Government intervention has become an important measure to restrain groundwater overexploitation. This paper analyzes the effect of three types of government intervention measures, namely, guidance, incentive and constraint, on farmers' groundwater utilization behavior, from the perspective of scale-heterogeneity, using general quantile regression model, by survey data of 1122 households in well irrigation area of north China. The results showed that: (1) the incentive and guiding measures have negative effects on farmers' groundwater usage, while the effect of restrictive measures is not obvious. The guided policy is superior to the incentive measure as to governance effect. (2) With the increase of farmers' land scale, the influence of incentive measures shows a trend of weakening, and the effect of guided measures on groundwater demand reduction of farmers is stronger. When it comes to the different point of water consumption, when at the point level of 0.25, the incentive measures have the most obvious inhibitory effect. With the increase of water consumption of farmers, the guided measures begin to play a core role. The effect of restrictive measures is not obvious with the increase of water consumption. (3) In addition, farmers' irrigation water consumption also is affected by gender, cognition of water resources shortage, ecological cognitive level, acquisition ability of disaster information, village rain conditions, the degree of water rights market development, feelings of water fee increase, irrigated disputes in the village, collective economic level of village. In North Bihar (NB), the conventional rice-wheat cropping system has led to soil, water, and environmental degradation, alongside low profitability, threatening sustainability. To address these concerns, a thorough field research was conducted over the course of three years to assess different methods of tillage and crop establishment in a rice, wheat, and greengram cycle. The experiment involved five scenarios with different combinations of crop rotation, tillage techniques, seeding procedures, fertilizer use, and irrigation strategies. Uncertainty analysis showed no significant change in mean and variance estimation among seven scenario replications at 5% significance level. Compared to traditional farming (SN-1), managing DSR-rice (SN-5) increased profitability by 17.56%, improved energy use efficiency (EUE) by 32.16%, and reduced irrigation by 24.76% and global warming potential (GWP) by 23.46%. Similarly, substituting zero tillage wheat (ZTW) SN-5 resulted in comparable profitability gains (18.25%) and significant improvements in irrigation (10 %), EUE (+48.65%), and GWP (-20 %) compared to SN-1. Green gram ZT also showed increased profitability (17.35%), with notable improvements in EUE (+38.31%) and GWP (-12.92%) compared to SN-1. Principal component and correlation analyses revealed relationships between total energy inputs, yields, economic returns, and sustainability indices, highlighting the benefits of crop rotation and tillage practices in optimizing resource use. The North-West (NW) region of Bangladesh is pivotal for the country's agricultural development, mainly in producing irrigated Boro rice. However, increasing cost of irrigation water, fertilizers, labour and other inputs, and the spatio-temporal variation in actual yield, market price and profitability of rice, have added uncertainty to the sustainability of Boro rice cultivation. In this study, we evaluated the productivity, profitability, and prospect of Boro rice production using comprehensive field data collected directly from 420 farmers' fields over two consecutive seasons (2015-16 and 2016-17), across seven geographically distributed locations in the NW region. We also analyzed the risk and return trade of popular Boro rice cultivars using Monte-Carlo simulation. The results show that there were significant (p≤0.05) variations in rice yield between sites, irrigation pump-types, and rice varieties, with Hybrid rice and BRRI dhan29 producing highest yields (6.0-7.5 t/ha). Due to different pricing systems, the cost of irrigation water varied from site to site and from year to year, but always comprised the highest input cost (20-25% of total production). The total paid-out cost, gross benefit, and gross income of rice significantly (p≤0.05) differed between sites, type of irrigation pumps, rice varieties, transplanting dates, and two cropping years. The variations in observed yield and profitability reveal considerable scope to improve rice production systems. Market variation in the price of rice affected overall profitability significantly. Probability and risk analysis results show that Minikit and BRRI dhan29 are the most stable varieties for yield and profitability. Hybrid rice, which has the maximum attainable yield among the cultivated rice varieties, also has the risk of negative net income. Based on the analysis, we discussed ways to improve yield and profitability and the prospect of Boro rice cultivation in the region. Major environmental functions and human needs critically depend on water. In regions of the world affected by water scarcity economic activities can be constrained by water availability, leading to competition both among sectors and between human uses and environmental needs. While the commodification of water remains a contentious political issue, the valuation of this natural resource is sometime viewed as a strategy to avoid water waste. Likewise, water markets have been invoked as a mechanism to allocate water to economically most efficient uses. The value of water, however, remains difficult to estimate because water markets and market prices exist only in few regions of the world. Despite numerous attempts at estimating the value of water in the absence of markets (i.e., the "shadow price"), a global spatially explicit assessment of the value of water in agriculture is still missing. Here we propose a data-parsimonious biophysical framework to determine the value generated by water in irrigated agriculture and highlight its global spatiotemporal patterns. In the North China Plain (NCP), the utilization efficiency of cultivated land can be improved by transplanted cotton after winter wheat harvest (TCWWH). To understand the growth, water consumption and economic benefit of TCWWH under different irrigation methods, an irrigation experiment was carried out during 2013-2015 to explore the effects of border irrigation (BI), surface drip irrigation (SDI) and micro-sprinkling hose irrigation (MHI) on the plant development, water use efficiency (WUE) and economic benefit of TCWWH. The results showed that the survival rate of cotton seedlings in the SDI treatment was 12% and 7% larger than that in the BI and the MHI treatments, respectively. SDI increased plant height by 19% and 8% and increased leaf area index (LAI) by 24% and 17%, compared with BI and MHI, respectively. The highest seed cotton yield and better fibre quality were obtained in the SDI treatment, compared to the BI and the MHI treatments. Compared with BI and MHI, SDI reduced the soil evaporation and evapotranspiration (ET) in the field, and resulted in the largest WUE. The net profit generated by the SDI treatment exceeded that of the BI and the MHI treatments by 183% and 23%, respectively. Therefore, SDI can promote the growth of TCWWH and can increase the WUE and the economic benefit of TCWWH, compared with BI and MHI.

