The digitalization of public administration is a pertinent and significant subject matter at the European Union level, and by extension, at the national level in Romania. The primary goal of this study is to examine the process of digitalization in public administration and assess the implications generated by the adoption of e-government services on several macroeconomic variables, namely economic growth, quality of life and potential growth. In this perspective, we shall undertake an analysis of the advantages that digitalization confers, as well as the trajectory that digitalization follows within Romania’s public administration. Also, the paper shows several models of best practices with varying levels of digitalization observed within public administration and public services at the European Union (EU) level, as a possible direction that Romanian policy makers can adopt, considering the current level of digitalization and the competitiveness environment al EU level when it comes to the future of IT&C. The paper concludes that countries that had a forward-looking perspective and adopted digitalization measures for public administration in the past will now use the Recovery and Resilience Funds to develop Internet 4.0 elements to solve problems and compute data, as a way of revolutionizing how governments operate and serve their citizens.

Quantitative susceptibility mapping (QSM) is a recently developed MRI technique that provides a quantitative measure of tissue magnetic susceptibility. To compute tissue magnetic susceptibilities based on gradient echoes, QSM requires reliable unwrapping of the measured phase images and removal of contributions caused by background susceptibilities. Typically, the two steps are performed separately. Here, we present a method that simultaneously performs phase unwrapping and HARmonic (background) PhasE REmovaL using the LAplacian operator (HARPERELLA). Both numerical simulations and in vivo human brain images show that HARPERELLA effectively removes both phase wraps and background phase, whilst preserving all low spatial frequency components originating from brain tissues. When compared with other QSM phase preprocessing techniques, such as path-based phase unwrapping followed by background phase removal, HARPERELLA preserves the tissue phase signal in gray matter, white matter and cerebrospinal fluid with excellent robustness, providing a convenient and accurate solution for QSM. The proposed algorithm is provided, together with QSM and susceptibility tensor imaging (STI) tools, in a shared software package named 'STI Suite'.

The paper is aproaching a rethoric towards the implications of the financial and economiccrisis on the notions of performance and corporate governance. Even though the Romanianeconomy has overcome the crisis of 2008 – 2010, and today has reached or even surpassed thebenchmarcks of the precrisis period, it is important that lessons must learned and the corporategovernance should adapt to new shocks.

The present paper deals with the problems of the intracommunitary operations in Romania according to the current legislation. The intracommunitary acquisitions and deliveries of goods are being presented as well as the intracommunitary acquisitions and carrying out of services. We have also referred to the registering obligations towards the fiscal institutions, types of declarations and the penalties for not obeying the current legislation in the case of the economic agents undergoing intracommunitary operations. At the end of the present paper, we have chosen to present three cases of fiscal fraud as well as the measures which have been adopted by Romania in 2012 in order to prevent the fiscal fraud in the field of intracommunitary acquisitions. As a research method, the authors have used not only the theoretical approach, but also the empirical one. First of all, the theoretical approach has been chosen because there have been analyzed a lot of notions on intracommunitary acquisitions and deliveries of goods and services in accordance to the current legislation. Secondly, we have considered the empirical approach as we have concentrated on three fiscal fraud cases highly met in the case of the intracommunitary trade. Even though Romania, as a European state member, has a public debt rate of 32% of GDP, which is far below the average EU 27, it still continues to borrow money from the international financial institutions in order to cover the public debt. Besides the measures presented in this paper, we propose fighting against the fiscal fraud by using all the possible means of attracting supplementary budgetary sources.
