Halk kütüphaneleri yerel düzeyde gereksinimleri karşılayan kurumlardır ve hizmetlerini tasarlarken kullanıcı gruplarının özelliklerini dikkate alırlar. Kullanıcı istatistiklerinin doğru okunması kütüphanenin yerel ihtiyaçlar doğrultusunda koleksiyon ve hizmet geliştirmesine katkı sağlar. Bu sebeple çalışmada Ardahan’daki halk kütüphanelerinin kullanıcı profili bağlamında hizmet verebilmeleri için kütüphane istatistikleri ve demografik veriler incelenmiştir. Çalışmaya katkı sağlaması açısından Ardahan’ın ekonomik, kültürel değerleri ve eğitim yapısı ile bölge kütüphanelerinin tarihsel süreçte niteliksel olarak nasıl bir gelişim gösterdikleri de değerlendirmeye alınmıştır. Betimsel yöntemin kullanıldığı çalışmada, halk kütüphanesi hizmetleri ile demografik veriler ve bu verileri etkileyen unsurlar arasındaki ilişkiler niceliksel ve niteliksel bağlamda IFLA ve KYGM kütüphane standartlarına göre değerlendirilmiştir. İstatistikler ve kütüphaneler hakkındaki bazı bilgiler TÜİK ve KGYM verilerinden ve Ardahan İli Halk Kütüphanesindeki görüşmelerden elde edilmiştir. Demografik verilerin ve kütüphane istatistiklerinin IFLA ve KGYM standartları ile karşılaştırılması sonucunda Ardahan’daki halk kütüphanelerinin derme, personel, bina ve kullanıcı odaklı hizmet açısından geliştirilmesinin gerekliliği görülmüştür. Ardahan’daki halk ve ilçe kütüphanelerinin tam potansiyelle kullanılabilmesi için yerel gereksinimlerin, sosyo-kültürel yapının ve kütüphane standartlarının göz önünde bulundurulduğu bir hizmet anlayışının benimsenmesi gerekir. Araştırma bölgeyi konu alan ilk çalışma olmasıyla beraber çeşitli verilerin bir arada değerlendirilmesi açısından söz konusu kütüphanelerin hizmetlerinin geliştirilmesi için anlamlı bir katkı sağlayacaktır. Public libraries are institutions that meet local needs and take the characteristics of user groups into account when designing their services. Accurate reading of user statistics helps a library with developing collection and services in line with the local needs. Therefore, library statistics and demographic data were examined in this study enable public libraries in Ardahan to provide services within the context of user profile. Economics, cultural values and educational structure of Ardahan as well as qualitative and historical development of libraries in the region were also evaluated to contribute to the study. In the study using descriptive method, the correlations between public library services and demographic data, and the factors affecting these data were evaluated through quantitatively and qualitatively according to the library standards of International Federation of Library Associations and Institutions (IFLA) and Turkish Directorate General of Libraries and Publications (KYGM). Some information on statistics and libraries was based on TÜİK and KYGM data and interviews in Ardahan Provincial Public Library. A comparison of the demographic data and library statistics with the standards of IFLA and KYGM standards showed that the public libraries in Ardahan needed improvements in terms of collection, personnel, building, and user-centered services. A concept of services considering the local needs, sociocultural structure and library standards needs to be adopted to exploit the full potential of provincial and county public libraries in Ardahan. In addition, this is the first study carried out for the region, it is going to make a significant contribution to improvement of services provided in those libraries through evaluation of various statistics and data.

