We are creating a new algorithm that combines observations from MISR and MODIS (both on the NASA Terra spacecraft) to improve atmospheric correction and coverage for ocean color data products. The algorithm utilizes information rich, multi-angle MISR observations for atmospheric correction, applied to MODIS. Our goal is to produce atmospherically corrected Remote Sensing Reflectance from MODIS with enhanced coverage and accuracy, for input to downstream bio-optical ocean parameter retrieval algorithms.An important aspect of this work is the utilization of multi-angle views of the reflected ocean surface sun glint. Usually, such observations are avoided, since the intensity of the glint overwhelms any contribution from the ocean body. However, MISR's multi-angle observations see varying degrees of glint, which means they can be used to better determine aerosol optical properties (Kaufman et al., 2002, Ottaviani et al., 2013), and to identify surface wind speeds that govern the glint pattern. The latter could be utilized to replace the wind speeds taken from ancillary sources that are currently used to conservatively mask potential glint contamination in MODIS observations.To assess this capability, and to identify the appropriate parameterization, we present an analysis using the Generalized Nonlinear Retrieval Analysis (GENRA, Vukicevic et al., 2009) information content assessment. This technique is also easily modified to act as a Bayesian retrieval algorithm, for which initial results are discussed. Finally, we describe the status of integrating MISR data into the processing capabilities of the Ocean Biology Processing Group (OBPG) at NASA, and show the first ocean color vicarious calibration (Franz et al., 2007) of the MISR instrument.

The Plankton, Aerosol, Clouds, ocean Ecosystem (PACE) mission presents new opportunities and new challenges in applying observations of two complementary multi-angle polarimeters for the space-based retrieval of global aerosol properties.Aerosol remote sensing from multi-angle radiometric-only observations enables aerosol characterization to a greater degree than single-view radiometers, as demonstrated by nearly two decades of heritage instruments. Adding polarimetry to the multi-angle observations allows for the retrieval of aerosol optical depth, Angstrom exponent,parameters of size distribution, measures of aerosol absorption, complex refractive index and degree of non-sphericity of the particles, as demonstrated by two independent retrieval algorithms applied to the heritage POLarization and Directionality of the Earth's Reflectance (POLDER) instrument. The reason why this detailed particle characterization is possible is because a multi-angle polarimeter measurement contains twice the number of Degrees of Freedom of Signal (DFS) compared to an observation from a single-view radiometer. The challenges of making use of this information content involve separating surface signal from atmospheric signal, especially when the surface is optically complex and especially in the ultraviolet portion of the spectrum where we show the necessity of polarization in making that separation. The path forward is likely to involve joint retrievalsthat will simultaneously retrieve aerosol and surface properties, although advances will berequired in radiative transfer modeling and in representing optically complex constituents in those models. Another challenge is in having the processing capability that can keep pace with the output of these instruments in an operational environment. Yet, preliminaryalgorithms applied to airborne multi-angle polarimeter observations offer encouraging results that demonstrate the advantages of these instruments to retrieve aerosol layer height, particle single scattering albedo, size distribution and spectral optical depth, and also show the necessity of polarization measurements, not just multi-angle radiometricmeasurements, to achieve these results.

Passive ocean color images have provided a sustained synoptic view of the distribution of ocean optical properties and color and biogeochemical parameters for the past 20-plus years. These images have revolutionized our view of the ocean. Remote sensing of ocean color has relied on measurements of the radiance emerging at the top of the atmosphere, thus neglecting the polarization and the vertical components. Ocean color remote sensing utilizes the intensity and spectral variation of visible light scattered upward from beneath the ocean surface to derive concentrations of biogeochemical constituents and inherent optical properties within the ocean surface layer. However, these measurements have some limitations. Specifically, the measured property is a weighted-integrated value over a relatively shallow depth, it provides no information during the night and retrievals are compromised by clouds, absorbing aerosols, and low Sun zenithal angles. In addition, ocean color data provide limited information on the morphology and size distribution of marine particles. Major advances in our understanding of global ocean ecosystems will require measurements from new technologies, specifically lidar and polarimetry. These new techniques have been widely used for atmospheric applications but have not had as much as interest from the ocean color community. This is due to many factors including limited access to in-situ instruments and/or space-borne sensors and lack of attention in university courses and ocean science summer schools curricula. However, lidar and polarimetry technology will complement standard ocean color products by providing depth-resolved values of attenuation and scattering parameters and additional information about particle morphology and chemical composition. This review aims at presenting the basics of these techniques, examples of applications and at advocating for the development of in-situ and space-borne sensors. Recommendations are provided on actions that would foster the embrace of lidar and polarimetry as powerful remote sensing tools by the ocean science community.

