A central issue in democratic theory concerns whether and how politicians can maximize their policy returns from bureaucratic delegation. In this article, we propose that politicians assure favorable delegation outcomes in part by strategically matching responsive personnel and prioritized resources across policy issues and over time. We substantiate our analysis with four decades' worth of data from the Swedish executive bureaucracy, taking particular advantage of the fact that the cabinet ministers generally appoint their agency heads on tenure-protected fixed terms. Using a within-agency research design, we show that the governing parties award more funds to agencies appointed by their ideological allies than to agencies appointed by their ideological opponents. Our findings underscore that political decisions about bureaucratic appointments and appropriations are both part of the same general delegation process but also highlight how political competition can undermine democratic control of bureaucratic policy making. The short video Ch'u Mayaa (Maya Blue, 2017) by artist Clarissa Tossin uses the Barnsdall (or Hollyhock) House, one of five Southern California textile block homes by Frank Lloyd Wright built in the early 1920s, as the setting for a dance performance by the choreographer Crystal Sepúlveda. Without dialogue or narration, the video raises complex issues about the use and appropriation of imagery and designs from the ancient Americas, and the ways in which a structure from the past, now designated an architectural landmark, can be reframed by contemporary artists. The essay concludes with a brief discussion of the author's collaboration with Mexican artist Mariana Castillo Deball, a playful conceptual project which also highlights the relationship between the architecture of Frank Lloyd Wright and that of the ancient Maya. At the next fraction, we will be resuming Argentinian, Spaniard and Chilean texts where the specific uses and applications of this research strategy tools are disclosed. 9. Presidential Initiatives as a Tool to Manage U.S. Foreign Assistance Policies in the XXI Century: From George W. Bush Jr. to Joseph R. Biden

Exploration of bibliography on the U.S. foreign policy reveals a striking and inexplicable lack of scholarly attention to such an interesting phenomenon, as presidential foreign aid initiatives. Such initiatives are studied exclusively in the context of a given administration’ policy but not as an element of the U.S. national system of foreign aid management. This paper is meant to fill this gaping niche. The first section defines a place of such initiatives among the presidential tools to influence foreign aid policies and the reasons behind their proliferation. The second section compares a dozen of the most prominent presidential initiatives of the XXI century — with a special focus on the differences between the most recent Presidential Initiative for Democratic Renewal, launched by Joseph Biden at the Summit for Democracy, and the initiatives of his predecessors. The conclusion is drawn that presidential initiatives have gained in significance over the last two decades due to objective as well as subjective factors. On the one hand, U.S. presidents sought to expand the room for maneuver in foreign aid programming and budgeting, which had been very limited from the very beginning due to the legal constraints and which had contracted even further because of a quick proliferation of Congressional earmarks and directives. On the other hand, one should not underestimate the impact of an unprecedented activism of the George W. Bush that the last three U.S. presidents had to keep in mind in their own aid policies. However, the launch of each initiative was determined by a unique combination of factors operating at the individual, domestic and structural levels. This explains a great variety in circumstances surrounding their launch, documentary and institutional formalization, which did not preclude a number of key similarities: 1) determining the funding volume; 2) providing a long-term perspective; 3) supporting the initiative through authorization acts, presidential orders, memoranda/directives or strategic planning documents issued by the White House; 4) establishing new coordination units. The higher the status of these units and the clearer their mandates were, the more effectively the implementation process went. The launch of the Joseph Biden’s Presidential Initiative for Democratic Renewal — which combines diplomacy and development tools — at the end of his first year in office illustrates the role of the aforementioned factors. His intent to solidify his legacy predetermined the choice of a thematic profile for the first presidential initiative which would reflect his personal ideas and considerations about a pivotal confrontation of the epoch in the most explicit way. However, at least for the time being the Joseph Biden’s initiative stands out in all three main dimensions, which raises doubts about its potential to exert a systemic and long-term influence on the U.S. foreign assistance policies.

