Objective: This study examines the productivity and technical efficiency (TE) of diving operations that target queen conches Aliger gigas in the Commonwealth of Puerto Rico, the largest producer of queen conches in the United States. Currently, there is a proposal to list queen conch as threatened under the Endangered Species Act (ESA). Methods: We use stochastic production frontier methods to investigate the relationship between catch and fishing inputs and the technical performance of diving operations. Result: Our results show that the fleet could increase its catches, on average, by 30% (and, thus, increase its income) by using existing fishing inputs and technology more efficiently. We find that the potential to expand catches was slightly higher from increasing the crew size than from extending the length of the fishing trip. The study also finds considerable heterogeneity across coastal regions and operation sizes. Overall, operations on the east and west coasts and those having three or more crew members were more efficient. Operations that use a single gear and specialize on few species (revenue concentration) were associated with higher levels of TE. We also find that diving operations exhibit decreasing returns to scale. Conclusion: The potential ESA listing of the queen conch poses a dilemma because increasing the efficiency of the fleet may continue to compromise the sustainability of the resource. While a threatened designation does not necessarily result in additional trade or harvest restrictions, further actions may be advisable given the many threats, such as overutilization, habitat loss, coastal pollution, and disruptive environmental change that queen conch populations face. Our model suggests that reducing the size of the crew and/or the length of the trip may increase efficiency, but these restrictions may not be advisable on safety grounds. Thus, management agencies may want to reassess existing trip limits and the length of the closed season and explore the use of closed areas. The implementation of Puerto Rican Regulation No. 6768, which overhauled the existing fishery management framework, generated considerable hostility towards local managers. Among the controversial management measures adopted in 2004 were the assignment of fishing licenses based on fishing income, the establishment of closed seasons, and new minimum size restrictions for commercially valuable species. Though tensions have subsided, considerable opposition to these regulations remains. This paper provides a characterization of the current population of active small-scale fishermen, discusses their perceptions about the biological and socio-economic condition of the fishery, and describes their attitudes towards the new management framework. This study revealed that the number of active fishermen decreased from 1,731 in 1988 to 868 in 2008. Although a declining resource base was one of the main drivers behind these waning participation statistics, rising fuel costs and burdensome regulations exacerbated the rate of attrition. The majority of the fishermen were middle-aged men (50 years) with moderate levels of formal education and high levels of fishing dependence which limited their employment opportunities outside the fishery. Most of the vessels were small (20 ft) and outfitted with a single outboard engine (80 hp). Hook and line and SCUBA were dominant gears because of their versatility and cost effectiveness. Fishermen suggested that their opposition to the regulations would continue unless they were afforded greater regulatory flexibility and provided with a larger role in the decision-making process. Fishermen were adamant about the need to reconsider the income reporting requirements to secure a fishing license because of the potential for losing public assistance benefits. Despite considerable conservation efforts, many reef fish fisheries around the world continue to be in peril. Many are vulnerable to overexploitation because they have predictable and highly aggregated spawning events. In U.S. Caribbean waters, fishery managers are increasingly interested in advancing the use of closed areas as a means for rebuilding reef fisheries, protecting coral reef habitats, and furthering ecosystem-based management while maintaining the sustained participation of local fishing communities. This study details small-scale fishermen's views on the Caribbean Fishery Management Council's proposals to lengthen the current Bajo de Sico seasonal closure off the west coast of Puerto Rico to afford additional protection to snapper-grouper spawning populations and associated coral reef habitats. Drawing on snowball sampling techniques, we interviewed 65 small-scale fishermen who regularly operate in the Bajo de Sico area. Snowball sampling is a useful method to sample difficult-to-find populations. Our analysis revealed that the majority of the respondents opposed a longer seasonal closure in the Bajo de Sico area, believing that the existing 3-month closure afforded ample protection to reef fish spawning aggregations and that their gear did not impact deep-water corals in the area. Whilst fishermen's opposition to additional regulations was anticipated the magnitude of the socio-economic consequences described was unexpected Fishermen estimated that a year round closure would cause their gross household income to fall between 10% and 80%, with an average drop of 48%. Our findings suggest that policy analysts and decision-makers should strive to better understand the cumulative impacts of regulations given the magnitude of the reported socio-economic impacts; and, more importantly, they should strive to enhance the existing mechanisms by which fishermen can contribute their knowledge and perspectives into the management process., Introduction Worldwide reef fish fisheries are in peril.
