4. Constraints on the executive and tax revenues in the long run.

Abstract

We argue that tax revenues and political institutions placing constraints on the executive power may reinforce each other over time and so co-evolve in the long run. This may also bring a shift in the composition of revenues, from taxes levied on a narrow base to broadly levied taxes. To test these hypotheses, we use historical cross-country data covering 31 countries for 1800–2012 and panel time series methods allowing for different forms of country-specific heterogeneity and cross-section dependence. The results offer three main findings. First, executive constraints, whether they are judicial or legislative, and tax revenues are cointegrated. While in the short run they can drift apart, this will be temporary because there is a long-run relationship between the two. Second, evidence of cointegration is strongest for revenues from direct taxes, suggesting that the existence and nature of a long-run relationship may be mainly related to the emergence of broad-based taxation. Third, long-run causality runs mostly from executive constraints to taxation. This is most evident for income taxes. Our findings link Sustainable Development Goals 16 and 17, implying that the goal of promoting inclusive and accountable institutions may work in synergy with that of generating internal resources to finance development goals. Abstract

Attention on domestic resource mobilization-particularly in developing countries- has increased significantly in recent years. This stems from, among other things, recognition in the Sustainable Development Goals that further domestic funding is required for development needs, and the Addis Tax Initiative, which aims to foster fairer and more effective domestic resource mobilization. And whilst there is a recognition that many low- and middle-income countries could be collecting more in tax revenues, the answer to the question of just how much more is unclear. So-called tax effort studies have attempted to shed light on this question for many years and recent estimates suggest that many developing countries are not performing anywhere near their potential (i.e. exerting enough effort). This study makes two significant contributions to the tax effort literature. First, we find that the stochastic frontier approaches used in many recent studies are sensitive to empirical specification and the resulting tax effort scores are strongly influenced by outlying input observations. We employ the True Random Effects approach and find that tax effort scores are, on average, higher and more tightly distributed than previous studies suggest. Second, we enjoy improved data coverage due to using the most recent version of the UNUWIDER Government Revenue Dataset, alongside governance indicators from the V-Dem dataset. This allows us to present tax effort estimates for 50 per cent more observations than the next most complete study.

7. Aid, taxes and government spending: A heterogeneous, cointegrated panel analysis

Abstract

A substantial amount of aid to developing countries is given to the government, or goes through the budget, meaning it should have an impact on government fiscal behaviour (particularly on government spending). The few existing cross-country empirical studies on the effects of aid on government spending neglect time series properties, cross-country (recipient) heterogeneity and the potential for cross-country correlation. This paper examines the impact of foreign aid and taxes on government spending for a sample of 69 developing countries over 1980-2013, taking account of dynamics characterising fiscal data, cross-country heterogeneity and the distorting impact of cross-section dependence, by applying the Pesaran (2006) CCE Mean Group estimator. We show that spending, net aid (as well as variants including grants and loans) and taxes comprise an equilibrium (cointegrated) relation. Our results provide robust evidence of a positive, long-run (as well as short-run) association between aid and spending. On average, the aid coefficients are positive but smaller than the tax coefficients, indicating that in the long-run and short-run taxes have a stronger association with expenditures than aid.

8. The economics and politics of foreign aid and domestic revenue

Abstract

The main argument of this paper is that there is considerable heterogeneity in the way aid can shape tax performance in developing countries: through behavioural effects, donor conditionality, recipient policy reform and technical assistance; and these effects are country-specific. We investigate these effects by applying the dynamic Common Correlated Effects Mean Group estimator to a dataset comprising 84 developing countries from 1980 to 2013. The following results ensued: aid and taxes comprise an equilibrium relation, with a positive long-run association between aid and taxes; causality runs from aid to taxes, suggesting that on average, changes in aid induce permanent changes in taxes.

9. Analysing the determinants of health aid allocation in sub-Saharan Africa

Abstract

Aid allocation studies typically find considerable heterogeneity in donors' allocation patterns; be it for total Official Development Assistance (ODA) or sector-specific aid. This paper investigates the underlying factors influencing donors' selection and actual allocation decisions for health aid, using health aid data from the newly-created Institute of Health Metrics and Evaluation (IHME) database; covering 9 major donors and 44 recipient countries from 1990 to 2011. This is carried out in three steps; first, we test the selection and allocation decisions of bilateral/multilateral donors. Second, we proceed to test for increased importance of the previous Millennium Development Goals (MDGs, recently replaced by the Sustainable Development Goals) after the Millennium Declaration. Third, we test the hypothesis that Public-Private Partnerships (PPPs) have different selection/allocation patterns to traditional donors. The first exercise confirms that donors differ in their selection/allocation patterns, but they all select poorer countries as recipients. The second exercise shows that donors placed more emphasis on the MDGs post the Millennium Declaration while the final exercise confirms that the PPPs are indeed different in their selection and disbursement patterns.

