışmanın sonucuna dayalı olarak önerilebilir. In this study, it is aimed to examine the the Flipped Learning model based on the opinions of academicians and to present the current situation with different dimensions and to raise awareness about the model. Accordingly, findings obtained in connection with the implementation of the model and with the advantages and limitations of the model, and related learning materials have been analized. Also, opinions and suggestions were elicited in relation to the future of the model and its applicability in Turkish Educational System.The study, in which the quantitative research method was used, comprises 84 academics including 70 teaching staff and 14 postgraduate students, each of whom has done at least one scientific study based on the Flipped Learning model. Applied in the study was a questionnaire form devised by the researcher himself. In the analysis of the data obtained, descriptive analysis was put to use, and the findings obtained thereafter were evaluated within the framework of the existing literature.According to the findings obtained from the research, it has been identified that the participants have the opinion that the Flipped Learning model has positive effects on personal development skills such as using technology, learning transfer, self-regulation and learning outputs such as academic achievement, permanent learning, and ( self-) motivation. Besides, the participants think that the effectiveness of the Flipped Learning model is likely to decrease in case teachers may not have enough theoretical and practical knowledge to apply the model, the process of learning inside the class and outside may not have been planned properly, students may come to class not having studied the related material; students may not have the necessary technological means; classrooms may not well-equipped physically and technologically.It was concluded that the Flipped Learning model can be used in all branches when the appropriate content design and effective lesson planning is done. However, since preschool and primary school pupils will naturally not be capable to fulfill their responsibilities to learn individiually, it is stated that the model can be put to good use from the secondary school levels upwards. All of the participants (100%) state that the model is applicable in the Turkish Education System, especially if the technological opportunities to be offered to teachers and students and the conditions that the teachers who will use the model have techno-pedagogical competence are met. Moreover, a large number of the participants have procured positive feedback and set forth that the model will become prevalent in the future. From the point of effective use of the model, it may be suggested to provide technological facilities and teacher competencies, to plan well in-class and out-of-class process before the implementation of the model, based on the results of the study. 124

Kentleşme, sanayileşme ve nüfus yoğunluğunun artması, kent merkezlerinde yerleşim alanlarının daralmasına ve kentlerin fiziki sınırlar açısından genişlemesine yol açmaktadır. Tarımsal toprakların kentsel yerleşmeye açılması ve konut alanlarının gittikçe merkezden uzağa yayılması, kamu hizmetlerinin kapsamını ve ölçek boyutlarını büyütürken, kentsel alanın yüz.l.ümünün büyümesi kent içi seyahat maliyetini artırmaktadır. Nitekim nüfusun yoğun olduğu kentlerin bazı kesimlerinde kent içi seyahat, kentler arası seyahatten daha uzun zaman almaktadır. Bu çalışmada kentsel ulaşım faaliyetleri ele alınarak kent içi ulaşım stratejileri bütüncül bir yaklaşımla gözden geçirilmiş ve sürdürülebilirlik çerçevesinde kent içi ulaşımda karşılaşılan sorunlara çözüm önerileri sunulmuştur.

Duplex collecting systems are the most commonly encountered anomaly of the urinary system. Complete duplex system with an H shaped ureter is a very rare situation. There are only two reported H ureter cases in the literature. Herein, we aimed to present an H shaped ureter case, which was identified while performing ureterorenoscopy to a 48-year-old female patient due to a right distal ureteral stone.

