Intense ideological and political standoffs persist over land and agrarian reform in former settler countries where land access, ownership, and utilisation wield enormous socio-economic and political implications. Focusing on South Africa (SA) and Zimbabwe, this article contributes to the ongoing debate on land reform. Drawing on qualitative secondary literature review and abstraction, this article identifies land reform policy evolution in SA and Zimbabwe and explores the implications of land reform policy on socio-economic and political development. The article shows that since colonial times, asymmetrical land access, ownership, utilisation, and widespread land expropriation by settlers have been the major source of political instability, landlessness, rural poverty, high population densities, and poor land management in SA and Zimbabwe. The article argues for the need for theoretically and conceptually mature land reform debates located within the broad framework of trajectories of transformation, not only economic but also structural.

In 1929 Alardo Prats y Beltrán published one of the most fascinating reports of Spanish journalism prior to the Second Republic: Tres días con los endemoniados: la España desconocida y tenebrosa. Prats confronted the massive pilgrimages to the sanctuary of the Virgin of La Balma, in the Alt Maestrat region, visited by legions of Valencian, Aragonese, and Catalan " endemoniados " or possessed peasant farmers seeking exorcism. Already an accomplished journalist and in the midst of the Spanish Civil War, Prats visited Aragonese lands to witness the frontline and the collectivizations taking place at the rear. By analyzing his 1929 report and his 1937 Vanguardia y retaguardia de Aragón , I illuminate the insufficiencies of the republican liberal discourse in understanding key aspects of the peasant ethos, and the failure to recognize the effects of land dispossession. Peasant women are at the center of the struggle for land and resistance to the hegemonic model of agriculture. This article refers to a qualitative study carried out with peasant women from the Quilombo Campo Grande, located in the state of Minas Gerais, in Brazil. It is a territory whose history is rooted in land occupation processes organized by the MST (Landless Rural Workers Movement). The objective of this study was to analyze the strategies adopted by women regarding seeds and their relationship with the development of agroecology. Data for this article was collected through participant observation, semi-structured interviews and focus groups. We have noticed that agribusiness and financialization are central to understanding power relations in the current food system. On the other hand, agroecology has provided the basis for several strategies that go against the hegemonic model. When fighting daily for agroecology, the strategies adopted by peasant women constitute an important reference in the fight against the financialization and commodification of the agri-food system. This paper analyzes agrarian reform from the perspective of justice in realizing people's welfare. The aim of agrarian reform is to organize land management, both in terms of asset management and access for the benefit of the people, so that an interesting legal issue to study in depth is equitable land management. It is necessary to understand that the no. of inequality in land control and ownership creates disparities which are correlated with imbalance. Agrarian reform based on asset management and access is expected to be able to answer the problem of inequality, especially in the object of agrarian reform. This research was conducted using a normative juridical method with a statutory approach and a conceptual approach. Agrarian reform can be interpreted as the government's efforts to organize assets and community access related to land, which so far has been felt to have a lot of inequality in control and ownership. This arrangement is very important to provide certainty and access to manage assets so that they can provide equitable welfare. Fair land management is part of the state's constitutional mandate regarding the utilization of agrarian resources for a country's economy which is structured and aimed at the maximum prosperity of the people. As a benchmark for the success of implementing agrarian reform is the creation of legal certainty regarding land ownership as capital for the welfare of the people with justice. 10. Changes in the settlement structure of the Russian village in the 2000s

Background. In close connection with the previous development of urbanization and migration, the state of the rural settlement network in Russia at the stage of the 2000s of the 21st century was studied; it was shown that under their influence there was a continu-ous decline in the rural population, and more and more abandoned villages appeared, aban-doned by their inhabitants. This is becoming especially relevant today, when the inhabited rural space of the Russian Federation continues to “shrink”, significantly hindering the fur-ther development of the regions. At the same time, the area of sparsely populated and even completely empty territories is expanding. The purpose of the research is to study the fac-tors that have a direct impact on the distribution of the rural population; its employment and wages; the intensity of migration and the transformation of the main types of rural settle-ments, etc. In the 2000s, there was an increase in negative trends in the dynamics of rural settlement structure – due to the growth in the number of deserted villages and the further fragmentation of existing settlements. Materials and methods. The analysis was based on materials from the All-Russian population censuses, demographic statistics and published materials from annual rural monitoring conducted by the All-Russian Research Institute of Agricultural Economics. The methodological potential includes: problem-chronological, comparative-historical, and statistical research methods (summarizing indicators obtained on the basis of counting mass data, etc.). Results. The grave consequences of the unsuccess-ful agrarian reform of the 1990s are traced: low industrial employment of rural residents, persistent unemployment, and a sharp decline in agricultural production. Low wages in the industry are the main reason for migration to the city, especially among young people. This inevitably entailed continued migration from the village to the city and a further decrease in the overall population of rural areas in Russia. Conclusions. It is necessary to invest more funds in the development of the village. The negative dynamics of changes in rural settle-ment not only hinders its development, but also seriously increases the aggressive ambi-tions of states unfriendly to Russia.

