Access to land is one of the key factors of farm growth, while at the same time, related research is characterised by important gaps, in particular facing the change over time in the nature and role of drivers of the land market. The objective of this research is to identify the endogenous and exogenous factors that affect the decision to purchase land in Italy between 2013 and 2020. Five probit regression models were implemented to understand the role of a set of different determinants in land investment decisions. The results show that factors related to capital in machinery and equipment, energy production and the presence of a successor are endogenous factors that positively influence the purchase decision. The ratio of rented land to utilised agricultural area and of family work units to total work units are endogenic factors that negatively influence the purchase decision. Exogenous factors related to the cost of capital and inflation rate affect the purchase of land in an opposite way, negatively and positively respectively. The role of Utilised Agricultural Area and Gross Saleable Production per hectare varies depending on the specialisation considered. The research can support policymakers in designing policies to promote the survival and growth of farms, as well as to facilitate land investment by reducing barriers to land acquisition.

The aim of the research was to identify factors determining changes in land prices and to indicate clusters of Polish voivodeships distinguished according to the adopted variables. Because of the specific features of the agricultural land market in Poland, the performed analyses accounted for the distinction in prices of agricultural land from the Agricultural Property Stock of the State Treasury and from private land trade. In view of the formal and legal regulations implemented in Poland, and the way changes in land prices are recorded, the analysis concerned the time period of 2013-2020, divided into two sub-periods: 2013-2016, and 2017-2020. One of the most significant considerations was the fact that there were two submarkets on the Polish agricultural land market, such as the farmland in private turnover and the farmland from the Agricultural Property Stock of the State Treasury. The highest differentiation of land prices between the voivodeships was due to the average monthly disposal income per capita from a family farm relative to the average monthly income per capita from being self-employed, and the total acreage of farmland sold from the State Treasury Stock.

4. Legal conditions in agricultural land trade in Poland.

- Abstract
Land is an indispensable resource in any human activity, and its area is limited and permanently located. For this reason, it is the duty of the state to protect agricultural land to ensure food security for citizens. For this purpose, there are e.g., legal solutions in agricultural real estate trading. Analyzing the rules for transferring rights to agricultural land, three main periods can be distinguished, which differed in the degree of their liberalization and the scope of unification of agricultural land trade between natural persons and with the land resource of the Agricultural Property Stock of the State Treasury. The main idea was to create regulations that treated family farms in a special way, favored the improvement of the area structure and the transfer of agricultural land to people who offered opportunities for effective farming, and prevented excessive concentration. Mechanisms and instruments for achieving the goals varied. However, they were generally associated with a reduction in the freedom to trade in agricultural land, also privately. Nevertheless, the transfer of rights to agricultural real estate took place in two separate segments (private and with treasury land). The differences persisted also after the entry into force on April 30, 2016 of the strict rules in agricultural land trading. [ABSTRACT FROM AUTHOR]

The role of agricultural activities in countries with mature economies suggests, on the one hand, the traditional role of producing foodstuffs and dietary fibers; on the other, it speaks to the offering of landscape, cultural, recreational, and environmental services. The member states of the European Union have for some time derogated the control of agricultural processes to EU decision-making, within an overarching vision that recalls both roles of this primary activity. The COVID-19 pandemic and the Russia–Ukraine military crisis have heightened the urgency to protect national agricultural production and guarantee minimum levels of agricultural provisions. In Italy, this orientation clashes with practices of unauthorized construction, favored by policies of "building amnesties", and the pressure exercised on urban growth that, particularly in fringe areas, modifies the mercantile nature of agricultural lands. This paper examines the theme in operative terms, analyzing an urban fringe in the city of Bari. The use of multiple regression analysis, applied to the agricultural land market, evidenced how prices in these areas are clearly impacted by their potential transformation into buildable terrains, even when urban plans do not foresee this use. Since Poland’s accession to the European Union in 2004, a steady increase in transaction prices of agricultural property has been observed. Also in other countries, mainly in Eastern and Central Europe, there has been an ongoing increase in the prices of agricultural land. The situation on the agricultural land market is influenced not only by the market mechanisms, but also by the political decisions, including restrictions in the turnover of land properties. The purpose of the study is to analyze the agricultural land market in Poland and to determine the relationship of average land prices for housing, service and industrial purposes against the average prices of agricultural land in 2004-2019. In the course of the study, price changes on the discussed market were assessed, and forecasts and simulations concerning the prices of agricultural properties and land intended for selected investment purposes were prepared. It was established that the increase in agricultural property prices over the recent dozen or so years is inadequate to the increase in the average gross salary in Poland and the average income from work at individual farms. However, the increase in prices is almost parallel to the increase in average transaction prices of property intended for housing purposes.