This chapter summarizes ocean color science data product requirements for the Plankton, Aerosol, Cloud,ocean Ecosystem (PACE) mission's Ocean Color Instrument (OCI) and observatory. NASA HQ delivered Level-1 science data product requirements to the PACE Project, which encompass data products to be produced and their associated uncertainties. These products and uncertainties ultimately determine the spectral nature of OCI and the performance requirements assigned to OCI and the observatory. This chapter ultimately serves to provide context for the remainder of this volume, which describes tools developed that allocate these uncertainties into their components, including allowable OCI systematic and random uncertainties, observatory geo location uncertainties, and geophysical model uncertainties.

Extending OCI hyperspectral radiance measurements in the ultraviolet to 320 nm on the blue spectrograph enables quantitation of atmospheric total column ozone (O3) for use in ocean color atmospheric correction algorithms. The strong absorption by atmospheric ozone below 340 nm enables the quantification of total column ozone. Other applications are possible but were not investigated due to their exploratory nature and lower priority.The first step in the atmospheric correction processing, which converts top-of-the-atmosphere radiances to water-leaving radiances, is removal of the absorbance by atmospheric trace gases such as water vapor, oxygen, ozone and nitrogen dioxide. Details of the atmospheric correction process currently used by the Ocean Biology Processing Group (OBPG) and will be employed for PACE with appropriate modifications, are described by Mobley et al. [2016]. Atmospheric ozone absorbs within the visible to near-infrared spectrum between ~450 nm and 800nm and most appreciably between 530 nm and 650 nm, a spectral region critical for maintaining NASA's chlorophyll-a climate data record and for PACE algorithms planned to characterize phytoplankton community composition and other ocean color products.While satellite-based observations will likely be available during PACE's mission lifetime, the difference in acquisition time with PACE, the coarseness in their spatial resolution, and differences in viewing geometries will introduce significant levels of uncertainties in PACE ocean color data products.

The shortwave infrared (SWIR) bands on the existing Earth Observing missions like MODIS have been designed to meet land and atmospheric science requirements. The future geostationary and polar-orbiting ocean color missions, however, require highly sensitive SWIR bands (greater than 1550nm) to allow for a precise removal of aerosol contributions. This will allow for reasonable retrievals of the remote sensing reflectance (R(sub rs)) using standard NASA atmospheric corrections over turbid coastal waters. Design, fabrication, and maintaining high-performance SWIR bands at very low signal levels bear significant costs on dedicated ocean color missions. This study aims at providing a full analysis of the utility of alternative SWIR bands within the 1600nm atmospheric window if the bands within the 2200nm window were to be excluded due to engineering/cost constraints. Following a series of sensitivity analyses for various spectral band configurations as a function of water vapor amount, we chose spectral bands centered at 1565 and 1675nm as suitable alternative bands within the 1600nm window for a future geostationary imager. The sensitivity of this band combination to different aerosol conditions, calibration uncertainties, and extreme water turbidity were studied and compared with that of all band combinations available on existing polar-orbiting missions. The combination of the alternative channels was shown to be as sensitive to test aerosol models as existing near-infrared (NIR) band combinations (e.g., 748 and 869nm) over clear open ocean waters. It was further demonstrated that while in extremely turbid waters the 1565/1675 band pair yields R(sub rs) retrievals as good as those derived from all other existing SWIR band pairs (greater than 1550nm), their total calibration uncertainties must be less than 1% to meet current science requirements for ocean color retrievals (i.e., delta R(sub rs) (443) less than 5%). We further show that the aerosol removal using the NIR and SWIR bands (available on the existing polar-orbiting missions) can be very sensitive to calibration uncertainties. This requires the need for monitoring the calibration of these bands to ensure consistent multi-mission ocean color products in coastal/inland waters.