Agrarian reform encompasses a series of government actions and policies designed to restructure the land system, aiming to enhance social justice, reduce land ownership inequality, increase agricultural productivity, and stimulate economic growth in the agricultural sector. These reforms typically involve transferring land from large owners to smaller farmers, improving the land ownership structure, and granting land to farmers. This study employs descriptive qualitative research. According to Lexi J. Moleong, qualitative research seeks to understand phenomena experienced by the subjects. Although agrarian reform in Indonesia began during Dutch colonialism, significant reforms were implemented during the Old Order and New Order eras, particularly through Law Number 5 of 1960, known as the Basic Agrarian Law (UUPA). This law established regulations related to agrarian principles during the Old Order period. The Old Order’s agrarian reform aimed to dismantle colonial capitalism and feudalism by nationalizing foreign companies and redistributing land. However, agrarian reform in Indonesia still faces numerous challenges that need to be addressed to ensure inclusive and sustainable economic growth.

Artisanal manufacture of cassava flour in Brazil has a cultural and biological framework developed over generations of traditional rural workers. We conducted a broad study of flour production in the Extreme South of Bahia in 2019 across 30 rural settlements in 11 municipalities, where we evaluated 107 flour producers. Our results present the socioeconomic profiles of local farmers, cassava varieties, types of flour, particularities of production, and characteristics of commercialization. We highlight the multiple functions of artisanal production of cassava flour, especially as related to social and economic maintenance of households, the promotion of food security, and sovereignty within and around the communities, and the conservation of agrobiodiversity in the rural landscape. We study the role of social learning in the diffusion of cash crops in a resettled village economy in Brazil. We combine detailed geo-coded data on farming plots with dyadic data on social ties among settlers, and we leverage the variation in network formation induced by the landless workers' movement land occupation. By using longitudinal data on farming decisions over 15 years, we find evidence of significant peer effects in the decision to farm new cash fruits (pineapple and passion fruit). Our results suggest that social diffusion is heterogeneous along observed plot and crop characteristics, i.e. farmers growing water-sensitive crop are more likely to respond to the actions of peers with similar water access conditions. Agrarian reform is recognized globally as a solution for reducing land ownership inequality. Many countries, including Indonesia, are still working to enhance its implementation. This study examines global agrarian reform research trends over the past decade, focusing on Southeast Asian (SEA) nations, particularly Indonesia. The methodology involved conducting a bibliometric analysis using RStudio and adhering to the PRISMA framework. The result of our analysis, which included 248 articles, reveals a trend of increasing interest in agrarian reform. Among the 20 selected articles, we observe that agrarian reform success in Europe, especially in Scandinavia, correlates with democratization. Conversely, Latin America contends with personal agenda challenges, while Africa faces issues of inclusivity and gender. SEA nations employ diverse approaches: Vietnam boosts productivity with private farming, Thailand enhances revenue through agrotourism, but Timor-Leste and the Philippines face managerial and credit access hurdles. Indonesia integrates asset and access management, yet access issues persist.

The implementation of Presidential Decree No. 62 of 2023 has substantively attempted to integrate several regulations at technically applicable level; however, on the other hand, it still raises several problems, particularly in relation to the provision of land for agrarian reform objects, land originating from forest areas. This study aimed to analyze the implementation of Presidentialial Decree No.  62 of 2023 as the latest regulation regarding the acceleration of agrarian reform activities in Indonesia as an effort to recognize that land is the greatest source of wealth for people as ordered by the constitution. To analyze the problem, the method used is type study law normative. One of the factors inhibiting agrarian reform from seeming slow in creating just and prosperous land is the dis-harmonization of regulations, that cause legal gaps. The method used is normative legal research with a statutory regulation approach. The sectoral egos and legal gaps can be put aside and released to joint policies between related institutions, and agrarian reform can achieve its main essence; namely making land a source of the greatest prosperity for people. The results show that regulatory disharmony has narrowed the space for implementing agrarian reform. The advice given in this paper is to create an acceleration of agrarian reform that is right on target in accordance with the targets set, all implementing stakeholders must comply with the norms set out in the Presidential Decree in question. Thus, it is feared that Presidential Decree No. 62 of 2023 will become a regulatory distortion, even though its implementation aimed to provide a regulatory solution in the context of accelerating agrarian reform in Indonesia.