This dissertation analyses the idea that parliament controls public money in parliamentary constitutional systems of government. That analysis proceeds through an historical and contemporary examination of the way legal practices distribute authority over public money between different institutions of government. The legislative and judicial practices concerning taxation, public expenditure, sovereign borrowing, and the government financing activities of central banks are selected for close attention. The contemporary analysis focuses on the design and operation of those legal practices in the United Kingdom and the Commonwealth of Australia, in the context of the boom-bust-recovery economic conditions experienced between 2005 and 2016. The dissertation's ultimate claims are explanatory: that "parliamentary control" is a poor explanation of the distribution of financial authority in parliamentary systems of government and should be jettisoned in favour of an idea of "parliamentary ratification". An empirically engaged methodology is adopted throughout the dissertation and (historical and contemporary) public sector financial data enrich the legal analysis. The dissertation acknowledges the impact of, but remains agnostic between, different economic and political perspectives on fiscal discipline and public financial administration. The dissertation makes a number of original contributions. It provides a detailed examination of the historical development, legal operation and constitutional significance of annual appropriation legislation, and the legal regimes governing sovereign borrowing and monetary finance. It also analyses the way that law interacts with government behaviour in situations of economic emergencies (focusing on the Bank of England's public financing activities since 2008), and the institutional and doctrinal obstacles facing judicial involvement in disputes concerning public finance (focusing on the Australian judiciary's recent engagements with public expenditure legislation).

With the example of the diagnosis "borderline personality disorder", this article examines the conditions that make it possible to build up power over one's own social destiny through the appropriation of "psy" knowledge. After briefly describing the socially situated context of appropriation of this diagnosis, particularly in terms of gender, social class, age, and type of insertion into an institutional network, the article unfolds the different modes of appropriation of the diagnosis, based on 31 biographical interviews. The power founded by the appropriation of this diagnosis is based on its constitution as a triple resource: the power to report on the difficulties experienced (cognitive resource), to legitimise oneself (symbolic resource), and to access care deemed beneficial (material resource). It is particularly found in the first mode, characterised by a complete appropriation of the diagnosis and a commitment to the field of mental health. In complete appropriation, individuals struggle to have the legitimacy of the diagnosis recognised, to have psychiatric and psychotherapeutic interventions and representations associated with mental disorders changed. A second mode corresponds to a negative appropriation, marked by the rejection of the diagnosis and linked to a feminist and anti-psychiatric commitment. Between these two poles, a range of ambivalent appropriations unfolds, which does not allow for the constitution of a power, nor the articulation between appropriation and commitment. In conclusion, this article calls for a more in-depth analysis of the plurality of modes of appropriation of “psy” knowledge. It thus brings to light the variations in appropriation and the ambivalence of labelled individuals, faced with a psychological culture that is too often homogenised under the term “psychologisation”.

This article aims to present the ways in which the ethics of authority, including government, is collapsing in the contemporary world. The authors demonstrate what consequences numerous abuses and negligence can bring to education and the future. The article is based on reflections supported by actual research, which confirms the theses contained in it. Not only consequences are highlighted, but also ways in which they can be prevented. The most important aspect for the progress of science and the prevention of the depreciation of states is to stand firm against the abuses and appropriations committed by authority figures and to fight against "skimpiness" both in everyday life as well as in science. The current world picture does not promise a happy future. Contrary to much of the recent literature on the trinitarian theology of John Owen, which often ascribes radical personal distinction to his account of triune relations and actions, this paper argues that Owen's account of distinct divine persons and trinitarian actions ought not to be contrasted with his theological forebears: Augustine, Thomas Aquinas and Calvin. Instead, his account of trinitarian ontology and operation is thoroughly consistent with (and dependent upon) the Augustinian principles that these interpreters suspect Owen is rejecting. The argument unfolds by presenting four putative points of strong personal distinction in John Owen's trinitarian theology and then reinterpreting each of the themes and passages that these four points are supposedly rooted in, evidencing his Augustinian account of trinitarian unity and distinction. Le contexte contemporain de diffusion des technologies numériques, soutenu par les diverses politiques publiques menées en France depuis 1967, permet d’interroger les usages effectifs et formes d’appropriation de ces outils techniques. Pour comprendre les mutations sociales en cours, cet article met à l’épreuve un modèle d’analyse processuel constitué par Serge Proulx (2001), en proposant de revenir sur la construction des rapports aux technologies numériques par : l’accessibilité de ces outils, les usages qui en sont faits et les appropriations opérées par les utilisateurs. Les analyses présentées, à partir d’études de cas empiriques, permettent finalement de porter un regard critique sur la réalité observée et sur les « effets » produits par les nouvelles technologies numériques, notamment par l’intermédiaire de dispositifs publics démocratiques insuffisants et des formes de médiation limitées.