Akça, Sümeyye; Ardahan Üniversitesi, İnsani Bilimler ve Edebiyat Fakültesi, Bilgi ve Belge Yönetimi Bölümü, Makale, Bilgisayar ve internetin hayatımızın pek çok alanında yer aldığı günümüzde, insan doğasının en yaratıcı taraflarını nesillere aktaran kültürel bellek kurumlarının bu araçları kullanmaması olanaksız görülmelidir. Kültürel bellek kurumlarından olan müzeler de zaman içerisinde değişmekte ve yeni teknolojilerden faydalanarak koleksiyonlarını kullanıcı odaklı ve daha erişilebilir hâle getirmektedir. Böylelikle müzeler, bilgi teknolojilerini ve sosyal medyanın getirdiği imkânları iş süreçlerine uyarlamış; katılımcı sergiler ve organizasyonlar düzenleyerek, sohbet ve tartışmalarla daha geniş, küresel kitleden potansiyel ziyaretçi edinmeyi ve müzenin etrafında ilgi alanlarına sahip topluluklar oluşturarak sürdürülebilir olmayı hedeflemiştir (Tuğbay, 2012, s. 6). Bu çalışmada, müzelerin bu yeni teknolojilerin sunmuş olduğu fırsatları uygulamalarına nasıl adapte ettikleri literatür üzerinden dünya ölçeğinde incelenmiştir. Ayrıca, Türkiye’de Kültür ve Turizm Bakanlığına bağlı 107 müze müdürlüğüne anket uygulanarak müzelerin dijitalleştirme, sosyal medya kullanımı ve dijital ortam temsiliyetleri gibi konulardaki uygulamalarına bakılmıştır. Bulgulara göre, ankete cevap veren 63 müzeden 56’sında dijitalleştirme yapılmamaktadır. Bu kurumlardan yalnızca 23’ünün kendisine ait bir web sitesi bulunmaktadır. Ankete cevap veren kurumların yarısı ise sosyal medyada görünür değildir. Çalışmanın sonucunda, veriler bağlamında Bakanlığa bağlı müzelerin bilgi teknolojileri ve interneti etkili kullanmada çekimser kaldıkları söylenebilir., In today’s world, where computers and the internet are involved in many areas of our lives, cultural memory institutions that transfer the most creative aspects of human nature to generations should not be seen as impossible to use these tools. Museums from cultural memory institutions also change over time and make their collections user-oriented and more accessible by taking advantage of new technologies. Thus, museums adapted the opportunities brought by information technologies and social media to business processes; by organizing participatory exhibitions and organizations, they aimed to attract potential visitors from a wider global audience through conversations and discussions and to maintain existing interest by creating communities with interests around the museum (Tuğbay, 2012, p. 6). In this study, how museums adapt the opportunities offered by these new technologies to their applications has been examined through the literature on a world scale. In addition, digitization in the museums, usage of social media, and digital platforms has been investigated applying the survey on the 107 museums affiliated the Ministry of Culture and Tourism in Turkey. According to the findings, 56 of 63 museums responding to the survey are not digitized their collection. Only 23 museums from these institutions have their own website. Half of the institutions that responded to the survey are not visible on social media. As a result of study, it can be said that the museums affiliated to the Ministry are reluctant to use information technologies and the internet efficiently.

- Abstract
The COVID-19 pandemic has brought about a pivot in people’s practice of their daily life and work, in particular a pivot towards virtual living and working. Sponsored by the ASIS&T European Chapter, this panel discusses the diverse ways in which this has affected different communities within Europe, bearing in mind the varying languages, economic and political situations, and library and information structures within different European countries. Following on from presentations giving diverse perspectives from five European countries, we will ask session participants to reflect on the impact of the pivot on living and working in their own context, their coping mechanisms, and likely impact on the future.

Cultural heritage connects the past with the future by forming an integral part of the identities of societies. Thus, countries must protect their cultural heritage and create policies to ensure that people benefit today and pass the heritage on to future generations. Beyond physical protection in the face of globalization, increasing access to cultural heritage is necessary to ensure participation and evaluate practices from an international perspective. Advances in computer and communication technologies are being exploited for these requirements. Acquiring knowledge about and interacting with cultural objects in any part of the world today is possible through the digital humanities approach. In this study, a conceptual model was formed to increase visibility and usage of Kandilli Observatory and Earthquake Research Institute Manuscripts, the Hittite cuneiform tablets from Bogazköy, the works of Ibn Sina at the Süleymaniye Manuscript Library, Evliya Çelebi's 'Book of Travels', and the Old Assyrian Merchant Archives of Kültepe registered in UNESCO's Memory of the World List. In this model, which is prepared with the digital humanities approach, best practices applied in the field are considered as examples in the literature. Suggestions are made on how to utilize digital humanities tools to increase access and visibility by revealing the economic, social, and cultural values of the works based on the model. 15. Predatory journals in Turkey: An investigation through beall list [Türkiye'deki Yağmacı Dergiler: Beall Listesi Üzerine bir Araştırma]