Аbstract. The study is devoted to the peculiarities of legal regulation of communal land ownership in the Russian Empire in the second half of the 19th - early 20th centuries; it is a complex, multifaceted phenomenon that requires new theoretical understanding. At that period, the Russian peasant land community was the subject of heated discussions and debates among representatives of various layers of socio-political thought in pre-revolutionary Russia. The article investigates legal regulation of communal land ownership and legislation of the specified period (Complete Collection of Laws of the Russian Empire) and is resulted in findings and conclusions. It is concluded that the complexity of legal regulation of communal land ownership in the Russian Empire in the period under study was associated with the lack of genuine economic freedom of peasants in relation to land, its ownership, use and disposal. The specifics of legal regulation of communal land ownership in the Russian Empire in that period represented the combination of customary law, whose norms governed the peasant community, and official statutory regulation. The study features chronological framework and periodization of legal regulation of communal land ownership. The examples stem from practice and pre-revolutionary literature based on the archival documents.

Objective: This study aims to explore the socioeconomic landscape of Ukraine at the turn of the 19th- 20th centuries, particularly focusing on the role of rumors in the peasant informational environment and their impact on societal sentiments and behaviors. Methods: The research utilizes a combination of historical analysis and communication theory, examining archival sources, existing literature, and the dynamics of rumor propagation within the peasant communities. It also incorporates mathematical models of rumor spread and interdisciplinary insights from psychology, sociology, and demography to understand the phenomenon comprehensively. Key Findings: Role of Rumors: Rumors emerged as a critical tool for understanding societal moods and political processes. They reflected real fears, hopes, and expectations and influenced public behavior and event development. Nature and Spread of Rumors: Rumors, characterized by anonymity and distortion, spread rapidly, especially in times of crisis, and often represented the only accessible form of information for the largely illiterate peasantry. Impact of Land Reforms: Economic uncertainty and legal changes, particularly related to land reforms such as the abolition of serfdom and Stolypin’s reforms, were central to the rumors. These rumors often depicted reforms as deceitful, exacerbating tensions and fears among the peasantry. Socio-Political Consequences: The lack of reliable information sources and increasing censorship fostered a reliance on informal communication channels. This environment allowed for manipulation by various forces, including political groups and foreign agents, especially during World War I. Conclusions: Rumors played a vital role in the peasant informational environment, driving both consolidation and destabilization. The absence of trustworthy information and the prevalence of censorship created fertile ground for rumor propagation, significantly impacting the socio-political landscape. Concerning its land law system, Indonesia refers to Presidential Regulation No. 86 of 2018 on Agrarian Reform. As an organization of national power, the state must regulate the use of land solely for the prosperity of all components of the nation. Bringing benefit is the goal of Islamic law. Syatibi's Maqasid al-Shari'ah theory explained that God's main purpose in establishing the law is to bring benefits to human life. In this case, the law is linked to the management of abandoned lands and food resilience to achieve welfare. Land issues, especially those related to the availability of access to land and the utilization of wastelands, are crucial in Indonesia today because there are many abandoned lands that should produce food and increase the welfare of farmers. It is better if these abandoned lands are used to provide better food security. This research aims to describe the policy of abandoned land utilization and reformulate a welfare-based policy of abandoned land utilization management. This was normative legal research which used secondary data and library materials as the main data source. It used the statute and philosophical approaches. Research results showed that up to 2018, only 24,457,600 m² from 76,384,300 m2 of abandoned lands were deemed clean and clear. There were 51,538,540 m² of abandoned lands that cannot function as supporters of agricultural productivity, although the optimization of these abandoned lands can help increase the currently depleting agricultural productivity in this country. Welfare-based policies in the utilization of abandoned lands in the context of food resilience is utilizing abandoned lands and giving them to farmers and stock farmers who have no land to bring benefit. This research on the policies and management in utilizing abandoned lands is crucial for the future to achieve the end goal of law application, namely bringing welfare to the Indonesian society. This thesis is a historical ethnography of the parish of Simiatug, from the turn of the twentieth century to the present but focused mainly between 1970-2020. Simiatug is a rural parish located in the Bolívar province in the central highlands of Ecuador, where Kichwa indigenous communities, a major hacienda (Hacienda Talahua), and a white-mestizo town coexisted until the early 1980s. Relationships of exploitation and racial discrimination against indigenous people were predominant during this period. Legislation such as the agrarian reforms were not implemented locally, due to the unassailable power of the landowning family, the Cordovez, who were able to maintain their estate despite the law. This began to change in the 1970s, and social change accelerated during the 1980s. Indigenous peasants organised themselves to create a Peasant House for adult literacy, founded independent bilingual schools and a Kichwa radio frequency. They also demanded changes in market relations with mestizos, refusing the asymmetrical exchange systems that had been usual until then. In April 1981, hundreds of people marched to occupy the land of hacienda Talahua, pressing for the application of land reform legislation. In 1982, they were successful, and the hacienda's land was granted to the indigenous organisation Fundación Runacunapac Yachana Huasi (FRY). FRY still owns several hundred hectares of communal land, on which they have since carried out many agricultural and educational projects. Each chapter of the thesis analyses a different aspect of the transformation of Simiatug, contrasting observations made during fieldwork with archival material, including documents from the Land Reform Archive and several unpublished video interviews with indigenous leaders filmed by anthropologists in the 1980s. Chapter One describes the hacienda through the landowners' and peasants' concepts of land, Chapter Two portrays the town and its market as a second backdrop for the struggles, Chapter Three describes the uprising in which indigenous peasants occupied Hacienda Talahua, Chapter Four looks at education and Chapter Five reflects on indigeneity as a form of historical consciousness. The main historical narrative woven through the thesis has been reconstructed from the perspective of the generation who participated in the occupation of the hacienda. This narrative is complemented by other interpretations made by the indigenous youth, mestizos, and landowners. Focusing on indigeneity, from the point of view of different actors - including not only the indigenous peasants' perceptions of their identity but also the mestizos' and the elites' discourses - I trace how being indigenous in Simiatug is a complex, intricate and changing reality. I argue that the struggles for land, education and fair commerce, as a practice and lived experience of political mobilisation, shaped certain forms of historical and ethnic consciousness. This allows the consideration of historical consciousness not only as an abstract process, but as a multi-layered, embodied experience, with a strong relation to certain forms of indigeneity. Unravelling these histories of change and the pivotal events that made change possible from the perspective of my interlocutors, I present the complexities of being indigenous in Simiatug in the recent past and today and across different generations.