Bu çalışmada, Kasım 2011-Ekim 2012 tarihleri arasında, İskenderun Körfezi'nde dağılım gösteren 525 adet kaya zamburu Helicolenus dactylopterus (Delaroche, 1809)'a ait boy, ağırlık, yaş ve büyüme özellikleri incelenmiştir.İncelenen örneklerin 238 (% 45,33) adedi dişi, 287 (% 54,67) adedi ise erkek bireylerden oluşmuştur. Dişi ve erkek bireylerde minimum ve maksimum toplam boy değerleri sırasıyla 9,30-19,30 cm ve 9,70-20,90 cm, yine dişi ve erkek bireylerde minimum ve maksimum ağırlık değerlerinin sırasıyla 12,50-136,90 g ve 12,50-152,80 g olduğu tespit edilmiştir. Dişi ve erkek bireyler için hesaplanan boy-ağırlık ilişkisi denklemleri sırasıyla W=0,0385xL2,6645 ve W=0,0345xL2,7089 olarak bulunmuştur. Otolitten yaş okumaları sonucunda, dişi ve erkek bireyler için minimum 1 ve maksimum 8 yaş grubu belirlenmiştir.Von Bertalanffy boyca büyüme eşitlikleri dişi bireyler için; L∞=35,648 cm, K=0,058 yıl-1, t0=-5,816 yıl, erkek bireyler için; L∞=37,583 cm, K=0,061 yıl-1, t0=-4,623 yıl ve tüm bireyler için L∞=35,419 cm, K=0,064 yıl-1, t0=-4,797 yıl olarak hesaplanmıştır. The total length range for females and males was 9,30-19,30 cm and 9,70-20,90 cm, respectively; and the weight range for females and males was 12,50-136,90 g and 12,50-152,80 g respectively. The length-weight relationships computed for female and male specimens was respectively as; W=0.0385xL2,6645 and W=0.0345xL2,7089.The minimum and maximum ages determined based on otolith readings for females and males ranged from 1 to 8. The computed von Bertalanffy growth parameters were estiamted as L∞=35,648 cm, K=0,058 year-1, t0=-5,816 year for females, L∞=37,583 cm, K=0,061 year-1, t0=-4,623 year for males and L∞=35,419 cm, K=0,064 year-1, t0=-4,797 year for all population. 47

Pyogenic granulomas are benign vascular disorders of the skin and mucose membranes, generally developed by trauma and irritation. The lesions are generally small. They are most commonly seen in the skin and oral mucosa and rarely seen on penis. We present the case of a huge pyogenic granuloma on the penis.

Micropercutaneous nephrolithotomy is a safe and efficient technique for appropriate sized stones. It is performed through a 4.85 Fr all-seeing needle and stones are fragmented into dust, without the need for tract dilatation, unlike other percutaneous nephrolithotomy types. Even though micropercutaneous nephrolithotomy has many advantages, increase in intrapelvic pressure during surgery may cause rare but serious complications. Herein we report a case of micropercutaneous nephrolithotomy in a 20-year-old woman with a 20 mm right renal pelvis stone and present an undesired outcome of this complication, upper calyceal perforation. Right lower calyceal access was performed with 4.85 Fr all-seeing needle and 2 cm renal pelvis stone was fragmented by 272 μm Holmium-Yag laser system. Upper calyceal perforation and infrahepatic accumulation of stone fragments were detected by fluoroscopy during the surgery. Postoperative imagings revealed perirenal urinoma, perirenal and infrahepatic stone fragments, and lower calyceal stone fragments inside the system. On second postoperative day, minipercutaneous nephrolithotomy and double J catheter insertion procedures were applied for effective drainage and stone clearance. Risk of calyceal perforation and urinoma formation, due to increased intrapelvic pressure during micropercutaneous nephrolithotomy, should be kept in mind.

Extracorporeal shock wave lithotripsy (SWL) is a very commonly used treatment modality for appropriate sized stones. Even though it is a noninvasive treatment technique, major complications may occur following SWL sessions. Herein, we report a 17-year-old male patient, who received 2 sessions of SWL treatment for his left kidney stone, 4 months before his admission. Imaging methods showed an enhanced left renal pelvis mass with contrast-enhanced computerized tomography (CT) and this finding raised a suspicion of pelvis renalis tumor. Diagnostic ureterorenoscopy was planned for the patient and operation revealed a left intrarenal hematoma, which was drained percutaneously during the same operation. Careful history should be taken from patients with renal pelvis masses and intrarenal hematoma formation should be kept in mind, especially if the patient has a previous SWL history.

