In connection with the benchmark processes within ICES on Norwegian Coastal Cod north of 62°N during autumn 2020-spring 2021, new abundance index series based on bottom trawl stations and acoustics at the autumn coastal survey were made. The acoustic index covers the period 1995-2019 while the trawl index covers the period 2003-2019. This report describes the methods used and briefly presents the results.

Denne rapporten setter søkelys på vurdering av status for kysttorsk nord for 62 o N, bestandsstruktur, overvåkning, gjenoppbyggingsplan og mulige forvaltningstiltak. Rapporten inneholder lite om biologi, alder, vekst og torskens diettsammensetning, og går heller ikke nevneverdig inn på naturlige dødsårsaker og økosystem aspekter. Rapporten beskriver heller ikke kystklimaet inkl. temperatur og saltholdighet, eller miljøstatus.

The Institute of Marine Research (IMR), Bergen, has performed acoustic measurements of demersal fish in the Barents Sea since 1976. Since 1981 a bottom trawl survey has been combined with the acoustic survey. Typical effort of the combined survey has been 10-14 vessel-weeks, and about 350 bottom trawl hauls have been made each year. Most years three vessels have participated from about 1 February to 15 March.

For monitoring abundance and distribution of snow crab in the Barents Sea, data from the bottom trawl surveys in winter (February) and in autumn (August-September) are used. The data collected in the autumn survey is especially important, since provide the basis for quota advice on the fishery for snow crab in the Svalbard Fishery Protection Zone (SFPZ). For these surveys the standard rigging of the bottom trawl (Campelen 1800 shrimp trawl) is specified for catching demersal fish, and is not well designed for catching crabs. Among others it specifies a “rock-hopper” rubber gear of 40cm diameter.

This report presents the main results from the surveys in January-March 2018. The surveys were performed with the Norwegian research vessels “Helmer Hanssen” and “Johan Hjort” and Russian research vessel “Fritjof Nansen”. Annual survey reports since 1981 are listed in Appendix 1, and names of scientific participants are given in Appendix 3.

English: The Sea2Data software StoX was applied to estimate acoustic indices with CVs for Northeast Arctic cod and haddock from the Barents Sea winter survey in 1994 to 2017. The indices are compared to indices previously estimated by the BEAM software. In most years the StoX indices for cod are quite similar to those obtained by BEAM, while they are somewhat higher for haddock. The largest deviations were mainly found for age groups with low indices and/or in years with raising of the indices. English: In a report from 2008 an assessment of coastal cod in southern Norway, from the Swedish border to Stad, was presented, together with suggestions to management initiatives. This report shortly summarize the 2008-report, but new knowledge attained the last 10 years is the main part. The cod along the coast in southern Norway are made up of possibly there different components: 1) stationary, local stocks in the fjords, 2) cod from the North Sea along the outer coast, and 3) possibly a more “ migrating cod” along the outer coast. The latter type of coastal cod, if existing, has genetic similarities with the North Sea cod. Much new knowledge indicate that the cod along the coast in southern Norway are exposed to increasing pressure from multiple factors, not at least from recreational fisheries. Local stocks of cod in fjords are the smallest and accordingly most vulnerable stocks of cod. Future regulations should aim at a best possible conservation of the local stocks of cod in the fjords, but also reduce mortality of cod living along the outer parts of the coast. This report also suggest some, possible management initiatives. Norsk:2008 kom en rapport som vurderte status for kysttorsk på strekningen Svenskegrensa-Stad, og som også inkluderte forslag til forvaltningstiltak. Denne rapporten starter med en kort oppsummering av oversikten fra 2008, men bringer i hovedsak ny kunnskap som er kommet til de siste 10 årene. Historisk er det en klar nedgang i fangstene av årets yngel (0-gruppe torsk) i strandnotserien fra Havforskningsinstituttet. De siste ca. 20 årene har nedgangen vært størst. Torskeforekomstene langs kysten ser ut til å være sammensatt av tre komponenter: 1) lokale, stasjonære stammer av fjordtorsk, som særlig forekommer i de indre kystområdene/fjordene, 2) nordsjøtorsk og 3) muligens også en mer vandrende komponent av kysttorsk med genetisk likhetstrekk med nordsjøtorsken, som særlig forekommer i de ytre kystområdene. Det er nå dokumentert at torsken langs kysten både på Vestlandet og Sørlandet er utsatt for økende press fra flere påvirkningsfaktorer, ikke minst et betydelig fritidsfiske. Lokale stammer av fjordtorsk er de klart minste og mest sårbare bestandene langs kysten. Fremtidige reguleringer bør gi best mulig vern for lokale stammer av fjordtorsk, men også redusere fiskedødeligheten for «nordsjøtype» torsk langs den ytre delen av kysten. En rekke forslag til tiltak er oppsummert i rapporten.