The development of Agricultural Land Consolidation in Russia has always been unique, compared to other countries due to the state land policy, the vastness of the territory, and the variety of natural and soil conditions. Because of it, the internationally recognized and generally accepted approaches and models of it cannot always be accepted and applied. The consolidation of agricultural land in the country is developing sometimes spontaneously and is chaotic. At the federal level, there is an extended trend of the absorption of private land by parastatals. There is also an extended trend of decreasing the land use of coops and increasing the land use of jointstock companies and partnerships. The development of Agricultural Land Consolidation in Russia is primarily dependent on regional land policies. In Kalmykia, the unique trend continues to increase the number of private farms with an increase in their average size. In this regard, the super goal of the paper is to research how to apply Project Analysis Principles Approach to strengthen the development of Agricultural Land Consolidation in Russia. 11. Protective restrictions on the acquisition of agricultural land: the impact on the land market on the example of Lithuania

During the period of about 15 years, there were several attempts to regulate land tenure in Lithuania by changing the procedure of land acquisition and imposing some restrictive measures for the acquisition of agricultural land. This research aimed to determine the impact of those restrictive measures on the land market. This article represents the analytical results of the statistical data on agricultural land privatisation and market sales in respect of changes in legal acts. According to the analysis, changes in land acquisition procedure had no negative effect on land privatisation and volumes of land sales nor on land sale prices during the transitional period of limited access for foreign buyers in 2004–2014. The volatility of land sales during the transitional period can be explained by the natural market cyclicality, while the steady growth of prices indicates that the land market has not yet reached its long-run equilibrium. The new regulative provisions adopted in 2014 after the transitional period was over were intended to prevent land concentration and had a positive, yet momentary, effect on the supply of private agricultural land. A significant increase in land prices after introducing those provisions was caused by the ceased supply of state land and some other causes that were not analysed in this paper.

Agricultural land plays several functions; it is both an economic resource and a natural, cultural, and symbolic asset. The multifunctionality of agricultural land may, nevertheless, give rise to conflicts over its use and, as a result, generate significant economic costs. However, economists usually do not investigate conflicts. The purpose of this paper is to fill this gap. The article focuses on methodological issues and outlines economic concepts that may be valuable to study land-use conflicts. Among the various approaches and theories that are important in the economic analysis of conflicts, special attention is paid to new institutional economics and public choice theory, which are often used by agricultural as well as environmental economists. The article highlights the importance of the institutional framework for a well-functioning land market. It concludes that economics can offer tools for studying conflicts by paying attention to the distinct interests and economic resources of different actors, as well as the relationship between present and future social needs. The paper also briefly reviews recent empirical research on landuse conflicts in Poland.

