Agricultural land performs a unique production function. It is a major economic unit, as a resource in agriculture. The aim is to establish the CAP`influence on apple production and yield in Bulgaria. The results show that during the programming period 2007–2013 there is no connection between the number of registered farmers, the size of arable land and the size of harvested areas with fruit crops. During the programming period 2014–2020, the correlation coefficient indicates a positive relationship. In this line of thinking, we find that the RDP 2014–2020 has contributed to the increase to a greater extent of the number of registered farmers (from 2014 to 2019), as well as to the increase of orchards than the RDP 2007–2013.

This article examines the effectiveness of feedback control as a management policy on a generalist predator–prey system with prey harvesting. We discuss the result of implementing feedback control with respect to prey and predator separately. This paper also depicts the effect of exploitations up to maximum sustainable yield (MSY). We observe that with a constant fishing effort MSY policy is a sustainable management policy to protect both the species. However, further increase of fishing effort may cause the extinction of prey species. But considering feedback control of fishing effort may restrict the extinction of prey species. When fishing effort is controlled in terms of prey density, the extinction of prey population can be avoided. In this case, there may be coexistences of prey, predator and fishery or extinction of fishery. But when fishing effort is controlled by predator density, it is difficult to manage the coexistences of prey, predator and fishery.

This study focuses on the business management-related advantages and disadvantages of sea buckthorn production and processing based on economic analyses. It is the main objective of the authors to identify the expected economic findings in a high standard plantation with different average yields. A deterministic model calculation was performed on the basis of technological processes, using the primary data collected from enterprises dealing with sea buckthorn production. The calculation is based on the assumption of a 10 hectare plantation with intensive production technology (high soil quality (golden crown value: 32 GC per ha), irrigation, high plant density per hectare). The cost and income relations and the long-term return of the plantation were examined in the case of different average yields (12 t ha-1, 18 t ha-1 and 24 t ha-1). Under the economic circumstances of 2016, the planting cost of an intensive plantation is around 4-4.1 million HUF ha-1. In the years following the fruit-bearing stage, direct production costs are between 2.5-3.9 million HUF ha-1, depending on the given average yield. On the contrary, 5.6-11.1 million HUF ha-1 revenue can be reached based on the current market prices, resulting in a gross margin of 3.1-7.1 million HUF ha-1. Under the modelled circumstances, return is realised on the plantation’s costs in 6-8 years. The net present value (NPVr=3.24%) calculated for the 15-year-long life cycle of the 10-hectare plantation is between 151-466 million HUF, while the internal rate of return (IRR) is between 23-45%. From the business management aspect, the advantage of sea buckthorn production is that it provides better income and return at a planting cost which is similar to that of other small fruits and berries. At the same time, the disadvantage of sea buckthorn production is the fact that yields are harvested every two years due to the technological characteristics of harvesting. The negative impact of this bi-yearly yield on liquidity can be eliminated with the so-called delayed planting.

Improving the productivity of smallholder farms in Sub-Saharan Africa offers the best chance to reduce poverty among this generation of rural poor, by building on the limited resources farming households already possess. It is also the best and shortest path to meet rising food needs. Using examples from farmers' maize and rice fields, and comparisons with Asia, this paper examines why the set of technologies promoted to date have produced localized successes rather than transformational change. The paper explains the limitations of alternative policies that are not centered on small farms. It provides indicative examples of how resource-management technologies can supplement seed-fertilizer technologies to speed an African Green Revolution.

Rice is the world’s most heavily consumed staple crop. Its production requires enormous volumes of water and emits large quantities of atmospheric methane, a greenhouse gas some many times more powerful than carbon dioxide - particularly during a medium term period of about seven years. In a global context of growing population, increasingly scarce water resources, and climate change, more productive, sustainable, and efficient rice production warrants clear priority. The incidence of droughts associated with climate change is projected to increase in rain fed rice-growing areas, and may very well extend further into water-scarce irrigated areas. A variety of climate-smart practices and technologies are available which can move rice production towards a triple win scenario which entails increased productivity, enhanced resilience, and improved greenhouse gas mitigation. This review of World Bank projects focus on the application of sustainable principles in rice production in 172 Bank projects that were approved between 1984 and 2011. These had a total lending volume of 10.9 billion dollars. Their development outcomes are gauged based on the projects’ implementation completion reports, which also document lessons learned and results in greater detail.