In this study predatory journals originated from Turkey in the Beall list, which situated in the context of the literature as an authority, have been identified and studied in detail. Results show that 3.2% of the journals in the list originated from Turkey. Accordingly, it is seen Turkey ranks second after India in the list. While the number of Turkish journals in the list was at a certain level from 2003 to 2010 (seven journals in 2010), it started to show a sudden increase since 2011 and reached 41 in 2016. We believe that the criteria discussed by the researchers (the criteria set by Beall or the others who criticize the Beall list) will guide the researcher to determine the predatory journals in order to be able to avoid them.

Kültürel miras toplumların kimliklerinin ayrılmaz birer parçasını oluşturarak geçmişle geleceği birbirine bağlar. Ülkeler sahip oldukları kültürel mirası koruyarak hem bugün insanının faydalanmasını sağlamak hem de ileriki nesillere aktarmak konusunda politikalar üretmek durumundadır. Türkiye'de birçok kültürel varlık çeşitli nedenlerden (doğal, ekonomik, şehirleşme, âfet gibi) yok olmuştur ya da hâlâ bu tehlikeyle karşı karşıyadır. Bu bağlamda içinde bulunduğumuz zamana kadar gerçekleştirilen politikaların yetersiz olduğu görülmektedir.Küreselleşmeyle birlikte fiziki korumanın ötesinde kültürel mirasa erişimin artırılması, katılımcılığın sağlanarak uygulamaların uluslararası perspektiften değerlendirilmesi zorunlu hâle gelmiştir. Bu gereklilikler için gelişen bilgisayar ve iletişim teknolojilerinden yararlanılmaktadır. Dijital insanî bilimler yaklaşımıyla yapılan çalışmalarda günümüzde dünyanın herhangi bölgesinde var olan bir kültürel varlık hakkında bilgi sahibi olup etkileşimde bulunmak olanaklıdır. Bu noktada araştırmamızda UNESCO Dünya Belleği Programında kayıtlı Türkiye adresli Boğaziçi Üniversitesi Gözlem ve Deprem Araştırma Enstitüsü Kandilli Rasathanesi El Yazmaları, Boğazköy Hitit Tabletleri, İstanbul Süleymaniye Kütüphanesi İbn-i Sinâ Yazmaları Koleksiyonu, Evliyâ Çelebi Seyahatnâmesi ve Kültepe Tabletlerinin dijital ortamda görünürlük ve kullanımının artırılması için kavramsal bir model oluşturulmuştur. Dijital insanî bilimler yaklaşımıyla hazırlanan bu modelde literatürde bu alanda yapılan en iyi uygulamalar örnek alınmıştır. Modelde temel alınan eserlerin ekonomik, sosyal ve kültürel değerlerini ortaya çıkararak erişim ve görünürlüğünü artırmak için dijital insanî bilimler araçlarından nasıl faydalanılması gerektiği hakkında önerilerde bulunulmaktadır.Son yıllarda kültürel bellek kurumlarında kültürel mirasın dijitalleştirmesi çalışmalarında sayıca artış olmasına rağmen bu çalışmaların tam anlamıyla amacına ulaştığı söylenemez. Bunun nedeni dijitalleştirilen nâdir eserlerin büyük kısmının web ortamında kullanıcıların erişimine hâlâ açılmamış olmasıdır. Söz konusu beş eserden ikisi dijital ortama aktarıldıkları hâlde internet erişimine açılmamıştır. Diğer üç eserin ise koleksiyon temelinde dijitalleştirilmesi hâlihazırda bulunmamaktadır. Ayrıca bu eserlerin dünyada görünürlüğünü artırma ve böylece söz konusu mirasa ilişkin insanlığın zihninde estetik, tarihsel ve sosyal değer oluşturma yönündeki çalışmalar bulunmamaktadır.Birbirinden bağımsız yapılan bu çalışmalar yerine tüm sektörlerin işin içine dâhil edildiği bütünsel bir yaklaşım benimsenmelidir. In Turkey, many cultural objects have disappeared for a variety of reasons (natural, economic, urbanization, disaster, etc.) and still face this danger.With globalization, it has become necessary to increase access to cultural heritage beyond physical