Promoting equity is a policy challenge facing education systems throughout the world, not least in the United Kingdom where there are continuing concerns about the progress of learners from disadvantaged backgrounds. This paper draws on the experience of its author within a series of large-scale government-funded improvement initiatives to address this agenda. These have illustrated how contexts shape the progress of such efforts. In particular, the paper explores how the different national contexts of England, Scotland and Wales have influenced the way that change-strategies proceeded. Reflecting on the implications of these differences, the paper makes a series of suggestions as to how progress towards educational equity can be achieved.

This article analyses the ways in which notions of student diversity and student voice are defined in five European countries, two terms directly related to notions of inclusion. In so doing, it examines links between the two terms, noting that, often, they are used in international research without acknowledging the ways that they are defined within particular national contexts. Using literature and policy documents from five countries (i.e. Austria, Denmark, England, Portugal and Spain), the article highlights similarities as well as differences in the various contexts. Through the analysis of these texts, the paper concludes that diversity is conceptualised in five ways, although there is occasionally overlap of different conceptualisations in some of the countries. Meanwhile, the term 'student voice' is a term that is not used in some of the countries' policies. Instead, other terms that relate to student voice, such as 'participation', are used. The paper discusses the implications of these varied understandings for the promotion of the inclusion of all students in schools.

This article provides an introductory commentary to the papers in this Prospects special issue on inclusive education. In so doing, it stresses the need to be cautious as we read accounts of inclusive education from other parts of the world: whilst lessons can undoubtedly be learned from the accounts in this special issue, they must be adopted with care. There is no doubt that evidence of various kinds can help in identifying the barriers facing some learners and the resources that can be used to overcome these difficulties. However, efforts to promote inclusion and equity within education systems should be based on an analysis of particular contexts. To that end, this article outlines a research-based framework that can be used to carry out such contextual analyses. The article concludes by arguing that an emphasis on inclusion and equity can potentially improve the quality of education for all young people within a national education system.

This article draws on its authors' experiences of engaging with the narratives of communities in Latin America implicated in the promotion of inclusion and equity in education. It illustrates how the voices of students, teachers, and families can throw light on the challenges involved. In particular, the article shows how their conditions, difficulties, achievements, fears, and hopes can provide a better understanding of their complex realities and help to shape theories of change. Incorporating the views of different stakeholders, the article focuses on the process of enabling people to become critically conscious about their realities, at the same time developing theoretical tools to become more inclusive in their thinking. It argues that inclusive education is a radical political project that needs to be closer to the feelings and knowledge of oppressed people. This means that we must construct new narratives that encourage people to make their own challenges; this, in turn, can contribute to change at the system level. The article proposes a framework that can be used to review the situation in other countries and offers recommendations as to how to introduce it.

This article traces the development of Inclusive Inquiry, a new approach to the promotion of inclusion in schools. It explains how this builds on a programme of research carried out by the authors over a period of 20 years. Central to the approach is dialogue amongst teachers and their students about how to make lessons more inclusive. This involves children becoming researchers who learn how to use research techniques to gather the views of their classmates, as well as observing lessons. The approach was refined as a result of a 3-year action research study carried out with a network of eight secondary schools, in three European countries. It was then trialled in 30 primary schools, in five European countries. In each country a team of university researchers supported, recorded and analysed the action research as it occurred, using observations, interviews and surveys. The article provides an analysis of the impact on the thinking and practices of teachers, and on the attitudes and engagement of students in learning. It is argued that Inclusive Inquiry is an approach that facilitates dialogues that can lead to transformations of practices and thinking, and the development of inclusive schools. Some of the challenges involved in using the approach in schools are identified.

This paper focuses on a major challenge facing education systems around the world, that of finding ways of including all children in schools. In economically poorer countries this is mainly about the millions of children who are not able to attend formal education (UNESCO, 2015). Meanwhile, in wealthier countries many young people leave school with no worthwhile qualifications, whilst others are placed in special provision away from mainstream education and some choose to drop out since the lessons seem irrelevant (OECD, 2012). Faced with these challenges, there is evidence of an increased interest in the idea of making education more inclusive and equitable. However, the field remains confused as to the actions needed in order to move policy and practice forward.