Background: The current need to produce food for a growing population, from diminishing natural resources, such as water and energy, and with minimum environmental degradation, demands the optimization of production. We compare the economic feasibility of tomato production in an open system with a perlite substrate, a closed system with the nutrient film technique (NFT), and a hydroponic crop (deep flow technique, DFT) using three levels of salinity that are found within the normal range for irrigation water quality in southeastern Spain., Results: Production with DFT resulted in an increase in the cost of phytosanitary treatments and the cost of maintenance. Production with perlite resulted in an increase in the cost of irrigation water and fertilization, and the use of NFT resulted in an increase in energy costs. The point of price equilibrium was exceeded in the three soilless systems when using low salinity water, and in perlite, with intermediate salinity water., Conclusion: Profitability was reduced in the following order: perlite > NFT > DFT. There were positive results when using irrigation water with low salinity, and in the case of perlite, with intermediate salinity. In every case, salinity reduced the profitability of the operation, and this was greater when NFT was employed. Protection of water sources which are used for irrigation has raised great interest in the last years among the environmental strategists due to potential water scarcity worldwide. Excessive boron (B) in irrigation water poses crucial environmental problems in the agricultural zones and it leads to toxicity symptoms in crops, as well as human beings. In the present research, economic water treatment models consist of dried common wetland plants (Lemna gibba, Phragmites australis, and Typha latifolia) and Lemna gibba accumulation was tested and assessed to create a simple, cost-effective, and eco-friendly method for B removal from irrigation water. Significant amount of B was removed from irrigation water samples by EWTMs and B concentrations decreased below < 1 mg L -1 when the components were exposed to 4 and 8 mg L -1 initial B concentrations. Moreover, the results from batch adsorption study demonstrated that dried L. gibba had a higher B loading capacity compare to other dried plants, and B sorption capacity of dried L. gibba was found as 2.23 mg/g. The optimum pH value for sorption modules was found as neutral pH (pH = 7) in the batch adsorption experiment. Boron sorption from irrigation water samples fitted the Langmuir model, mostly B removed from irrigation water during the first 2 h of contact time. Techno-economic analysis indicated that EWTM is a promising method that appears to be both economically and ecologically feasible, and it can also provide a sustainable and practical strategy for farmers to prevent B toxicity in their agricultural zones.

Exhaustive crops such as cotton require potassium (K) in copious amounts as compared to other crops. High yielding cultivars in cotton-wheat cropping system, have further increased its demand in cotton growing areas of Pakistan. As cotton is grown in arid and semiarid areas, therefore often prone to water deficiency. The reproductive growth particularly flowering and boll setting are highly sensitive to low soil water potentials, where enough K supply can play a vital role. In this two-year field studies, three cultivars (early, mid and late maturing) were cultivated at two K fertilizer levels 100, 200 kg K ha -1 along with control with no K fertilizer application at two irrigation levels. In first irrigation level, water was applied as per full irrigation schedule, while in water deficit irrigation water was applied at deficit irrigation schedule started after flowering till harvesting. It has been revealed that K application has impact on boll setting as well as seed cotton yield, however early and mid-maturing cultivars are more responsive to K fertilization. Furthermore, irrigation level had significant impact against K fertilization and relatively better response was observed in deficit irrigation as compared to full irrigation. Nevertheless, fiber quality parameters were unaffected by K fertilization. Considering the best benefit cost ratio under water deficiency, it is concluded that 100 kg K 2 O ha -1 should be applied at the time of seed bed preparation for economical seed-cotton yield of early maturing Bt cotton.

The main objective of this study is to estimate the total economic loss due to inefficient use of irrigation water in Tunisia. Several approaches have been used for this purpose. The optimal level of water application for different crops is calculated using the actual crop evapotranspiration which is based on FAO-56 method. The residual imputation and yield comparison methods have been used to estimate the economic value of irrigation water for different irrigated crops in different bioclimatic areas. For the empirical analysis, primary data were obtained from a series of surveys that covered 78% of the total irrigated areas and were collected within the framework of the "Virtual Water and Food Security in Tunisia project" (2013-2015). Secondary data about land distribution of crops in Tunisia were taken from the Ministry of Agriculture (2016). Around 724 farms were randomly sampled considering their bioclimatic area, farm type, and production system. The survey included the main 20 crops produced in Tunisia. Results show that most of farmers are either under or over utilizing irrigation water. The value of total direct economic losses, at the country level, of both types of water inefficiencies, was estimated to around 470 million Tunisian Dinars. Therefore, an improvement of water use efficiency at field level through dissemination of information/knowledge on irrigation scheduling and crop water requirements by extension services to farmers is needed to reduce this huge economic loss, reach higher sustainability in water use and improve food security.

A field experiment was carried out for two years to investigate the benefits of negative pressure water supply on surface soil water content, nitrate-nitrogen (NO 3 - -N) distribution in the soil profile, economic yield and water and fertilizer use efficiency of tomato and cucumber under greenhouse cultivation in the North China Plain. The experiment included two irrigation treatments: drip irrigation with nutrient solution (DIN) and negative pressure irrigation with nutrient solution (NIN). The results showed that the NIN treatment had a relatively stable soil moisture (about 87% of field capacity), and the fluctuation of soil water content in the 0-20 cm soil layer was 20.6%-25.0% during the experiment period in 2014-2015, which was less than the range of 19.2%-28.1% in the DIN treatment. In both the DIN and NIN treatments, the NO 3 - -N at the end of the four growing seasons was mainly distributed in the 0-40 cm soil layer and showed a gradually increasing trend as the number of cultivation years increased. Compared with the DIN treatment, the NO 3 - -N content in the 0-60 cm layer of the NIN treatment was significantly decreased by 19.7%-28.0% after the fourth growing season. The NIN treatment produced the highest economic yield with lower water and nutrient input than the DIN treatment, however, no significant difference was observed in tomato and cucumber yield in the two years. Average irrigation water use efficiency (WUE i ) and partial factor productivity of fertilizer (PFP f ) over the study period were all significantly improved under the NIN treatment relative to the DIN treatment, with increases of 26.2% and 25.7% (P < 0.05), respectively. Negative pressure water supply not only maintained a high fruit yield, but significantly increased WUE i and PFP f , indicating a great advantage in water and fertilizer saving compared with drip irrigation.