The PACE (Pre-­Aerosol, Clouds and ocean Ecosystem) mission, anticipated for launch in the early 2020s, is designed to characterize oceanic and atmospheric properties. The primary instrument on-­‐board will be a moderate resolution (approximately 1 km nadir) radiometer, called the Ocean Color Instrument (OCI). OCI will provide high spectral resolution (5 nm) from the UV to NIR (350 - 800 nm), with additional spectral bands in the NIR and SWIR. The OCI itself is an excellent instrument for atmospheric objectives, providing measurements across a broad spectral range that in essence combines the capabilities of MODIS and OMI, but with the UV channels from OMI to be available at moderate resolution. This tutorial is an introduction to atmospheric correction in general and also documentation of the atmospheric correction algorithms currently implemented by the NASA Ocean Biology Processing Group (OBPG) for processing ocean color data from satellite-borne sensors such as MODIS and VIIRS. The intended audience is graduate students or others who are encountering this topic for the first time. The tutorial is in two parts. Part I discusses the generic atmospheric correction problem. The magnitude and nature of the problem are first illustrated with numerical results generated by a coupled ocean-atmosphere radiative transfer model. That code allow the various contributions (Rayleigh and aerosol path radiance, surface reflectance, water-leaving radiance, etc.) to the topof- the-atmosphere (TOA) radiance to be separated out. Particular attention is then paid to the definition, calculation, and interpretation of the so-called "exact normalized water-leaving radiance" and its equivalent reflectance. Part I ends with chapters on the calculation of direct and diffuse atmospheric transmittances, and on how vicarious calibration is performed. Part II then describes one by one the particular algorithms currently used by the OBPG to effect the various steps of the atmospheric correction process, viz. the corrections for absorption and scattering by gases and aerosols, Sun and sky reflectance by the sea surface and whitecaps, and finally corrections for sensor out-of-band response and polarization effects. One goal of the tutorial-guided by teaching needs- is to distill the results of dozens of papers published over several decades of research in atmospheric correction for ocean color remote sensing.

As atmospheric reflectance dominates top-of-the-atmosphere radiance over ocean, atmospheric correction is a critical component of ocean color retrievals. This paper explores the operational Sea-viewing Wide Field-of-View Sensor (SeaWiFS) algorithm atmospheric correction with approximately 13 000 coincident surface-based aerosol measurements. Aerosol optical depth at 440 nm (AOD(sub 440)) is overestimated for AOD below approximately 0.1-0.15 and is increasingly underestimated at higher AOD; also, single-scattering albedo (SSA) appears overestimated when the actual value less than approximately 0.96.AOD(sub 440) and its spectral slope tend to be overestimated preferentially for coarse-mode particles. Sensitivity analysis shows that changes in these factors lead to systematic differences in derived ocean water-leaving reflectance (Rrs) at 440 nm. The standard SeaWiFS algorithm compensates for AOD anomalies in the presence of nonabsorbing, medium-size-dominated aerosols. However, at low AOD and with absorbing aerosols, in situ observations and previous case studies demonstrate that retrieved Rrs is sensitive to spectral AOD and possibly also SSA anomalies. Stratifying the dataset by aerosol-type proxies shows the dependence of the AOD anomaly and resulting Rrs patterns on aerosol type, though the correlation with the SSA anomaly is too subtle to be quantified with these data. Retrieved chlorophyll-a concentrations (Chl) are affected in a complex way by Rrs differences, and these effects occur preferentially at high and low Chl values. Absorbing aerosol effects are likely to be most important over biologically productive waters near coasts and along major aerosol transport pathways. These results suggest that future ocean color spacecraft missions aiming to cover the range of naturally occurring and anthropogenic aerosols, especially at wavelengths shorter than 440 nm, will require better aerosol amount and type constraints.