The paper is built on the formulation by Vladimír Svatoň about the binary aesthetics of beauty and nobleness in modern literature from the 18th to the 20th century, and it outlines the historical line of the aesthetics of nobleness from the ancient times until the present. Subsequently, there arises a question of a possible transition from aesthetics to the poetics of shimmering as a part of a new poetics following the constituent rules, grammars and algorithms of the creation of literary texts and events. At the same time, existential poetics, a means of expression and a manifestation of the situation of human being, is reflected.

Contemporary urbanity is marked by the presence of abandonment, ruins, and voids. Over the last decades, the model of urban development in Portugal allowed a discontinuous city expansion that has left many plots and spaces empty. Due to interrupted urbanization processes, urban developments suspended in time and space have progressively degraded, constituting nowadays new forms of non-historical ruins and a significant part of the urban landscape. However, these semi constructed buildings, are not only structures made of brick and mortar, but commonly the object of several and distinct appropriations and social uses. In order to explore the socio-cultural meanings of these ruinous constructions, their social life and their material and symbolic transformation, this paper puts forward a methodology, based on systematic ethnographic observation and detailed field work. Furthermore, it applies this methodology to a case study—an unfinished project in the city of Vizela, Portugal, for which fieldwork was carried out during 2017 and 2018. The paper ends up highlighting a political challenge in planning the contemporary city, towards the need to overcome a conventional dichotomy between the usage rights of the public and private domain.

26. Returns to Education: Exploring the Link Between Legislators' Public School Degrees and State Spending on Higher Education*

The United States leads the world in public higher education, with a substantial amount of funding coming from state, rather than federal, government sources. Perhaps not surprisingly, the amount states contribute varies widely, leading researchers to explore the sources of such variation. While numerous factors have been shown to matter, the potential relevance of political representation remains unclear. To address this gap, the relationship between state legislators own educational backgrounds and state spending on higher education is tested. Utilizing a database of publicly available information on the educational backgrounds of 6,517 state senators and representatives, we find that states with a higher percentage of legislators who attended state colleges and/or universities invest more generously in public higher education than other state legislatures. Results support theories of representation, suggesting that legislators may be directly advocating for spending given their own educational profiles.