Classical guitar sight reading is commonly based on ‘one by one correspondence’ approach of transferring the harmonic texture of a written music in note particles. In this approach, the note signs which represent the particles are transferred through defining the strings and frets which they are on. This kind of particular approach is inconvenient for classical guitar, whose harmonic evolution is based on pattern organization. In this article, pattern organization based fretboard logic has been handled. In this manner, commonly used chord patterns in classical guitar music have been organized in ‘C’ tone. A composition written for classical guitar has been transferred on the fretboard through this patterns and by this way, the reality of how important the knowledge of fretboard logic is pointed out, in terms of the skill of being able to organize the musical materials into the blocks of information, Klasik gitar deşifresi;çoğunlukla müzikal bir dokunun partiküller halinde, ‘birebir karşılama’ mantığı ile tuşe üzerine aktarılması yaklaşımına dayanır. Bu yaklaşımda, partikülleri temsil eden nota işaretleri, bulundukları tel ve perdeler belirlenerek tuşe üzerine aktarılırlar. Bu tür bir tikel yaklaşım, çok sesliliğin kalıp organizasyonu üzerine evrimleştiği klasik gitar için uygun değildir. Bu makalede, klasik gitarın kalıp organizasyonuna dayalı tuşe mantığı ele alınmış ve klasik gitar müziğinde yaygın olarak kullanılan akorların bu mantık çerçevesinde nasıl işlediğini göstermek amacı ile “do” tonu içerisinde akor kalıpları organize edilmiştir. Klasik gitar için yazılmış bir müzik yapıtı, bu kalıplar aracılığı ile klasik gitar tuşesi üzerine aktarılmıştır. Böylece, gitarın kalıp organizasyonuna dayalı tuşe mantığını bilmenin, deşifre edilen müziği oluşturan materyalleri enformasyon blokları halinde organize edebilme becerisini geliştireceği gerçeğine değinilmiştir

Terörle mücadeleyi salt silahlı mücadeleden ibaret görmeyen; toplumsal, siyasal ve ekonomik aktörlerin/projelerin de terörle mücadele sürecinde aktif olmalarını öngören bir yaklaşım olan terörle mücadelede, bütüncül yaklaşım stratejisi son dönemde kamuoyu tarafından daha fazla ilgi görmekte ve daha fazla öne çıkmaktadır. Bu yaklaşıma göre, terörle mücadelede önleme/ön alma çalışmaları en az teröre karşı silahlı mücadele kadar önemlidir. Çünkü teröre giden yolların kapanması insanların suça bulaşmasının önüne geçecek ve terörün vermesi muhtemel zararları daha sürecin başından engellemiş olacaktır. Terörü önlemede etkili olan bu önleyici çalışmalar ise daha ziyade teröre bulaşma potansiyeli bulunan kişi ya da kitlelere yönelik olarak gerçekleştirilen sosyal, siyasal ve ekonomik projeler olarak ortaya çıkmaktadır. Son dönemde ağırlık kazanan bu projelerin, bölge halkı tarafından nasıl algılandığı araştırmanın temel sorusunu oluşturmaktadır. Bu çerçevede bölgede yaşayan ve sosyal projelerden yararlanan kişiler ile yararlanmayanlar arasında terör sorununa bakış ve terörle mücadele algısı açısından farklılıklar olup olmadığı ve eğer varsa bu iki grubun algısı arasında ne gibi farklılıklar olduğu q metodoloji tekniği ile incelenmiştir., Integrated antiterrorism approach has recently attracted more public attention and became more widely discussed in academic papers. An integrated approach envisages antiterrorism more than just a matter of armed struggle. It proposes an active role for social, political, economic actors/projects. According to this approach, preventive and proactive precautions are as important as military operations. Because, blocking the ways which channel people to terror crimes may prevent people from becoming criminals and other possible damages at the very beginning. These kind of effective anti-terror measures comprises social, political, economic projects targeting risky groups and individuals. The main problematic of this article is: to uncover how these projects are perceived by the people in the region. Within this framework, using Q Methodology technique, it’s studied if there is a difference in perception of terror problem and fight against terror between those individuals who benefit from social project and those who are not.

Urinary incontinence is a stent-related complication; however, total incontinence is not often seen in emergency departments. We report a patient who presented with a sudden, painless, and total urinary incontinence after extracorporeal shock wave lithotripsy. This is the first case of total incontinence due to migrated ureteral double J stent through the external urethral sphincter into the urethra following extracorporeal shock wave lithotripsy.