24. The Measurement of Bidirectional Sodium Fluxes across the Intestinal Wall in Man Using Whole Gut Perfusion

Abstract

1. Double-tracer studies have been carried out in order to investigate the validity of a whole-gut perfusion technique for the measurement of gut lumen-to-plasma and plasma-to-gut lumen sodium fluxes in man. 2. The use of two tracers permits differentiation between the unabsorbed orally administered sodium in the stools and the sodium which has been absorbed and resecreted. The latter is by no means negligible and may amount to some 30% of the recovered material. 3. The available data do not permit the calculation of the absolute values of the bidirectional fluxes without the introduction of some assumption concerning the reabsorption of the sodium which crosses from the plasma to the gut lumen. It is assumed here that this sodium is absorbed by the gut to the same extent as the orally administered material. Analysis of the kinetics of sodium transfer from mouth to stool direct and via the blood plasma in normal subjects and patients with diarrhoea provided experimental evidence confirming the correctness of this assumption. 4. In eleven normal volunteers the gut lumen-to-plasma flow of sodium averaged 13.0 mmol min-1, implying that the observed absorption averaging 1.65 mmol min-1 represents a relatively small imbalance between the bidirectional fluxes. Although one patient with post-gastrectomy dumping syndrome had high fluxes and another with malabsorption following gut resection gave low values, it is suggested that changes in the fluxes in the same patient are more significant than isolated observations on individuals. 5. Granted the validity of the primary assumption, a considerably simpler technique may be used for clinical and field studies which is sufficiently accurate for most purposes and employs a single tracer.

Abstract

Treatment of certain human cells with Interferon-alpha (IFN-alpha) induces the synthesis of a 76 kDa protein designated MxA that is involved in resistance to viral infection. We have used a specific cDNA clone and monoclonal Ab to show that MxA is induced in IFN-alpha treated human corneal fibroblast cultures. Mx RNA was increased 23-fold and 45-fold after 5 and 9 h of IFN-alpha treatment, respectively. The MxA protein was detectable by immunoblotting at 5 hr after IFN treatment and peaked at 17 hr. Concentrations of IFN-alpha as low as 1 U/ml induced detectable amounts of MxA, and expression was maximal at 1 x 10(3) U ml-1. These results confirm that MxA synthesis is induced in human corneal fibroblasts treated with IFN-alpha.

Abstract

Little is known about the effects of interferon (IFN) on cell function in the eye. We have analyzed the effect of INF-alpha and IFN-gamma on the expression of proteins in cultured human corneal fibroblasts. Treatment with IFN-alpha increased the synthesis of proteins of 84, 76, 52, and 28 kD and decreased the synthesis of a 72-kD protein. Treatment with IFN-gamma increased the synthesis of proteins of 83, 66, 64, 54, and 47 kD. The effect of IFN-alpha and IFN-gamma were first detected at 5-9 h and 9 h, respectively, after the addition of the IFNs and were maximal at 17 and 24 h, respectively. Most of the changes were seen at doses of 1 x 10(1) to 1 x 10(2) U/ml of IFN-alpha or IFN-gamma and were maximal at 1 x 10(2) to 1 x 10(3) U/ml. Thus, each IFN induced distinct proteins based on apparent molecular weight and isoelectric point. These results show that IFN-alpha and IFN-gamma affect the synthesis of small groups of distinct proteins in human corneal fibroblasts.

Abstract

Adolescent sexual abuse is an overwhelming issue for society and the medical community. Adolescent medicine has only begun to emerge in the mainstream of medical practice. Sexual medicine, adolescent chemical dependency, and abusive medicine are emerging subspecialties of mainstream medicine, with victimization syndromes just beginning to be explored. Adolescent sexual abuse, sexual addiction disorders, family incest, eating disorders, depression, and suicide in adolescents all need to be viewed from epidemiologically regarding family and community orientation. I refer to physician and troubled adolescent relations as the quadruple passivity syndrome. The ego-centered, troubled adolescent denies he or she has problems but no desire for treatment; the physician denies that the adolescent has health problems and has no desire to evaluate them. Physicians need to take an aggressive role in identifying, treating, and preventing the victimization process in children, adolescents, adults, spouses, families, and geriatric patients. Physicians need to be trained to identify these patients and to develop treatment protocols. The victimization syndrome needs more research, publication, and surveillance by all medical associations, but primarily by family physicians and pediatricians. In conclusion this clinical discussion describes four main points: Sexually abused adolescents can be successfully treated by a multidisciplinary advocacy team. A community multidisciplinary team can work in a unified approach for the good of the community by putting an end to future generations of victimized adolescents and families. The medical community has the greatest challenge in training, educating, and becoming more aware about adolescent sexual abuse. The community must provide support for victims of sexual abuse.