Maltese agriculture faces great challenges due to the severe scarcity of water. Sufficient water resources, in quantity and quality, are necessary to cover the demand in the production of wine grape, one of the most important crops in Maltese agriculture. But also, economic efficiency is essential in the grape cultivation. A Cost-Benefit Analysis (CBA) is defined for Maltese vineyards in the Siġġiewi region, considering two irrigation scenarios, irrigation with groundwater or "do-nothing", compared with the "use non-conventional waters" from mixing water from a small desalination plant and groundwater. For the alternative 'mixing desalinated water with groundwater' it is possible to improve water availability and quality for vine crops, while increasing economic benefits for farmer. The results indicate a profitable project from a minimum area of 1 ha, but final benefit is highly dependent on the irrigated surface extension according to water price. Desalination, compared with other type of non-conventional water is considered the best option in this assessment with a small reverse osmosis (RO) desalination plant (120 m 3 /day) for covering the irrigation needs., (Copyright © 2018 Elsevier B.V. In the context of a regional Chilean project (FIC Taltape project, BIP code 30158422-0), a multi-effect distillation (MED) pilot plant has been built and installed in a small community in the north of Chile (Taltape, Arica) in order to supply treated water for agricultural and domestic purposes. The aim of this paper is to assess the techno-economic feasibility of this system for supplying water with the required quality to the population. The characterization of the feed water and the effluents from the MED pilot plant (distillate and brine), obtained during five months of operation, has been firstly performed. Then, the prediction of the operation of the water treatment system with solar energy has been carried out using a typical meteorological year and the design of a static solar field that cover the thermal energy needs of the water treatment plant. The annual simulations of the MED pilot plant operating with solar energy showed that the water needs can be mostly covered using a static solar thermal field with a total area of 113.2 m 2 , which would generate roughly 46% of the total heat required by the water treatment plant. The technical analysis has been completed with an exhaustive economic assessment. The specific water costs have been determined for the MED pilot plant and the scale factor when the productivity is increased up to 5000 m 3 /day has been evaluated. The cost of distillated water produced by the MED plant varied from 15.0 USD$/m 3 for the 10 m 3 /day production capacity to 1.25 USD$/m 3 when this variable is increased to 5000 m 3 /day., (Copyright © 2018 Elsevier B.V. The development of high-yielding crops with drought tolerance is necessary to increase food, feed, fiber and fuel production. Methods that create similar environmental conditions for a large number of genotypes are essential to investigate plant responses to drought in gene discovery studies. Modern facilities that control water availability for each plant remain cost-prohibited to some sections of the research community. We present an alternative cost-effective automated irrigation system scalable for a high-throughput and controlled dry-down treatment of plants. This system was tested in sorghum using two experiments. First, four genotypes were subjected to ten days of dry-down to achieve three final Volumetric Water Content (VWC) levels: drought (0.10 and 0.20 m3 m-3) and control (0.30 m3 m-3). The final average VWC was 0.11, 0.22, and 0.31 m3 m-3, respectively, and significant differences in biomass accumulation were observed between control and drought treatments. Second, 42 diverse sorghum genotypes were subjected to a seven-day dry-down treatment for a final drought stress of 0.15 m3 m-3 VWC. The final average VWC was 0.17 m3 m-3, and plants presented significant differences in photosynthetic rate during the drought period. These results demonstrate that cost-effective automation systems can successfully control substrate water content for each plant, to accurately compare their phenotypic responses to drought, and be scaled up for high-throughput phenotyping studies., Competing Interests: The authors have declared that no competing interests exist.

Climate change is one of the major challenges of our time that pose unprecedented stress to the environment and threats to human health. The global impacts of climate change are vast, spanning from extreme weather events to changes in patterns and distribution of infectious diseases. Lack of rainfall associated with higher temperatures has a direct influence on agricultural production. This is compounded by a growing population forecasted to expand further with increasing needs for food and water. All this has led to the increasing use of wastewater worldwide. In this review, we more specifically discuss the use of untreated wastewater in agriculture in the Middle East and North Africa (MENA) countries, the most arid region in the world. This presents challenges for agriculture with respect to water availability and increasing wastewater use in agri-food chain. This in turn exerts pressures on the safety of food raised from such irrigated crops. Current practices in the MENA region indicate that ineffective water resource management, lack of water quality policies, and slow-paced wastewater management strategies continue to contribute to a decline in water resources and an increased unplanned use of black and graywater in agriculture. Radical actions are needed in the region to improve water and wastewater management to adapt to these impacts. In this regard, the 2006 WHO guidelines for the use of wastewater contain recommendations for the most effective solutions. They provide a step-by-step guide for series of appropriate health protection measures for microbial reduction targets of 6 log units for viral, bacterial, and protozoan pathogens, but these need to be combined with new varieties of crops that are drought and pest resistant. More research into economic local treatment procedures for wastewater in the region is warranted.

The Annual Crop Planning (ACP) problem was a recently introduced problem in the literature. This study further expounds on this problem by presenting a new mathematical formulation, which is based on market economic factors. To determine solutions, a new local search metaheuristic algorithm is investigated which is called the enhanced Best Performance Algorithm (eBPA). eBPA's results are compared against two well-known local search metaheuristic algorithms; these include Tabu Search and Simulated Annealing. The results show the potential of the eBPA for continuous optimization problems.