Klinefelter syndrome, the first described chromosomal abnormality, is characterized with hypergonadotrophic hypogonadism and eunochoid body habitus. Its prevelance is one in 500-1000 live birth. Patients usually diagnosed while they are evaluated for infertility. The general abnormalities of Klinefelter syndrome are eunochoid body habitus, gynecomastia, decreased facial and pubic hair, personality and behaviourial problems. While 47,XXY chromosome structure is detected in 80% of the patients, it is thought that 20% of the patients have another numerical chromosomal abnormality. There is no clear data about the prevalence of structural chromosomal abnormalities, particularly isochromosome Xq, but its prevalence among Klinefelter syndrome patients is estimated to be 3-9%. In this case report we present clinical and laboratory findings of a Klinefelter syndrome patient who came to our clinics because of infertility and found to have 47,X,i(Xq),Y karyotype in conventional cytogenetic analyse., Klinefelter sendromu ilk tanımlanan kromozom anomalisi olup temel olarak hipergonadotropik hipogonadizm ve önükoid vücut yapısı ile karakterizedir. Sıklığı 500-1000 canlı doğumda birdir. Olgular sıklıkla infertilite nedeniyle yapılan incelemeler sırasında tanı alırlar. Klinefelter sendromunun genel özelliklerini uzun boy, önükoid vücut yapısı, jinekomasti, azalmış testis volümü, yetersiz yüz ve pubik kıllanma, kişilik ve davranış problemleri olarak sıralayabiliriz. 47,XXY kromozom kuruluşu olguların % 80’inde mevcut iken 47,XXY dışı sayısal kromozom anomalilerinin tüm olgular içindeki oranının % 20 olduğu düşünülmektedir. İzokromozom Xq gibi yapısal kromozom anomalilerinin sıklığı konusunda net bir bilgi olmamakla birlikte sıklığının tüm Klinefelter sendromlu olguların % 0,3-0,9`unu oluşturduğu tahmin edilmektedir. Bu olgu sunumunda infertilite nedeniyle kliniğimize başvuran ve konvansiyonel sitogenetik analiz sonucunda karyotipi 47,X,i(Xq),Y olarak saptanan Klinefelter sendromlu bir hastanın klinik ve laboratuar bulguları tarif edilmektedir.