This document suggests requirements for an advanced ocean radiometer, such as e.g. the ACE (Aerosol/Cloud/Ecosystem) ocean radiometer. The ACE ocean biology mission objectives have been defined in the ACE Ocean Biology white paper. The general requirements presented therein were chosen as the basis for the requirements provided in this document, which have been transformed into specific, testable requirements. The overall accuracy goal for the advanced ocean radiometer is that the total radiometric uncertainties are 0.5% or smaller for all bands. Specific mission requirements of SeaWiFS, MODIS, and VIIRS were often used as a model for the requirements presented here, which are in most cases more demanding than the heritage requirements. Experience with on-orbit performance and calibration (from SeaWiFS and MODIS) and prelaunch testing (from SeaWiFS, MODIS, and VIIRS) were important considerations when formulating the requirements. This document describes requirements in terms of the science data products, with a focus on qualities that can be verified by prelaunch radiometric characterization. It is expected that a more comprehensive requirements document will be developed during mission formulation

We combined detailed bio-optical measurements and radiative transfer (RT) modeling to perform an optical closure experiment for optically complex and biologically productive Chesapeake Bay waters. We used this experiment to evaluate certain assumptions commonly used when modeling bio-optical processes, and to investigate the relative importance of several optical characteristics needed to accurately model and interpret remote sensing ocean-color observations in these Case 2 waters. Direct measurements were made of the magnitude, variability, and spectral characteristics of backscattering and absorption that are critical for accurate parameterizations in satellite bio-optical algorithms and underwater RT simulations. We found that the ratio of backscattering to total scattering in the mid-mesohaline Chesapeake Bay varied considerably depending on particulate loading, distance from land, and mixing processes, and had an average value of 0.0128 at 530 nm. Incorporating information on the magnitude, variability, and spectral characteristics of particulate backscattering into the RT model, rather than using a volume scattering function commonly assumed for turbid waters, was critical to obtaining agreement between RT calculations and measured radiometric quantities. In situ measurements of absorption coefficients need to be corrected for systematic overestimation due to scattering errors, and this correction commonly employs the assumption that absorption by particulate matter at near infrared wavelengths is zero.

The MODerate resolution Imaging Spectroradiometer (MODIS) algorithm for determining aerosol characteristics over ocean is performing with remarkable accuracy. A two-month data set of MODIS retrievals co-located with observations from the AErosol RObotic NETwork (AERONET) ground-based sunphotometer network provides the necessary validation. Spectral radiation measured by MODIS (in the range 550 - 2100 nm) is used to retrieve the aerosol optical thickness, effective particle radius and ratio between the submicron and micron size particles. MODIS-retrieved aerosol optical thickness at 660 nm and 870 nm fall within the expected uncertainty, with the ensemble average at 660 nm differing by only 2% from the AERONET observations and having virtually no offset. MODIS retrievals of aerosol effective radius agree with AERONET retrievals to within +/- 0.10 micrometers, while MODIS-derived ratios between large and small mode aerosol show definite correlation with ratios derived from AERONET data.