Agriculture is among the most risk-prone sectors in the economies of Central Asia. Production shocks from weather, pests and diseases and adverse movements in agricultural product and input prices not only impact farmers and agri-business firms, but can also strain government finances. Some of these risks are small and localized and can be managed by producers. Others are the result of more severe, exogenous shocks outside agriculture that require a broader response. Failure to respond adequately to these more severe risks leads to a perpetual cycle of ‘shock-recovery-shock’ which reinforces poverty traps and compromises long-term growth. A broad-based program to improve livestock productivity is recommended to strengthen the resilience of livestock production systems and rangeland use in Kazakhstan. Proposed interventions include measures to: (i) reverse degradation of water, soil and vegetation cover; (ii) safeguard the long-term viability of rangeland ecosystems, while ensuring sustainable access to grazing land; and (iii) strengthen livestock services (veterinary, animal health, feed and fodder supply, destocking, water and grazing access, and weather and market information). These measures will enable farmers to manage their resources better, to respond to climate and market signals and to protect their resource base in times of drought. The recommendations developed under these three solution areas continue the underlying emphasis on mitigation as the foundation for risk management. They also highlight the mutually reinforcing benefits of measures to improve crop and livestock productivity for both risk management and sector growth.

Despite myriad challenges, Kenya has emerged in recent years as one of Africa’s frontier economies, with headline growth in the most recent decade propelling the country toward middle-income status. Less well understood is how risk dynamics associated with production, markets, and policy adversely impact sector performance, in terms of both influencing ex ante decision making among farmers, traders, and other sector stakeholders and causing ex post losses to crops, livestock, and incomes - destabilizing livelihoods and jeopardizing the country’s food security. The present study was commissioned in part to bridge this knowledge gap. It is the first step in a multiphase process designed to integrate a stronger risk focus into sector planning and development programs. It seeks to learn from and build on a range of broad initiatives by the Government of Kenya (GoK) and its development partners purposed to enhance Kenya’s resilience and response to natural disasters. The ultimate objective is implementation of a holistic and systematic risk management system that will reduce the vulnerability and strengthen the resiliency of Kenya’s agricultural supply chains, and the livelihoods that depend on them. This sector risk assessment is the primary output of phase one. The study’s main objective is to identify, assess, and prioritize principal risks facing Kenya’s agriculture sector by analyzing their impacts via quantitative and qualitative measures. The study’s main findings highlight an agriculture sector increasingly vulnerable to extreme weather variability. Chapter one gives introduction. Chapter two provides an overview of Kenya’s agriculture sector and a discussion of key growth constraints. Chapter three assesses the main agricultural risks (production, market, and enabling environment). Chapter four analyzes the frequency and severity of the major risks identified and assesses their impact. Chapter five presents some stakeholder perceptions of these risks and the potential to improve their management. Chapter six concludes with an assessment of priorities for risk management and a broad discussion of possible risk management measures that can help to strengthen the resiliency of agricultural supply chains and the livelihoods they support.

This report is the result of a World Bank mission that visited Paraguay in June 2013 at the request of the Government of Paraguay. The mission’s objective was to identify, quantify, and prioritize agriculture risks that determine the volatility of agriculture gross domestic product (GDP), based on a methodology to assess sector risks developed by the World Bank. The methodology stipulates a two-phase process. The first phase (risk evaluation), which is in volume one of this report, was reviewed by the government and evaluates the current situation and perspective of agriculture sector risks, starting from the standpoint of supply chains. From here, and based on the identification of the most important risks, given their frequency and severity, a list of possible solutions was produced in addition to the existing public and private programs and policies. This process is completed with a second phase, where an action plan was prepared (volume two) that can be executed in the medium term to reduce sector risks and to contribute to the sustainability of agriculture investments. The significant efforts undertaken by the government to maintain support programs in critical production and trade areas of the sector are recognized, as well as the institutional development to strengthen the response capacity to agriculture risks. Chapter one gives introduction. Chapter two presents information about the agriculture sector and its recent performance is included, allowing to determine the most important supply chains for this risk assessment and to place the relative economic and social importance of the various commodities and production methods in the appropriate context. In chapter three, a comprehensive assessment of production, market, and enabling environment risks is undertaken for the main commercial and family farming supply chains, in addition to livestock. Chapter four shows the repercussions that risks have had in the past, in particular aggregated losses incurred by supply chain actors. Chapter five assesses the impacts of these losses throughout the supply chains and explores the relative vulnerability of the different actors. Chapter six presents the results and ranking of risks, a list of possible solutions jointly with different public initiatives where some identified risks are addressed.