Drawing on feminist theory, this article offers a feminist reading of some Arab Hamlet appropriations to demonstrate whether or not such plays qualify as feminist Shakespeare re-visions. It shows how some female characters in these plays have been, unlike their Shakespearean counterparts, empowered to challenge the hegemonic patriarchal structures of their societies while others remain oppressed and submissive. The discussed Arab Shakespeare renditions constitute only illustrative samples of heroic and oppressed women in the Arab Shakespeare canon which has been known for producing political satires. The featured plays include Ahmad Shawqī's Masra' Kileopatrā (The Fall of Cleopatra), Egypt, 1946; Nabyl Lahlou's Ophelia Is Not Dead, Morocco, 1968; Mamdūh Al-ʻUdwān's Hamlet Wakes Up Late, Syria, 1976; Yūsuf Al-Sāyyegh's Desdemona, Iraq, 1989; Jawād Al-Assadī's Forget Hamlet, Iraq, 1994; and A Midsummer Night's Dream, Palestine, 2011. Shakespeare is an active literary force whose works have been revised over and over again during the twentieth century on stage and on film. The so called Bardbiz has proven to be profitable across the planet mainly due to the "universal" nature of his plays, i.e., the social and psychological issues that he raises and which resonate equally in anglophone and non-anglophone cultures. Yet, a distinction must be made between appropriations and adaptations. For the purpose of this paper, this distinction is based on the one that Julie Sanders proposes. This paper focuses on the potential problems that appropriations, which are loose reinterpretations of the original text, may bring. The paper shows scenes from films that have adapted Shakespeare's plays in one way or another. The aim of this comparison is to show how adaptations work with the text and bring it to life, while appropriations often distort the original and leave the viewer with a false representation of the original play. There is a genuine and valid concern that future generations will know of distorted versions of Shakespeare's plays and believe them to be the same as the text. The problem arises with loose appropriations, which have become popular in the movie industry worldwide. For people who have read Shakespeare's plays, it is not a problem to recognize the differences and changes in the original text. However, for younger generations, especially Millennials and those born after them, these appropriations can be misleading. Younger generations who consider themselves computer natives are bound to online sources and databases and would rather get a visual tutorial/representation then read a book. Hence, for them, film adaptations are always the preferred choice when it comes to understanding literature. This is particularly important since film versions are supported by elaborate marketing and appeal to younger generations with popular A-list actors and setting which is relatable to the contemporary audience. Unfortunately, loose appropriations of original texts give them a false sense of acquired knowledge. Loose appropriations tend to distort the original text by changing the characters (mostly adding new ones) and/or the text (the plot). Furthermore, this paper opens the discussion on textual fidelity, which needs to be brought back and re-examined after the film adaptation frenzy of Shakespeare's works that has happened especially in the Americas, Asia, and Africa. For example, Vishal Bhardwaj has made quite a few successful adaptations of Shakespeare's plays while incorporating social and political issues in India. Finally, the purpose of this paper is not to discourage adaptations; rather, it is to raise awareness of the dangers of appropriations and to preserve the original text for future generations to enjoy and adapt to some future times, which will be different than our own. This paper investigates the narratives guiding urban development in the historic centre of Naples, their historical construction and their impact on urban society. In Naples, the developers use the urban practices of the inhabitants from urban underclass as a symbol of decay, causing the “bad reputation” of the city. Through the study of the practices, the representations et the urban narrations of this category, locally referred to as “plebe”, and of two urban “situations” in the Quartieri Spagnoli, one can put into perspective the urban discourse of dominant groups with the urban production “from below”. This articulation allows me to question the “subaltern condition” experienced by poor urban dwellers in the historic centre. At a closer look, it is possible to overcome the stereotype of a monolithic subalternity in the inner city, revealing multiple constructions of situated identities and particular socio-spatial dynamics in a composite and fragmented historic centre.

This article addresses changes to the Public Finance Act that have been proposed in the Public Finance (Wellbeing) Amendment Bill or are being considered for future legislative or administrative action. It discusses these changes in the context of the State Sector Act. The interrelationship between the two pieces of legislation is described, as are the implications of proposed changes to the Public Finance Act. These changes include requirements for the specification of objectives for wellbeing (outcomes) in the budget process and reporting of wellbeing by the Treasury at least every four years. Changes also include, potentially, greater flexibility in the nature of appropriations and the selection of the services that will be provided within an appropriation, as well as legislative support for the public service to operate in a more 'joined-up', innovative and collaborative way. The article identifies as a strength of the proposed changes to the Public Finance Act and the State Sector Act that they maintain consistency between the two acts, but also identifies the risk of replacing one one-size-fits-all system with a different one-size-fits-all system, and considers a 'two-track' public management system as an alternative. The paper is built on the formulation by Vladimír Svatoň about the binary aesthetics of beauty and nobleness in modern literature from the 18th to the 20th century, and it outlines the historical line of the aesthetics of nobleness from the ancient times until the present. Subsequently, there arises a question of a possible transition from aesthetics to the poetics of shimmering as a part of a new poetics following the constituent rules, grammars and algorithms of the creation of literary texts and events. International audience; This article focuses on the effects of segregation in social housing policies from a relational perspective, by crossing institutional and minority perceptives in Guyana, Saint-Laurent-du-Maroni. I analyze the representations of agents of landlords and inhabitants of their homes, as well as the materiality of the markings made by the inhabitants and the checks carried out by the agents - which the executives reject the French injunction to social diversity (“mixité”). In the first part, we will discuss the standards according to which social housing policies have been designed. Then, in a second part, we will analyze the points of view of Bushinengue residents on these social housing units marked by whiteness, and the way in which these people are appropriating their new living place. Finally, a third part will study the points of view of agents of social landlords, who interpret these developments as deviant and thus legitimize a continuation of urban segregation.; Cet article porte sur les effets de la ségrégation dans les politiques de logement social dans une perspective relationnelle, en croisant les perceptives institutionnelles et minoritaires en Guyane, à Saint-Laurent-du-Maroni. J'analyse les représentations d'agent·es des bailleurs et d'habitant·es de leurs logements, ainsi que la matérialité des marquages réalisés par les habitant·es et des contrôles effectué·es par les agent·es – dont les cadres rejettent l'injonction métropolitaine à la mixité sociale. Nous aborderons dans une première partie les normes selon lesquelles les politiques de logement social ont été conçues. S’appuyant sur l’analyse des observations détaillées d’un « habiter confiné » réalisées par des étudiants en école d’architecture, cet article veut documenter le vécu de la pandémie, véritable épreuve collective remettant en question les rapports entretenus à nos espaces quotidiens qui sont autant matériels que sociaux. Si les analyses conduites ici viennent souligner des phénomènes déjà connus, elles mettent aussi en évidence des appropriations renouvelées qui pourront s’inscrire durablement dans une nouvelle « syntaxe habitante », faisant de la place au télétravail, et soutenant un rapport à l’extérieur révélé dans toute son importance. En nous privant d’un répertoire spatial large, le confinement nous a menés à recomposer nos territorialités et à une évaluation inédite de notre cadre matériel et de la valeur de nos spatialités. Based on the analysis of detailed observations of a « confined living » carried out by students in a school of architecture, this article aims to document the experience of the pandemic, a real collective test calling into question the relationships maintained with our daily spaces. which are both material and social. If the analyzes conducted here highlight phenomena that are already known, they also highlight renewed appropriations that could be permanently part of a new « inhabitant syntax », making room for telework, and supporting a revealed relationship with the outside in all its importance. By depriving us of a broad spatial repertoire, confinement has led us to recompose our territorialities and to an unprecedented evaluation of our material framework and the value of our spatialities.