Rapporten gir en beskrivelse av fiskeredskaper brukt i norske fiskerier som berører bunn. Berørte områder og grad av eksponering beskrives i rapporten. Bunntrål etter fisk og reker er den redskapstypen som har størst effekt på bunnsubstrater, habitater og bunndyr. Vi har i rapporten også lagt vekt på å beskrive modifiserte fangstteknikker som kan bidra til at bunnpåvirkningen reduseres. Rapporten skisserer tiltak som kan bidra til redusert påvirkning på havbunn og bunnfauna ved trålfiske.

I revidert nasjonalbudsjett 2011 fikk Havforskningsinstituttet i oppdrag å styrke kunnskapsgrunnlaget om marine økosystemer og ressurser i området Lofoten-Vesterålen. Prosjektet ble gjennomført i perioden fra november 2011 til februar 2013 og har hatt som målsetting: å fremskaffe kunnskaper som viser områdene i og rundt Lofoten – Vesterålen som gyte- og oppvekstområde for ulike fiskebestander, samt omfanget av fiskerivirksomhet i området. Det har vært lagt vekt på å få frem de store variasjonene som finner sted i tid og rom – samt den betydning drift av egg, larver og yngel fra dette området har for økosystemenes produktivitet. Prosjektet har vektlagt å syntetisere det omfattende forskningsarbeidet på planktondynamikk og rekrutteringsmekanismer på torsk og sild som har vært gjennomført i Lofoten over de siste 35 årene. Videre er prosjektet gjennomført i samarbeid med en rekke av de pågående forskningsprosjektene ved Havforskningsinstituttet. Det er også gjennomført egne feltundersøkelser på fordeling av fiskeegg og ungfisk i området, samt laboratorie-undersøkelser på egg og larver. Til sist er det gjennomført et omfattende modelleringsarbeid for å simulere transport og spredning av fiskeegg, larver og pelagisk yngel.

The status of knowledge of the resources in the Southeastern Barents Sea is reported. The area is dominated by Atlantic watermasses flowing eastwards. The planktonic production is high and secure good feeding conditions for some of the most important fish stocks in the area, namely capelin, cod, haddock, herring and deep-sea shrimp. Baleen whales and whitebeaked dolphin use the area for feeding and the harp seal has feeding migrations through the area. The ice edge is normally located north of the area, but in cold years it can be located further south. In such cases the ecology is changed and the presence of feeding capelin, polar cod and ice associated mammals such as ringed seal, bearded seal, polar bear and walrus in the area will change.

The Nature Index (NI) is established to get an overview of the state and development of biodiversity within the major ecosystems of Norway. It includes marine, limnic and terrestrial ecosystems. The aim of the index is to measure if Norway manage to halt the loss of biodiversity by the end of 2010. A number of indicators are chosen to represent the state of biodiversity. 125 scientists from various disciplines of research have contributed with data, expert judgements or modeled data for 310 indicators representing different aspects of biological diversity, such as trophic levels, key species and threatened and common species. In order to assemble all the data to an index, a reference value has been estimated for each indicator. The reference value reflects an ecological sustainable value for the indicator, and the indicator values displays eventual divergence from this state. This report describes how data on reference values, uncertainty and values for 1950, 1990, 2000 and 2010 has been set for each indicator. Furthermore this report documents the data sources for each of the indicators that are included in the data set.

Total echo abundance of saithe decreased by 10 % compared to 2009 to the lowest level since 1997. The indices for all age groups except 3-year olds were well below the average. The number of coastal cod decreased for all age groups, except for 1-2 years old. There are only small signs of improved recruitment. The acoustic spawning stock biomass is at the same low level as in previous years.

Total echo abundance of saithe increased by 40 % compared to 2008 but is still among the lowest in the time series since 1992. The indices for all age groups were well below the average. The number of coastal cod increased for all age groups, except for the 2 years old. There are no signs of improved recruitment. It must be emphasized that the stock of coastal cod is for the time being at such a low level that the uncertainty in acoustic abundance estimation is relatively high.

The winter survey (1981-) is the longest bottom trawl time series in the Barents Sea. The survey is used as tuning series in cod and haddock assessment, but change and ecosystem-based management, necessitates the study of changes in abundance and distribution of other species as well. However, the way the survey has been conducted has changed over time. In this report we sum up the most important changes in the way the winter survey has been conducted, and evaluate the potential for using the survey to study changes in the Barents Sea fish community.