13. Territorial features of the land market in rural areas

The qualitative peculiarity of the existing land market in rural areas requires constant assessment of both the mechanisms that control its development and the direction of changes in its segments. Therefore, the purpose of the study was to analyze the territorial features of the development of the agricultural land market in modern conditions of the implementation of the import substitution policy. The research was carried out across the constituent entities of the Russian Federation of the Northwestern Federal District (NWFD) and in more detail on the example of the municipal districts of the Leningrad region using data from Rosstat, Rosreestr, the Ministry of Agriculture of the Russian Federation and other sources. Statistical methods of information processing were used. Based on the analysis of the dynamics of changes in the size of the cultivated areas, it was concluded that there were unfavorable tendencies as to the demand for arable land in the conditions of the Northwestern Federal District. Due to it, the reduction in the area under crops occurs in regions with more favorable conditions for agricultural activities. As the result, the growth in the number of transactions for the sale and purchase of agricultural land in the regions of the Northwestern Federal District is not sustainable. On the example of the municipal districts of the Leningrad region, the features of the primary and secondary market for agricultural land were revealed: the supply of land plots exceeds demand and is localized in the suburban area, such types of land turnover as the purchase and sale and lease of land plots have limited development. Depending on the location and other rental characteristics, the level of land prices, even within the boundaries of one municipal district, varies from 2.5 to 15 times. It has been established that the development of subsystems of market turnover of agricultural land is closely related to the conditions and results of economic activity in rural areas.

The article is devoted to the legal regime of agricultural land owned by citizens on the right of permanent use, the mechanism of its re-registration, the problems of lack of the right to inherit such land. The problems of organizational and legal character regarding the participation of farms in the purchase of agricultural land, which were revealed in connection with the adoption of amendments to Article 130 of the Land Code of Ukraine, are outlined. Farmers may be confronted with: 1) the lack of funds needed to buy back the parcels of land used by them for permanent use; 3) the land will be sold by the normative monetary assessment, not by the expert one, which is the most relevant and justified; land market owners will be willing to sell them. It should also be noted that if the rent is paid in advance, the farm as a legal entity automatically paid all the mandatory tax payments and fees for the entire period of the lease. It was emphasized that the right of redemption of the land used by the right of permanent use should be given both to the natural persons – founders and members of the farm, and the farm - the economic entity.

15. State and Perspectives of Agricultural Land Acquisitions.

Despite being marginal in both the general and scientific public, land acquisitions have brought agricultural land in the unprecedented focus of interest. The causes of these changes are the consequence of, inter alia, the growing world population, which undeniably leads to the increased need for agricultural products. Therefore, in this article, the most relevant cause of agricultural land acquisitions is considered - growing food demand. The history suggests that the acquisitions of agricultural lands are not a new phenomenon, but rather a new wave of déjà vu. The latest wave of agricultural land acquisitions, according to the general understanding, started with the global financial crisis. The growing demand for land acquisition began, which led developing countries to realize that the purchase of agricultural land, despite its potentially negative effects, could catalyze economic development. The main goal of this paper is to review and explore the state and perspectives of agricultural land acquisition on a global level. The research uses data from the Land Matrix database and employs historical method, conceptual analysis of law, classification method, content analysis, synthesis, systematic literature review, and descriptive statistics method. We drew the conclusion that more than a third of all the cross-border land acquisitions were caused by the growing food demand. The results of the research show that the growth of land acquisitions follows the growth of the world population, implying that the demand for agricultural land will not be stagnant for at least three more decades, i.e. land acquisitions undeniably are in continuo. In 2016 the rules concerning the agricultural land market in Poland changed. This legalreform was aimed at closing access for EU foreigners to the Polish agricultural land market. Prior tothese new regulations being introduced, it was speculated whether these changes would lead to theagricultural land market “freezing up”, as the relevant jurisdiction and responsibilities, formerly grantedto the Agricultural Property Agency, were taken over by the National Center of Agricultural Support(KOWR). The analysis was conducted on the basis of subject literature and data was obtained fromKOWR. The investigated problems included formal and legal aspects of issuing consents by KOWR forthe acquisition of agricultural land located in the Republic of Poland, as well as actual use of the abovementioned instrument by KOWR’s branch unit in Cracow. The regulation, aimed at closing access forEU foreigners to Polish agricultural land, was constructed in such a way that access to agricultural landwas either impeded or made impossible not only for foreign entities but also certain Polish citizens. Inaccordance with Art. 2a par.4 of the Act on shaping the agricultural system (UKUR), consent of KOWRis required in the case of agricultural land purchase by entities other than those mentioned in Art 2a par.3 of UKUR. According to the data obtained from KOWR and presented in the paper, it is evident thatthis instrument is being practically applied in the Malopolska Province.