La préservation de la vie fait partie des enjeux les plus grands pour lesquels toutes les sciences ou presque, ont toujours travaillé depuis la fin de la deuxième guerre mondiale. Et aujourd'hui où plus que jamais se sont révélés de nouveaux défis dans l'ensemble des secteurs vitaux pour l'humanité, les Technologies de l'Information et de la Communication (TIC), notamment l'intelligence artificielle, se trouvent de plus en plus sollicitées. Et pour répondre aux impératifs de survie et de facilitation des conditions d'existence, les hommes ne manquent pas d'ingéniosité. Un espace où la résolution des défis prend tout son sens est celui de l'homme en état d'urgence sanitaire vitale, qu'il faut évacuer vers un centre hospitalier mieux équipé pour une prise en charge plus efficace. Nonobstant les règles universelles de circulation routière qui font de l'ambulance un véhicule prioritaire, l'ambulancier de Cotonou subit régulièrement des contingences d'engorgement du trafic, qui privent le malade référé d'un précieux temps porteur de salvation. Cet engorgement routier est malheureusement pointé comme l'une des causes de décès de personnes qui auraient pu être encore sauvées. Si jadis cela pouvait passer inaperçu, les progrès technologiques nous les révèlent aujourd'hui en temps réel. Ainsi, les TIC plus précisément l'intelligence artificielle et ses applications ont montré leur capacité à parer au plus pressé dans un délai court, aux contingences susmentionnées par le biais de capteurs équipés de système de détection de son et d'image, capteurs eux-mêmes monitorés par des algorithmes d'intelligence artificielle. Il s'agit d'un dispositif qui atténuerait les pertes de temps dans la circulation d'une ambulance en transit. Cette technologie peut être mise en place à coût abordable au Bénin pour sauver la vie aux patients en situation d'évacuation sanitaire urbaine et péri urbaine. Keeping on life is one of the greatest challenges for which almost all sciences have always worked since the end of the World War II. Nowadays, when more than ever, new challenges have been taken up in all sectors, Information and Communication Technologies (ICT) and in particular artificial intelligence are increasingly in demand. To overcome these survival necessities and facilitate living conditions, men do not lack ingenuity. One of the space where the resolution of challenges takes on its full meaning is that of man in a state of vital health emergency, who must be evacuated to a better equipped hospital center for effective treatment. But notwithstanding the universal rules of road traffic which makes the ambulance a priority vehicle, the Cotonou ambulance drivers regularly face the contingencies of traffic jam, which deprives the referred patient of precious salvation time. This road congestion is unfortunately pointed out as one of the causes of death of people who could still have been saved. While this could have gone unnoticed in the past, technological progress now reveals it to us in real time. Thus, ICT, precisely artificial intelligence and its applications have shown their ability to deal with the most urgent needs within a fairly short period of time to these aforementioned contingencies through sensors equipped with a sound detection system and image sensors, which are as far as they are concerned monitored by artificial intelligence algorithms. It's a device that would reduce the loss of time for ambulances in transit. This technological progress can be implemented at an affordable cost in Benin to save lives of patients in urban mobility situations La preservación de la vida es uno de los grandes temas por los que todas las ciencias, o casi, han trabajado siempre desde el final de la Segunda Guerra Mundial. Y hoy, cuando más que nunca han surgido nuevos desafíos en todos los sectores vitales para la humanidad, las Tecnologías de la Información y la Comunicación (TIC), en particular la inteligencia artificial, son cada vez más demandadas. Y para hacer frente a los imperativos de supervivencia y facilitación de las condiciones de vida, a los hombres no les falta ingenio. Un espacio donde la resolución de desafíos cobra todo su sentido es el del hombre enfermo en estado de emergencia vital , que debe ser evacuado a un centro hospitalario mejor equipado para una atención más eficaz. A pesar de las normas universales de circulación vial que hacen de la ambulancia un vehículo prioritario, el paramédico de Cotonou sufre regularmente de congestión del tráfico, que privan al enfermo derivado de un tiempo precioso que trae la salvación. Lamentablemente, este atasco de tráfico se señala como una de las causas de muerte de personas que aún podrían haberse salvado. Si esto pudo pasar desapercibido en el pasado, el progreso tecnológico nos lo revela hoy en tiempo real. Así, las TIC, más concretamente la inteligencia artificial y sus aplicaciones, han demostrado su capacidad para hacer frente a las más urgentes en poco tiempo, las mencionadas contingencias a través de sensores dotados de sistemas de detección de sonido e imagen, sensores mismos monitorizados por inteligencia artificial. algoritmos Se trata de un dispositivo que aliviaría el tiempo perdido en el tránsito de una ambulancia en tránsito. Esta tecnología se puede implementar a un costo asequible en Benin para salvar la vida de los pacientes en situaciones de evacuación médica urbana y periurbana.