There are many examples of collaborative action research being used to promote school change. Reflecting on evidence gathered as a result of collaborative inquiry led by a teacher in a primary school in Cyprus over a 3-year period, this paper examines what is involved in using such an approach within a centralised education system. In so doing, it exposes the social and political challenges involved, whilst at the same time throwing light on possibilities for overcoming these problems in order to facilitate school-led change. In this context, frequent staff changes presented particular barriers, and recent increases in migration into the country were seen to add further challenges, whilst at the same time opening up new possibilities for stimulating innovations through collaborative action research.

This article provides an evaluative account of its authors' involvement in three major national improvement initiatives. Set in the context of three of the countries that make up the UK, these developments were focused in particular on the promotion of educational equity. Unusually, the analysis provided compares evidence collected from an insider perspective with data generated through independent evaluations. In so doing, it considers how research and researchers can contribute to system change by using research evidence to influence policy-makers and practitioners at all levels of the system. The article argues that this requires the coming together of different perspectives in a process of social learning and knowledge creation within particular settings. This means that researchers have to overcome a number of barriers related to social, cultural and political factors. They therefore have to develop skills in creating collaborative partnerships that span boundaries between actors who have different types of professional experience. It is argued that researchers also need to mobilise support in dealing with the pressures that this involves. The article concludes with the presentation of a strategic framework that can be used to think about how school systems can be helped to make better use of research knowledge.

The idea that school systems should become self-improving is a growing trend internationally. Put simply, this involves the strengthening of links between schools so that they can provide mutual support and challenge. So far, however, there is little research that throws light on what is involved in attempts to introduce this approach for the first time. Drawing on its authors' privileged access over a 4-year period, this paper analyses what happened as one education system explored such a move. In particular, it looks at the challenges involved in strengthening collaboration between schools within policy contexts that continue to emphasise competition as a means of achieving improvements. It also examines the nature of the transitional arrangements that are required in order to move from existing organisational conditions to more collaborative ways of working. Drawing on lessons from these experiences, the paper concludes with a series of principles that are intended be useful to those in other policy contexts that are involved in introducing similar reforms.

Advancing equity is a major challenge facing education systems globally. This creates an imperative for researchers to work with policymakers and practitioners to affect change. There have been many attempts to do this using various forms of action-oriented research and a considerable body of knowledge exists about their strengths and limitations. The paper describes the development of a methodological approach, Design-Based Equity Research (DBER), which draws on these existing traditions but is also distinct in its explicit consideration of values. It is marked out by a process of knowledge generation, in which researcher and practitioner knowledge meet, in context, to produce new knowledge about ways in which broad values of equity might be better realized in future practice. The paper explains how the approach was developed, conceptually and empirically, through a series of studies carried out over the last twenty years. It concludes that the process has the potential to generate two important types of knowledge: substantive knowledge about how equity can be realized in practice, and processual knowledge about the DBER process itself. The argument developed in this paper is set within the context of an increasing global concern to promote inclusion in education. Drawing on the authors' research over many years, it argues that an engagement with the views of students can lead to changes in understandings and practices that help to facilitate the development of more inclusive approaches in schools. At the same time, these experiences show how such processes can lead to "interruptions" in the work of those in schools in ways that may challenge the status quo and sometimes lead to negative reactions. It is argued, however, that, under appropriate organisational conditions, such approaches can lead to dialogue between students and teachers that stimulates actions to promote inclusion in education. The paper concludes by outlining how such conditions can be promoted, focusing in particular on issues related to cultures and leadership.

This paper draws on evidence from a study carried out in England to explore how schools can support one another's improvement within a policy context that emphasises competition. The findings offer some reasons to be optimistic, and are suggestive of the capacity and potential of the school system in England to "self-improve" through collaborative means. However, light is also thrown on a number of barriers that need to be overcome to make such an approach work. The paper argues that developing a greater understanding of the social complexities involved in school-to-school support requires research that takes account of the views of those involved. With this in mind, the paper reflects on the experiences of a group of school leaders in England, leading to lessons that are likely to be relevant to those in other national contexts where competition is seen as a driver for school improvement.