protection, to ensure participation and to evaluate practices from an international perspective. For these requirements, developing information and communication technologies are used. Today, it is possible to have knowledge about and interact with a cultural objects existing in any part of the world through works done with digital humanities approach. At this point, a conceptual model was created to increase the visibility and usage of Kandilli Observatory and Earthquake Research Institute Manuscripts, The Hittite cuneiform tablets from Bogazköy, The Works of Ibn Sina in the Süleymaniye Manuscript Library, Evliya Çelebi's `Book of Travels` in the Topkapi Palace Museum Library and the Süleymaniye Manuscript Library, and The Old Assyrian Merchant Archives of Kültepe in Turkey registered in the UNESCO's Memory of the World Programme in digital environment. In this model, which is prepared with the approach of digital humanities, best practices in the literature applied in this field are taken as examples. Suggestions are made about how to use digital humanities tools to reveal the economic, social and cultural values of objects based on the model and to increase their accessibility and visibility.Despite the fact that in recent years a wide range of digitization works of cultural heritage seen in cultural memory institutions, it cannot be said that these works have reached its full purpose. The reason for this is that most of the digitized works are still not accessible to the users in the web environment. In fact, two of the five works have not been opened to Internet access since they have been digitized. The other three works are not yet digitized on collection basis. In addition, there are no studies to increase the visibility of these works in the world and thus to create aesthetic, historical and social values in the mind of humanity related to these heritage.Instead of these independent studies, a holistic approach is needed in which all sectors are involved. In today's world, where computers and the internet are involved in many areas of our lives, cultural memory institutions that transfer the most creative aspects of human nature to generations should not be seen as impossible to use these tools. Museums from cultural memory institutions also change over time and make their collections user-oriented and more accessible by taking advantage of new technologies. Thus, museums adapted the opportunities brought by information technologies and social media to business processes; by organizing participatory exhibitions and organizations, they aimed to attract potential visitors from a wider global audience through conversations and discussions and to maintain existing interest by creating communities with interests around the museum (Tuğbay, 2012, p. 6). In this study, how museums adapt the opportunities offered by these new technologies to their applications has been examined through the literature on a world scale. In addition, digitization in the museums, usage of social media, and digital platforms has been investigated applying the survey on the 107 museums affiliated the Ministry of Culture and Tourism in Turkey. According to the findings, 56 of 63 museums responding to the survey are not digitized their collection. Only 23 museums from these institutions have their own website. Half of the institutions that responded to the survey are not visible on social media. As a result of study, it can be said that the museums affiliated to the Ministry are reluctant to use information technologies and the internet efficiently. [ABSTRACT FROM AUTHOR]