Most cities in developing countries fail to treat their wastewater comprehensively. Consequently, farmers downstream use poor-quality water for irrigation. This practice implies risks for farmers, consumers and the environment. Conversely, this water supply supports the livelihood of these farmers and other stakeholders along the value chains. Linking safer options for wastewater management with irrigation could therefore be a win-win solution: removing the risks for society and maintaining the benefits for farmers. However, in developing countries, the high investment costs for the required treatment are problematic and the willingness of farmers to pay for the water (cost recovery) is often questionable. Using a choice experiment, this paper gives insight into farmers' preferences for wastewater use scenarios, quantifying their willingness to pay. The case study is Hyderabad, India. Farmers there prefer water treatment and are prepared to pay a surplus for this. Considering the cost-recovery challenge, this information could be valuable for planning small on site wastewater treatment systems.

Recent hydrological modelling and Earth observations have located and quantified alarming rates of groundwater depletion worldwide. This depletion is primarily due to water withdrawals for irrigation, but its connection with the main driver of irrigation, global food consumption, has not yet been explored. Here we show that approximately eleven per cent of non-renewable groundwater use for irrigation is embedded in international food trade, of which two-thirds are exported by Pakistan, the USA and India alone. Our quantification of groundwater depletion embedded in the world's food trade is based on a combination of global, crop-specific estimates of non-renewable groundwater abstraction and international food trade data. A vast majority of the world's population lives in countries sourcing nearly all their staple crop imports from partners who deplete groundwater to produce these crops, highlighting risks for global food and water security. Some countries, such as the USA, Mexico, Iran and China, are particularly exposed to these risks because they both produce and import food irrigated from rapidly depleting aquifers. Our results could help to improve the sustainability of global food production and groundwater resource management by identifying priority regions and agricultural products at risk as well as the end consumers of these products.

This paper presents a systematic study of the relation between the size of irrigation systems and the management of uncertainty. We specifically focus on studying, through a stylized theoretical model, how stochasticity in water availability and taxation interacts with the stochastic behavior of the population within irrigation systems. Our results indicate the existence of two key population thresholds for the sustainability of any irrigation system: or the critical population size required to keep the irrigation system operative, and N* or the population threshold at which the incentive to work inside the irrigation system equals the incentives to work elsewhere. Crossing irretrievably leads to system collapse. N* is the population level with a sub-optimal per capita payoff towards which irrigation systems tend to gravitate. When subjected to strong stochasticity in water availability or taxation, irrigation systems might suffer sharp population drops and irreversibly disintegrate into a system collapse, via a mechanism we dub 'collapse trap'. Our conceptual study establishes the basis for further work aiming at appraising the dynamics between size and stochasticity in irrigation systems, whose understanding is key for devising mitigation and adaptation measures to ensure their sustainability in the face of increasing and inevitable uncertainty.

In China, rice production is facing unprecedented challenges, including the increasing demand, looming water crisis and on-going climate change. Thus, producing more rice at lower environmental cost is required for future development, i.e., the use of less water and the production of fewer greenhouse gas (GHG) per unit of rice. Ground cover rice production systems (GCRPSs) could potentially address these concerns, although no studies have systematically and simultaneously evaluated the benefits of GCRPS regarding yields and considering water use and GHG emissions. This study reports the results of a 2-year study comparing conventional paddy and various GCRPS practices. Relative to conventional paddy, GCRPSs had greater rice yields and nitrogen use efficiencies (8.5% and 70%, respectively), required less irrigation (-64%) and resulted in less total CH 4 and N 2 O emissions (-54%). On average, annual emission factors of N 2 O were 1.67% and 2.00% for conventional paddy and GCRPS, respectively. A cost-benefit analysis considering yields, GHG emissions, water demand and labor and mulching costs indicated GCRPSs are an environmentally and economically profitable technology. Furthermore, substituting the polyethylene film with a biodegradable film resulted in comparable benefits of yield and climate. Overall, GCRPSs, particularly with biodegradable films, provide a promising solution for farmers to secure or even increase yields while reducing the environmental footprint.

An irrigated agricultural landscape experiencing groundwater overdraft generates economic returns and a suite of ecosystem services (in particular, groundwater supply, greenhouse gases reduction, and surface water quality). Alternative land cover choices indicate tradeoffs among the value of ecosystem services created and the economic returns. These tradeoffs are explored using efficiency frontiers that determine the least value in ecosystem services that must be given up to generate additional economic returns. Agricultural producers may switch to irrigation with surface water using on-farm reservoirs and tail water recovery systems in response to groundwater overdraft, and this has consequences for the bundle of ecosystem service values and economic returns achievable from the landscape. Planning that accounts for both ecosystem service value and economic returns can achieve more value for society, as does the adoption of reservoirs though lowering the costs of irrigation, increasing groundwater levels, and reducing fuel combustion and associated GHG emissions from groundwater pumping. Sensitivity analyses of per unit value of ecosystem services, crop prices, and the groundwater and water purification model parameters indicate tradeoff among ecosystems service values, such as the use of a high-end social cost of carbon ultimately lowers groundwater supply and water purification value by more than 15%., Competing Interests: The authors have declared that no competing interests exist.

