Over the past two decades, the emergence of multiple carbon market segments has led to fragmentation of governance of international carbon markets. International baseline-and-credit systems for greenhouse gas mitigation have been repeatedly expected to wither away, but show significant resilience. Still, Parties to the Paris Agreement have struggled to finalize rules for market-based cooperation under Article 6, which are still being negotiated. Generally, there is tension between international top-down and bottom-up governance. The former was pioneered through the Clean Development Mechanism under the Kyoto Protocol and is likely to be utilized for the Article 6.4 mechanism, while the latter was used for the first track of Joint Implementation and will be applied for Article 6.2. Voluntary carbon markets governed bottom-up and outside the Kyoto Protocol by private institutions have recently gained importance by offering complementary project types and methodological approaches. The clear intention of some Parties to use market-based cooperation in order to reach their nationally determined contributions to the Paris Agreement have led to an ongoing process of navigating the alignment of these fragmented carbon market instruments with the implementation of nationally determined contributions and Paris Agreement’s governance architecture. We discuss emerging features of international carbon market governance in the public and private domain, including political and technical issues. Fragmented governance is characterized by different degrees of transparency, centralization, and scales. We assess the crunch issues in the Article 6 negotiations through the lens of these governance features and their effectiveness, focusing on governance principles and their operationalization to ensure environmental integrity and avoid double counting.

An increasing number of non-state actors are taking steps towards and beyond carbon neutrality and making claims about their climate impact and contribution to mitigation, so as to contribute to the Paris Agreement’s long-term goal to limit global warming to 1.5 degrees Celsius. Voluntary compensation of greenhouse gas emissions enables actors to take responsibility for their remaining emissions by supporting additional mitigation outcomes that occur outside the actors’ boundaries. This report maps key international guidance and initiatives relevant to voluntary compensation. It aims to foster a common knowledge base on high-integrity use of voluntary compensation as part of actors’ broader mitigation efforts towards and beyond carbon neutrality. It was prepared under the Nordic Dialogue on Voluntary Compensation.

At the Paris climate conference (COP 21) in December 2015, the first global climate agreement was adopted, under which all Parties participate in climate change mitigation through nationally-determined contributions (NDCs). The first round of negotiations concerning the implementation of the Paris Agreement was held in Bonn, Germany, in May 2016. During this meeting, the three subsidiary bodies - the SBI, SBSTA and APA - launched discussions on how to create the necessary rules, modalities and procedures to implement the Paris Agreement. This work continues as the three bodies meet in context of COP 22 in Marrakech, Morocco, in November 2016. This report assesses the tasks to create the rules related to all key parts of the agreement: mitigation and adaptation, climate finance, transparency, land use and forestry, technology, capacity building, cooperative approaches, loss and damage as well as facilitating implementation and compliance. In addition to describing the tasks for each topic, the report analyses the role of Finland in implementing the Paris Agreement, and how Finnish know-how can be used in enhancing climate action worldwide.

NOAK and NEFCO organised a side event on NAMAs and MRV requirements during the UN climate conference at COP18 in Doha, Qatar on 3.12.2012. There are different opinions on what the minimum requirements on MRV systems for NAMAs should be and what the role of the UNFCCC would be in this regard. Issues have also been raised on whether there should be a differentiation in the MRV system between the different types of NAMAs. The aim of the side event was to explore practical experience on the issue, both from on-going initiatives and from the donors. This report first presents briefly the key concepts NAMA and MRV, then discusses each presentation and finally draws a summary on the observations and lessons emerging from the side event.

The global carbon market currently faces a deep demand crisis. The consequent price fall reduces the incentive to make low-carbon investments and thus increases the risk of locking in carbon-intensive infrastructure. The global carbon market relies on ambitious climate policy and consists of a mosaic of different schemes. Despite the current lack of ambitious global climate policy, various market-based approaches are emerging around the world, indicating increasing scope and fragmentation of the carbon markets. This report, conducted by GreenStream together with Climate Focus, analyses the status and outlook of global carbon markets and identifies measures and circumstances how new demand for carbon credits could be created to strengthen global efforts to limit the global average temperature rise to 2°C, taking into account the trend towards fragmentation of carbon markets.

