The Proposed Action, within the context of the EA, is to replace existing residential driveways with new driveways, along with upgrading and improving utility connections (laterals) or distributions within the 100-year floodplain at the Hurlburt Field Soundside Manor housing area. This represents a change from the May 2011 MHPI EIS, which analyzed the impacts from home construction within Soundside Manor and only limited housing demolition activities within the floodplain; the EIS did not address these specific construction activities within th floodplain since they were not expected to impact the floodplain at that time. Based on an overlay of the proposed design layouts over the Federal Emergency Management Agency floodplain map (2013), an estimated 3,600 square feet (SF) of driveway would be located in the floodplain. Currently, approximately 2,200 SF of housing units, 8,100 SF of driveway, and 5, 700 SF of sidewalk are located in the floodplain. As part of demolition of existing homes and new construction, the estimated amount of housing unit square footage within the floodplain would be reduced to zero, and the amount of driveway and sidewalk square footage within the floodplain would be reduced to 3,600 SF and 4,800 SF, respectively.

In the first decade of the twenty-first century, the US Air Force experienced a significant policy debate regarding officer education. The question at hand concerned why officers attain graduate-level education or advanced academic degrees (AAD) and how those achievements should affect promotions. On the one hand, some officers, such as those serving as researchers, political affairs officers, or academic instructors, need education above and beyond their undergraduate training because the level at which they work is more specific than general. On the other hand, it is not completely clear why the vast majority of Air Force officers, such as those serving on aircrews, in personnel and finance units, and so forth, need more education than necessary to conduct their work. This second group of officers, the generalists, represents the source of contention and debate. Moreover, this controversy led to conflicting policies from the most senior leadership, leaving the issue muddled and confused for today's junior and field-grade officers. This article discusses the mainpoints of each policy and interprets them through the lens of modern economic theory. Using the well-developed ideas of human capital and signaling, along with empirical evidence, it argues that advanced education has become not a means of increasing knowledge and ability so much as a proxy for officers commitment to their careers. The article extends this line of inquiry to nonresident professional military education (PME) programs, in which it finds much similarity. Finally, it offers a different vision, modeled on a sister service s program, that would make the education experience more valuable for both our officer corps and the Air Force by expanding opportunities at civilian universities in exchange for long posteducational commitments., Published in the Air & Space Power Journal p29-42 Winter 2011.

From his seated position behind the M-2 heavy machine gun in his vehicle's turret, TSgt Ray Decker could see everything. His lofted perch offered him vistas of the sharp profile of distant mountains to the north, a meandering river flowing from northeast to southwest, an unimpeded view of the horizon and the jagged rocky outcrops which flanked the dusty trail. Riding above his four teammates, TSgt Decker, a special operations weatherman, was in the ideal position to conduct environmental reconnaissance, exactly his purpose on this combat patrol. Moving out from his firebase in the Uruzgan Province on that day in August 2008, Ray could not have imagined the impact of his collection. Introduction Since 9/11, environmental reconnaissance (ER) has become special operations weather's (SOWT) leading role. SOWT personnel conducting ER were among the first U.S. military into Afghanistan in October 2001. Since that time, SOWT personnel have operated in every corner of the country, in both non-permissive and politically sensitive areas. The data they collect, whether near-target, in advance of assaulting forces or on a routine patrol, have proven pivotal in securing mission success. Today, time and effort placed on the ER mission far exceed that which is spent on the more traditional weather functions, such as forecasting and mission briefings. ER training consumes the lion's share of time during the SOWT predeployment and certification training phase, a phase that lasts over six months of the 10th Combat Weather Squadron's (CWS) 15-month Phased Operational, Refit/Retool and Training cycle.

Force Special Operations Command, in partnership with the Air Armament Center, proposes to construct an environmentally-benign skeet and trap range in close proximity to Hurlburt Field that is of sufficient size and quality to present a premier sport shooting opportunity for both DoD affiliated and non-DoD affiliated customers. The proposed skeet range is being developed to provide a safe, outdoor family-oriented sport to military and DoD members. There are no sport shooting ranges conforming to National Skeet Shooting Association (NSSA) and Amateur Trapshooting Association (ATA) standards within 60 minutes of Hurlburt Field or Eglin AFB. The facility will be open three days a week (Wednesday evenings (before sunset), Saturday and Sunday) throwing biodegradable targets that conform to NSSA and ATA rules and guidelines. The facility may be open other days for special functions for either Hurlburt or Eglin, or may offer range safety or hunter safety training classes for everyone. The Proposed Action will involve construction of electrical service to support range operations, concrete pavement as part of the skeet & trap stations (concrete lanes and pads), various sidewalks to provide barrier free access to the clubhouse, restrooms, and asphalt pavement to support vehicle parking requirements. Several small concrete block structures (trap houses) will also be constructed. It is anticipated that the clubhouse and restrooms will be a modular trailer in the near term.

This Final EIS has been prepared in accordance with the National Environmental Policy Act. Public and agency scoping resulted in the analysis of the following environmental resources: airspace management and air traffic control, noise, safety, air quality, physical (including hazardous materials and waste) biological, cultural, land use, ranching, transportation, and recreation, socioeconomics and environmental justice. Cannon AFB economic activity would increase in Curry and Roosevelt counties. Noise, safety, and other resources around and on the base would not be impacted. An airspace transit area to permit UAS transit from Cannon AFB to Melrose AFR could inconvenience, but not significantly impact, some general aviation. Melrose AFR training would increase targets, exposed soils, munitions debris, noise, and safety requirements on the range. Munitions noise could impact some residences on the periphery of the range. Expansion of the Exclusive-Use area on the range would impact lessees who use range buffer areas for grazing and agriculture. Natural biological or cultural resources would not be significantly impacted by the change in training. Airspace Military Operations Area (MOA) and MTR training activity would increase. Noise levels on MTRs and under MOAs would noticeably increase and would be expected to result in some increased annoyance. Use of water areas for training would increase activity and noise. Water training would need to be scheduled to mitigate impacts on biological species or recreationalists. Cumulative federal and non-federal actions would not be expected to result in significant impacts.

There is no question that Department of Defense and chairman of the Joint Chiefs of Staff directives have increased the development of operational and systems architectures. The DoD Architectural Framework (DoDAF) and its associated governing publications have provided considerable information and examples covering DoD architecture processes and products for those engaged in requirements and architecture development. But even though the guidance is good, there need to be more general heuristics to help guide those involved in this growth industry. Based on recent experiences with joint architecture development, we propose some general heuristics covering the following: the architecture team; common lexicon; process ownership; appropriate abstraction; organizational bias; level-of-war bias; and hollow-transfer activities., Published in Defense AT&L, p2-6, November-December 2006.

The Communications and Information (C&I) Campaign Plan is the overarching mission, vision, and practical plan of action for the HO AFSOC/SC staff.