Farm system and nutrient budget models are increasingly being used in analysis to inform on farm decision making and evaluate land use policy options at regional scales. These analyses are generally based on the use of average annual pasture yields. In New Zealand (NZ), like in many countries, there is considerable inter-annual variation in pasture growth rates, due to climate. In this study a modelling approach was used to (i) include inter-annual variability as an integral part of the analysis and (ii) test the approach in an economic analysis of irrigation in a case study within the Hawkes Bay Region of New Zealand. The Agricultural Production Systems Simulator (APSIM) was used to generate pasture dry matter yields (DMY) for 20 different years and under both dryland and irrigation. The generated DMY were linked to outputs from farm-scale modelling for both Sheep and Beef Systems (Farmaxx Pro) and Dairy Systems (Farmax® Dairy Pro) to calculate farm production over 20 different years. Variation in DMY and associated livestock production due to inter-annual variation in climate was large, with a coefficient of variations up to 20%. Irrigation decreased this inter-annual variation. On average irrigation, with unlimited available water, increased income by $831 to 1195/ha, but when irrigation was limited to 250mm/ha/year income only increased by $525 to 883/ha. Using pasture responses in individual years to capturing the inter-annual variation, rather than the pasture response averaged over 20years resulted in lower financial benefits. Background: Diminishing irrigation water supplies are threatening the sustainability of irrigated agriculture in Pakistan. Within the context of dwindling water resources and low agricultural water productivity, it is imperative to improve efficiency in agricultural production and to make efficient use of available water resources. This study employs a non-parametric approach to estimate the extent of technical and irrigation water efficiency in sugarcane cultivation in Pakistan., Results: The mean technical efficiency score is 0.96 for tube-well owners whereas it is 0.94 for water buyers. The mean irrigation water efficiency score is 0.86 for tube-well owners whereas it is 0.72 for water buyers. We find that across all farms, 59% of the tube-well owners and 45% of the water buyers are fully technically efficient, whereas only 36% of the tube-well owners and 30% of the water buyer are fully efficient in irrigation water use., Conclusions: This study finds that sugarcane growers are operating at fairly high technical efficiency levels. But, there is considerable potential to improve irrigation water efficiency. The effects of three water management techniques were evaluated on subsurface drip irrigated tomatoes. The three techniques were the intermittent flow (3 pulses), the dual-lateral drip system (two lateral lines per row, at 15 and 25 cm below soil surface), and the physical barrier (buried at 30 cm below soil surface). Field experiments were established for two successive seasons. Water movement in soil was monitored using continuously logging capacitance probes up to 60 cm depth. The results showed that the dual lateral technique positively increased the yield up to 50%, water use efficiency up to 54%, while the intermittent application improved some of the quality measures (fruit size, TSS, and Vitamin C), not the quantity of the yield that decreased in one season, and not affected in the other. The physical barrier has no significant effect on any of the important growth measures. The soil water patterns showed that the dual lateral method lead to uniform wetting pattern with depth up to 45 cm, the physical barrier appeared to increase lateral and upward water movement, while the intermittent application kept the wetting pattern at higher moisture level for longer time. The cost analysis showed also that the economic treatments were the dual lateral followed by the intermittent technique, while the physical barrier is not economical. The study recommends researching the effect of the dual lateral method on the root growth and performance. The intermittent application may be recommended to improve tomato quality but not quantity. The physical barrier is not recommended unless in high permeable soils.

China's economic growth is expected to continue into the next decades, accompanied by sustained urbanization and industrialization. The associated increase in demand for land, water resources, and rich foods will deepen the challenge of sustainably feeding the population and balancing agricultural and environmental policies. We combine a hydrologic model with an economic model to project China's future food trade patterns and embedded water resources by 2030 and to analyze the effects of targeted irrigation reductions on this system, notably on national agricultural water consumption and food self-sufficiency. We simulate interprovincial and international food trade with a general equilibrium welfare model and a linear programming optimization, and we obtain province-level estimates of commodities' virtual water content with a hydrologic model. We find that reducing irrigated land in regions highly dependent on scarce river flow and nonrenewable groundwater resources, such as Inner Mongolia and the greater Beijing area, can improve the efficiency of agriculture and trade regarding water resources. It can also avoid significant consumption of irrigation water across China (up to 14.8 km(3)/y, reduction by 14%), while incurring relatively small decreases in national food self-sufficiency (e.g., by 3% for wheat). Other researchers found that a national, rather than local, water policy would have similar effects on food production but would only reduce irrigation water consumption by 5%.

Irrigated agriculture creates substantial environmental pressures by withdrawing large quantities of water, leaving rivers and wetlands empty and unable to support the valuable ecosystems that depend on the water resource. The key challenge facing society is that of balancing water extractions for agricultural production and other uses with provision of appropriate environmental flow to maintain healthy rivers and wetlands. Measuring tradeoffs between economic gain of water use in agriculture and its environmental pressures can contribute to constructing policy instruments for improved water resource management. The aim of this paper is to develop a modelling framework to measure these tradeoffs. Using a new approach - Luenberger environmental indicator - the study derives environmental efficiency scores for various types of irrigation enterprises across seventeen natural resource management regions within the Murray-Darling Basin, Australia. Findings show that there is a substantial variation in environmental performance of irrigation enterprises across the regions. Some enterprises were found to be relatively environmentally efficient in some regions, but they were not efficient in others. Background: Massive groundwater pumping for irrigation has started lowering water tables rapidly in different regions of Pakistan. Declining water tables have thus prompted research efforts to improve agricultural productivity and efficiency to make efficient use of scarce water resources. This study employs a restricted stochastic production frontier to estimate the level of, and factors affecting, technical efficiency of groundwater-irrigated cotton farms in the Punjab province of Pakistan., Results: The mean technical efficiency estimates indicate substantial technical inefficiencies among cotton growers. On average, tube-well owners and water buyers can potentially increase cotton production by 19% and 28%, respectively, without increasing the existing input level. The most influential factors affecting technical efficiency positively are the use of improved quality seed, consultation with extension field staff and farmers' perceptions concerning the availability of groundwater resources for irrigation in the future., Conclusions: This study proposes that adopting improved seed for new cotton varieties and providing better extension services regarding cotton production technology would help to achieve higher efficiency in cotton farming. Background: Analysis of cropping patterns is a prerequisite for their optimisation, and evaluation of virtual water flows could shed new light on water resources management. This study is intended to explore the effects of cropping pattern changes between 1960 and 2008 on virtual water flows related to crops transfer in the Hetao irrigation district, China., Results: (1) The sown area of crops increased at an average rate of 3.57 × 10(3) ha year(-1) while the proportion of sown grain crops decreased from 92.83% in the 1960s to 50.22% in the 2000s. (2) Virtual water content decreased during the study period while net virtual water exports increased since the 1980s. (3) Assuming that the cropping pattern was constant and was equal to the average 1960s value, accumulated net virtual water export in 1980-2008 would have been 4.76 × 10(9) m(3) greater than that in the actual cropping pattern scenario., Conclusion: Cropping pattern changes in the Hetao irrigation district could not only be seen as resulting from the pursuit for higher economic returns, but also as a feedback response to limited water resources. Drought-tolerant maize hybrids currently are being marketed by several seed suppliers. Such hybrids were developed by phenotypic and marker-assisted selection or through genetic modification and tested by exposing these hybrids to various degrees of water restriction. As drought intensifies, crop yields and survival progressively decline. Water need differs among plants due to differences in root structure, evaporative loss, capacity to store water or enter temporary dormancy, and plant genetics. Availability of water differs widely not only with rainfall and irrigation but also with numerous soil and agronomic factors (e.g., soil type, slope, seeding rates, tillage practices). Reduced weed competition, enhanced pollen shed and silk production, and deep, robust root growth help to reduce the negative impacts of drought. Selected drought-tolerant maize hybrids have consistently yielded more grain even when drought conditions are not apparent either due to reduced use of soil water reserves before water restriction or due to greater tolerance of intermittent water shortages. In DuPont Pioneer trials, whole plant NDF digestibility of maize increased with water restriction, perhaps due to an increased leaf to stem ratio. Efficiency of water use, measured as dry matter or potential milk yield from silage per unit of available water, responded quadratically to water restriction, first increasing slightly but then decreasing as water restriction increased. For grain production, water restriction has its greatest negative impact during or after silking through reducing the number of kernels and reducing kernel filling. For silage production, water restriction during the vegetative growth stage negatively impacts plant height and biomass yield. Earlier planting and shorter season maize hybrids help to avoid midsummer heat stress during pollination and can reduce the number of irrigation events needed. Although drought tolerance of maize hybrids has been improved due to genetic selection or biotech approaches, selecting locally adapted hybrids or crops, adjusting seeding rates, and modifying tillage and irrigation practices are important factors that can improve efficiency of use of available water by grain and forage crops.