Tulevaisuuden ilmastopolitiikka tulee toimimaan energiateknologiamarkkinoita ajavana voimana. Toisaalta ilmastonmuutoksen hillintä aiheuttaa kustannuksia koko kansantaloudelle. Tutkimuksessa arvioitiin skenaariotarkasteluin suomalaisen puhtaan energiateknologian kysyntää globaalisti sekä eri maantieteellisillä alueilla ilmastopolitiikan muuttuessa. Mallinnuksessa käytettiin globaaleja kokonaistalousmalleja GTAP ja RICE sekä Global TIMES -energiajärjestelmämallia. Työssä tarkasteltiin myös tulevaisuuden puhtaan teknologian vientiä edistäviä rahoitusmekanismeja keskittyen tulevaisuuden JI- ja CDM-mekanismeihin. Skenaariotarkasteluissa ilmastopoliittiseksi tavoitteeksi valittiin EU:n esittämä kahden asteen tavoite. Kokonaistalouden kustannukset jäivät tämän tutkimuksen laskelmissa vähäisiksi, kuten aiemmissakin tutkimuksissa on todettu. Vuonna 2050 arvioitu BKT-tappio olisi vain prosentin luokkaa perusuraan verrattuna. Global TIMES -skenaarioiden perusteella globaali primäärienergiankulutus samoin kuin kasvihuonekaasupäästöt tulisivat lähes kaksinkertaistumaan nykyisestä tasosta vuoteen 2050 mennessä ilman ilmastopolitiikkaa. Noin 60 prosenttia energiainvestoinneista suuntautuisi kehitysmaihin, joissa pelkästään energian kysynnän kasvun kattamiseen tarvittaisiin satoja tai mahdollisesti tuhansia miljardeja euroja investointirahaa. Nykymuotoinen, yksittäisiin hankkeisiin pohjautuva CDM pystyy realisoimaan vain murto-osan kehitysmaiden päästövähennyspotentiaalista, joten mekanismin kattavuutta tulisi laajentaa merkittävästi. Politiikkaskenaarioissa suurin osa investoinneista kohdistui bioenergiateknologihin sekä tuulivoimaan. Vuoden 2020 jälkeen myös investoinnit hiilidioksidin erotukseen ja varastointiin kasvoivat merkittäviksi.

Tämän julkaisun tavoitteena on esitellä Kioton pöytäkirjan hankemekanismit eli yhteistoteutus (JI) ja puhtaan kehityksen mekanismi (CDM) niiltä osin kuin ne kytkeytyvät jätehuoltoratkaisuihin. Hankemekanismit tarjoavat mahdollisuuksia kestävän kehityksen edistämiseen ja kasvihuonekaasujen kustannustehokkaaseen vähentämiseen. Nämä mekanismit parantavat ilmastonmuutosta hillitsevien teknologioiden ja toimenpiteiden kilpailukykyä sallimalla niitä koskevien hankkeiden tuottamien päästövähennysten myynnin. Näitä päästövähennyksiä voidaan hyödyntää sekä Kioton pöytäkirjan kansallisten velvoitteiden täyttämisessä että EU:n päästökaupan puitteissa. Hankemekanismit tarjoavat myös jätesektorin toimijoille merkittäviä uusia liiketoimintamahdollisuuksia. JI- ja CDM-hankkeiden valmistelu ja toteutus edellyttävät perehtyneisyyttä hankemekanismien sääntöihin ja menettelytapoihin, joiden keskeiset piirteet ja periaatteet esitellään tässä raportissa jätesektorin esimerkkien valossa. Toinen luku esittelee hankemekanismien osallistumisehdot sekä hankesyklien pääkohdat. Kolmas luku perehtyy CDM:n erikoispiirteisiin ja neljäs puolestaan JI:hin. Nämä luvut tarkastelevat myös jätesektorin hankkeita. Lopuksi esitellään kaatopaikkatoimia, jätteen biofraktion käsittelyä ja jätteiden energiakäyttöä koskevat case-tarkastelut.