Sammendrag (norsk): Rapporten oppsummerer vår kunnskap om kysttorsk på kysten av Vestlandet og Skagerrak, diskuterer mangler ved denne, forsøker å kvantifisere ulike påvirkningsfaktorer og foreslår nødvendige forvaltningstiltak. I tillegg til en vurdering av bestandssituasjonen gjennomgås biologi og bestandsstrukturer, hvordan det marine miljøet har utviklet seg og kan påvirke kysttorsken, hvilke faktorer som påfører torsken naturlig dødelighet og hvordan ulike fiskerier beskatter denne ressursen. Det pekes på klare forskningsbehov for å kunne iverksette riktige forvaltningstiltak for raskest mulig gjenoppbygging av torskebestanden(e) på denne kyststrekningen. Rapporten legger frem flere resultater som tyder på at det finnes mange separate bestander/gytepopulasjoner langs kysten og i fjordene mellom Stad og svenskegrensen, og at målrettede forvaltningstiltak vil kunne snu en negativ bestandsutvikling og sikre et nødvendig ressursgrunnlag for fiske og verdiskaping langs kysten. Summary (English): The present report summarizes our knowledge about the cod along the coast and in the fjords of Western Norway south of 62°N and in the Skagerrak, discusses shortcomings, tries to quantify the different factors that influence the cod abundance, and suggests necessary management measures. The report presents results that support the existence of several separate spawning populations along the coast and in the fjords, and argues that by implementation of new and specific management regulations it should be possible to reverse the negative development of the cod populations and hence establish a sound basis for sustainable future fishing and related commerce along this part of the Norwegian coast. Needs for more research, as a necessity for developing and introducing appropriate management measures, are presented.

A combined acoustic and bottom trawl survey to obtain indices of abundance and estimates of length and weight at age has been carried out each winter (4-6 weeks in January- March) since 1981 in the Barents Sea. The target species are cod and haddock, but abundance indices have also been worked out for the redfish species since 1986 and Greenland halibut since 1990. Prior to 1993 a fixed standard area (ABCD in Fig. 2.1) was covered, but in 1993 the survey area was extended to the north and east in order to obtain a more complete coverage of the younger age groups of cod. In winter 1997 only the Norwegian part of the Barents Sea and a small part of the Svalbard area was covered, while in 1998 also a small part of the Russian EEZ was covered. In 1999 and 2000 the Norwegian vessels had full access to the Russian EEZ. In the years 2001-2005 a Russian research vessel covered the areas where the Norwegian vessels did not have access. In 2006 no Russian vessel participated, and an area off the Murman coast could not be covered.

An acoustic survey to obtain indices of abundance and estimates of length and weight at age of saithe and coastal cod north of 62º north has been carried out annually in October-November, since 1985 for saithe and since 1995 for coastal cod. In 2003 the former saithe survey, the coastal survey and the main parts of the 0-group herring and sprat survey in the fjords north of Bodø were combined to one investigation. The main results in 2007 were: • the temperature was in most areas above the 2006 level and close to the 1997-2006 average • total echo abundance of saithe decreased by about 10 % compared to 2006 and is the lowest in the time series since 1997, more than 50 % below the 1998 level • 3 year old saithe (2004 year-class) was most abundant but the index is below the average for 1992-2006 • the index of the strong 2002 year class (5 year olds) was almost the double of the long term average • the indices of 4 and 6 year old saithe are much lower than in 2006 and well below the average for 1992-2006 • the indices for 7 year old and older saithe are above the 1992-2006 average • length and weight at age are about as in previous years • Compared to 2006, the number of coastal cod increased for age 3 and older in the area north of Lofoten. In the area from Lofoten and further south the abundance decreased for all ages • There is no sign of improved recruitment • Length and weight at age are higher than average for most age groups • The spawning stock biomass increased compared to the four previous years as a result of increased numbers and higher weight and proportion mature at age • It must be emphasized that the stock of coastal cod is for the time being at such a low level that the uncertainty in acoustic abundance estimation is relatively high. North-east Arctic cod. The stock is in a fairly good state, but is declining. Unreported catches have caused considerable overfishing of the agreed quotas in the last four years, and the fishery in 2005 was not considered to be sustainable. The Management Agencies aim for stopping the unreported fishing activities. Norway and Russia are the main fishing nations. In addition Faroe Islands, Greenland, Iceland and EU take part in the fishery. Similar to other cod stocks the North-east Arctic cod has shown a development towards earlier age at sexual maturity. These changes were largest in the 70s. Since 1982, age at maturation has varied without a clear time trend.