This report focuses on areas with highest potential efficiency gains to increase the value for money from investments in core public goods and services such as extension, irrigation and rural roads. This is a first attempt to carry out such an analysis in Cambodia, and even in the Greater Mekong sub-region. Based on extensive data gathering and surveys, this chapter analyzes the efficiency and effectiveness of agricultural sector expenditures in Cambodia and assesses various options for increasing the impact of government expenditures on agricultural growth. Other challenges include an excessive focus on rehabilitating primary irrigation infrastructure and a neglect of secondary and tertiary systems, a lack of maintenance of irrigation and rural roads, and the slow pace of developing or adopting new technologies to reduce future maintenance costs. There is also a need to better prioritize agricultural and related infrastructure expenditures, both by type and by geographic location, to maximize their impact on growth. The rest of the report is organized as follows. Chapter two presents recent developments in the agriculture sector of Cambodia. Chapter three gives an overview of sectoral expenditure trends over the last decade. The budget process and its relationship to sectoral development strategies is discussed in chapter three. Chapter four discusses the novel contribution of the AgPER in analyzing the efficiency and effectiveness of government spending using benefit-cost analysis to examine select public investments. Chapter five discusses how likely climate change trends may affect future agriculture expenditures and suggests some priority areas for public spending. The conclusion section summarizes the major findings and policy recommendations of the report.

In this dissertation, we aim to clarify the concept of calculating risk and return portfolio. Possible outcomes of the investment are usually distinguished from permanent investors’ expectations, and it is very important to have a complete picture of the observed variables. The level of the average deviation from the expected yield potential is really important in making the decision on entry into a particular investment because it determines the amount of surprises that may arise from these investments. The yield of the company achieves or does not achieve, depending on the success of a combination of many factors . The starting idea of previous expenditure generated over at least return rate of time preference values for the abandonment of potentially favorable alternative uses in real life, manifests itself as a theoretical construct that accepts that there is the risk-free investment yield for which the risk is zero , and that the minimum return to the investor still counting . However , the problem is that all investors are the same. There are investors who still think of the risk-free rate and investors who do not think about the risk but only on yield and the best yield alternatives. Of course , in any case the risk is an unavoidable component that expects investors . An investor who prefers high- risk class is always exposed to the danger that the result will not make any refund nominal investment, nor any yield.

The rural sector, defined here as the economic sector that falls under the scope of the Ministry of Agriculture and Water (MAH), the Ministry of Animal Resources (MRA), and the Ministry of the Environment and Sustainable Development (MEDD), is one of the pillars of the Burkina Faso economy. Although its contribution to GDP has decreased in recent times from 35 percent in 1999 to 30 percent in 2011 due to the development of the other sectors of the economy, agricultural activity still employs approximately 86 percent of Burkina Faso s labor force and is the main source of income for poorer populations. Consequently, the rural sector is among the primary beneficiaries of public expenditures by the Burkina Faso government and constitutes one of the pillars of the Strategy for Accelerated Growth and Sustainable Development (SCADD) adopted in 2010. The goals of this agriculture public expenditure review in Burkina Faso are as follows: draw lessons from the past in terms of budget execution in the agricultural sector in order to promote the design and implementation of public expenditure programs that are more efficient and more equitable and have a greater impact; initiate the implementation of the databases and methodology required to conduct similar reviews regularly and thus contribute to the institutionalization of the process; and contribute to establishing the conditions for increased support for the sector while encouraging the harmonization and alignment of support with respect for national strategies.

This issue includes the following headings: seeds and soil: smallholder agriculture; innovation: pairing commercial buyers with rural producers; grain storage: a ready role for public-private partnerships (PPPs); agricultural clusters: powering Africas agricultural potential; and interviews: AgDevCo, bill and Melinda gates foundation, earth policy institute.

Many transition and developing economies have reduced direct public involvement in the production and trade of seed and other agricultural inputs. This trend creates opportunities for farmers to realize improved access to inputs, including technology from international private research. Unfortunately, input regulations often derail these opportunities by blocking private entry and the introduction of private technology. This study looks at the experience in Bangladesh, India, Turkey, and Zimbabwe to see whether regulations make a difference in agriculture and input industries in developing economies. In all countries, companies and farmers responded to regulatory reforms by introducing and adopting more new technology and by expanding the production, trade, and use of inputs. The increased use of private technology has brought higher yields and incomes, allowing farmers and consumers to reach higher levels of welfare. These results challenge governments to open their regulatory systems to allow market entry and the introduction of private technology through seeds and other inputs.