Kalkınmanın yeniden yapılandırılmasında benimsenen ana yaklaşım olan Sürdürülebilir Kalkınma'nın hayata geçirilmesi hedefinin Avrupa Birliği ve Türkiye'de kamu politikalarının hazırlanmasında dikkate alınma düzeyini ele alan bu tezde, AB Komisyonu ve Türkiye'deki uygulama örnekleri üzerinden gidilerek, politika öneri metinlerinin hazırlanmasında etki değerlendirmesi tekniğinden faydalanılmasının sürdürülebilir kalkınma yaklaşımının hayata geçirilmesi bakımından katkısının olup olmadığı incelenmiştir. Sürdürülebilir Kalkınma yaklaşımının nasıl geliştiği, Avrupa Birliği'nde sürdürülebilir kalkınmanın nasıl anlaşıldığı ve hayata geçirildiği, etki değerlendirmesinin ne olduğu ve çeşitleri, etki değerlendirmesinin sürdürülebilir kalkınmaya katkısının olup olmadığı, Avrupa Birliği Komisyonu etki değerlendirmesi modelinin nasıl çalıştığı, Türkiye'de Sürdürülebilir Kalkınma yaklaşımını hayata geçirmek için neler yapıldığı, Türkiye'de Sürdürülebilir Kalkınma yaklaşımını kamu politikalarına entegre etmek üzere bir ön etki değerlendirmesi yapılıp yapılmadığı sorularına yanıt aranmış, Avrupa Birliği modelinin Türkiye'ye neler kazandırabileceği tartışılmıştır.Çevresel, sosyal, ekonomik, uluslararası boyutları olan sürdürülebilir kalkınma yaklaşımının ortaya çıkışı ve küresel, ulusal, yerel düzeylerde eylem planlarıyla uygulamaya geçirilişinin ele alındığı birinci bölümde sürdürülebilir kalkınmanın yönetim yapılarında, karar alma süreçlerinde daha fazla yurttaş katılımı ve yerelleşme yönünde bir değişimi beraberinde getirdiği tespit edilmiştir. İkinci bölümde, kamu politikalarının belirlenmesinde koordinasyonu artırmak, kaynak israfını önlemek amacıyla hükümetlerin, katılımcı ve çok ortaklı bir yönetim anlayışını temsil eden yönetişim yaklaşımı çerçevesinde, gittikçe daha fazla kullanmaya başladıkları çeşitli etki değerlendirmesi teknikleri incelenmiş; Avrupa Birliği Etki Değerlendirmesi modelinin hem düzenlemelerin kalitesini artırmak hem de Sürdürülebilir Kalkınma yaklaşımını uygulamaya geçirmek amacıyla kullanılan bir araç olduğu anlaşılmıştır. Üçüncü bölümde, Türkiye'de sürdürülebilir kalkınma yaklaşımının gelişimi ve etki değerlendirmesi tekniğinin kullanımı incelenmiştir. Türkiye'de kamu kurumları tarafından, daha çok ilk uygulama örneği olarak hazırlanmış, yedi adet Düzenleyici Etki Analizi Raporu değerlendirilmiştir. Etki değerlendirmelerinin genel olarak kalitesinin belirlenmesini amaçlamayan bu tez, daha çok sürdürülebilir kalkınma bakımından etki değerlendirmesi raporlarının kalitesini, belirlenmiş olan değerlendirme kriterlerine göre ölçmeyi amaçlamıştır. Türkiye'deki ilk uygulama niteliğindeki örnekler değerlendirildiğinde, etki değerlendirmesi süreci sayesinde kamu kurumları ve ilgili taraflar, paydaşlar arasında bir koordinasyon sağlandığı görülmüş; bunun ötesinde kamuda politika yapımında şeffaflık ve açıklık konusunda somut ilerleme kaydedilmiş olduğu izlenmiştir. Son olarak etki değerlendirmesi süreci sonunda devlet müdahalesi minimum düzeyde tutularak, toplum üzerindeki bürokratik yükün azaltılmak istendiği gözlenmiştir. Kamu kurumları ve paydaşlara danışma, açıklık, şeffaflık, bürokratik yükün azaltılması konularına önem verilmesine rağmen, DEA raporlarının içeriği bakımından rakamsal ifadelerin çok eksik kaldıkları tespit edilmiştir. Bu eksikliğin hem süreci yürütecek vasıfta personel eksikliğinden hem de doğru ve güncel verilere ulaşmanın zaman almasından ya da mümkün olmamasından kaynaklandığı düşünülmektedir. AB örneğiyle kıyaslandığında Türkiye'de uygulanan etki değerlendirmesi modelinin hem sürdürülebilir kalkınma bakımından hem de sürecin genel kalitesi bakımından daha fazla geliştirilmeye ihtiyaç duyulduğu sonucuna ulaşılmıştır. The subject of this study is to which extend sustainable development which is the most broadly accepted approach in reconfiguration of development is taken into consideration in making public policies both in the EU and Turkey. Based on the case studies in Turkey and the European Commission, it?s examined whether using an impact assessment procedure during preparation of public policies has any positive contribution in order to put sustainable development concept into practice. In this context, this study seeks answers to some questions which are how sustainable development concept evolved, how it?s perceived and put into practice in the EU, what is impact assessment and how many different types of impact assessment is used, whether it?s useful for sustainable development, how the EU impact assessment system functions, what has been done so far in order to put sustainable development into practice in Turkey, whether an ex-ante impact assessment procedure is used in order to integrate sustainable development approach into public policies in Turkey, what could be the lessons for Turkey from the EU impact assessment experience.This study consists of an introduction, three main parts and conclusion. The first part highlights the evolution and practical implementation of sustainable development at global, national and local levels through action plans and strategies. It?s understood that sustainable development which has environmental, social, economical and international dimentions requires a shift towards participation and decentralization in administrative structures. The second part of the study examines different types of impact assessments that is used by the governments in order to improve the coordination in making public policies and to avoid waste of national resources within the framework of governance approach that represents participatory, multi-stakeholder administrative conception. It?s concluded in this part that impact assessment in the European Commission has become an important tool both to improve the quality of its regulations and to put sustainable development into practice. The third part explores the progress of sustainable development approach and the use of impact assessment technique in Turkey. Seven regulatory impact analysis reports, produced by Turkish public bodies mostly being pilot examples, evaluated as case studies.This study aims not to determin the overall quality but rather to measure the quality of impact assessment reports from sustainable development perspective based on the designated evaluation criteria. Upon evaluation of pilot examples of practices, it?s observed that a significant level of coordination has been achieved between public institutions, stakeholders and concerned parties. Moreover, it?s witnessed that there is a considerable progress in public policy making regarding transparancy and openness. Finally, it?s observed that there is a determination to keep public intervention limited through impact assessment in order to limit bureaucratic burden on the society. Although relatively a significant attention is given to consultation to public institutions and stakeholders, openness, transparency, limited bureaucratic burden, there is only a limited quantified explanation of the impacts in the impact assessment reports. It?s concluded that this drawback is due to both the lack of qualified personel required to undertake impact assessment procedure and the lack of curren, accurate, readily available data. Compared to the EU case, the impact assessment model used in Turkey needs to be improved from sustainable development perspective as well as for overall quality. 313