An analysis of the effectiveness of meeting the irrigation water provisions of the Leafy Green Marketing Agreement (LGMA) relative to its costs provides an approach to evaluating the cost-effectiveness of good agricultural practices that uses available data. A case example for lettuce is used to evaluate data requirements and provide a methodological example to determine the cost-effectiveness of the LGMA water quality provision. Both cost and field data on pathogen or indicator bacterial levels are difficult and expensive to obtain prospectively. Therefore, methods to use existing field and experimental data are required. Based on data from current literature and experimental studies, we calculate a cost-efficiency ratio that expresses the reduction in E. coli concentration per dollar expenditure on testing of irrigation water. With appropriate data, the same type of analysis can be extended to soil amendments and other practices and to evaluation of public benefits of practices used in production. Careful use of existing and experimental data can lead to evaluation of an expanded set of practices.

We compare ensembles of water supply and demand projections from 10 global hydrological models and six global gridded crop models. These are produced as part of the Inter-Sectoral Impacts Model Intercomparison Project, with coordination from the Agricultural Model Intercomparison and Improvement Project, and driven by outputs of general circulation models run under representative concentration pathway 8.5 as part of the Fifth Coupled Model Intercomparison Project. Models project that direct climate impacts to maize, soybean, wheat, and rice involve losses of 400-1,400 Pcal (8-24% of present-day total) when CO2 fertilization effects are accounted for or 1,400-2,600 Pcal (24-43%) otherwise. Freshwater limitations in some irrigated regions (western United States; China; and West, South, and Central Asia) could necessitate the reversion of 20-60 Mha of cropland from irrigated to rainfed management by end-of-century, and a further loss of 600-2,900 Pcal of food production. In other regions (northern/eastern United States, parts of South America, much of Europe, and South East Asia) surplus water supply could in principle support a net increase in irrigation, although substantial investments in irrigation infrastructure would be required.

Sustaining irrigated agriculture to meet food production needs while maintaining aquatic ecosystems is at the heart of many policy debates in various parts of the world, especially in arid and semi-arid areas. Researchers and practitioners are increasingly calling for integrated approaches, and policy-makers are progressively supporting the inclusion of ecological and social aspects in water management programs. This paper contributes to this policy debate by providing an integrated economic-hydrologic modeling framework that captures the socio-economic and environmental effects of various policy initiatives and climate variability. This modeling integration includes a risk-based economic optimization model and a hydrologic water management simulation model that have been specified for the Middle Guadiana basin, a vulnerable drought-prone agro-ecological area with highly regulated river systems in southwest Spain. Namely, two key water policy interventions were investigated: the implementation of minimum environmental flows (supported by the European Water Framework Directive, EU WFD), and a reduction in the legal amount of water delivered for irrigation (planned measure included in the new Guadiana River Basin Management Plan, GRBMP, still under discussion). Results indicate that current patterns of excessive water use for irrigation in the basin may put environmental flow demands at risk, jeopardizing the WFD's goal of restoring the 'good ecological status' of water bodies by 2015. Conflicts between environmental and agricultural water uses will be stressed during prolonged dry episodes, and particularly in summer low-flow periods, when there is an important increase of crop irrigation water requirements. Securing minimum stream flows would entail a substantial reduction in irrigation water use for rice cultivation, which might affect the profitability and economic viability of small rice-growing farms located upstream in the river. The new GRBMP could contribute to balance competing water demands in the basin and to increase economic water productivity, but might not be sufficient to ensure the provision of environmental flows as required by the WFD. A thoroughly revision of the basin's water use concession system for irrigation seems to be needed in order to bring the GRBMP in line with the WFD objectives. Furthermore, the study illustrates that social, economic, institutional, and technological factors, in addition to bio-physical conditions, are important issues to be considered for designing and developing water management strategies. This paper applies a structural equation model (SEM) to analyze the formation of awareness and perception of water scarcity, based on a cross-sectional dataset of 446 farmers in the Guanzhong Plain, Shaanxi Province, China. We find that age, percentage of time spent on farming and social network are the main determinants of awareness. Water price and drought experience are the most important explanatory variables of perception. In addition, awareness and perception strongly interact. The results obtained in this paper are relevant for policymaking, since environmental behavior, which includes efficient use of natural resources, tends to improve if supported by internalization of social norms, which in its turn, is promoted by awareness and perception. From the analysis it follows that spreading information via social networks, rather than via the media, is an important vehicle to enhance awareness and perception and thus to improve irrigation water use efficiency. Special attention should be paid to part-time farmers who are limited in directly perceiving water scarcity. Water is needed mostly in summer time for irrigation and in winter time for generation of electric power. This results in conflicts between downstream countries that utilize water mostly for irrigation and those upstream countries, which use water for generation of electric power. At present Uzbekistan is blocking railway connection that is going to Tajikistan to interfere to transportation of the equipment and materials for construction of Rogun hydropower plant. In order to avoid conflicts between Tajikistan and Uzbekistan a number of measures for the utilization of water resources of the trans-boundary Rivers Amu-Darya and Sir-Darya are discussed. In addition, utilization of water with the supplement of wind and solar energy projects for proper and efficient management of water resources in Central Asia; export-import exchanges of electric energy in summer and winter time between neighboring countries; development of small hydropower project, modern irrigation system in main water consuming countries and large water reservoir hydropower projects for control of water resources for hydropower and irrigation are also discussed. It is also concluded that an effective management of water resources can be achieved by signing Water treaty between upstream and downstream countries, first of all between Tajikistan and Uzbekistan. Distributed irrigation systems are those in which the water access (via pump or human power), distribution (via furrow, watering can, sprinkler, drip lines, etc.), and use all occur at or near the same location. Distributed systems are typically privately owned and managed by individuals or groups, in contrast to centralized irrigation systems, which tend to be publicly operated and involve large water extractions and distribution over significant distances for use by scores of farmers. Here we draw on a growing body of evidence on smallholder farmers, distributed irrigation systems, and land and water resource availability across sub-Saharan Africa (SSA) to show how investments in distributed smallholder irrigation technologies might be used to (i) use the water sources of SSA more productively, (ii) improve nutritional outcomes and rural development throughout SSA, and (iii) narrow the income disparities that permit widespread hunger to persist despite aggregate economic advancement.