O espaço arquitetónico está em constante transformação, como reflexo da sociedade civil que o utiliza. Existe para as pessoas e está sujeito a múltiplas alterações, que refletem as mudanças na vida do indivíduo e da comunidade para qual o espaço arquitetónico foi projetado. Este trabalho visa estudar o espaço urbano informal no contexto de bairros de habitação de apoio social, focando-se na apresentação, problematização e discussão de alguns dos temas emergentes no debate da arquitetura contemporânea e urbanismo. Para tal realiza-se o mapeamento e a análise de situações de alteração do espaço público e do edificado, usando como casos de estudo quatro bairros municipais do concelho de Loures: Bairro da Parcela 6, Urbanização Quinta das Mós, Bairro de Santo António e CAR de Camarate. Através de uma observação in situ e sessões de debate com os moradores, a presente investigação foca-se na análise das apropriações no espaço exterior (espaços verdes, equipamentos coletivos), bem como alterações do edificado (configuracional e/ou cromática das fachadas exteriores, alteração de coberturas, dos vãos, dos muros e das coberturas). Procura-se refletir sobre as razões destas apropriações através de uma análise comparativa que permita compreender como alguns aspetos do projeto arquitetónico poderiam ser repensados, incidindo na flexibilidade de uso e na qualidade de vida dos moradores. Pretende-se que este trabalho contribua para o debate sobre a qualidade de vida nos bairros sociais, traçando trajetórias para a resolução de alguns problemas existentes, realçando a sua importância com a aplicação em casos de estudo similares. The architectural space, as a reflect of the civil society, is under constant change. There are many alterations that reflect the changes in the individual's life and the community for which architectural space was planned. We study the informal urban space in the context of social housing quarters, focusing on the analysis, interpretation, and discussion of some of the emerging themes in the debate in contemporary architecture and urbanism. To this cause, the mapping and the analysis of alteration patterns of the public and built space was developed using as case studies four municipal districts of the council of Loures: Bairro da Parcela 6, Urbanização Quinta das Mós, Bairro de Santo António and CAR de Camarate. Starting from on-site observation and discussion sessions with neighbourhood inhabitants, this investigation focuses on the analysis of the adaptation patterns in the exterior spaces (green spaces, collective equipment), as well as building alterations (configuration and/or color of the exterior facades, alteration of the façades, doors, walls and the finishing). In this comparative analysis, we reflect on the reasons for these appropriation patterns to understand how some aspects of the architectural project could become better, resulting in a greater flexibility of use and less negative impact of the properties encountered. This study aims to contribute to the debate on the quality of life of our social partners, tracing paths for a possible resolution of some existing problems, realizing his importance with the application in similar study cases.