A unique method to validate back scattered ultraviolet (buv) type satellite data that complements the measurements from existing ground networks is proposed. The method involves comparing the zenith sky radiance measurements from the ground to the nadir radiance measurements taken from space. Since the measurements are compared directly, the proposed method is superior to any other method that involves comparing derived products (for example, ozone), because comparison of derived products involve inversion algorithms which are susceptible to several type of errors. Forward radiative transfer (RT) calculations show that for an aerosol free atmosphere, the ground-based zenith sky radiance measurement and the satellite nadir radiance measurements can be predicted with an accuracy of better than 1 percent. The RT computations also show that for certain values of the solar zenith angles, the radiance comparisons could be better than half a percent. This accuracy is practically independent of ozone amount and aerosols in the atmosphere. Experiences with the Shuttle Solar Backscatter Ultraviolet (SSBUV) program show that the accuracy of the ground-based zenith sky radiance measuring instrument can be maintained at a level of a few tenth of a percent. This implies that the zenith sky radiance measurements can be used to validate Total Ozone Mapping Spectrometer (TOMS), Solar Backscatter Ultraviolet (SBUV/2), and The SCanning Imaging Absorption SpectroMeter for Atmospheric CHartographY (SCIAMACHY) radiance data. Also, this method will help improve the long term precision of the measurements for better trend detection and the accuracy of other BUV products such as tropospheric ozone and aerosols. Finally, in the long term, this method is a good candidate to inter-calibrate and validate long term observations of upcoming operational instruments such as Global Ozone Monitoring Experiment (GOME-2), Ozone Mapping Instrument (OMI), Ozone Dynamics Ultraviolet Spectrometer (ODUS), and Ozone Mapping and Profiler Suite (OMPS).

Verification of a stratospheric ozone recovery remains a high priority for environmental research and policy definition. Models predict an ozone recovery at a much lower rate than the measured depletion rate observed to date. Therefore improved precision of the satellite and ground ozone observing systems are required over the long term to verify recovery. We have shown that validation of radiances is the most effective means for correcting absolute accuracy and long term drifts of backscatter type satellite measurements. This method by-passes the algorithms used for both satellite and ground based measurements which are normally used to validate and correct the satellite data. Validation of radiances will also improve all higher level data products derived from the satellite observations. Backscatter algorithms suffer from several errors such as unrepresentative a-priori data and air mass factor corrections. Radiance comparisons employ forward models but are inherently more accurate and than inverse (retrieval) algorithms. A new method for satellite validation is planned which will compliment measurements from the existing ground-based networks. This method will employ very accurate comparisons between ground based zenith sky radiances and satellite nadir radiances. These comparisons will rely heavily on the experience derived from the Shuttle SBUV (SSBUV) program which provided a reference standard of radiance measurements for SBUV/2, TOMS, and GOME. This new measurement program, called "Skyrad", employs two well established capabilities at the Goddard Space Flight Center, 1) the SSBUV calibration facilities and 2) the radiative transfer codes used for the TOMS and SBUV/2 algorithms and their subsequent refinements. Radiative transfer calculations show that ground based zenith sky and satellite nadir backscatter ultraviolet comparisons can be made very accurately under certain viewing conditions. The Skyrad instruments (SSBUV, Brewer spectrophotometers, and possibly others) will be calibrated and maintained to a precision of a few tenths of a percent. Skyrad data will then enable long term calibration of upcoming satellite instruments such as QuickTOMS. SBUV/2s and SCIAMACHY with a high degree of precision. This technique can be further employed to monitor the performance of future instruments such as GOME-2, OMI, and OMPS. Initial ground observations taken from Goddard Space Flight Center compared with radiative transfer calculations has indicated the feasibility of this method.

Surface bidirectional reflectance distribution function (BRDF) influences not only radiance just about the surface, but that emerging from the top of the atmosphere (TOA). In this study we propose a new, fast and accurate, algorithm CASBIR (correction for anisotropic surface bidirectional reflection) to account for such influences on radiance measured above TOA. This new algorithm is based on a 4-stream theory that separates the radiation field into direct and diffuse components in both upwelling and downwelling directions. This is important because the direct component accounts for a substantial portion of incident radiation under a clear sky, and the BRDF effect is strongest in the reflection of the direct radiation reaching the surface. The model is validated by comparison with a full-scale, vector radiation transfer model for the atmosphere-surface system. The result demonstrates that CASBIR performs very well (with overall relative difference of less than one percent) for all solar and viewing zenith and azimuth angles considered in wavelengths from ultraviolet to near-infrared over three typical, but very different surface types. Application of this algorithm includes both accounting for non-Lambertian surface scattering on the emergent radiation above TOA and a potential approach for surface BRDF retrieval from satellite measured radiance.