The Gaza Strip suffers severe constraints in water supply due to its location, confinement, high population density and semi-arid coastal climate. To improve water and agricultural resources, a study was undertaken to show the requirements in planning and management for wastewater treatment, irrigation conveyance and aquifer recharge to meet high technical standards and sustainable economic benefits. Particular attention is paid to economic, financial and socioeconomic analysis. This paper discusses the impact that wastewater reuse will have on the water resources as part of the overall water balance in the Gaza Strip.

Feasibility of an irrigation project is evaluated by two criteria viz., reservoir capacity to irrigate its command area and economic returns by incremental crop production versus capital investment for dam construction. The annual water requirement of different crops in the command area is estimated and compared with the availability of water from the dam for irrigation purpose. The annual crop water requirement is estimated as the sum of evapotranspiration for crops and transmission and other losses. Evapotranspiration is estimated by modified Penman formula. Economics of crop production is analyzed by first estimating the monetary value of existing crop production under current rain fed conditions and then estimating the incremental production of irrigated command area for the proposed crop pattern. The proposed cropping pattern is prepared so as to maximize the benefit of crop production and fodder requirement while maintaining a better crop rotation to improve and maintain physical, chemical, and biological conditions of the soil. The dam is to be used for irrigation and water supply only. Command area served by this reservoir will be 76,500 ha. The existing annual agricultural return is Rs. 2995.56 lakhs and with the proposed irrigation scheme, it is estimated as Rs. 1,77,91.90 lakhs. The incremental annual return would be Rs. 1,47,96.35 lakhs i.e., 642.68% increase in annual return.

Irrigation water management is crucial for agricultural production and livelihood security in Morocco as in many other parts of the world. For the implementation of an effective water management, knowledge about farmers' demand for irrigation water is crucial to assess reactions to water pricing policy, to establish a cost-benefit analysis of water supply investments or to determine the optimal water allocation between different users. Previously used econometric methods providing this information often have prohibitive data requirements. In this paper, the Contingent Valuation Method (CVM) is adjusted to derive a demand function for irrigation water along farmers' willingness to pay for one additional unit of surface water or groundwater. An application in the Middle Drâa Valley in Morocco shows that the method provides reasonable results in an environment with limited data availability. For analysing the censored survey data, the Least Absolute Deviation estimator was found to be a more suitable alternative to the Tobit model as errors are heteroscedastic and non-normally distributed. This study was undertaken to enumerate pathogens: fecal coliforms, Escherichia coli, fecal enterococci and Salmonella in the areas irrigated with treated wastewater. The samples were isolated from Settat (33°00'N, 7°37'W) and Soualem regions (34°26'N, 5°53'W). A total of (n= 48) raw water, (n=48) treated water, (n=71) of vegetables samples irrigated by treated water taken from Waste Water Treatment Plant Settat; A total of (n=24) raw water, (n=24) treated water, (n=97) of vegetables samples irrigated by treated water taken from Waste Water Treatment Plant Soualem. The results show the total average in the two stations of raw water 7.9, 6.1 log MPN 100 ml⁻¹ for respectively fecal coliforms and E. coli, 5.4 log CFU 100 ml⁻¹ for fecal enterococci and 5.2 log MPN L⁻¹ for Salmonella; for treated water 4.6, 3.1 log MPN 100 ml⁻¹ for respectively fecal coliforms and E.coli and 3.5 log CFU 100 ml⁻¹ for fecal enterococci. Regarding plants, four types of crops were harvested and analyzed (forage, herbs, cereals and vegetables), the germs charges were found with fecal coliforms, E.coli and fecal enterococci respectively 3.2, 2.8 and 4.1 log CFUg⁻¹. Salmonella was never detected in both treated water and crops samples.