The article presents the main results of investigation of the land market and its problems in Ukraine. Three stages of agricultural land market are singled out and described. The necessity of a moratorium on the sale of agricultural land is present in Ukraine. Basic arguments are considered in relation to organization of land market on the basis of lease. The authors emphasize the necessity of introducing the market mechanism in agricultural production and the ecological aspects of the land market development. The main reasons are analyzed which determine the intensification of state regulation of the agricultural land market. The necessity of using experience of the western countries in Ukraine has also been substantiated, as well as a series of laws that should be approved, taking into account ecologically safe land use.

Land grabbing, characterised by the amassing of large amounts of land property in the hands of a few landowners, is a topical problem throughout the world. This study characterises the ownership and market situation of agricultural land in Latvia from 2012 till 2017. In 2014, the Law “On Land Privatisation in Rural Areas” was amended establishing various restrictions for natural and legal persons to purchase agricultural land. The effects of these amendments varied in each group of agricultural land market players. The study analyses the structure of agricultural land ownership in Latvia, agricultural land sale and purchase transactions in Latvia and the dynamics of transactions based on data obtained from State Land Service. The results of the study demonstrate that the structure of agricultural land ownership shows indications of property concentration. The proportion of legal entities as owners is significantly increasing, as is the amount of agricultural land they own and the number of purchases they have made. It has been found that properties containing large areas of agricultural land are owned by legal entities with foreign capital. In turn, there is only a small proportion of natural persons of foreign citizenship (hereinafter referred to as “foreign citizens”) within the overall agricultural land owner structure. Land grabbing is a topical issue in many parts of the world. In the European context, it is a particularly pressing matter in Eastern Europe. The European Parliament recently highlighted the need to examine the agricultural land market beyond the boundaries set by the principles of free movement of goods, services, capital and people. The purpose of this study is to investigate the diversity of trade restrictions on agricultural land in 17 European countries and the market situation in Latvia before and after the liberalisation of the agricultural land market. A relationship between the rigidity of the regulatory framework, the share of agricultural activities in national economy, and the sales price of agricultural land was found. While most countries have restrictions for agricultural land trade to non-EU natural and legal persons, a third of the examined countries prohibit agricultural land sales to non-EU natural and legal persons. The impact of the current agricultural land trade restrictions on agricultural land market in Latvia over the period 2012-2016 was analysed by using data on agricultural land sales transactions obtained from the State Land Service of Latvia. The analysis reveals signs of agricultural land concentration, with a substantial increase of legal persons in the agricultural land transaction structure. At the same time, natural persons who are citizens of Latvia have been active in selling their agricultural land properties. Considerable increases of farmland prices have led to discussions as to whether stronger interventions in farmland markets are necessary or not. However, altered or new interventions in farmland markets should be based on previous analyses of factors causing price differences. To give more insight in the German farmland market, a general spatial model of standard farmland values for arable land in the federal state North Rhine-Westphalia is estimated using municipal level cross-section data. Results indicate high competition for arable land. Urban sprawl and livestock production are the main price drivers. In Germany, a set of legal regulations exists that reinforce these price-increasing impacts and, hence, have counterproductive effects on interventions aiming to reduce price increases. Therefore, it should be more effective and efficient to alter existing regulations that reinforce the price-increasing impacts instead of creating new regulations. [ABSTRACT FROM AUTHOR]

The paper focuses on the situation of the agricultural land market in Slovakia and in selected region of the SR – Nitra region, on the application and development of agricultural land prices in Slovakia and on the factors that influence the decisions of agricultural enterprises on the market with agricultural land. In this paper were used primary data obtained with interview method realized within the research of Department of European policies, Slovak University of Agriculture during the period 2012 – 2013 in all districts of region Nitra. The evaluation of the impact of agricultural subject on agricultural land market in Slovakia was realized by using the method of regression analysis. Based on the results from the research we can state that entrepreneurs still prefer more to rent land then to purchase a land. The main factors influencing the decision-making process of agricultural subjects are ownership fragmentation, the fragmentation of agricultural plots and business's financial situation and profitability of the purchase. Many entrepreneurs pointed to this indicator as one of the most influential in terms of increasing the market price, respectively as a reason for not signing the lease agreement. The agricultural land market in Slovakia is emerging but still not sufficiently transparent. Further development of the market will continue to be marked by the overall economic situation in agriculture, relatively low competitiveness of Slovak farmers in the European market and reduced profitability. Research showed that the most pronounced effect on the price of agricultural land and the amount of rent for agricultural land has the number of enterprises. Growing number of farms will increase the price or amount of rent for agricultural land.