The year 1921 was an important one for the inhabitants of Greater Romania, who benefited from the stipulations of the Agrarian Reform regarding ownership and, respectively, the right to build a house. In Bessarabia, the Agrarian Reform served as the basis for a real campaign to distribute land plots to the local population, between 1925–1937, including the inhabitants of Balti. Beyond the main goal of the Romanian administration to increase the number of residents through the land acquisition procedure, we note the City Hall’s direct interest in obtaining management of the estate properties of the Catargi and Crupenschi families, on whose estates, by 1922, the city Balti. The study analyzes the context and the problems faced by the local administration in the process of allotment the residents of Balti, the urban development perspectives of the city are elucidated, including those of an aesthetic nature, such as the architectural style provided for future buildings, the ambience of neighborhoods with civil constructions and the actions provided for the greening of the city area. Also, based on archival sources and unpublished works, the problems generated by allotment even in the environment of the urban community were identified, among which we distinguish the subject of the transfer of the Orthodox Cemetery from the “Pamanteni” neighborhood to a neighborhood on the outskirts of the city or, even more frequently, the problem of repeated distribution of the lot due to the postponement of the subdivision plan and the change of place to other parts of the city. The analysis of these aspects contributes to the knowledge of the historical period and the consequences of the appropriation undertaken by the local authorities during the years 1932–1933 in the city of Bălți.