This paper estimates farmers' individual irrigation water demand functions employing the information hidden in individual farmers' technical efficiency. This information is extracted through the development of a new deductive methodology based on inverse Data Envelopment Analysis (DEA) models. The empirical results for Tunisia show that farmers who are more technically efficient have less elastic irrigation water demand functions; these farmers would adjust demand only to a limited extent and they can afford the water price. In contrast, water pricing significantly affects those that are less efficient. These farmers shift towards a different cropping pattern using significantly less water and more land when the price of water increases. Thus, higher water prices would threaten this category's livelihood if their efficiency is not improved. However, if the technical efficiency of these farmers were to improve, then it would be more difficult to reach water saving objectives since their demand will also become highly inelastic. Cost-benefit analysis is a standard methodological platform for public investment evaluation. In high environmental impact projects, with a long-term effect on future generations, the choice of discount rate and time horizon is of particular relevance, because it can lead to very different profitability assessments. This paper describes some recent approaches to environmental discounting and applies them, together with a number of classical procedures, to the economic evaluation of a plant for the desalination of irrigation return water from intensive farming, aimed at halting the degradation of an area of great ecological value, the Mar Menor, in South Eastern Spain. A Monte Carlo procedure is used in four CBA approaches and three time horizons to carry out a probabilistic sensitivity analysis designed to integrate the views of an international panel of experts in environmental discounting with the uncertainty affecting the market price of the project's main output, i.e., irrigation water for a water-deprived area. The results show which discounting scenarios most accurately estimate the socio-environmental profitability of the project while also considering the risk associated with these two key parameters. Background: The potential of Origanum syriacum L. to become a cultivated crop in Lebanon rather than being harvested from the wild was investigated at the production, postharvest and economic levels. Three irrigation schemes were tested on growth parameters of cultivated oregano plants. In order to identify the most quality-preserving drying technique, air-, oven (30 °C)- and freeze-dried oregano samples were assessed through sensory analysis. Cost/benefit analysis was used to compare the economic potential of O. syriacum in four production scenarios., Results: An irrigation scheme of 16 L per plant administered every 2 weeks (medium irrigation) during the dry period resulted in a doubling of the horticultural (56.34%) and hydro-distilled essential oil (55.22%) yields. Descriptive sensory analysis showed that air-dried material had the desired flavour, aroma and colour attributes. Net present values ranged from - 677 406.02 to 562 301.5 US$ and benefit/cost ratios from 0.5341 to 5.1993 for a 1 ha, 5 year life-cycle oregano farm., Conclusion: Irrigating plants once every 2 weeks during the dry season optimised herbage and essential oil yields of oregano, while air drying of plant material preserved its organoleptic attributes as a spice. This is the story of failure: in this case, an irrigation project that never met its boosters' expectations. Between 1880 and 1930, Wichita Falls entrepreneur Joseph Kemp dreamed of an agrarian Eden on the Texas rolling plains. Kemp promoted reclamation and conservation and envisioned the Big Wichita River Valley as the "Irrigated Valley." But the process of bringing dams and irrigation ditches to the Big Wichita River ignored knowledge of the river and local environment, which ultimately was key to making these complex systems work. The boosters faced serious ecological limitations and political obstacles in their efforts to conquer water, accomplishing only parts of the grandiose vision. Ultimately, salty waters and poor drainage doomed the project. While the livestock industry survived and the oil business thrived in the subsequent decades, the dream of idyllic irrigated farmsteads slowly disappeared.

Favored by neoliberal agrarian policies, the production of fresh crops for international markets has become a common strategy for economic development in Mexico and other Latin American countries. But as some scholars have argued, the global fresh produce industry in developing countries in which fresh crops are produced for consumer markets in affluent nations implies “virtual water flows,” the transfer of high volumes of water embedded in these crops across international borders. This article examines the local effects of the production of fresh produce in the San Quintín Valley in northwestern Mexico for markets in the United States. Although export agriculture has fostered economic growth and employment opportunities for indigenous farm laborers, it has also led to the overexploitation of underground finite water resources, and an alarming decline of the quantity and quality of water available for residents’ domestic use. I discuss how neoliberal water policies have further contributed to water inequalities along class and ethnic lines, the hardships settlers endure to secure access to water for their basic needs, and the political protests and social tensions water scarcity has triggered in the region. Although the production of fresh crops for international markets is promoted by organizations such as the World Bank and Inter-American Development Bank as a model for economic development, I argue that it often produces water insecurity for the poorest, threatening the UN goal of ensuring access to clean water as a universal human right.

This article uses the concepts of "human stewardship" and "ruined landscape" as a theoretical framework for analysing the community's perception of landscape change in the ancient tula well system of Borana in southern Ethiopia. The ancient tula well system, the main permanent water source, has been in operation for more than five centuries and it closely links human activity and the environment. The welfare of the tula well system and the performance of the Borana pastoral system are directly related. Borana management of the tula wells uses concepts such as laaf aadaa seeraa and laaf bade to differentiate between ‘land managed by customary laws’ (hereafter human stewardship) and ‘lost’ or ‘ruined’ land (laaf bade). The cultural landscapes of the ancient wells have undergone changes from ecosystems featuring ‘human stewardship’ (before the 1960s), that is, laaf aadaa seeraa to ‘ruined landscapes’ (after the 1960s), that is, laaf bade. Our interest is in understanding how the Borana perceive the impact of land use changes from these two conceptual perspectives. In group discussions, key informant interviews and household surveys across five of the nine well clusters, we found that the society described the changed tula cultural landscape in terms of drivers of well dynamics (i.e. use and disuse), break up of land use zonations, patterns of human settlement (traditional versus peri-urban), expansion of crop cultivation, and changes in environmental quality. Using the two concepts, we analysed linkages between changing patterns of land use that transformed the system from laaf aadaa seeraa, which ensured human stewardship, to laaf bade, which resulted in ruined landscapes. From these we analysed environmental narratives that showed how the society differentiated the past human stewardship that ensured sustainable landscape management from the present ruining of tula well cultural landscapes.