In this essay, I open a discussion on how the blending and combining of cultural elements are understood and engaged in our classrooms and research. Specifically, I do two things. First, I illustrate that combining and blending practices, while perhaps more visible in the contemporary period, are a constant in American religious history. Second, I provide a case study of Third Wave Spiritual Warfare that heeds the anthropologist Charles Stewart's suggestion that one useful way to approach syncretism (and its synonyms) is by examining the discourses and debates that individuals and groups have over what activities and ideas are viewed as such. Overall, I argue that we need to develop a method for both teaching and examining the appropriative bricolage that makes up religious practices. [ABSTRACT FROM AUTHOR]

- Abstract
The text analyzes the appropriations Jovens Semeando Conhecimento program for young communicators, supported by the organization Centro Sabiá in Triunfo, in the sertão of Pernambuco. The goal is to understand how these young people use the radio in convergence with other media in the Riachos do Velho Chico project. The theoretical foundation is based on Cultural Studies, via Martin-Barbero (2008) and García Canclini (2005). The discussion on radio and media convergence is anchored in Bianco (2012) and Jenkins (2009). For the approach to rural youth, we used Castro (2008) and Abramo (1997). In the process of research, in addition to document analysis and content, two scripts semi-structured interviews were developed, aimed at young communicators and team organization. The research showed that, despite all the contingencies of the popular contexts of the sertão, young communicators from the radio appropriated in convergence situation articulating with other media supports for the production of journalistic work. - Abstract
This thesis examines the planning, programming, budgeting, and execution (PPBE) process and key contributors to passing a budget. Comptroller funding data from 2015–2019 were extracted and analyzed. The analysis investigated the Appropriation approval date and unobligated Operation and Maintenance funds for the DOD, USN, and Navy. The most extensive range in un-obligated returned funds occurred in 2017, with 0.16% for the DON and USN combined and 3.17% for the DOD topline (a delta of 30.46%). Data indicates that the propensity for unobligated funds at the conclusion of the FY increases with more extended continuous resolutions (CR). Additionally, delayed Defense Appropriations have negative consequences on funding and execution. The inability to provide reliable, consistent funding for National Defense also influences the strategic planning efforts that play a significant role in developing the National Defense Strategy (NDS) and the National Security Strategy (NSS). A stable budgetary environment has only existed in approximately 10% of the previous 40-year budget periods. Unobligated funding indicates rigid spending within the current PPBE process, delayed congressional budget approval, and lengthy CRs. Future research could investigate the COVID-19 impacts due to restricted movement, remote work, and hindrances to the supply chain to identify additional areas to increase the flexibility of the PPBE process., Civilian, Department of the Navy, Major, United States Marine Corps Reserve, Approved for public release. - Abstract
Black Mirror (2011) is a series with great distribution and circulation capacity. The objective is to analyze the imaginaries about the relationship between politics, technology and the public in three chapters of the series that have relevant content. The study has a qualitative and hermeneutical approach, interpretive on these chapters. This article is born from a conceptual base that differs from deterministic tendencies, while trying to go beyond technophobia or philophobia for a critical study of instrumentalisms, it shows the uses and appropriations of technologies in relation to politics, based on authors such as Raymond Williams, Roger Silverstone, Eric Hirsch, David Morley and Manuel Castells. It is also relevant to analyze the imaginaries about the public, who are mostly drawn as spectators and passive consumers in times of digitization and the multiplicity of screens, they are also shown as public-network and mass-network, with possibility, sometimes limited, of struggle and spontaneous action., Black Mirror (2011) es una serie con gran capacidad de distribución y circulación. El objetivo de esta investigación es analizar los imaginarios sobre la relación entre política, tecnología y públicos en tres capítulos de la serie. El estudio tiene un enfoque cualitativo y hermenéutico sobre esos capítulos. Parte desde una base conceptual que difiere de las miradas deterministas, a la vez que intenta ir más allá de la tecnofobia o tecnofilia para un estudio crítico de los instrumentalismos. Además, trata de evidenciar los usos y apropiaciones de las tecnologías en relación con la política, con base en autores como Raymond Williams, Roger Silverstone, Eric Hirsch, David Morley y Manuel Castells. También es relevante analizar los imaginarios sobre los públicos, a quienes en su mayoría se dibuja como espectadores y consumidores pasivos en épocas de la digitalización y la multiplicidad de las pantallas, pero que también se muestran como públicos red y masas red, con la posibilidad, a veces limitada, de lucha y acción espontánea.