This paper aims to represent the bibliometric characteristics of theAmerican HistoricalReview(AHR) in an attempt to highlight the journal's contribution to the ̄eld of History as one of theleading journals in Journal Citation Reports (JCR). AHR has the highest impact factor among the otherjournals in its ̄eld, and has been bringing together scholars from all over the world since 1895. Althoughthe ̄eld of History is known as localized and non-interdisciplinarity, the present study's ̄ndings revealthat AHR has di®erent characteristics compared to traditional contributions to the ̄eld of History byother journals. In addition, the results show that approximately three quarters of AHR citations, from 67di®erent categories, are gathered by articles. This indicates that AHR has an increased degree of con-vergence with other disciplines. These ̄ndings may be interpreted as an indication that traditionalhistorical scholarly communication is increasingly changing toward interdisciplinarity. However, it wouldbe problematic to generalize these ̄ndings for all history literature, based on a single journal evaluation.This study suggests that AHR has become increasingly diversi ̄ed and consequently no longer re°ects themain characteristics of the ̄eld of History. Future studies of more History journals are needed to validatethe results and reveal possible changes in the ̄eld.

Scopus uses some criteria to decide which journals to index in the database. This paper evaluates the journals indexed in Scopus database according to these criteria. The study universe consisted of 2013 Scopus journal listdownloaded from SCImago Journal Rank (SJR) web page on September 18th, 2014. Countries that have more than 1000 journals and less than 100 journals in Scopus were left out of the study. The 203 journals were selected from 6,151 journals by the systematic sampling method and of these, 203 journals were analyzed with regard to the Scopus journal selection criteria. Based on the analysis of findings, we found that the most problematic criteria were having an online referee list, having publication ethics, citation levels of journals and internationalization. On the other side, regular publishing, having English journal website, having English titles and abstracts and having references in Roman Script were the most successful criteria. Digital repositories applications have been proliferated recently throughout the world as a result of open access policies. In order to gain more efficient these attempts, it is really important to meet requirements for creating well-designed archives. One of the most significant requirements of digital repositories is sustainability. The main aim of this study is to assess three selected digital archives which are e-prints in library & information Science (E-LIS), Digital Archive of Hacettepe University Department of Information Management (PDAHU) and Faculty of Humanities and Social Sciences Institutional Repository of University of Zagreb (DARHIV) in terms of sustainability by using the framework of Research Libraries Group (Research Libraries Group, 2002). We analyzed these three digital libraries under the six titles which are important issues for persistence of institutional repositories. Findings reveal that E-LIS is well structured digital repository rather than PDAHU and DARHIV. At the same time, all of these three digital repositories should increase their deposit activities in order to gain more efficiency on sustainability.

In this study predatory journals originated from Turkey in the Beall list, which situated in the context of the literature as an authority, have been identified and studied in detail. Results show that 3.2% of the journals in the list originated from Turkey. Accordingly, it is seen Turkey ranks second after India in the list. While the number of Turkish journals in the list was at a certain level from 2003 to 2010 (seven journals in 2010), it started to show a sudden increase since 2011 and reached 41 in 2016. We believe that the criteria discussed by the researchers (the criteria set by Beall or the others who criticize the Beall list) will guide the researcher to determine the predatory journals in order to be able to avoid them. Deliverable 13.2 for the WorldFAIR Project’s Cultural Heritage Work Package (WP13). Although the cultural heritage sector has only recently begun to think of traditional gallery, library, archival and museum (‘GLAM’) collections as data, long established practices guiding the management and sharing of information resources has aligned the domain well with the FAIR principles for research data, evidenced in complementary workflows and standards that support discovery, access, reuse, and persistence. As explored in the previous report by Work Package 13 for the WorldFAIR Project, D13.1 Practices and policies supporting cultural heritage image sharing platforms, memory institutions are in an important position to influence cross-domain data sharing practices and raise critical questions about why and how those practices are implemented. Deliverable 13.2 aims to build on our understanding of what it means to support FAIR in the sharing of image data derived from GLAM collections. This report looks at previous efforts by the sector towards FAIR alignment and presents 5 recommendations designed to be implemented and tested at the DRI that are also broadly applicable to the work of the GLAMs. The recommendations are ultimately a roadmap for the Digital Repository of Ireland (DRI) to follow in improving repository services, as well as a call for continued dialogue around ‘what is FAIR?’ within the cultural heritage research data landscape. Described by scholars as a “nature religion” or “magical” form of religiosity, modern practitioners of Paganism use various means to re-connect with the cultures and worldviews of older times, and especially the pre-Christian past. For the Pagan community of modern Ireland, the most significant connection to make is with the Celtic deities and the Celtic and pre-Celtic symbols and cultural forms. My study draws on longitudinal ethnographic research with Witches, Druids, and others who self-identify as Pagans in modern Ireland. In this paper, I will outline how members of this community engage with mythological sources.

This paper discusses methodological developments in phenomenography that make it apropos for the study of teaching and learning to use information in educational environments. Phenomenography is typically used to analyze interview data to determine different ways of experiencing a phenomenon. There is an established tradition of phenomenographic research in the study of information literacy (ex: Bruce, 1997; 2008; Lupton, 2008; Webber, Boon, & Johnston, 2005). Drawing from the large body of evidence complied in two decades of research, phenomenographers developed variation theory, which explains what a learner can feasibly learn from a classroom lesson based on how the phenomenon being studied is presented (Marton, Runesson, & Tsui, 2004). Variation theory’s ability to establish the critical conditions necessary for learning to occur has resulted in the use of phenomenographic methods to study classroom interactions by collecting and analyzing naturalistic data through observation, as well as interviews concerning teachers’ intentions and students’ different experiences of classroom lessons. Describing the methodological developments of phenomenography in relation to understanding the classroom experience, this paper discusses the potential benefits and challenges of utilizing such methods to research the experiences of teaching and learning to use information in discipline-focused classrooms. The application of phenomenographic methodology for this purpose is exemplified with an ongoing study that explores how students learned to use information in an undergraduate language and gender course (Maybee, Bruce, Lupton, & Rebmann, in press). This paper suggests that by providing a nuanced understanding of what is intended for students to learn about using information, and relating that to what transpires in the classroom and how students experience these lessons, phenomenography and variation theory offer a viable framework for further understanding and improving how students are taught, and learn to use information.