Bu araştırmada, vokal mantık ile şekillenen, tonal armoniye yönelik temel kuralların gitarda uygulanabilirliği ele alınmış; bu doğrultuda Henri Challan'ın armoni yaklaşımlarını ortaya koyduğu 380 adet bas ve şan çözümlemelerinin 50 tanesi, oluşturdukları açık ve sürekli dört sesli armonik dokular nedeni ile bu araştırma için seçilmiştir. Çözümlemeler, özlerini ortaya koyan yatay ve dikey ana bileşenler korunarak, kontrapuntal açıdan seslerin iç içe geçtiği bir yapıya dönüştürülmüş ve gitarda çalınabilir hale getirilmişlerdir. Elde edilen bulgular sonucunda, ses devinimleri arasında paralel oktav ve beşlilerden kaçınmayı amaçlayan akor oluşumları ve bağlantılarına yönelik kuralları içeren bir armoni yaklaşımının, özünü kaybetmeden gitar üzerinde de uygulanabilirliği, araştırma sonucunda elde edilen verilerle doğrulanmıştır.Vokal mantık doğrultusunda geliştirilen tonal armoni kurallarının, belli yöntemler kullanılarak, gitar üzerinde uygulanabilirliğini göstermesi ve bu konuyla ilgili kaynak yetersizliğini giderme yolunda atılan ilk adımlardan biri olması nedeni ile bu çalışmanın yararlılığına inanılmaktadır.Sonuç olarak, bu çalışmada tonal armoniye yönelik temel kuralların gitardaki uygulamaları ortaya konmuştur. Vokal mantık doğrultusunda geliştirilen temel armoni kurallarının ilgili yöntemlerle gitar üzerindeki uygulamalarının armoni literatürüne katkı sağlayacağına inanılmaktadır. In this research, the applicability of the fundamental rules of tonal harmony which has been formed through four-part vocal logic on the classical guitar have been examined. Hence having compact and maintained four-part texture throughout , 50 of 380 realisations by Henri Challan, which involves his tonal harmony approaches have been adapted on to the classical guitar.The data that have been obtained through the research demonstrated that the classical guitar is a very effective instrument for the application of fundamental rules of the tonal harmony, which have been formed through four-part vocal logic; if the maintained four-part texture throughout is converted into more virtual, an average three-part structure by preserving the essence of the compromise between vertical and horizontal elements.It is believed that, this study is prominent in terms of providing methods in accomplishing the application of the fundamental rules of the tonal harmony, which have been formed through four-part logic, onto the classical guitar fingerboard. Therefore, this research is conducted with the belief of contributing to the harmony literature which lacks sufficient sources about the application methods of fundamental rules of tonal harmony on to the classical guitar.In conclusion, classical guitar is a very effective instrument for the application of fundamental rules of the tonal harmony, which have been formed through four-part vocal logic. In this study, methods of accomplishing the application of the fundamental rules of the tonal harmony have been realised. 134