The focus of this paper is on spatial market integration in agricultural land markets. We scrutinize the applicability of the law of one price to land markets and distinguish between absolute and relative versions of this “law”. Panel data unit root and stationarity tests are applied to land sale prices in the German state Lower Saxony. Three main clusters with different price developments are detected. The article presents the main results of investigation of the land market and its problems in Ukraine. Three stages of agricultural land market are singled out and described. The necessity of a moratorium on the sale of agricultural land is present in Ukraine. Basic arguments are considered in relation to organization of land market on the basis of lease. The authors emphasize the necessity of introducing the market mechanism in agricultural production and the ecological aspects of the land market development. The main reasons are analyzed which determine the intensification of state regulation of the agricultural land market. The necessity of using experience of the western countries in Ukraine has also been substantiated, as well as a series of laws that should be approved, taking into account ecologically safe land use. Research background: A traditional form of state intervention in agriculture comprised regulating the rights to ownership. One of the often discussed aspects of regulations refers to those binding for foreigners. Purpose of the article: The objective of the article was to analyse the position (of the European Economic and Social Committee and the Polish legislator) regarding the phenomenon of purchasing agricultural property by foreigners as well as the opinions of farmers on the consequences for the agricultural land market resulting from ending the transitional period in Poland for purchasing agricultural property by foreigners as on 1 May 2016. Methods: Direct studies were conducted in 2015 among 86 farmers in the Warmian-Masurian Voivodeship. Findings & Value added: The main reason for such a discussion conducted globally and in Europe is the phenomenon of excessive concentration and the use of land for non-agricultural purposes. Whereas, the European Economic and Social Committee indicates that in order to limit unfavourable practices in the EU member states, activities directed at preventing speculation, preserving local traditions and ensuring a proper usufruct of land should be permitted. The majority of farmers were afraid of the changes in the agricultural land market after the end of the transitional period in purchasing agricultural property by foreigners. They emphasised the above by expressing opinions on regulations binding in the transitional period and their effectiveness. With regard to the provisions of the Act of 5 August 2015, farmers were afraid of an increase in prices of agricultural land and the capital advantage of foreigners. [ABSTRACT FROM AUTHOR]

41. Agricultural land market in Slovakia in years 2001-2008

The article presents the results from the monitoring analyses of the buying/selling prices of agricultural land in accordance with the deposited contracts in the Real Estate Cadastre in years 2001-2008. Agricultural land sales, land areas and market prices are observed and evaluated under the size structure of the sold estates and their anticipated further utilization in the counties Dunajská Streda, Topoľčany, Rimavská Sobota, Liptovský Mikuláš, Michalovce and Svidník and for all observed counties as a whole. By data analyzing and evaluating of the agricultural land purchases/sales, there was taken into consideration the fact that the average price of the sold estates is to a large extent influenced by their size, location and the purpose of further utilisation. The estates of small area characterized as agricultural land are selling for the highest prices, but they already figure in the development studies and the land-use plans of the villages or they are regarded as building estates in the future. Therefore, the sold estates were divided into two categories in accordance with the expected further land utilization. As the estates for further agricultural utilization, there were considered the estates with the area above 1 hectare of agricultural land. In the case of smaller estates, it is assumed that they will be of building, recreational, sporting or other utilization after the landowner change.