Since the academic year 2011/12 University of Zadar’s Department of Information Sciences and the University library have jointly organized an elective course - Information Literacy. The purpose of this research was to examine students’ and professors’ opinions concerning the information literacy competencies represented in the Information Literacy course curriculum, and the possibility of future collaboration between professors and librarians to help students gain information literacy competencies in the context of subject courses. Students and professors from different departments participated in the surveys and interviews. The results show that both the professors and the students are aware of the students’ insufficient competencies and that the professors consider these competencies to be important. The students believe that the Information Literacy course could help them with their coursework. The professors are willing to collaborate with librarians in order to improve their own courses. It can be concluded that the Information Literacy course itself is insufficient - but can be a significant first step in developing cooperative programs of information literacy education.

In addition, this study will serve to set guidelines for future research and understanding of the wider context of IL in the field of law, and as an aid in the design of IL programs for law students conducted by faculties’ libraries.

This paper delineates the abilities of school librarians in an interdisciplinary dimension regarding information literacy for children and young people. How should school librarians include information literacy programmes in their work? The school library has an important role in preparing young people for lifelong learning. Information literacy as a term is defined by levels of ability in these areas: comprehensive reading, writing skills, e-Learning, information seeking and information behavior, the knowledge of foreign languages, the use of information technology, research methods and techniques and problem solving skills. School librarians with specialized knowledge guide young people through knowledge organizing systems. This paper offers an important answer to the question of why teacher education about information literacy should depend on their personal competencies

Interest in the concept of information literacy in different contexts is a topic that has steadily gained increased attention in information literacy discourse and research efforts over recent years. In particular the emergence of the term ‘health information literacy’ attests to this interest and has elevated awareness about the importance and relevance of information literacy in a health context. This paper reports on research that has taken a relational perspective to explore how people experience health information literacy. Initially established by Bruce (1997) the relational perspective draws from an experiential framework that emphasizes the relationship between users and information when learning in different contexts. This approach seeks outcomes that are deeply embedded in users’ informational life worlds and complements experiential phenomenological perspectives that have been used in health research. In keeping with the relational approach this research interprets health information literacy as being the different ways in which people experience using information to learn about health. Using interpretive phenomenography, this research explored variation in the lived experience of how people use information to learn about their health, and variation in what is constituted as information when learning about their health. Participants included 23 males and females aged between 45 and 64 years. All participants were residents from the Greater Brisbane area of Queensland, Australia. The research used semi-structured interviews for data collection. The types of questions posed during interviews included ‘Can you describe a time when you used information to learn about your health?’ and ‘What kinds of information have you used to learn about your health?’. This paper will focus on presenting one element of research findings that concerns the differences in ‘what’ participants experienced as information. Analysis of interview data identified significant variation in the experienced nature of information, specifically the different qualities or elements that comprised the ‘object’ of information, or in other words, what was perceived as ‘informing’. Illustrations of this variation include information experienced as traditional information sources, facts and experiences, something exhibiting particular qualities, physical or psychological changes, other people and role models. These findings provide new insights into what people may experience as information, and build upon existing literature regarding information as a theoretical construct. In addition the potential implications of these findings with respect to the design and delivery of health information literacy education will also be discussed. These research findings contribute to the emergence of information literacy investigations in everyday life and community. Although such settings have long been identified as a significant gap for exploration, research to date in this field has predominantly focused on educational and workplace environments. In this way the knowledge gained from this research has further revealed the contextual nature of information literacy, as well as its complexity as a phenomenon and focus of study.