As the most essential human need, territory is crucial for the survival of humanity. The increase in population and demand for land, as a result of urbanization, can no longer satisfy human requirements. The research method in this study is a normative legal research method. The approach method uses a statute approach, a comparative approach, and an analytical approach. The green certification serves as evidence for the legality of a building, fulfilling the criteria for a green building, as well as supports the green movement, which contributes to a positive public image. In the future, unregistered land could receive electronic certificates for the first time through land registration. As a guarantee of ownership of land rights, the legislation provides holders of electronic certificates with legal protection. The struggle in the territory traditionally occupied by agro-extractive peasant families has always been marked by disputes between loggers, farmers and land grabbers, who compete against each other for natural resources in the Amazon. In Pará, despite the creation of collective agro-extractive settlements, there is a strong land concentration, which worsens when it incorporates elements that increase land disputes with the natural resources of the forests. This article aims to analyze the main challenges faced by families at Gleba Joana Peres II, from the land regularization process to the delimitation of their territory. The analyzes focused on the creation of the State Agroextractivist Settlement Projects (PEAEX) Dorothy Stang and PEAEX Joana Peres. The aim is to investigate the history of the area, in addition to carrying out a survey on the socioeconomic, production, income and organization of families, with the aim of identifying their trajectories and perspectives. During the research, a large number of social organizations were identified that built collective political actions with public agents, a network of articulation of movements and with peasant families. The local organization of families allowed the construction of repertoires to achieve land regularization, which is very significant. However, there is still a fragility in the engagement of families, which is reflected in the low adherence to trade unions, and of the social movement, which weakens the political-pedagogical formative process of collective social actions, within the scope of the dispute over territories, natural resources, maintenance of the traditional way of life. Reforming agrarian law will only be successful if agrarian law prioritizes farmers as the main pillar of national economic development, without ignoring the interests of investors and large investors as a source of development financing. In following up on the policy of reforming Agrarian law as regulated in the UUPA, the government has issued a decree as outlined in MPR Decree Number: IX/MPR/2001 concerning Agrarian Reform and Natural Resource Management. To overcome problems that will later hinder the implementation of agrarian law reform in Indonesia, Pancasila and the 1945 Constitution must be used as the ideal basis and constitutional basis for every legal act carried out by the State, meaning that regulations or policies issued in the context of implementing agrarian law reform must be based on on Pancasila and the 1945 Constitution. Agrarian conflict is still a legal problem in Indonesia. The presence of a strategy in the form of agrarian reform is expected to be able to make a real contribution in realizing social justice and people's prosperity for all Indonesian people. The implementation of agrarian reform is characterized by comprehensive asset management and access management, so it is important to carry out a comprehensive evaluation with fairness and community empowerment. The results obtained from this research show that the organizers of agrarian reform are expected to be able to guarantee increased community welfare and realize social justice, whether through the efforts of the Agrarian Reform Task Force (GTRA) or the Government which carries out a compromise strategy with ministries/institutions to ensure land rights through agrarian reform. The concept of legalizing properties and constructions without permission is currently under debate in Kosovo's field of property rights. Efforts to establish an appropriate legal framework have led to the enactment of laws and by-laws aimed at addressing illegal construction. Constructions on "social" properties without permission, informal acquisition, failure of ownership transfer, and unresolved matters related to properties confiscated under the 1933 agrarian reform have not yet been dealt with, except for their inclusion on the waiting list, which denies legal certainty. The study finds that the main cause of the issues evident in the property legalization process and the exercise of development rights on these properties is Yugoslavia's agrarian reform of 1933. The research concludes that legalizing properties requires a normative approach and utilizing similar experiences from other Western Balkan contexts. Therefore, the objective of this paper is to analyze, using analytical, legaldogmatic, chronological, and qualitative methods, the policies for property legalization and thus recognizing citizen property rights. The research is of great importance for decision-making institutions because it can be used as an impetus for finding the right approach, aside from the normative one, to address the issue of property legalization. In 1900's autumn, a surprisingly positive review of one of the most important Israeli socio-economic innovations appeared in the Hungarian- language Economic Review [Közgazdasági Szemle). The author, József Gábor, reviewed a book by Walter Preuss, a professor at Tel-Aviv University, on kibbutzim and other cooperatives. This caused a serious reaction, the Hungarian-language New East (U) Kelet) in Israel recognized its importance and described it in its columns, while at the same time a member of the Israeli "partner patty" of the MSZMP, the Israeli Communist Party, of Hungarian origin, wrote a long critique of Gábor's article, disputing the democratic and anti-capitalist significance of the kibbutz, as highlighted by the author. The critique and the claims made in Gåbor's article are in fact linked to the debate that took place in both countries (although with different emphases, because of the different socio-political realities) on the nature of collectives. The extent to which they should follow the cooperative model developed by the Soviets and the extent to which they should adapt to their own social reality. It was no coincidence that the new economic mechanism in Hungary had aroused sympathy in Israel and that there was interest in the kibbutz model among Hungarian agrarian reformers [ABSTRACT FROM AUTHOR]