42. Competition in online land lease auctions in Ukraine: Reduced-form estimation.

An innovative pilot project to facilitate the transparent transfer of rental rights for publicly owned agricultural land via an ascending-price online auction was launched in Ukraine in October 2018. This paper analyses publicly disclosed auction data and investigates how competition, auction design characteristics, and farmland-specific properties influenced the auction outcomes. This information is factored into the probability of the plot being rented (i.e. auction success) and the size of the winning bid (i.e. rental rates). The analysis was conducted using an independent private values framework, employing a mixed-effects model with sample selection. Estimation results confirmed that a higher number of bidders and more active bidding lead to a significantly greater probability of auction success and higher rental rates. • A higher number of bidders and more active bidding lead to a greater probability of auction success and higher rental rates. • Larger reserve prices are associated with higher winning bids. • Larger bid increments have a negative effect on the probability of auction success. • More productive plots are more expensive. • There is a negative relationship between the probability of auction success and plot size. Bulgaria faced and still is facing many challenges in the accession process to the EU. Free movement of capital, and especially the development of the land market, is one of them. Although the progress is made, the market is still developing and the land prices are still below the average prices in EU. There are different reasons for this: very fragmented land after the restitution process, chaotic transactions, lack of bank credits for agricultural purposes, unrealistic expectations after the accession to the EU, etc. The land lease continues to be the preferred way for land cultivation instead of buying of land. All those problems are studied in the current paper. A concept for e-service that could contribute to solving the problems is introduced; relevant e-services are summarized and a particular solution is presented that uses results of the eTen project Bizmap.net. It is described how this solution could be used in the Bulgarian land market.

After the end of the transition period for the purchase of the agricultural land by foreigners, the legislation regulating the acquisition of the agricultural land was adopted for the purpose of harmonization of the Slovak legislation with the legislation of the European Union. The Law no. 140/2014 Coll. on the acquisition of ownership to the agricultural land and amending and supplementing determines the subjects that are legitimated to acquire the ownership to the agricultural land. In addition, due to the creation of the Register of Offers of the Agricultural Land, the legislation allows the landowner to set a price on the sale of the agricultural land. In Slovakia, apart from the administrative prices and the market prices, there is a new type of prices, so-called supply price". There were characterized changes occurring in polish country with indication of the following processes: growing strength of agricultural land market, increasing role of agricultural lands' lease and also progressive process of land concentration and changing ownership relations. Economic system changes occurring in Poland, initiated in 1989 with political system change, were converter of new processes occurring in all economic sectors, including farming. Whereas, ownership relations changed and connected with them farming restructuring drove to development of agricultural land market. Land market became main tool in the process of exploitation transformation and zoning decision of rural areas which by the varied forms of land transactions makes the changes in arrangement of farming and non-farming functions in the space, making economic processes more dynamic and stabilizing changes in the space and time. Significant feature of the nineties became the process of reconstruction and increasing role of agricultural land market. Vital influence on that had cancellation of diverse restrictions impending that trading such as: territorial standards, rules of division and inheritance the farms and also intersectors land transaction and the others. Those changes created legal background of farming the agricultural land market in Poland. Farming soils leases, including also leases between the farmers, have begun to gain bigger and new meaning. Changes in this respect had positive influence on revival and improvement of land transaction. Whereas negative influence on those processes had such phenomena as: food demand barrier, excessive liberalization foreign trade of farm-food produce, expensive credits and increasing unemployment in the country. It is progressing more and more evidently the process of territorial structure polarization, consisting in increasing participation of the smallest and bigger territorially farms and decreasing participation of middle farms, with reference to farms quantity as well as exploited farming soils. Farmland is an essential agricultural production factor that farmers can choose to either buy or rent. In this paper, we apply a discrete choice experiment to analyse German farmers' individual buying and rental decisions for farmland. Our results reveal that farmers have a higher willingness to buy than to rent farmland. Covariates such as farmers' risk attitude affect the decisions in the discrete choice experiment while no effect was observable for individual expectations about future farmland prices. Direct payments considerably raise farmers' willingness to buy and rent farmland. Farmers' decisions deviate substantially from normative predictions from the present value model.
