Changli Pomology Institute, Hebei Academy of Agricultural and Forestry Sciences is taken as the research object. Starting from the relationship between party building and scientific research, in response to the problems in grassroots party building in agricultural research institutes such as insufficient theoretical learning, single party building activity mode, and lack of incentive mechanism in party affairs work, the "three integrations" approach and "four integrations" model are proposed to strengthen the deep integration of party building and scientific research in provincial-level agricultural research institutes. The "three integrations" approach is the integrated development of party building and scientific and technological innovation, the integrated development of party building and scientific and technological services, and the integrated development of party building and technology talents. The "four integrations" model includes the implementation of party building innovation projects, the implementation of 1 + N branch pairing and co-construction, the implementation of the "party building + "work method, and the implementation of "theme intersection" activities. Scientific research archives contained rich information resources. With the development of the times, their function of promoting the scientific and technological innovation is increasingly enhanced. By taking Fujian Academy of Agricultural Sciences as an example, through illustrating the value of scientific research archives in agricultural scientific and technological innovation and the achievements achieved in promoting the scientific and technological innovation cases, some countermeasures were put forward for the management of scientific research archives, including building a high-quality management team, perfecting the management and supervision mechanism of archives, streng thening the comprehensive development and utilization of archives and speeding up the process of archives informatization construction, thus to provide theoretical basis and practical model for the agricultural research institutes to better serve the scientific and technological innovation by using the scientific research archives. From two aspects; the composition of scientific research management institutions and the tasks undertaken by scientific research management departments, the present situation of scientific and technological management team in agricultural research institutes is expounded. Some problems existed in the scientific and technological management team of provincial agricultural research institutes are analyzed, such as uneven knowledge structure of scientific research management personnel, low degree of specialization, poor stability, lack of professional and systematic job training, etc. Professional development countermeasures are proposed, such as optimizing the structure of scientific research management team, establishing a professional management system with the characteristics of agricultural scientific research institutions, formulating corresponding evaluation mechanism for scientific research management personnel, and strengthening the training of agricultural scientific research management personnel. Scientific and technological services are necessary for strengthening agriculture. Under the new situation, agricultural research institutes should give full play to their advantages, strive to innovate scientific and technological services methods, and improve scientific and technological service levels. Combined with the practice of science and technology work of Institute of Plant Protection of Hebei Academy of Agricultural and Forestry Sciences, this paper made an in-depth analysis on the present situations and existing problems in the scientific and technological services of agricultural research institutes. Based on the analysis, it came up with recommendations including change ideological concepts, strengthening service awareness, adhering to people-oriented principle, enhancing the team building, improving mechanism construction, stimulating innovative vitality, exploring service methods, and enriching service connotation, so as to improve scientific and technological service works. Since the central government increased the investment in instruments and equipment of scientific research, the number of scientific instruments has grown rapidly. The management and maintenance of instruments, and the integration and utilization of equipment resources have become the difficulties in laboratory management. Based on the current status and problems, management measures are put forward from many dimensions which include establishing and perfecting the management system, strengthening the construction of the experimental technical team, to promote the integration of equipment resources and sharing. This article presents a survey of literature on Research Data Management (RDM) with focus on agricultural research institutes. This is to help the understanding of core issues in RDM such as legal, policy and regulations; skills set and infrastructure in order to strategically position the agricultural sector in the knowledge economy and also help in reducing duplication of effort, promoting innovation, minimizing loss or destruction of research data sets and that ensuring compliance with funders' requirements. The author argues that while RDM has been widely embraced in developed countries Africa is lacking behind. The literature reviewed in this article seem to suggest that legal, policy and regulatory framework in agricultural research sectors are either nonexistent or outdated. This is exacerbated by inadequate technical infrastructure, human resources capacity, and paucity of national or international partnerships. As a result, research data sets within agricultural institutes are poorly managed. The purpose of this paper is to examine antecedents that predict researchers' usage intention of Open Access Journals (OAJs) in Tanzania, with a specific focus on the Agricultural Research Institutes (ARIs). Specifically, the study investigates major predictors of usage intentions of OAJs. Data were collected from pilot study. A total of 60 (85.71%) usable questionnaires out of 70 were returned. The study utilized the Theory of Reasoned Action (TRA). The results show that attitude, content respectability and predatory publishers have insignificant effect on usage intention, while subjective norms and intention shows statistically significant effect on OAJs usage behavior. The study findings are useful to OAJs publishers and ARIs management staff to identify important factors and safeguard policies on Open Access publishing and strategies to encourage long-term usage of OAJs for future studies and lifelong learning. By using TRA in the context of actual usage intentions and the integration of an additional construct "content respectability and predatory publisher", the extended TRA model fits very well in the OAJs in Tanzania, in particular where such studies are scant. This article is based on a study that investigated the phenomenon of knowledge production and generation in the agricultural sector, with particular focus on Nigerian agricultural research institutes (ARIs). Qualitative and quantitative approaches known as mixed methods research were used through a survey design to collect data from the population of research scientists and directors of the ARIs. The findings showed that the knowledge produced by the institutes included: genetic improvement of varieties of crops; crop production, breeding, weed control, value-addition techniques, fertility of soil and mechanisation; crop improvement and management practices; generation of agricultural technologies and management practices; pest management, agronomic practices and improved seeds; and fish production and management practices. The study found that generation of explicit knowledge and tacit knowledge was high in the institutes. The research implications of the study are to stimulate Nigeria to become self-sufficient in feeding its own people by investing in the agricultural knowledge production to drive research and innovation in the sector since knowledge production is a critical tool in innovation, and research and development (R&D). The social implications of the study are to provide a deeper understanding of various phenomena pertaining to knowledge production and generation in the agricultural sector which could serve as a basis for reevaluation, re-strategising and re-focusing knowledge management practices in the institutes. The originality of the study lies in its ability to investigate how concepts and variables from various theories/models played out in the context of Nigerian ARIs. Abstract: This article explores the possible impact of genomics on the relationship between resource-poor farmers and ‘formal’ agricultural research. It notes that regions of low-resource agriculture serve as reservoirs of genetic diversity and then outlines some ways in which advances in genomics are enabling agricultural researchers to make increased use of this kind of genetic material. The adoption of genomics-based tools by agricultural research programmes will, it suggests, increase the benefits they can obtain from initiatives that elicit germplasm selected by farmers. The interactions between these two processes are examined in two distinct (and contrasting) contexts: maize in China and rice in Vietnam. Both of these case studies confirm that indigenous genetic resources take on greater significance to research systems that are equipped with genomics-based tools. The paper concludes that the ability of resource-poor farmers to demand the provision of research services relevant to their situation may increase as the resources that they control take on greater value to agricultural research.