50. La producción y reformulación del espacio público en Rosario, Argentina. Diseño, usos, circuitos y pandemia

- Abstract
Public space has reached relevance in planning and the definition of the urban during the last two decades. In Rosario, this centrality has been recovered throughout the history of local urbanism, especially on its waterfront: opening up the central bank was the cornerstone for producing a new image of the city and a new public space. The different public spaces of the city were successfully articulated based on eventual circuits that promote active mobility and physical exercise. Even with the above, the covid-19 pandemic represented an unforeseen limit to the integration process because there were substantial restrictions on public spaces, and governments restructured the rules for their occupation. By reading the primary urban planning documents, ordinances, and journalistic notes, together with field observations that include twenty situated interviews, the following article reveals some modifications in the redistribution of the use and occupation of public space, as well as of mobilities and the redefinition of the notions of proximity and distance., O espaço público vem ganhando relevância no planejamento e definição do urbano durante as últimas duas décadas. Na cidade de Rosario, Argentina, essa centralidade vem sendo recuperada ao longo da história do urbanismo local, em especial em sua parte litorânea: o processo de abertura do litoral central constituiu a pedra angular da produção de uma nova imagem da cidade e um novo espaço público. Os diferentes espaços públicos da cidade foram articulados com sucesso a partir de circuitos eventuais que promovem as mobilidades ativas e o exercício físico. Além disso, a pandemia ocasionada pela covid-19 representou um limite imprevisto para o processo de integração porque houve fortes restrições ao uso dos espaços públicos, e os governos reestruturaram as regras para sua ocupação. Com base na leitura dos principais documentos de planejamento urbano, ordenamentos e anotações jornalísticas, junto ao desenvolvimento de observações de campo que incluem 20 entrevistas situadas, este artigo revela algumas modificações nas redistribuições do uso e ocupação do espaço público, além das mobilidades e ressignificação das noções de proximidade e distância., El espacio público ha alcanzado relevancia en el planeamiento y en la definición de lo urbano durante las últimas dos décadas. En la ciudad de Rosario esta centralidad ha sido recuperada a lo largo de la historia del urbanismo local, especialmente en su frente costero: el proceso de apertura de la ribera central constituyó la piedra angular de la producción de una nueva imagen de la ciudad y un nuevo espacio público. Los distintos espacios públicos de la ciudad se articularon exitosamente, a partir de circuitos eventuales que promueven las movilidades activas y el ejercicio físico. Aun con lo anterior, la pandemia del covid-19 representó un límite imprevisto para el proceso de integración porque hubo fuertes restricciones al uso de los espacios públicos y los gobiernos reestructuraron las reglas para su ocupación. A través de la lectura de los principales documentos de la planificación urbana, ordenanzas y notas periodísticas, junto al desarrollo de observaciones de campo que incluyen veinte entrevistas situadas, el siguiente artículo revela algunas modificaciones en las redistribuciones del uso y ocupación del espacio público, además de las movilidades y la resignificación de las nociones de proximidad y distancia.
